Japan’s Ambassador to Sri Lanka Hideaki Mizukoshi during his meeting with President Gotabaya Rajapaksa at the President's House in Colombo on July 1, has stated that he will continue to support the program with the International Monetary Fund (IMF) and the strengthening of bilateral relations for Sri Lanka’s development, reports Colombo Page. Japanese Ambassador Hideki said that steps will be taken to maintain the economic, social and cultural ties with Sri Lanka. Also, Ahmed Ali Saeed Al Rashdi, the Ambassador of Oman to Sri Lanka, has told the President that Oman will support the strengthening of bilateral relations between the two countries in terms of fuel, gas, energy, employment and investment opportunities. The Omani ambassador, who is to leave the island after finishing his service, mentioned this while meeting President Gotabaya Rajapaksa at the President's House in Colombo on July 1. Noting that about 25,000 Sri Lankans are currently working in Oman, the President asked the Ambassador to assist in increasing job opportunities for Sri Lankans in Oman in the training sector.

The Secretary General of Parliament Dhammika Dasanayake has said that the Parliament is scheduled to meet on the 4th, 5th and 6th of this week, reports Colombo Page on July 4. This was decided at the Committee on Parliamentary Business held last week under the chairmanship of Mahinda Yapa Abeywardana, Speaker of Parliament. On the 4th, from 10.00 am to 3.30 pm, the entire time is allotted for 50 Questions for Oral Answers that could not be taken up in Parliament previously due to various reasons. When the Parliament convenes on the 5th of July at 10.00 am, Regulations under the Foreign Exchange Act, no. 12 of 2017, Two Orders under the Sri Lanka Export Development Act No. 40 of 1979 published under the Gazette Extraordinary No. 2270/20 and 2280/32, Resolution under the Custom ordinance, Resolutions under Section 8 of the Appropriation Act No. 7 of 2020 are scheduled to be approved following debate. Furthermore, on July 6th from 10.00 am to 10.30 am, time has been allotted to take up Prime Minister’s Questions. It was then decided to debate the Adjournment Motion brought by the Opposition until 4.30 pm on the "prevailing situation in the country", Secretary General of Parliament Dasanayake said.

The Opposition Leader said that he would start the people’s struggle to oust this terrible government and asked the people to forget party differences and come forward to join him. The Opposition Leader also requested the Security Forces to commit themselves at this moment to protecting the people of the country instead of protecting one gang or individual who are against the country. SJB Leader said that the problems of this country cannot be solved immediately in 5 days or in 5 months. Sri Lanka’s Ministry of Defense (MoD) said, on July 4, that it is investigating unconfirmed intelligence information of a purported terrorist attack while taking all measures to ensure a high degree of security, reports Colombo Page. The MoD issuing a statement regarding the report said the disclosure of purported terrorist attack that may be carried out on 05th and 06th this month, evoking ‘Black July’, was taken up into consideration based on unconfirmed information received through intelligence sources. According to the Defense Ministry these are unverified intelligence information and there is no ground information that would associate the occurrence of such a terrorist attack invoking the ‘Black July’. Further, it is informed that such an attack could be carried out by terrorist groups and anti-government groups may also incite violence to discredit and destabilize the government.

Many oppositions political parties met, on July 5, at the Parliament Complex to discuss the preparation of a program related to the formation of an all-party government, reports Colombo Page. It is reported that 39 representatives of political parties were invited to the discussion chaired by Opposition Leader Sajith Premadasa and former president Maithripala Sirisena and 37 people were present. National People’s Power (NPP) led by Anura Kumara Dissanayake has not participated. Several members of the ruling Sri Lanka Podujana Peramuna (SLPP) as well as several independent members from that party have been present. According to political sources, the parties have reached a basic agreement between them to form a national government as soon as possible. It has also been proposed to work under the all-party government for a year or one and a half years and then go for an election.

