A Communist Party of India-Maoist (CPI-Maoist) ‘sub-zonal commander’, identified as Sanjay Singh Bhokta alias Rakesh (30), surrendered before Security Forces (SFs) in Gaya District of Bihar on March 1, reports The Times of India. Rakesh was active in Chhakarbandha of Bankebazar area in the District for the last five years. He is an accused in at least five cases lodged with different Police Stations in Gaya and Aurangabad Districts. He is also accused of killing a security official of Amas Police Station in 2018, and an Improvised Explosive Device (IED)explosion at Pachrukhiya under MadanpurPolice Station limitsin Aurangabad District in 2019 in which a Central Reserve Police Force (CRPF)officialwas killed.

The Enforcement Directorate (ED) filed a chargesheet against three cadres of Tritiya Prastuti Committee (TPC), a splinter group of Communist Party of India-Maoist (CPI-Maoist), in a special Prevention of Money Laundering Act (PMLA) Court in Ranchi District of Jharkhand on March 1, reports ANI. The accused include – Binod Kumar Ganjhu and his firm Bhogta Constructions, Pradeep Ram and his firm Pradeep Traders and Bindeshwar Ganjhu and his firm Maa Gange Coal Trading Pvt Ltd. Each of these extremists had a firm each registered and controlled by them to launder money extorted from contractors and businessmen. ED had earlier attached assets of the accused to the tune of INR 49.2 million. “A prosecution complaint has been filed before the PMLA court, Ranchi against three extremists of Tritiya Prastuti Committee and their three firms where these extremists used to collect funds through extortion of the contractors, coal traders, transporters in Magadh Amrapali Coal block area of Jharkhand,” ED said.

Five Communist Party of India-Maoist (CPI-Maoist) cadres surrendered before Police at Bhadrachalam in Bhadradri Kothagudem District of Telangana on March 2, reports Telangana Today. All were ‘militia’ and ‘village committee members’ of Chennapuram village in Cherla Mandal (administrative sub-division) in the District. The Maoists – Kalmu Adama (25), Madivi Adama (41), Madakam Somudu (33), Madakam Deva (22) were the ‘village committee members’ and Madakam Sona (25) was a ‘militia member’. They were working for the CPI-Maoist for the past three years and were involved in cases including triggering of two bomb explosions as well as planting booby traps in the forests of Chennapuram to harm the Police.

Police arrested five Naxals [Left Wing Extremists, LWEs], including three cadres of Tritiya Prastuti Committee (TPC) and two cadres of People’s Liberation Front of India (PLFI) – both splinter groups of Communist Party of India-Maoist (CPI-Maoist), from Chatra District of Jharkhand and recovered arms and ammunition from them on March 2, reports The Pioneer. They used to extort contractors and businessmen. Two American made pistols, a .303 rifle looted from the Police, three other pistols and 32 cartridges were recovered from their possession. Their identities have not been reported.

A head constable of the 22nd Battalion of Chhattisgarh Armed Force (CAF), identified as Laxmikant Diwedi, was killed when an Improvised Explosive Device (IED), planted by Communist Party of India-Maoist (CPI-Maoist) cadres,exploded in Pahurnar area in Dantewada District of Chhattisgarh on March 4, reports The New Indian Express. “A Joint team of Dantewada District Reserve Guard (DRG) and CAF 22 Bn were out on an area domination and for surveilling a bridge construction near Pahurnar across the Indrawathi river. Head constable Laxmikant Diwedi of 22 Bn stepped on a pressure improvised IED and got seriously injured in the blast. Later he succumbed to his injuries,” said P. Sundarraj Inspector General (IG).

Police arrested eight Communist Party of India-Maoist (CPI-Maoist) couriers and recovered explosive materials from their possession in separate incidents in Cherla and Dummugudem Mandals (administrative sub-divisions) in Bhadradri Kothagudem District of Telangana on March 4, reports Telangana Today. Bhadrachalam Assistant Superintendent of Police (ASP) Vineeth G, said Dummugudem Police and Central Reserve Police Force (CRPF) personnel who were engaged in vehicle inspection at Reguballi village of Dummugudem Mandal spotted two persons moving suspiciously, took them into custody and recovered explosive material from them. Based on the information they provided, Police arrested six others at Cherla bus stand. The arrested persons were labourers working at Sita Rama Lift Irrigation project and Polavaram Project. They stole the explosive material to supply them to the Maoists on the orders of Maoist ‘Gundala Area Committee’ in-charge Bhadru alias Papanna. The Police recovered 350 electrical detonators, 130 metres cordex wire, nine liquid gelatin sticks, a motor bike and INR 17, 000 cash, the ASP added.

