leaders of anti-Taliban Adezai Qaumi Lashkar developed serious differences on the issue of supporting the Government’s initiative against militants in the provincial capital Peshawar. One group of the lashkar has withdrawn support to the Government insisting payment of salary to the special Police force working with the peace body has been suspended, while the other continues offering support and cooperation to the Government against militants. Sources told media that the head of the peace body Dilawar Khan had developed differences with his deputy, Fazal Malik, on the issue of joint ventures with Law-Enforcement Agencies (LEAs) against militants in the rural areas of Peshawar. Dilawar was associated with Pakistan Muslim League-Nawaz (PML-N), while the other group led by Fazal favoured Awami National Party (ANP). “It’s the bone of contention between them. We fear the differences among lashkar members will damage the campaign against militants and therefore, law-enforcement agencies will not be able to maintain peace in rural areas,” said an insider.

The Express Tribune on August 25 (today) reported that while nearly 3,400 schools in KhyberPakhtunkhwa have been destroyed due to militancy and natural disasters in recent years, many school buildings are yet to become functional decades after their construction. At one such school in the suburban village of Bunyadi, there are no teachers or students to be seen, but only a man selling chapli kababs. This girls’ school was made in 1988 by a Parliamentarian named Sardar Ali. There was one teacher appointed, but she left six months after. Since then, the building is used for stocking firewood. A local elder, Mansoor Khan, said his father provided the building for a girls’ school when there was none in the area. “We contacted the education department many times about it, but they said they had no record of such a school building.” The girls’ school is one of hundreds of derelict school buildings built in the past by Parliamentarians, which have not been handed to the education department for reasons that remain unknown.

the Khyber Pakhtunkhwa Government asked all Afghan nationals to return home before losing their refugee right at the end of December 2012. “Afghan nationals possessing Proof of Registration Cards (PoRs) are directed that they should wind up all their activities, including businesses, till December 31, 2012 and start preparations for returning to Afghanistan. No Afghan refugee will be allowed to stay in Pakistan after the deadline,” the provincial Home and Tribal Affairs Department said. The department denied media reports that the federal government had allowed illegal and unregistered Afghans to continue their stay by the end of the year. “The government didn’t give any such relaxation to unregistered, illegal Afghan nationals and other foreigners,” the statement clarified. Provincial government had already ordered undocumented Afghans in May 2012 to leave Khyber Pakhtunkhwa or face legal action. The Home Department had empowered police to arrest illegal Afghans under Foreigners Act, 1946 and deport them after completion of legal requirements. Officials said around 1.7 million registered Afghans residing in Pakistan would lose their refugee status if government did not extend their PoR cards after December.