The curfew imposed by the Police Divisions in the Western Province [Negombo, Kelaniya, Mount Lavinia, and Colombo (North, South, and Central)] was lifted at 8:00 AM July 9 (today), reports Colombo Page. Allegedly, the Human Rights Commission of Sri Lanka (HRCSL) directed the Inspector General of Police (IGP) to withdraw the curfew imposed arbitrarily by the Sri Lanka Police on July 8 in certain Police divisions of the Western Province. The HRCSL observing that the State after having failed to obtain a court order to prevent the march is now attempting to curtail the march by illegal means has informed that the imposition of Police curfew arbitrarily by the IGP is illegal. Reportedly, Police curfew was imposed in several Police divisions in the Western Province with effect from 9 pm on July 8 until further notice, to prevent masses from reaching the capital city to join the massive protest march planned for July 9. Accordingly, the curfew was imposed in the Negombo, Kelaniya, Nugegoda, Mount Lavinia, Colombo North, Colombo South and Colombo Central Police divisions.

The Deputy Leader of the United National Party (UNP) Ruwan Wijewardena issuing a statement on July 8 said the party continues to support peaceful struggles, reports Colombo Page. The activists of several parties and organizations have decided to come to Colombo on July 9 and engage in a continuous struggle based on several issues including the removal of the President from office. “It should be remembered that peaceful struggles are always supported by the United National Party. We also stood up for the rights of the activists during the attack on the Galle Face Green activists on May 9,” the statement said, adding, “After UNP leader Ranil Wickramasinghe became the Prime Minister, I was appointed to negotiate with the protesters and coordinate with them. It is an absolute truth that we accept that the people are under severe pressure in the face of the current economic crisis. The country’s economy completely collapsed due to mismanagement of finances in the face of the Rajapaksa regime. Today, the whole country has to pay for the results of that wrong financial management. Mr. Ranil Wickramasinghe revealed the true state of the economic crisis after assuming the office of Prime Minister and also stated that the country has to go through a difficult time.” Peaceful protests should also have the opportunity to continue freely without any hindrance or blockade. It is our belief that the people who come to the protest should continue their protest in a manner that does not break the peace. “The security forces should also maintain law and order so as not to disturb the protesters. We also remind that the protection of state property is the responsibility of the security forces as well as the responsibility of the strugglers. We all wish for a peaceful country, so it is our only wish that it will always exist,” Deputy Leader’s statement said.

Reportedly, after the lifting of the curfew imposed last night (July 8) to prevent the people joining the protest, crowds from outskirts have reached "Gota Go Village" struggle ground at the Galle Face green. Also, the protestors made a request to the station masters to run trains from Kandy and Galle to Colombo in particular and more than two thousand people gathered in those stations. In the meantime, it is also reported that some people who are unable to come due to the fuel crisis are also coming on foot to the Galle Face struggle ground. Speaker Mahinda Yapa Abeywardena earlier informed the President of the decisions taken by the party leaders when they met this evening under the chairmanship of the Speaker. It has been decided at the party leaders’ meeting that the President and the Prime Minister should resign immediately. However, Prime Minister (PM) Ranil Wickremesinghe earlier informed the Party Leaders that he is willing to resign as Prime Minister and make way for an all-Party Government to take over. PM Wickremesinghe said he is taking this decision in view of the fact that island-wide fuel distribution is due to recommence this week, the World Food Program Director is due to visit the country this week and the Debt Sustainability report for the IMF is due to be finalized shortly. Issuing a statement, the BASL expressed its concern over the statements attributed to various parties including those who were part of the protest groups which appear to undermine the rule of law and Constitutional Governance in Sri Lanka. The BASL “unequivocally” stated that at this decisive time in the county it is absolutely necessary that all citizens, respect the Rule of Law and Constitutional Governance. “It is not in the best interests of our country or its people to ignore the provisions of the Constitution which is the framework under which Sri Lanka is governed. The Cabinet under the chairmanship of Acting President Ranil Wickramasinghe, on July 15, and decided to give necessary powers to the commanders of the three-armed forces and the IGP to ensure the security of the country. The cabinet also decided to take maximum measures to ensure the security of the country. Also, a decision has been reached in the Cabinet to take any steps to ensure the security of the Parliament when it meets and to protect the right of members of Parliament (MPs) to meet freely. It has also been decided to take action against even a MP who behaves in a way that interferes with the freedom of the members of parliament. It has been discussed in the cabinet that a certain political party caused the tense situation near the entrance of the Parliament on July 13 night. Participating in an international panel discussion focused on "Preventing Global Hunger and Famine", Sri Lanka’s Acting President Ranil Wickremesinghe said the island nation’s political turmoil is a result of the global food shortage and fuel crisis brought on by the Russia- Ukraine war, reports Colombo Page on July 17. “The issues we have in Sri Lanka regarding hunger is partly self-made and partly due to external events. A global crisis and an internal crisis both have come together and brought us to a level where many estimate that as much as 6 million people are facing malnutrition,” he said, adding, “First reason is the ban on chemical fertilizer and that has caused severely. We have grown 24 million metric tons of rice every year and we were self-sufficient. Today as a result of not using chemical fertilizer the output is about 16 million MT. One-third of our requirements have to be met from abroad at a time when the country does not have foreign exchange to meet these demands.” Acting President Wickremesinghe said the shortage of 800,000 MT of rice makes a difference between hunger and living comfortably. At the moment Sri Lanka has rice sufficient for eight months and for the next four months the government has to put in other substitutes. The government is planning a food security program and also preparing for the long season of paddy cultivation, which begins in September. “If we can provide fertilizer and seed for the 2023 Maha season then we can be self-sufficient in rice and get the real economy functioning as far as agriculture is concerned.”

