As many as 20 people lost their lives and another 55 were injured in a fresh wave of sectarian violence across Gilgit-Baltistan, which erupted after clashes between Ahle Sunnat Wal Jamaat (ASWJ) and Police in which five persons were killed in Gilgit city on April 3, reports Daily Times. The district administration has imposed curfew in the city. Police officer Basharat Ali said that the violence began when five people were killed in Gilgit city in clashes between Police and protesting ASWJ cadres and sympathizers. The outfit had called for a strike in Gilgit to press the Government to release its leaders who were arrested for their alleged involvement in a firing incident on a Shia procession on March 28. Reportedly, the outfit later burnt tyres and forced shopkeepers to close down their shops. Meanwhile, unidentified people hurled a grenade at the protesting ASWJ cadres. Subsequently, mosques in Kashroot, hub of extremist Sunnis, made announcements to retaliate against Shias in Diamer and Kohistan Districts. At least 20 persons were killed in the following violence. In one such incident, nine people were killed when unidentified assailants opened fire on a bus on Karakoram Highway (KKH) near Gonar Farm in Chilas. Meanwhile, the Inter-Services Public Relations, the city administration had called army to control the law and order situation.

Security situation remained tense and volatile in Gilgit-Baltistan (GB) despite curfew in the wake of April 3 sectarian violence and target killings, reports Daily Times. Despite the imposition of curfew, incidents of sporadic firings were reported in some areas. In Skardu, a strike was observed to protest against the Shia killings by terrorists in Chilas. All schools remained closed and attendance in Government offices was nominal. Traffic was also less than normal. Unidentified men also set ablaze a petrol pump. The District administration has imposed Section 144 in the city. Security Forces are shifting people stranded in different Districts during riots to safer locations. On the other hand, 40 passengers, who narrowly escaped firing on buses in Chilas, have been shifted to Skardu. The Army personnel, police and scouts are patrolling volatile areas in Gilgit.

Authorities launched a crackdown on activists of sectarian outfits and arrested dozens of people in the night of April 6 and early April 6 mornings, reports Dawn. “Dozens have been arrested and more are yet to be taken into custody,” Police officials said. Sources said that raids were carried out in various localities of the city, including Amphary, Basin, Napura, Narote, Naikkoi, Kashrote, Nagarl and some other parts of the area. Police officials said that raids were conducted by army troops together with officials of the administration, but Police had no role in it. Lists of the extremist organisations had been prepared and handed over to military authorities, add Police officials. Daily Times adds that around 100 suspected persons were rounded up.

Gilgit-Baltistan (GB) Police Inspector General (IG) Hussain Asghar on April 7 (today) denied any foreign involvement in the recent strain of violence in the region, reports The Express Tribune. Talking to The Express Tribune via telephone, the IG maintained that few job opportunities and a high literacy rate among the resident youth was fueling dissatisfaction and was feeding the rise in sectarianism. “I don’t think there is any foreign hand involved in the sectarian riots. The key thing in my understanding is the high rate of literacy without employment opportunities, which allows the frustrated youth to be easily used by some elements,” he said. Talking about farsighted measures to stem sectarianism from the picturesque region, he suggested establishing industries to absorb the educated youth on a large scale. This would, according to him, keep them from involvement in sectarian activities. “G-B has among the highest literacy rates in the country, but few employment opportunities. Such a situation frustrates the youth,” he said. “If they have jobs and are busy with work, they will not have time to indulge such activities,” he suggested.

Member of the Gilgit-Baltistan Legislative Assembly Deedar Ali Shah said the 34 hostages had been released unconditionally. The abducted men — the district health officer, a civil judge, truck drivers, cleaners and labourers working in flour mills — had been taken to Nagar valley. On Tuesday, they were brought to Gilgit where they were received by the deputy speaker of the Gilgit-Baltistan Legislative Assembly, Home Secretary, Finance Secretary and the District Inspector General (DIG).

The continuous spilling of blood in sectarian killings in Quetta, the provincial capital of Balochistan, and Gilgit-Baltistan (GB) is a result of failure to address religious intolerance in society, the Human Rights Commission of Pakistan (HRCP) said on April 11, reports Daily Times. In a meeting, the commission said, “HRCP is alarmed by the continuing sectarian bloodshed in Pakistan, particularly in Quetta and GB. The killings demonstrate a disturbing pattern and appear to be part of a well-planned sequence. It has been stated that miscreants from Afghanistan have been involved. That may be one problem, but it certainly is not the only one. The mindless bloodshed that we witness day in and day out is rooted in religious intolerance cultivated by the state.” It also said, “The people are paying the price of indifference with their lives. Rather than wasting time on addressing mere symptoms, the root cause of the problem must be identified and addressed. Instead of living in denial, we must now identify the policies that strengthen extremism and promote faith-based hatred in society. These constitute the single biggest threat to Pakistan.”

