The United Liberation Front of Asom (ULFA) on January 6 threatened to attack Security Forces (SFs) and vital installations in Assam ahead of the Republic Day celebration on January 26, according to Sentinel. "We are going to step up our offensive and target security forces and other vital installations," self-styled ULFA ‘commander-in-chief’ Paresh Baruah said in an e-mailed statement. Titled ‘new guidelines and instructions’, the rebel statement also warned of action against Assam Police personnel and ‘informers’. "We are not going to spare those who act as informers to pass on inputs to the security forces," the ULFA leader said. The rebel statement also threatened action against ‘intellectuals’ who are anti-ULFA. "We shall identify the intellectuals and first warn them and then take action on such people," the statement said.

Reacting to the threats, Assam Director-General of Police Shankar Barua said "Threats from ULFA are always there and there is nothing new in his statement." He, however, said that SFs were placed on high alert to foil any bid by ULFA to carry out strikes ahead of Republic Day.

According to Assam Tribune, two suspected United Liberation Front of Asom (ULFA) militants were killed in an encounter with the Security Forces (SFs) at Na-Kuchi under Khetri Police Station in the Kamrup (urban) District on January 10. One 9 mm pistol, a hand grenade, two magazines and six rounds of live ammunition were recovered from the possession of the slain militants. The suspected ULFA militants were believed to be led by ‘self-styled sergeant major’ Jayanta Kalita alias Jintu, adds Shillong Times. Kalita, a top ‘commander’ of the 109th battalion' of the ULFA operating in Western Assam, was reportedly escaped towards the jungles of Meghalaya border.

Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

The Union Government approved the deployment of 26 additional Assam Rifles battalions on the India-Myanmar border to check the activities of Northeast militants, including United Liberation Front of Asom (ULFA) cadres, who have been fleeing Bangladesh since the Security Forces (SFs) launched a series of raids against them, reports Telegraph. The Additional Director-General of Assam Rifles, Major General J.P. Nehra said in Shillong on January 12 that the additional battalions would be able to tackle Northeast militants taking shelter in Myanmar. General Nehra admitted that there had been an increase in the number of Northeast militants in Myanmar and that shortage of Assam Rifles personnel on the Indo-Myanmar border had hampered vigil. At present, only 15 battalions of the paramilitary force are manning the border from Arunachal Pradesh to Mizoram. Nehra said several hurdles, like rugged terrain and thin presence of security forces, were hindering effective control of the activities of Northeast militant groups on the India-Myanmar border. “The home ministry and other central security agencies have assured us that more forces would be deployed along the border to overcome the hurdles,” he added. Because of the thin deployment of Assam Rifles personnel in the Northeast, Nehra has called upon Arunachal Pradesh, Manipur, Mizoram and Nagaland to co-operate in containing militancy along the border. Nehra said there was a need for better co-ordination between the Assam Rifles and the Myanmar army, whose joint patrolling is now limited to verification of border pillars. He said the Myanmar authorities had assured the Assam Rifles that they were ready to take action against the Northeast militants taking shelter in their country. However, one problem in implementing the promise is the Myanmar army’s inability to reach the inaccessible and rugged terrain where the militants have set up camps.

When asked questions about the possibility of handing over Anup Chetia, she said, “I have come to discuss all bilateral issues,” and added that she had not come to India to discuss about any individual. She, however, asserted that her Government would go to "any extent" in cooperating against the menace of terrorism and organised crime. She further said, “India and Bangladesh signed as many as three pacts to combat terrorism. Both countries have decided to work together.” Adding further she said, “For Extradition Treaty, discussions are going on.... We have signed three agreements. Side by side, discussions are going on the Extradition Treaty." The report adds that India and Bangladesh on January 11 signed agreements on Mutual Legal Assistance on Criminal Matters, Transfer of Sentenced Persons, and Combating International Terrorism, Organised Crime and Illicit Drug Trafficking.

The Army, however, said that another member of the gang might be injured in the encounter. Superintendent of Police of Tinsukia District Diganta Bora said that ULFA cadre Dilon, who hailed from Mutapung in Tinsukia, had formally laid down weapons on December 28, 2007. After two ULFA cadres, Akon Moran alias Ajit Moran, and Biplob Baruah alias Pinku Phukon, managed to escape from the Kakopathar-based designated camp belonging to ceasefire-group of the outfit on July 23, 2009, the trio teamed up to form a gang which extorted and abducted in the name of ULFA. AK-56 rifles, some live ammunition, a magazine, a cellular phone, some incriminating documents including ULFA extortion notes, were recovered from the incident site.

United Liberation Front of Asom (ULFA) ‘chairman’ Arabinda Rajkhowa has said that a decision on a dialogue with the Government would be taken soon, with leaders of the outfit in prison holding marathon discussions on the issue, according to Telegraph. Mrinal Hazarika, ‘commander’ of 28th battalion’ of the outfit said, “Both sides should not impose any precondition as it may create hurdles in holding dialogue. The agenda for the talks can be finalised at the negotiating table.” He also appealed to the Government to release the jailed central ULFA leaders to facilitate early talks. “We want Paresh Barua also to join the peace process but one can’t wait for him endlessly. Dialogue must start even if Barua refuses to be a part of the peace process,” he added. “Greater autonomy for Assam will solve the problems. It will function like a federating unit where all indigenous groups will have political roles to play,” he further added.
