The founder of Lashkar-e-Toiba (LeT) and Jama’at-ud-Dawa chief Hafiz Muhammad Saeed appeared to lose his cool on a TV show on February 2 when Indian Congress Member of Parliament (MP) Mani Shankar Aiyar questioned his contention that Indians did not accept Pakistan, and said he should be arrested and brought before court, reports Indian Express. The host of the show suddenly introduced Saeed, the alleged mastermind of the 2008 Mumbai terror attacks (also known as 26/11), on a phone link while Aiyar was in the studio in Islamabad. Responding to a question from the host, the founder of LeT said, “Giving India Most Favored Nation (MFN) status is not correct because there are already big problems that haven’t been resolved. The dams being made by India will create a crisis in Pakistan.” Aiyar, on a private visit to Pakistan, responded by saying, “There are some like Hafiz Saeed in our country who do not want things to move forward but thankfully the ordinary people want our ties to improve. We can improve our relations irrespective of what his opinion is. We want him to be caught and taken to a terrorism court.” Saeed then claimed there was “no case” against him in Pakistan and that he had always been arrested on the basis of “trumped up charges” presented by India. Saeed appeared to lose his cool and began speaking in a raised tone before he was cut off by the host.

Prime Minister Yousaf Raza Gilani on February 6 described Kashmir as a cornerstone of Pakistan's foreign policy, but called for a need to resolve the dispute "through diplomacy and dialogue" as his country "cannot afford wars in the 21st century'', reports Times of India. Gilani was addressing a gathering in Islamabad to mark Pakistan's Kashmir Solidarity Day that has been observed since 1990 to keep the issue in public discourse and call for implementation of United Nations (UN) resolutions on Jammu and Kashmir (J&K) and a plebiscite in the region. "Four wars have already been fought over the issue of Kashmir and the region remains a flashpoint. However, in the 21st century, we cannot afford any more wars," Gilani said. He also said that Pakistan wants to resolve the matter through "dialogue, diplomacy, prudent policy and national consensus". But he maintained that Pakistan remains "committed to continue moral, political and diplomatic support to the people of Kashmir''."The whole nation, including all the political parties, is united on the cause of Kashmir,'' he said. Gilani referred to his meeting with PM Manmohan Singh in Maldives in November 2011 and said the two sides had agreed to discuss all core issues, including Kashmir.

A meeting of senior military officials of Pakistan, Afghanistan and coalition forces based in Afghanistan held on February 8 for discussing border security and coordination marked the formal resumption of military contacts with the United States (US) and NATO after months of estrangement in the aftermath of November 26, 2011 strikes on Pakistani border posts, reports Dawn. “Representatives of International Security Assistance Force (ISAF), Afghanistan National Army (ANA) and Pakistan Army met at Border Coordination Centre (BCC) in Torkham border crossing of Khyber Agency under tripartite engagement format to discuss and improve various coordination measures on Pak-Afghan border,” a military official said. The Director General of Military Operations (DGMO), Major General Ishfaq Nadeem Ahmed, represented Pakistan at the meeting, which was technically the highest level of military interaction among the three sides since the November 26, 2011 Salala incident after which Pakistan had closed the crucial NATO supply route, evicted US personnel from Shamsi airbase, and essentially put the entire bilateral relationship on hold..

All members of the Senate, irrespective of their political affiliation, on February 8 walked out of the House in Islamabad in protest against the January 31, 2012 target killing of the wife and daughter of a Balochistan Assembly Member, Mir Bakhtiar Domki in Karachi the provincial capital of Sindh reports Dawn. The walkout was led by Shahid Hassan Bugti, a relative of the dead. “It (the killing) was a message for certain people,” Bugti said just before storming out of the House. “The perpetrators are those who continue to kidnap people in Balochistan and throw away their mutilated bodies,” adding, “The manner in which she was killed shows utter hatred towards the Baloch.” It was not a random case of violence. Had it been such a case, a maid who was accompanying the two victims would not be alive today,” Bugti added. He then asked all the Senators “with conscience” to join him in a walkout.

