Meanwhile, the KP Government decided to engage the Army to protect polio workers in five union councils of Peshawar, the provincial capital of KP, during the vaccination campaign beginning on October 5, the Dawn reported on October 3. It is the first time that the Army’s support is being sought in the restive areas of Peshawar. The vaccination campaigns were not delivering the goods in Achini Bala, Sheikhan, Matani, Sherikera and Jugani union councils adjacent to Khyber Agency or Mohammad Agency (FATA) for being inaccessible to polio workers and Police. Local said the poor or no vaccination had left around 800 local children under the age of five years at the high risk of physical disability. The officials said the engagement of the Army men for the vaccinators’ protection would cost PKR 14.4 million. They said unlike other parts of the province, where three-day campaign targeting 5.1 million was already underway, a separate, one-week campaign had been planned for the provincial capital to target 754,000 children under the age of five years with the help of 3,600 vaccinators.

Elsewhere, the Peshawar High Court on October 3 directed the Pakistan Telecommunication Authority (PTA) to end the roaming service provided to Afghan cellphone companies in the country within a fortnight, observing that SIM (subscriber identity module) cards of Afghan companies had been used in the most cases of terrorism and kidnapping for ransom, reports Dawn. A bench comprising Chief Justice Dost Mohammad Khan and Justice Malik Manzoor Hussain also took exception to the absence of the chief executives of the country’s all cellphone companies despite issuance of the notice and issued their bailable arrest warrants. It also directed them to produce two surety bonds valuing PKR 500, 000 each. The Chief Justice had taken suo motu notice of the issue of unregistered SIM cards over an application submitted to the court by PHC Bar Association President Ishtiaq Ibrahim.

Meanwhile, the sketches of the suspects who had gotten off the Peshawar bus right before it exploded have been released, The Express Tribune reported on October 4. 19 persons were killed and 42 others injured when a bomb exploded on a bus carrying Government employees at Gulbela area on Charsadda Road of Peshawar (Peshawar District), the provincial capital of KP. The court also sent the bus driver and conductor, who were arrested on KP Chief Minister (CM) Pervez Khattak’s orders, on a judicial remand for 14 days. KP CM had said that bus driver and conductor shouldn’t have allowed as many people on the bus.

The Government will press ahead with its plans to engage militants in peace negotiations, despite the wave of terrorist attacks in Peshawar, the National Security and Foreign Affairs Adviser Sartaj Aziz said on October 3, reports The Express Tribune. “Despite these incidents, the dialogue option should be pursued because the Tehreek-e-Taliban Pakistan (TTP) are divided in several groups and many of them have said they do want to pursue dialogue,” Aziz said at a joint news conference with British Senior Foreign Office Minister Baroness Sayeeda Warsi. His statement came after a series of devastating attacks over the past week during which left more than 150 persons dead in Khyber Pakhtunkhwa (KP) and threatened Government efforts to seek peace with the TTP.

According to well-placed sources, the TTP has planned attacks on the Frontier Constabulary (FC) and Police checkposts throughout the Peshawar. Security measures have been strengthened around the city, along with at important security check posts. According to security officials, reports have been received that a suicide bomber has entered Nowshera District. According to a October 24 report by the Prime Minister's Special Cell on polio, militant attacks on Pakistan’s polio workers have killed 27 vaccinators and Police guards during the past year and a half, reported Central Asia Online. The report, released in connection with World Polio Day (October 24, 2013), said 16 of those killed were from Khyber Pakhtunkhwa. The most recent attack occurred in October when a militant bomb killed five people – including Police guarding a polio team and local volunteers aiding the team in Badhaber area of Peshawar. Another attack in the same locality a few months ago killed two female polio workers. Meanwhile, the Government on October 24 decided to include polio vaccination on the agenda of dialogue with the Tehreek-e-Taliban Pakistan (TTP) as 90 per cent of the cases during the current year have been reported from Federally Administered Tribal Areas (FATA) where the militants have banned anti-polio campaigns. Minister of State for Health Regulations Saira Afzal Tarar said that Taliban should understand the fact that children were suffering because of their ban on the polio drives. She said so far this year 49 cases of polio had been reported in Pakistan - 36 in FATA, three in Punjab, four in Sindh and six in Khyber Pakhtunkhwa. “Polio virus circulation has been restricted to three zones, that is, FATA, Quetta and its neighbouring Districts of Qilla Abdullah and Pishin and Karachi’s Gadap Town.” She added that 260,000 children in North and South Waziristan Agencies had not been vaccinated against polio since July 2012. It may be noted that since July 2012, 24 health workers and Policemen protecting them have been killed and 14 others injured in 24 targeted attacks on vaccinators in different parts of the country.

Minister for State and Frontier Regions Lieutenant-General (retired) Abdul Qadir Baloch on October 25 said that Pakistan would not allow entry of Afghan refugees if the situation in their country deteriorated after the withdrawal of NATO forces in 2014, reported The News. “Pakistan will not welcome fresh influx of refugees from Afghanistan and use all legal channels in collaboration with the international community to block entry of Afghans on the border,” he said when asked whether Islamabad would provide shelter to fresh refugees if there was turmoil in the neighbouring country after the NATO pullout. After meeting officials of the Afghan Commissionerate and United Nations High Commissioner for Refugees (UNHCR), in Peshawar the Minister told a news conference that Pakistan would utilise all options to stop Afghan refugees from crossing over the border although there was a possibility that a small number of the people from Afghanistan made their way into Pakistan. “In case Afghanistan is unstable, then the local residents will be left with no choice but to flee to Pakistan but even then, we won’t welcome them,” he said. He further stated that Pakistan cannot afford to host Afghan refugees any longer as it has spent more than USD 200 billion in the last 30 years on them, reports The Express Tribune. Baloch said international humanitarian organisations should assist in providing protection and ensure the timely and safe return of refugees to their home country. He said initially Pakistan was hosting five million refugees and even today there are more than three million registered and unregistered refugees in the country, most of whom are living in Khyber-Pakhtunkhwa.

Police arrested the group responsible for the Qissa Khwani bomb blast, with clues that they have links to foreign intelligence agencies, reports The Express Tribune. Addressing a press conference at Malik Saad Police Lines on October 29, Senior Superintendent of Police (SSP) Najeebur Rehman said they arrested four people in a raid on a house in Sara Dargai, Mattani and recovered 840 kilogrammes of high-quality explosives. The men arrested include Niazbeen, Shiraz, Haji Habib and Asif, all of whom hail from Kurram Agency of Federally Administered Tribal Areas (FATA) but have been residing in Mattani, on the outskirts of Peshawar, for the past couple of years. He said that upon interrogation it was discovered the group was directly responsible for the bomb blast in the Qissa Khwani market on September 29. One of the gang members, Suliman, had also been killed in the blast as he was too close to the device when he detonated it via remote control.
