India on September 1, thwarted an attempt by Pakistan to raise the Kashmir issue during the South Asian Speakers’ Summit held in Male, capital city of Maldives, reports Financial Express. Indian representative, Rajya Sabha (Upper House of Indian Parliament) Deputy Chairman, Harivansh Narayan Singh said that Islamabad should end all state-supported terrorism. Pakistan’s Deputy Speaker of the National Assembly Qasim Suri tried to raise the Kashmir issue during the discussion on Sustainable Development Goals. “We strongly object to the raising of internal matter of India in this forum. We also reject to the politicisation of this forum by raising the issues which are extraneous to the theme of this summit,” Harivansh said.

Minister of External Affairs S Jaishankar, said that Pakistan openly practices terrorism and there is no scope for negotiations until Islamabad stops financing and recruitment of militant groups, reports Indian Express on September 2. Responding to the situation in Kashmir, the minister said the security restrictions across the Valley would be eased in the “coming days”. He said the internet and telephone outages were needed to stop the activation of “terrorist assets” and to prevent “people who are doing violence to contact each other”. Talking about India’s relations with United States (US) President Donald Trump, Jaishankar broached the challenges posed by a potential tariff war, India’s interest in resuming purchases of Iranian oil and US reservations about India’s acquisition of S-400 surface-to-air missiles. On arms’ purchases from Russia, Jaishankar said he was not going to be deterred from a “solid, time-tested” relationship with Moscow.

As tensions soared after New Delhi revoked the special status of Kashmir, Prime Minister (PM) Imran Khan on September 2 reiterated that Pakistan will never trigger a war with India, reports Daily Times. “We both are nuclear-armed countries. If we had any military confrontation, the world can be in danger,” Imran Khan said, addressing members of the Sikh community in Lahore. “However, Pakistan will never trigger a war,” he told the International Sikh Convention here at the Governor’s House. The PM said after assuming the PM’s office, he tried to establish good ties with India, which unfortunately set preconditions instead of engaging in dialogue. He said the region is sitting on a ticking bomb of climate change as the glaciers are melting which can have dangerous repercussions for the future generations, and called for joint efforts to counter the challenge.

Pakistan Prime Minister Imran Khan on September 2 announced that his government would issue multiple and on-arrival visas to Sikh pilgrims coming from India and abroad and provide them maximum possible facilities during their visit to the holy sites, reports The Tribune. "I assure that you will be issued multiple visas... This is our responsibility. We will facilitate you rather will give you visas at airport," Khan said on September 2 while addressing the International Sikh Convention at the Governor House in Lahore. "(We) will give you multiple visa to facilitate your journey," he added. The convention was attended by Punjab Governor Chaudhry Sarwar, federal and provincial cabinet members, and Sikh pilgrims from the UK, the US, Canada, Europe and other countries.

Six militants including a woman were killed in an operation launched by Counter Terrorism Department (CTD) at a compound near Eastern Bypass area of Quetta, the provincial capital of Balochistan, on September 3, reports Radio Pakistan. Four CTD personnel were also injured in the incident. Personnel of CTD and intelligence agencies launched a raid on a terrorist hideout after getting information regarding the presence of the terrorists in the area. A Parliamentary delegation from India thwarted Pakistan's attempt to raise the Kashmir issue at a United Nations Children's Fund (UNICEF), South Asian Parliamentarian Conference on Children Rights in Colombo, Sri Lanka on September 3, reports The Times of India. India asserted that it was India's internal matter, slamming Pakistan’s record on rights issues of minorities. "We firmly reminded them that Jammu and Kashmir was an integral part of India and India is the largest democracy in the world and as stakeholders in the Indian democracy, an Indian voice will be heard, not that of a vested interest, not that of a foreign country, and not certainly that of Pakistan," Indian Member of Parliament (MP), Gaurav Gogoi, who is part of the delegation stated.

