A suicide bomber targeted the United Nations World Food Programme (WFP) office in Islamabad on October 5, killing five persons, including a UN diplomat and two women employees. Six other staff members were injured, The News reported. The terrorist is reported to have entered the WFP building in Frontier Constabulary (FC) uniform through the small gate. He walked to the reception and blew himself up at 1217 hours, an investigation agency source said. The WFP office is located in a tightly-guarded residential area of the national capital. The dead included a UN diplomat and Iraqi national Bootan Ali, in charge reception Gul Rukh, assistant in charge reception Farzana Barkat, Abdul Wahab and Abid Rehman.

The Deputy Inspector General of Police (Operations), Bin Yameen, said the recovery of a severed head and two legs suggested that the attack was carried out by a suicide bomber. Over 80 employees, including about 20 diplomats, were inside the WFP office when the terrorist struck. The WFP office is reportedly well protected as a 15-foot high wall has been erected around it with barbed wire and security cameras in place. President Asif Ali Zardari’s private residence is situated near the blast venue apart from some other important houses.

The Interior Minister Rehman Malik termed it a suicide attack and told reporters at the blast site that more attacks could occur in the near future as the terrorist outfits had planned to destabilise the country. “It was a suicide attack, and the bomber, who was wearing the uniform of paramilitary personnel, came inside the premises by taking permission of security guards to use toilet,” the minister said. Rehman Malik said this was a reaction to the military operation against the terrorists in Swat and the FATA. Five days ago, these elements had threatened to retaliate, he said. According to preliminary assessment of the explosive experts, seven to eight kilograms of explosive material was used in the attack, Malik said, adding the explosive material was not pure but mixed. A security alert had been issued about possible attacks by terrorists in the Punjab, Sindh, Islamabad and Balochistan, he added.

The Tehrik-i-Taliban Pakistan (TTP) claimed on October 6 it had carried out the suicide attack on the main office of UN’s World Food Programme in Islamabad on October 5 and vowed further attacks on Governments and foreign targets, Dawn reported. Five UN officials - four Pakistanis and an Iraqi among them - were killed when a suicide bomber dressed as a paramilitary soldier dodged security measures and detonated explosives in the fortified office. TTP spokesman Azam Tariq claimed responsibility and said his organisation would not leave the people of Pakistan at the mercy of the Blackwater security agency. He also said the Taliban were ready to face a military operation in the tribal region. Further, Azam Tariq said Interior Minister Rehman Malik had refuted the fact that new TTP chief Hakeemullah Mehsud was alive. “He (interior minister) should visit South Waziristan and he would have a chance to meet Hakeemullah there,” he added.

According to Daily Times, Police have arrested around 58 terror suspects from raids in various cities and recovered ammunition, suicide jackets, and hand grenades, a private TV channel reported on October 15. According to the channel, Islamabad Police arrested two terrorists, identified as Mubashar Mahboob and Abdullah, from the Shalimar Police precincts and recovered pistols, suicide jackets and hand grenades. Further, the Lahore Police arrested five terrorists, including Maulvi Siddique, from Walton Road, another from the Miani Sahib graveyard and three others from Shahdra. Police sources said Siddique was injured when he was arrested and is believed to have participated in the attack on the FIA building. Police recovered two pistols and a fake police identity card from him. Three others were arrested in a raid on a seminary in Shahdrah. In addition, Peshawar Police in NWFP arrested 48 suspects in the ongoing crackdown on Afghan refugees from various areas of the provincial capital.

At least 73 suspects, including seven foreigners, were arrested when the law-enforcement agencies conducted raids in Lahore, Islamabad and other parts of the country, sources said. Agencies raided Azadi Chaok Yadgar in Lahore and arrested three persons and recovered a huge cache of weapons, cartridges and fake identity cards from their possession. The accused belong to the Tehrik-e-Taliban’s Amjad Farooqi Group. Further, the Margalla Police raided the office of the Hizbut Tahrir in Islamabad and arrested 35 persons. The police claimed to have recovered sensitive material from the office. Besides, the Guddu Police arrested several foreigners from a coach going from Quetta to Peshawar. In a joint operation, Police and Rangers arrested seven foreigners from the border area between the Punjab and Sindh provinces.

Security agencies have started a crackdown in and around the federal capital Islamabad against miscreants having links with terrorist outfits, detaining dozens of suspicious people from different areas of the metropolis, The News reported. The Police conducted a search operation in various seminaries being run illegally and raided some religious academies suspected by intelligence agencies for their involvement in suspicious activities, intelligence agency sources said. The sources said intelligence agencies, in the context of the military operation in South Waziristan, sent a list of different seminaries to the law-enforcing agencies, seeking immediate action against them.