The names of Acting President Ranil Wickramasinghe, Member of Parliament (MP), Dullas Alahapperuma and MP, Anura Kumara Dissanayake were proposed for the post. After Parliament sittings commenced on July 19 at 10.00 a.m., the Secretary-General of Parliament received the Nominations to the office of President under Section 6 of the Presidential Elections (Special Provisions) Act, No. 2 of 1981. Acting President Wickremesinghe's name was proposed by Leader of the House Dinesh Gunawardena for the post of the President, and it was confirmed by MP, Manusha Nanayakkara. Sri Lanka Podujana Peramuna (SLPP), MP, Dullas Alahapperuma was nominated by opposition leader Sajith Premadasa and Minister Prof. G.L. Peiris confirmed the nomination. The returning officer Secretary-General of parliament Dassanayake announced that 223 members of Parliament voted for the three candidates Acting President Ranil Wickremesinghe, Member of Parliament (MP), Dullas Alahapperuma and MP, Anura Kumara Dissanayake, while two MPs abstained from voting. A tense situation has arisen at the Galle Face protest site, when the Sri Lanka Army, the Police Special Task Force (STF) and the Police launched an operation early morning on July 22, to take control of the Presidential Secretariat occupied by the protesters, reports Colombo Page. A large group of Army, Air Force and Police STF officers stormed the protest site, at around 01:30 this morning, and it is reported that the army troops came from the direction of the President's Secretariat at around 1 am this morning and moved forward by evacuating the protesters from the area. After that, it is also reported that the army has taken over the presidential secretariat and its entrance gate. Meanwhile, it is said that the protesters are still staying in their tents at the protest site while the troops are also stationed few meters away from the protest site.

The new Cabinet of Ministers of the interim Government under President Ranil Wickremesinghe was sworn-in on July 22 at the Temple Trees, reports Colombo Page. President Wickremesinghe has decided to continue with the same cabinet ministers of the previous government of President Gotabaya Rajapaksa. Accordingly, the 18 ministers sworn in today have been assigned the same portfolios they were holding under the previous President with one exception of the Foreign Affairs Ministry, Ali Sabry, PC who was the Justice Minister and Finance Minister under Gotabaya Rajapaksa’s administration, has been appointed the Minister of Foreign Affairs. Prof. G.L. Peiris held this portfolio previously. Meanwhile, Nimal Siripala de Silva, who held the position of Ports and Shipping Minister in the previous cabinet, has not been given a ministerial position in the new cabinet. Also, no one has been appointed to the position of Investment Promotion Minister held by Dhammika Perera and he has not been given a ministerial post either. Accordingly, the ministries of finance, defense, investment promotion, children and women as well as ports and shipping in the interim Government are under the President.

The President expressed this stance to the Colombo based Diplomats on the removal of the protesters who had been illegally occupying the Presidential Secretariat at a meeting held on July 22. President Wickremesinghe stated that both Article 21 of the International Covenant on Civil and Political Rights, and Article 14 (1)(b) of the Constitution of Sri Lanka, which governs the rights of peaceful assembly, would be upheld by the Government. The President further explained that the instructions given by the American Civil Liberties Union stated that protesters were not permitted to block government buildings and interfere with other purposes the property was designed for.