After Pakistan’s Punjab Governor announced that a settlement has been reached on the incident of alleged forced conversion of a Sikh woman in Nankana Sahib near Lahore, representatives of Sikh organisations in India believe that the neighbouring country was involved in propaganda to instigate the Sikh community for its own benefit, reports First Post on September 4. Gurdeep Singh, chairman of DaswandSewa Society (a Ludhiana-based Sikh NGO), stated that Pakistan, through sustained propaganda, is trying to instigate Sikhs against India. He highlighted that the population of Sikhs in Pakistan has fallen sharply over the past few years. He added that Pakistan had no intention of reuniting the victim with her family and did it only under pressure. India's central intelligence agencies have expressed concerns about the Inter-Services Intelligence’s (ISI) association with pro-Khalistan elements. According to reports, these separatist elements are trying to radicalise Sikh youth in the Indian state of Punjab through sustained campaigns on social media run from countries like Canada, United Kingdom (UK) and Germany. Khalistani supporters have also organised rallies against India in connivance with the ISI in the UK. The recent case of Jagjit Kaur hasn’t gone down well with Sikhs across the world, who earlier believed that Pakistan was making genuine efforts to reach out to minorities by agreeing to construct the Kartarpur corridor. However, the recent case has now infuriated the Sikhs who say that Pakistan cannot be trusted.

In a major breakthrough, the Federal Government on September 3 gave the approval to place 30,000 madrassas (seminaries) under the administrative control of the Ministry of Education in a bid to bring them at par with modern educational institutes, reports Pakistan Today. The decision was taken in a cabinet meeting which discussed the proposal put forth by the Ministry of Education. The Government had been working to introduce reform for a year now, with Federal Minister for Education Shafqat Mahmood having held a number of meetings with the leaders of clerics belonging to different sects. Overall, the government is planning to spend PKR 2 billion to bring these madrassas into the mainstream, with annual spending of PKR 1 billion. At present, around 2.5 million students are studying in these seminaries. These reforms were on the cards for a long time now. According to report, a total of 6,277 cases were received by the commission, up to July 31, 2019. During August 2019, as many as 55 more cases were received by the commission and total cases reached to 6,332. The commission has disposed of 47 cases in August 2019. The commission has conducted 523 hearings in August, conducted 219 hearings in Islamabad, 72 in Lahore, 81 in Peshawar and 151 in Karachi. The relatives of the missing persons have lauded the efforts of chairman of the commission and other members for taking personal interests in locating their near and dear ones.

Government sources said that the two sides, which met in Attari, were in agreement on most points, but the final pact stalled over key differences. “Owing to certain differences over a few issues, the agreement could not be finalised. Pakistan has insisted on charging a service fee for allowing pilgrims to visit Gurudwara Kartarpur Sahib, which is not agreeable in the spirit of smooth and easy access through the corridor,” sources said. It was also pointed out that Pakistan declined India’s request to let consular officials accompany the pilgrims. The presence of Indian consular officials at Kartarpur has acquired importance in view of the reported activities of Khalistan supporters in Pakistan. Earlier, the pro-Khalistan figure Gopal Singh Chawla’s name was removed from the Pakistan Sikh Gurdwara Parbandhak Committtee (PSGPC), after India’s objection. However, Pakistan Foreign Office Spokesman Dr Muhammad Faisal, after the talks, said that the Sikh pilgrims would be issued special cards instead of visas to visit their religious site on the special occasion of the 550th birth anniversary of Baba Guru Nanak. He said that talks between Pakistan and India on Kartarpur Corridor were held in a positive environment despite tension in relations between the two countries over the Kashmir crisis. Anmol Singh, a representative of the Sikh community, in a statement on September 4, alleged that the girls belonging to Sikh and Hindu communities were forced to convert to Islam, mostly in Singh province, but the government was yet to stop this practice. “Our community is worried as the incidents of kidnapping Hindu, Sikh girls are frequently occurring, but the government is least bothered to protect the people through legislation. All the provincial governments should focus on legislation without being influenced by different political parties which is our basic right,” he said. Anmol Singh said that the incidence of forced conversions in Pakistan was a matter of serious concern. He said that the case of a girl of Nankana Sahib was the latest example. Mr Singh said that despite repeated protests by the minorities, the government had made no legislation to prevent this practice.

"In exchange of fire, two miscreants [were] also killed," the ISPR said. In the other incident, suspected militants opened fire from across the Pak-Afghan border on Pakistan Army troops in Dir who were busy in border fencing, reports Dawn. "3 soldiers embraced shahadat (martyrdom) while 1 got injured" in the incident, the military's media wing said on September 14. Widespread protests erupted in Ghotki after a FIR was filed against the Hindu principal of Sindh Public School on the complaint of Abdul Aziz Rajput, a student's father who claimed that the teacher had committed blasphemy. The Human Rights Commission of Pakistan shared a video of protesters breaking the infrastructure of the school and expressed concern over the situation. "Alarming reports of accusations of blasphemy in Ghotki and the outbreak of mob violence," the rights organisation said in a tweet. Videos of stick-wielding protesters were shared on social media in which they were seen vandalising a Hindu temple and damaging the school where the incident took place. Police on September 16 registered three cases against rioters who had taken to the streets to protest, reports Pakistan Today. According to Sukkur Additional Inspector General (AIG) Jamil Ahmed, all first information reports (FIR) have been filed in the Ghotki A-section Police Station with the State as the complainant. One FIR was filed under Sections 295 (injuring or defiling place of worship, with intent to insult the religion of any class), 147 (punishment for rioting) and 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) of the Pakistan Penal Code (PPC). AIG Ahmed said that Section 295 was included because the protesters had vandalised a Hindu temple. Police have nominated 45 people in the FIR, out of which 22 are named while 23 are unidentified.

