Investigations by officials at internment centres concluded that six more previously missing persons maintained close ties with anti-state elements and the inmates were placed in the black category, The Express Tribune reported on December 10. This was revealed by the Home and Tribal Affairs department to the division bench of Chief Justice Mazhar Alam Miankhel and Justice Musarrat Hilali as the Peshawar High Court (PHC) heard eight petitions related to enforced disappearances on December 9. When the bench took up the cases for hearing, Qaiser Jamal informed the court that his brother and three cousins were picked by a peace militia and handed over to the police around four years ago in Kohat. However, authorities later handed over the bodies of his brother Khalilur Rehman and cousin Muhammad Sohaib from the Kohat and Lakki Marwat internment centres. He told the court that an autopsy was conducted and the bodies bore visible signs indicating the inmates were kept in deplorable conditions. Jamal said they were malnourished and the family could not even recognise them when their bodies were handed over.

At least 148 persons, including 132 children, nine school staff members and all seven suicide atatckers, were killed by when Tehreek-Taliban Pakistan (TTP) militants stormed and opened fire at the school children in Army Public School located on Warsak Road in provincial capital Peshawar on December 16, reports Dawn. TTP claimed responsibility for the attack saying that the attack was in retaliation to the military operations in North Waziristan Agency and Khyber Agency of Federally Administered Tribal Areas (FATA). “Our six fighters successfully entered the army school and we are giving them instructions from outside,” TTP 'spokesman', Muhammad Khorasani said over phone. The Government, however, claimed that there were seven attackers.

Meanwhile, Inter-Services Public Relations (ISPR) Major General Asim Saleem Bajwa while addressing a press conference in Peshawar on December 16 said that the aim of the terrorists was to inflict maximum damage as they did not try to take any hostages, reports The Express Tribune. He said that the terrorists entered the school from the lesser guarded rear entrance backside using a ladder. He added that the militants started to fire their weapons indiscriminately as soon as they entered the school auditorium. The children were killed in groups, he said. “This shows that they [terrorists] did not want to take any hostages.” He further said that within 15 minutes of the attack, a Quick Response Force (QRF) of the military had reached the school and started an operation against terrorists. Bajwa said that a total of 1099 students and staff were registered in the school, and that security forces managed to rescue 960 of them. Of these 132 children and nine staffers were killed in the attack and all seven militants were killed in the operation, he added.

A video posted on December 18 on a website used by the TTP shows a man with a luxuriant chest-length beard, holding an admonishing finger aloft as he seeks to justify the December 16 attack. The caption identified him as Umar Mansoor. “If our women and children die as martyrs, your children will not escape,” he said. “We will fight against you in such a style that you attack us and we will take revenge on innocents.” Six TTP cadres interviewed by Reuters confirmed that the mastermind was Mansoor who is close to TTP ‘chief’ Mullah Fazlullah. “He strictly follows the principles of jihad,” one said. “He is strict in principles, but very kind to his juniors. He is popular among the juniors because of his bravery and boldness.” Mansoor got a high school education in the capital, Islamabad, two TTP members said, and later studied in a madrassah. “Umar Mansoor had a tough mind from a very young age, he was always in fights with other boys,” said one TTP cadre. Mansoor has two brothers and spent some time working in the city of Karachi as a labourer before joining the Taliban soon after it was formed, in late 2007, said one commander. His nickname is “nary,” a word in the Pashto language meaning “slim”, and he is the father of two daughters and a son, said another commander. “(Mansoor) likes to play volleyball,” said one of the Taliban members. “He is a good volleyball player. Wherever he shifts his office, he puts a volleyball net up.” The Taliban video describes him as the “amir”, or leader, of Peshawar and nearby Darra Adam Khel. Mansoor deeply opposes talks with the Government, the commanders said. “He was very strict from the start when he joined,” a commander said. “He left many commanders behind if they had a soft corner (of their heart) for the government.”