They blindfolded us and took us to Sumayar valley of Nagar subdivision and tortured us,” said one of them. According to media reports, schools will also open. The situation of Gilgit has improved and the relaxation period of curfew is also being extended. In order to avoid any untoward situation in Gilgit, the Government banned resident from wearing jackets, shawls and coats, whereas the mobile service is still barred in Gilgit. South Asian News Agency on April 16 reported that two accused, identified as Muzammil Shah and Sher Khan, involved in Chilas firing incident were handed over by a local Jirga (tribal council) in Diamer District to Police which arrested them. As reported earlier, 12 Shias had been shot dead on April 3 in the violence that followed the incidents of Gilgit city where 12 people had been killed earlier in the day. The administration spokesperson and Education Minister Doctor Ali Madad Sher said a joint force comprising 400 personnel taken from Police, Punjab Rangers, Gilgit-Baltistan Scouts and Pakistan Army will maintain law and order. Earlier, on April 25, GB Chief Minister Mehdi Shah said that the perpetrators of the recent spate of sectarian violence would be brought to justice, according to Express Tribune. Malik said several persons were arrested following acts of violence in Gilgit. He also added that Police force strength in Gilgit would be increased to 10,000 from the present 5,000. Frontier Corps and Rangers personnel have also been directed to assist Gilgit Baltistan (GB) Government in the maintenance of law and order, he added. Federal Investigation Agency (FIA) directorate will be set up in Gilgit, while an FIA office will be opened in Skardu as part of efforts to improve the situation. The Pakistan occupied Kashmir (PoK) Police on April 28 thwarted the attempt of more than one hundreds activists of National Students Federation (NSF), a pro-independence group, led by their president Anwar Baig, to stage a march towards the Line of Control (LoC) in Kotli District by taking many of them into “protective custody,” witnesses and Police sources said, reports Greater Kashmir. Deputy Superintendent of Police (DSP, Kotli) Riyaz Mughal said that they had set up roadblocks at three points - Dhanna, Seri and Chattar – to prevent the marchers from nearing the LoC. When the group reached Dhanna village in some eight or so vehicles, they were intercepted by the Police. Mughal said despite being stopped some activists tried to make their way beyond the Police cordon following which they were taken into “protective custody.” Around a dozen other activists, including Muzaffarabad based NSF leader Kamran Baig, was taken into custody from Seri village where they had managed to reach separately from another route. The detained activists were kept in Police Lines Kotli for several hours and were set free in the evening, Mughal added. The call to cross the dividing line from Khuiratta sector, which faces Jammu Province in the Indian State of Jammu and Kashmir, was given by NSF on a day [April 28] when “Karachi Agreement” was signed in 1949 by the Kashmiri leaders to handover the administrative control of Gilgit-Baltistan to the Government of Pakistan. NSF advocates complete freedom of the disputed Himalayan region. In 1990 the NSF had staged a massive march towards the LoC in Chakothi sector in the south of Muzaffarabad, choosing February 11, the death anniversary of the Jammu and Kashmir Liberation Front (JKLF) founder Maqbool Bhat, for the crossing. Two of its activists had died in firing by the troops right at the LoC. In August 2007, the group attempted to cross a snowcapped route in Neelum Valley that connects PoK and Gilgit-Baltistan and had lost another two activists, due to harsh weather. “No one was hurt as Police contingents successfully overpowered the procession of at least 100 activists of the NSF,” said Superintendent Police Ghulam Akber Chaudhry while talking to The Express Tribune. According to organisers, the activists had planned to enter into Indian Kashmir to apprise the world of the irrelevancy of the LoC.

Chief Minister Syed Mehdi Shah spelled out measures to check the outbreak of sectarian violence in the future. Shah told journalists in Islamabad that a 410-strong force has been raised to patrol the strategic Karakoram Highway (KKH). The new force has been drawn from Police, paramilitary Frontier Corps and rangers, Army and Gilgit Scouts. It will start patrolling the highway from May 1. The force will report to the region’s home department. He said the Khyber Pakhtunkhwa Government has also agreed to raise a similar force to patrol part of the KKH which lies under its administrative control in Kohistan District. He also said that his administration would ban the clerics who are stoking sectarianism and fuelling hatred in their Friday sermons. Chief Minister Shah added that the two mosques would be reopened once a high-level committee settled the matter between the two sects. “Nobody will be allowed to make provocative speeches in the mosques after they are reopened,” he said. “For the first time, the administration has arrested five top clerics in Chilas and many more in Gilgit city from both sects. They will be dealt with according to the law,” Shah said and blamed local elders and clerics for the recent bout of deadly violence in the region.

Nearly all the accused nominated in the Chilas violence have been arrested, while negotiations are underway for the arrest of perpetrators nominated in clashes in Nagar valley, said Deputy Superintendent of Police Ali Sher. Since the main mosques of Shias and Sunnis were sealed, the Government has also banned clerics from both sects from issuing statements to the media. In addition to that, the Government is debating whether to arrest Agha Rahat and Qazi Nisar, the top clerics representing the two sects, to ensure durable peace. However, the Government has been advised by political representatives to refrain from arresting them to avoid adding to their popularity among their followers. “The Government has been advised to bring the two to the negotiating table and convince them to sign an agreement drafted by officials,” an unnamed politician said. In an attempt to effect reconciliation between the two warring sects, the GB Government is planning to constitute a ‘Mosque Board’. Two central mosques, one each of Shia and Sunni sects, were sealed earlier, and the regional law minister, Wazir Shakeel, has confirmed that a Mosque Board was being constituted to mediate between them.