The call centre, aimed at targeting the Indian Army and government officials in honey-traps, was being operated with the help of Pakistan Telecommunication Company Limited (PTCL). The Centre was using Indian SIM cards, seized by Pakistan customs from Indian travellers, mostly women, visiting their relatives in Pakistan. Over 100 Indian SIM cards have been traced as the Delhi Police launched an investigation. Pakistani girls engaged by the call centre were especially trained in speaking fluent Hindi with a North Indian accent. With the help of ISI handlers, these girls primarily searched Indian security personnel on social media platforms and later approached them. After initial chats with the target group, the girls made video calls on Facebook and WhatsApp and recorded them. Earlier in 2019, Anti-Terrorist Squad (ATS) of Uttar Pradesh traced 125 fake IDs of women on Facebook, which were a plant of ISI to honey-trap Indian paramilitary and Army officials. The data of fake accounts was shared by Intelligence Bureau and military agency with ATS. The Indian agencies shared its data with other state police since BrahMos Aerospace engineer Nishant Agarwal and Border Security Force (BSF) jawan Achutyanand Mishra were honey-trapped by ISI in October last year.

According to reports, Pakistan had approached UNSC with a request to let the JuD chief use his bank account for personal expenses. “The Chair has the honour to refer to his draft letter to the Islamic Republic of Pakistan communicating the Committee’s decision with respect to the intention of the Pakistani authorities to authorize certain expenditures to the benefit of Hafiz Saeed to cover basic expenses,” a note by the chair said. Reports further said UN has allowed Saeed to withdraw approximately USD 1,000 to cover necessary basic living expenses for him and his family. The Foreign Office, meanwhile, said that such an exemption is in line with the established procedures and practices of the UNSC 1267 Sanctions Committee. “Hafiz Saeed and others had submitted an exemption request for basic expenditure to the United Nations Security Council. The request was later approved by the Council as a matter of routine,” FO spokesperson said in a statement. The spokesperson expressed disappointment that a certain section of Indian media was unnecessarily politicising the issue to cast negative aspersions on Pakistan’s efforts to implement its obligations under the UN sanctions regimes.

The Chief of the Army Staff (COAS) General Qamar Javed Bajwa on September 27 visited Miramshah town of North Waziristan District of Khyber Pakhtunkhwa and interacted with tribal elders from North and South Waziristan Districts, reports Dawn. According to a press release issued by the Inter Services Public Relations (ISPR), the COAS said that cross-border terrorist incidents were gradually reducing due to solidification of Pak-Afghan border through fencing and other measures. However, he added, an enduring peace inside Pakistan was linked to peace in Afghanistan for which Pakistan is playing its role. At least three persons, including Jamiat Ulema-e-Islam-Fazl (JUI-F) local leader, were killed and 12 others sustained injuries in a blast in Chaman area of Killa Abdullah District of Balochistan on September 28, reports Daily Times. According to Police, unidentified militants had attached a remote-controlled explosive device with a motorbike and parked it near Muslim Commercial Bank at Taj Road area, which went off. As a result, JUI-F leader Maulana Hanif, Abdul Hadi, and Izat Ullah were killed on the spot and 12 others sustained injuries. The injured were identified as Haroon, Fazal, Asghar Khan, Arif, Haji Gull, Mateeullah, Ahmadullah, Mehboob, Daroo Khan, Ubaidullah, Sher Jan and Abdullah. Police said Maulana Hanif was the target of the attack. According to the Bomb Disposal Squad (BDS) officials, four to give kilograms of explosives were used for targeting the JUI-F leader.

Station House Officer (SHO), Loralai, Abdul Rehman said personnel of the Police's Eagle Squad stopped two suspects riding a motorcycle near the Loralai commissioner's office. However, one of the militants blew himself up and the second was shot dead in retaliatory firing by Police. Three Policemen were injured during the exchange of fire, SHO Rehman added.