Authorities at a public sector hospital in Peshawar are perturbed over the manner in which missing persons are brought there by Intelligence Agencies in critical condition and with slim chances of their survival, an official at the hospital said on February 8, reports Dawn. During a hearing on January 30, 2012 a bench of the Supreme Court had directed the counsel for the Inter Services Intelligence (ISI) and the Military Intelligence (MI) to produce the detainees on February 9, 2012. The official at the Lady Reading Hospital said four people who were among the 11 prisoners who went missing from Rawalpindi’s Adiala jail were brought to the hospital in precarious condition and doctors there had no chance to save them. Personnel of an Intelligence Agency and Police have been keeping an eye on the medico-legal ward, where the four detainees have been undergoing treatment. The 11 prisoners were acquitted by Anti-Terrorism Court in Rawalpindi District of Punjab in different cases of terrorism. But they went missing mysteriously on May 28, 2010, after the Lahore High Court ordered their release. Initially, the Government continued to express ignorance about them, but in December 2010 counsel for Intelligence Agencies admitted that they were in their custody. He, however, claimed they were arrested from a conflict zone. He had said the detainees would be tried by a court martial under the Army Act. However, despite the passage of over a year since that statement was made, they have not been tried so far. Four of them have died, another four were undergoing treatment at Lady Reading Hospital in Peshawar, and the other three, according to Intelligence Agencies, were at an internment centre at Parachinar in Kurrum Agency of Federally Administered Tribal Areas (FATA).

The PIHRO said the war on terror is not Pakistan's war. They demanded of the Government to revise its foreign policy. The seven missing detainees out of the 11 prisoners who went missing from outside Rawalpindi’s Adilyala Jail in May 2010 were brought to the Supreme Court on February 13, reports Dawn. The prisoners produced in the court were Mazhar-ur-Haq, Shafiq-ur-Rehman, Muhammad Shafiq, Dr Niaz Ahmed, Abdul Majeed, Gulroze and Abdul Basit. Four of them were brought from Peshawar’s Lady Reading Hospital and three from the Internment Centre at Parachinar in Kurram Agency of Federally Administered Tribal Areas (FATA). On January 6, 2011, the Supreme Court had disposed of a joint petition on the assurance that the prisoners would face the Field General Court Martial (FGCM) under the Army Act, 1952. But none of them was ever tried. The prisoners were wanted for different acts of terrorism. One thing was common among all. They are suffering from a common ailment of skin with the entire body covered with small blisters. Almost all of them said they had no idea why they had been picked and never interrogated. The Chairperson of Defense for Human Rights Amina Masood Janjua had for long campaigned for the release of missing persons.

The permission has been given for food items,” a Defense Ministry official quoted Defense Minister Ahmed Mukhtar as saying at a function in Islamabad. “Since the food items were perishable, we have allowed them to transport them by air to Afghanistan. We have told them to take the supplies out by air and don’t bring more for the time being,” the official quoted him as saying.

Speakers at a Difa-e-Pakistan Council (DPC) rally in Islamabad on February 20 condemned United States (US) drone attacks, military operations in tribal areas, tabling of a resolution on Balochistan in the US House of Representatives and the ban on some religious parties, reports Dawn. The speakers warned the Government against restoring NATO supply routes and granting the MFN (Most Favoured Nation) status to India till resolution of the Kashmir dispute. The DPC rally was organised by Jama’at-e-Islami (JeI) and security arrangements were made by Hizb-ul-Mujahideen (HM). Most of the participants belonged to Jama’at-ud-Dawa (JuD), Ahl-e-Sunnat Wal Jama’at (ASWJ), Ansarul Ulema, formerly Harkat-ul-Mujahideen (HuM). Protesters poured onto Islamabad’s streets, chanting “death to America” and demanding ‘holy war’. JeI Chief Syed Munawar Hassan criticised the armed forces and said they had failed to contain the US aggression inside Pakistan, but continued to launch operations against their own people. He blamed the US for all ills in the country, terming it an enemy of the Islamic world. “Drone attacks continue to kill innocent Pakistanis, missing persons remain untraced and military operations in Swat, Buner, Waziristan and other tribal areas are being carried out at the behest of the US,” the JeI chief said. Ijazul Haq, chief of his own faction of Pakistan Muslim League (PML), and former Inter-Services Intelligence (ISI) Agency chief Lieutenant General (retired) Hamid Gul made fiery speeches and criticised the US and the Government for banning religious parties.

Judge Noorul Haq Qureshi heard a petition seeking the recovery of Doctor Abdul Qayyuum and Doctor Abdul Wahid and put ISI’s Major Tariq on notice and directed him to appear before the court on March 14, 2012.