A number of unregistered Afghans were among over 70 suspects arrested during a search operation in the vicinity of the Army Public School in Warsak Road of Peshawar, the provincial capital of Khyber Pakhtunkhwa, on December 21, reports The News. Heavy contingents of the Peshawar Police along with other security agencies carried out the operation in Abshar Colony, Bihari Colony, Tehkal and other areas of the Warsak Road, close to the military-run school that was attacked on December 16. Sniffer dogs, experts of the bomb disposal unit (BDU) and lady constables accompanied the policemen during the search operation. “Action against the Afghans and tenants, who have not registered themselves with the local police, is under way. The source said at least three of the attackers used cellphones that were activated two days before the attack. The SIMs were probably purchased and activated in Landikotal tehsil (revenue unit) of Khyber Agency in Federally Administered Tribal Areas (FATA), said a source from the initial investigation by the Police. The source added that the attackers called each other and their command several times while butchering innocent students at the auditorium, classes, corridors and other places. These SIMs were registered with fake names of people belonging to the Punjab and Sindh. Thousands of SIMs are sold daily in the country without any proper procedure. Mostly unregistered SIMs have been used in terrorist attacks and heinous crimes. Some reports said that the attackers were supported by at least four facilitators who dropped them before managing their escape. The reports also added that two of the attackers were Afghans, another two were from Swat while at least one was from Bara. The report said the attackers stayed at a local mosque before carrying out the attack via the Bihari Colony. However, it could not be confirmed. Meanwhile, the Khyber Pakhtunkhwa (KP) Inspector General (IG) of Police Nasir Khan Durrani has requested the Federal and Provincial Governments to enact stringent laws for curtailing use of illegal and fake SIMs by criminals and terrorists in the country, reports Dawn. He said that unregistered SIMs, issued on fake names, were one of the main instruments in the hands of terrorists and criminals operating across the country, according to a press release issued. The IGP said that investigations into a number of cases revealed that terrorists and criminals used unregistered SIMs for their nefarious designs. “It in turn makes it difficult for the investigative agencies to track them down,” he added.

The missing person’s cases and decisions of provincial and national importance remained the focus of the Peshawar High Court (PHC) during 2014 as 1,990 people were traced out and 12 of them got released through political administration and Police, The News reported on December 29. As per record of the PHC, the law enforcing agencies submitted a list of 934 missing persons in the court in October, who had been traced and shifted to various internment centres being run under the Home Department Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA) Additional Chief Secretary under the special law called Action (in Aid of Civil Power) Regulations 2011, for FATA and Provincially Administered Tribal Areas (PATA). The law enforcing agencies also submitted another list of 80 missing persons the same month in the court, who were shifted to various internment centres. In the list of missing persons submitted to the court in September, 42 such people were traced out. Similarly, the agencies also submitted a list of 96 missing persons in the same month, who were shifted to the interment centres. A list of 130 missing persons was submitted in June this year to the court and of 708 missing persons in May 2014, who were traced out and shifted to different interment centres.

Top security agencies are drawing up a list of militant organisations that will be banned as part of the new anti-terror strategy approved recently by the civil-military leadership in the wake of the December 16 attack on Army Public school in Peshawar, the provincial capital of KP, The Express Tribune reported on December 29. According to the list, the Islamic State (IS), known as Daish in Arabic – a militant outfit that has made significant strides in parts of Syria and Iraq – is likely to be proscribed in Pakistan. Despite denials from the Federal Government, the Islamic State is believed to be engaged in a recruitment drive in Pakistan. One intelligence report suggested that the militant organisation is trying to establish its network in Balochistan, which is already in turmoil due to insurgency. Although there is no clear evidence of the IS’s presence in the country, wall-chalking supporting the militant outfit has recently appeared in several major cities, including Karachi, Lahore and Peshawar. Earlier this month, the Foreign Ministry said the Police had arrested some people linked to the IS graffiti in various cities. Also some members of the religious right, including Lal Masjid chief cleric Maulana Abdul Aziz, have publicly supported the IS agenda.

The District and Sessions Judge, Peshawar, on December 27, 2014, signed the first black warrant in Khyber Pakhtunkhwa to hang Amanullah who was convicted for murdering his wife, who was a lawyer and social worker.

The management of educational institutions across the Province been directed to ensure foolproof security to forestall December 16-like attacks as Khyber Pakhtunkhwa Police on December 29 launched One-Click Sensor Observation Service (SOS) service for schools in Peshawar, reports The News. “We have held meetings with the representatives of the owners and principals of schools who were given Standard Operating Procedures for security of buildings. The owners were urged to make sure that proper security guards are deployed at entrance and other points of the schools,” Capital City Police Officer (CCPO) Ijaz Ahmad said. He said the cops from the relevant police stations would also be patrolling the area and would coordinate with the management. “The management was also directed not to allow the pushcarts and strangers outside the schools,” he added. According to officials, 2,007 schools are registered alone with the Board of Intermediate and Secondary Education, Peshawar.
