Sri Lankan Police on March 1 arrested another man in relation to the finding of a bag in Vavuniya this January, which reportedly contained four hand grenades and a pistol, from Mannar in Mannar District of Northern Province, reports Tamil Guardian. The bag, which also contained two mobile phones, was found during an extensive search operation by Sri Lanka's Special Task Force (STF). A few days later Police arrested a former Liberation Tigers of Tamil Eelam (LTTE) cadre from Vavuniya in Northern Province, accusing him of being the owner of two mobile phones. Police claimed the search operation followed a tip off regarding a suspect in the area, who reportedly escaped after throwing his bag into the bushes. The bag contained a pistol, four hand grenades, two mobile phones and bullets, the Police said.

A delegation consisting of representatives of at least four Tamil political parties in Sri Lanka is scheduled to head for Geneva to lobby the United Nations Human Rights Council (UNHRC) for an international mechanism to speed up investigations into alleged human rights violations and accountability issues, reports The Island on March 4. The delegation would also request the appointment of a UN Rapporteur for Sri Lanka, a top Tamil politician said on March 3. "Representatives of the Illankai Tamil Arasu Kachchi (ITAK), Tamil Eelam Liberation Organization (TELO), Tamil United Liberation Front (TULF), Eelam People's Revolutionary Liberation Front (EPRLF) and People's Liberation Organisation of Tamil Eelam (PLOTE) attended a two-hour meeting at a hotel in Jaffna, from 11.00 am, yesterday (March 2), to agree on submissions to be made to the UNHRC and the second and final round of our talks will be held within the next few days," former Northern Provincial Council member and TELO spokesman M. K. Sivajilingam said. Sivajilingam also said that all those present at March 2 meeting had said they had no faith in President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe. "We’ll seek redress through an international judicial process, and we would first request the appointment of a UN Rapporteur for Sri Lanka," the TELO spokesman added.

A small portion (0.25 acres) of the released land in Myliddy belongs to the State while the remainder is owned by private owners. Major General Dharshana Hettiarachchi, Commander, Security Forces (SFs) - Jaffna, symbolizing the formal release of the lands, handed over relevant documents to the District Secretary for Jaffna, N. However, hours after President Sirisena declared his position on March 6 morning — effectively going back on the pledges he made to the Tamil minority in 2015 — the Foreign Ministry said that Sri Lanka would continue to demonstrate its commitment and determination towards “a steady and long-lasting reconciliation process through a co-sponsored resolution”, reports The Hindu.It will seek an extension of the timeline of resolution 30/1 of October 01, 2015, “through a co-sponsored roll-over resolution at the ongoing 40th session of the UN Human Rights Council,” the Ministry said in a statement.Even as President Sirisena’s move suggested resistance to any international oversight, the Foreign Ministry in its statement said “the entire mechanism and process of reconciliation is under the control of [the] Government of Sri Lanka”.

Official results of tests to find out more details about the bodies found in Sri Lanka's biggest mass grave in Mannar in Northern Province are expected to be revealed soon, reports Colombo Page on March 6. The remains of more than 300 people were discovered in March 2018, in Mannar, a town in Mannar District of Northern Province. With hundreds still missing after the end of the civil war, the discovery of the mass grave has led to hope and despair among the families of the missing, but investigators are first attempting to determine if the grave is related to the war and not to a natural disaster or crime.

Prime Minister Ranil Wickremesinghe on March 7 appeared to be on collision course with President Maithripala Sirisena over Sri Lanka’s commitment to the United Nations Human Rights Council (UNHRC) on war-time atrocities against Tamils as he reiterated the Government’s commitment to implementing the UN resolution, reports Colombo Page.The Prime Minister’s Office in a joint statement with the Foreign Ministry on March 7 said Sri Lanka will continue to demonstrate its commitment and determination towards a steady and long-lasting reconciliation process through a co-sponsored resolution.It said the Government will seek an extension of the timeline of the UHRC resolution 30/1 of October 1, 2015, through a co-sponsored roll-over resolution at the ongoing 40th session of the UNHRC. The statement stands in contrast with President Sirisena’s comments on March 6 that he would send his own team to the UNHRC session later this month to seek a reprieve. The six bone samples obtained from the Mannar mass grave in Northern Province have been identified as belonging to the period from 1499 - 1719 AD, according to carbon dating tests, reports Colombo Page on March 7.Six human bone samples obtained from the Mannar mass grave under the observation of the Office on Missing Persons (OMP) were sent to the Beta Analytics in Miami in Florida in United States (US) for radiocarbon dating to determine the time periods in which the deaths occurred.Reports of the radiocarbon dating tests conducted on the bone samples was received last month and handed over to the Mannar Magistrate. The High Commissioner in her report on "Promoting reconciliation, accountability and human rights in Sri Lanka" recommended the Government to prepare a comprehensive strategy on transitional justice, with a time-bound plan to implement the pending commitments made within the context of Human Rights Council resolution 30/1 and the recommendations made in the present and previous reports of the High Commissioner submitted to the Council.With regard to legislation and justice, the High Commissioner recommended that the Government promptly investigate and prosecute all allegations of torture and other gross human rights violations, and give the highest priority to long-standing emblematic cases so as to regain public confidence in the justice system.

The Leader of JVP MP (Member of Parliament) Anura Dissanayaka said a common agreement was reached between the two parties to identify sectors in which both parties in politics could ideologically agree. The two parties held a meeting on March 11 at the JVP head office at Pelawatta in connection with the draft of the 20th amendment to the Constitution the JVP presented in Parliament. The Counter Terrorism Unit has been revived with a view heightening cooperation relating to combating terrorism, other transnational crimes and the rise of violent extremism, the Foreign Ministry said. The United Nations Subcommittee on Prevention of Torture is set to carry out its first visit to Sri Lanka from April 2 to 12, the Office of the High commissioner for Human Rights (OHCHR) announced on March 29, reports Colombo Page. The UN torture prevention body's visit aims to examine the treatment of people deprived of their liberty and the safeguards in place for their protection against torture and ill-treatment. The four-member delegation will meet Government officials and hold discussions with relevant ministries, as well as meeting with the Human Rights Commission and civil society organizations. Their talks in Colombo will focus on advising and assisting the Sri Lankan authorities regarding the measures they must take to be in compliance with the obligations contained in the Optional Protocol to the UN Convention against Torture.