Minister of Justice, Prison Affairs and Constitutional Reforms, on July 24, said that the 22nd constitutional amendment bill, which was prepared by repealing the 20th amendment and incorporating the positive clauses of the 19th amendment, will be submitted to the Parliament on July 27, reports Colombo Page. Thus, according to parliamentary standing orders, the bill can be debated one week after the first reading if it is not challenged before the Supreme Court. The cabinet has approved the 22nd constitutional amendment bill, and after that, the bill was published in a gazette on June 24. The ability of a person holding dual citizenship to be involved in governance activities has been blocked by this constitutional amendment bill. The amendment also states that a Sri Lankan citizen who is a citizen of another country should not be elected to the Parliament by popular vote. It also states that if the Prime Minister resigns by sending a letter to the President with his own signature or if he is no longer a Member of Parliament, he is not eligible to hold his office. The 22nd Amendment bill states that the Prime Minister will hold his position as long as the Cabinet remains active. It also states that if the President is of the opinion that Parliament has lost confidence in the Prime Minister during the period starting from the effective date of this Act and when the Parliament is to be dissolved, the Prime Minister can be removed from office. The 22nd Amendment states that the President should not make any appointment or assign or change subjects and tasks without consulting the Prime Minister.

After an independent investigation conducted by the Human Rights Commission of Sri Lanka (HRCSL) regarding the attack on the ‘GotaGoGama’ protesters on May 9, 2022, the Commission has recommended that the Police should pay compensation to the victims, reports Colombo Page on July 27. Commissioner of the HRCSL Dr. Nimal Karunasiri said that the Police did not fulfill their primary responsibility in the incident. The HRCSL has also recommended to the President that an investigation should be conducted on all the Police officers working around the protest site, including the Inspector General of Police (IGP), who failed to control or prevent the people who came to attack the peaceful protesters after a meeting held at the temple under the leadership of former Prime Minister Mahinda Rajapaksa. The HRCSL further points out that since the May 09 attack, the IGP has failed to ensure the safety of peaceful protesters and to enforce the law. The HRCSL, in an inquiry into the unrest on 9 May 2022, said that the IGP had clearly breached his duties by failing to provide adequate protection to peaceful protesters and to uphold the rule of law. The HRCSL, which has instructed the President to investigate this matter, has recommended that the IGP take necessary steps to ensure that such acts do not happen in the future.

Sirisena stated that he informed the President that his group of the SLFP will continue to stand for the proposal to form an all-party Government. He further said the current President was informed that the proposal for an all-party Government, which had previously been submitted to the former President Gotabaya Rajapaksa, is still the proposal of the party, and he also handed over a letter containing the proposal to President Wickremesinghe. The establishment of a National Council, the 19th amendment, limiting the cabinet, providing solutions to the crises faced by the people have also been included in this proposal. SLFP leader also said that the issues in the proposal given by his party were discussed at length during the discussion and the President said that he expects to meet the SLFP group again in two weeks. According to the President’s Media Division (PMD), President Wickremesinghe has made the relevant request in writing this morning to implement a national all-party program to create economic and social stability. The Government is making great efforts to gradually restore normalcy following the political and social anarchy created in the country recently in parallel to the economic crisis that the country is facing, President’s invitation has noted. “Accordingly, we are taking necessary basic steps to create economic stability while preparing the basic plans for the implementation of a systematic economic reform program,” President has said. “However, in order to successfully overcome the challenges before us, I am of the opinion that a program should be implemented with the participation of all political parties represented in the Parliament, expert groups, civil organizations etc.” “At this moment, the intention of the general public is that all the public representatives represented by them in the Parliament work to find solutions to the economic and social crises of the country through a common program. It is the duty of the government and you too.” “Accordingly, in order to fulfill this national responsibility, I intend to build a broad dialogue on the next steps including the re-introduction of the 19th Constitutional Amendment and the Parliamentary Oversight Committee system, and I respectfully request that yours/the party’s agreement be forwarded to me as soon as possible,” the President’s invitation said according to the PMD.