Earlier, more than 60 suspicious persons were arrested during a search operation in the areas situated near the GHQ. Police sources told Online on October 18 that more than 60 suspected persons had been arrested during a search operation in the areas located near the GHQ. Out of the 60 arrested persons, numerous are said to be Afghan citizens. Later, the Police released all those who had identity cards and other documents.

The provincial Governments on October 20 ordered the closure of Government and private educational institutions across the country following the attack on the IIUI, Daily Times reported. The Sindh Education Department announced the closure of all schools in the province until October 25. The NWFP and Balochistan Governments have also announced the closure of all education institutions until October 25. Educational institutions in the federal capital had already been shut down until October 25. In Punjab, a private TV channel reported that all Government and private education institutions would remain closed until further orders. Punjab Law Minister Rana Sanaullah told the channel all education institutions would reopen once the security situation improved.

Two suicide bombers targeted the new campus of the International Islamic University Islamabad (IIUI) in the H-10 sector of Islamabad on October 20, killing at least six students and staff members, including two female students, and injuring more than 29 others, The News reported. Deputy Commissioner of Islamabad, Amer Ali Ahmad, said that the deceased were identified as Sidra Khalid (student), Hina (student), Pervaiz Masih (sanitary worker), Shaukat Bhatti (security guard), Amna (worker) and Khalil-ur-Rehman (student). This is the first terrorist attack on an educational institution in Islamabad. The first blast occurred at the cafeteria of the women’s campus at 3:07 pm while another took place at the Sharia bloc five minutes later, damaging the main structure of the building and dozens of cars parked near the blast site. The Inspector General of Police in Islamabad, Syed Kaleem Imam, said that a suspect, identified as ‘GM’, was arrested from the scene after the suicide attack at the cafeteria. He said the suspect belonged to Khanewal and had studied at the IIUI some seven years back. The IGP said he was arrested while capturing the scene on a movie camera. Kaleem Imam said according to the preliminary investigation, each bomber used 4 to 5 kilograms of explosive material and one and a half to two kg of pellets and ‘C-4’ kind of explosives were used in each suicide belt. He also said the suicide bombers apparently wanted to hit some other targets inside the federal capital, probably Security Forces, including the Police or maybe some diplomatic missions. “As they failed to penetrate the thick three-tier security cordon laid around the federal capital, they got frustrated and decided to target the IIUI, an institution where Islamic subjects are taught and where students from so many Muslim countries come to study,” the officer said. He conceded that security arrangements at the university were not adequate because it was generally believed that because of the Islamic status of this university the terrorists would not attack it.

According to a private TV channel, the Security Forces – in collaboration with Police – arrested 152 suspects from Rawalpindi and Islamabad. Most of the men belong either to the FATA or are Afghan nationals. Those arrested in Islamabad included an alleged suicide bomber – who was wearing a suicide jacket when he was arrested, according to Deputy Superintendent of Police Khan Khursheed Khan. The channel reported that another suicide bomber was also arrested in Islamabad. Further, the channel said one of those arrested in Islamabad was carrying "maps" of sensitive locations.

Unidentified gunmen attacked an army vehicle in the federal capital Islamabad on October 22, killing a Brigadier and his driver and critically injuring a guard, Daily Times reported. Police officials said Brigadier Moinuddin Haider was en route to his office in Rawalpindi when the assailants fired at his jeep at around 8:45am near Street No 5, G-11/1. Police and witnesses put the number of assailants at two – aged between 18-to-20 years – and said they were riding a motorbike. "It was an act of terrorism… The purpose was to kill and make news," military spokesman Major General Athar Abbas was quoted as saying by Reuters. Brigadier Moin reportedly arrived in Pakistan on leave a few days ago from Sudan – where he was part of a UN peacekeeping mission. Officials suspect that the Taliban are likely behind the assassination – ordered in retaliation against the military operation in South Waziristan. The Inspector General of Police, Kaleem Imam, said it was "a target killing" and the assailants had been monitoring the route of the Brigadier.

Brigadier Waqar Ahmad Malik, Director of Defence Services Guards at the GHQ, was going to a bank along with his mother in his official car when a gunman in khaki and wearing a shawl opened fire on him. The Brigadier, who was in mufti, escaped unhurt because his driver reportedly sped the vehicle away. The windscreen of the car and its roof was badly damaged.
