Police were put Peshawar on high alert following a Special Branch report regarding a potential suicide attack in the city, reports Daily Times. The tip-off came two days after the Peshawar Police recovered improvised explosives attached to a motorcycle near the border with Khyber Agency of FATA (Federally Administered Tribal Areas). According to the report, Tehreek-e-Taliban Pakistan (TTP) had grouped with other terror organisations in the area and was planning attacks on Peshawar. “We have reports that a vehicle-borne suicide attack is highly likely in Peshawar,” a senior official quoted a Special Branch report to the Khyber Pakhtunkhwa Government.

Four persons were killed and several others injured in a car bomb attack on the house of a tribal elder in the Pishtakhara area of Peshawar, the provincial capital of Khyber Pakhtunkhwa on February 3, reports Dawn. Cantonment Circle Superintendent of Police Dr Mian Saeed Ahmed said that about 40 kilograms of explosives had been packed in the car and detonated with remote control. He said that the main target was tribal elder Astana Gul but he was not there at the time of blast and his brother Ghazi Khan and his three friends died. He said that the deceased included an Army captain but it could not be ascertained if he was a serving officer or had retired. Astana Gul, who was once associated with the Khyber Agency (FATA)-based militant Lashkar-e-Islam (LI) outfit headed by the Mangal Bagh, joined its rival Ansar-ul-Islam and the blast appeared to be aimed at punishing him and warning for others against leaving Mangal Bagh’s outfit. The blast caused a wide crater near the building and damaged several other houses. LI claimed responsibility for the blast.

Khyber Pakhtunkhwa Government on February 7 launched a crackdown on unregistered seminaries in Peshawar and arrested 100 madrassa students belonging to Tehreek-e-Taliban Pakistan (TTP) and Afghan Taliban in one such raid on Jamia Zuberia in Yakatut area, Police said. The Police resorted to teargas shelling after local residents protested the raid and the arrests, witnesses said, adding that the arrested Taliban included Pakistanis and Afghan nationals.

Speaking at a press conference at Peshawar Press Club, several elders, led by Arbab Shehryar, said that Mathra was a neglected area and successive Governments had never paid attention to its development. Flanked by Haji Sarwar Din, Juma Dad and Gulfam Khan, Shehryar claimed that the government had planned to launch operation in Frontier Region, Peshawar, and Mathra area, but the people of Mathra would create hurdles if the idea was not dropped. He said that the people of Mathra were peaceful and wanted solution to their problems.

Jamaat-e-Islami (JeI) on February 9 moved to Peshawar High Court to challenge the unlimited legitimised powers of the military to target suspected terrorists without any evidence, reports The Express Tribune. The petition was submitted to the circuit bench (Darul Qaza) of the Peshawar High Court by former Provincial Minister Shah Raz Khan who will be represented by Barrister Ghulam Nabi. The cabinet has approved the draft for the 20th Constitutional Amendment Bill, 2011. The decision to file a petition was taken after careful examination of the Draft Counter-Insurgency (In Aid of Civil Power) Regulations for Federally and Provincially Administered Tribal Areas, whose article 247 (5) and article 247(4) have also been approved to provide legal cover to action undertaken by military forces against terrorists. Talking to the media after submitting the petition, Nabi said that the regulation violates human rights and it will never be accepted.

The Government and the people of Swat will not let militants regroup in the valley, said Khyber Pakhtunkhwa Chief Minister Ameer Haider Khan Hoti on February 15, reports Dawn. He said this while addressing a 150-member Swat representative jirga (tribal council) during a meeting in Peshawar. The chief minister said that militants had fled Swat to Afghanistan after the Government’s successful crackdown but carried out attacks in Dir and Chitral Districts from there. He said the Government and brave people of Swat were on alert and would thwart any move by militants to regroup in the valley. Mr Hoti said the process of rehabilitation, reconstruction and development was in full swing along with operation against militancy. He said the way people of Swat had faced militancy and flooding was matchless.

An official of the Judge Advocate General Branch of the Pakistan Army, Colonel Noor Ahmad, informed the Peshawar High Court (PHC) that the youths de-radicalised at military rehabilitation centres following the Swat operation were again joining militant groups after their release. Colonel Noor Ahmad, representing the Military Intelligence (MI) in missing persons cases, stated this when a division bench headed by PHC Chief Justice Dost Muhammad Khan said it would be better to shift the missing persons to internment centres for de-radicalisation. The chief justice observed that the suspected youths might not have got de-radicalised through high-level and well-experienced psychiatrists and that is why they are again joining the militant groups. He said that when a Mullah could turn a youth into militant through fierce speeches while seizing on his poverty and unemployment, the high profile physiologists and psychiatrists could also easily de-radicalise them. “The de-radicalisation of militants would only be effective if the Government provides them jobs, particularly of gardeners and Class-IV, and ensures a tight surveillance system,” the chief justice observed.

The Peshawar High Court (PHC) ruled on February 17 that target killings and street crimes were on the rise due to the Government’s issuance of arms licenses on political grounds, reported The News. It directed the Federal Interior Secretary and Khyber Pakhtunkhwa Home Secretary to present a report about the licenses issued thus far. PHC Chief Justice Dost Muhammad Khan issued the directives to the secretaries concerned in bail petitions of three persons arrested for having a large cache of arms in the city. The Chief Justice observed that there were no strict laws on arms and this was the reason that people have all kinds of arms and criminals use them easily for crimes. “The Government is not interested in maintaining law and order. It is only interested in issuing arms’ licenses to their own political workers,” he observed. Jehanzeb, Gulab Sher and Olas Khan had filed bail petitions in the PHC. Matani Police arrested them on January 17, 2010 for possessing six Kalashnikov rifles, 13 repeaters, two Kalakov rifles and thousands of rounds. Police then booked them under sections 13 and 14 of the Arms Ordinance.

Advocate General Khyber Pakhtunkhwa Asadullah Chamkani, Deputy Attorney General Iqbal Mohmand and others, who appeared before the court during the hearing of the twelve missing persons’ case, denied arresting or picking them up. “This is a cyclostyle reply while, the issue of missing persons has become very serious,” the Chief Justice (CJ) Dost Muhammad Khan remarked.

At least 15 people, including two children, were killed and 38 injured when in a car bomb attack at bus stand on Peshawar-Kohat Road in Peshawar on February 23, reports Dawn. The bomb had been detonated by a timed device. According to Peshawar Police chief Syed Imtiaz Altaf, the bombing appeared to have been carried out in retaliation for a military operation under way in Khyber Agency. “The war on terror is going on and such attacks by militants can be expected anywhere,” Altaf said. Police took two people into custody for questioning. One of the suspects was draped in a blanket and sported beard and long hair.