The West Bengal intelligence branch, on March 4, alerted the Superintendent of Polices (SPs)of Jhargram, West Midnapore, Birbhum, Purulia and Bankura Districts on likely Communist Party of India-Maoist (CPI-Maoist) activities in the run-up to the State Assembly elections, reports The Times of India.The alert was sent following a landmine explosion that claimed three Security Forces (SF) personnel in West Singhbhum District of Jharkhand, near Purulia and Jhargram District borders, on March 4. The message made it clear that Maoist leaders like Akash, Anal and Maharaj Pramanik are likely to sneak into Bengal border. Akash has several cases pending against him while Maharaj had killed five Policemen in SeraikelaKharsawan District of Jharkhand, close to Baghmundi in Purulia in June 2019.“It is desirable that all steps are taken timely to neutralize any threat. It is desirable that arrangements, including area domination, force movement and security of VIPs, be reviewed keeping in mind operational aspects relating to anti-Maoist strategy in these districts,” the message to SPsread.

Veedhi Mandal (administrative sub-division) headquarters in Visakhapatnam District of Andhra Pradesh, condemning the killing of a former ‘militia member’ – Korra Pilku (35), by a group of Communist Party of India-Maoist (CPI-Maoist) cadres on March 5, reports The Hindu. Youths gathered in large numbers and formed a human chain on the main road at G.K. Veedhi. They also burnt an effigy of the Maoists. The tribals raised slogans against the Maoists and alleged that the latter were neither letting them live peacefully nor allowing the area to be developed. The Maoist leader has been booked on charges of extortion and indulging in alleged unlawful activities. The properties attached, as per a provisional order issued under the Prevention of Money Laundering Act (PMLA), include multiple pieces of land and buildings in the name of Rambabu and his family members. The ED said the “accused has invested the proceeds of crime for acquiring various immovable properties in the name of his family members, so as to project them as untainted.” ED booked Rambabu after taking cognizance of at least 28 FIRs and multiple chargesheets filed against him by the Bihar Police.

The three surrendered Maoists are identified as Pangi Jagga Rao alias Srinu (31), Pangi Mugiri alias Vishnu (28) and Vnatala Narayana alias Siddu (25). According to Visakhapatnam rural Superintendent of Police (SP), Boddepalli Krishna Rao, Pangi Jagga Rao was involved in 12 murders including the murder of Gemmeli Krishna Rao at Vakapalli on December 14, 2020. Jagga Rao is also alleged to have been involved in mine explosions at Chintalaveedi and in four exchanges of fire with security personnel. Jagga Rao had joined the Maoists in 2006, and worked at Pedabayalu as well as the Andhra-Odisha Border (AOB). He worked in Jana militia and was also a member of Revolutionary People’s Committee (RPC). He has guided many a Maoist squad away from the Police and has played a key role in rescuing the injured. The other militia members who surrendered, Pangi Mugiri and Vnatala Narayana are from the same village, and both joined the Maoist party at a very young age. Dantewada Superintendent of Police (SP), Abhishek Pallava said, the fighting took place at a forest near Bade Gudra village under Kuakonda Police Station limits when the District Reserve Guard (DRG) personnel were on an anti-Maoist drive. After the exchange of fire, the bodies of the two Maoists along with a 9 mm pistol, a country-made revolver and a five kilograms Improvised Explosive Device (IED) were recovered from the spot, the SP said. One of the slain Maoists was identified as Madvi Hadma, a ‘deputy commander’ of Maoists Katekalyan LGS (Local Guerrilla Squad), SP, Pallava said, adding that he carried a reward of INR 300,000 on his head, while, the other cadre was identified as Ayeta, a ‘Jan Militia commander’ in Etepal area who carried a reward of INR 100,000 on his head.

Among them, Dinesh alias Dayaram Naitam (28), working as Bhamragad area commander, had 11 offences including six of murder and three of arson registered against him. He had joined the CPI-Maoist in 2006 as Tipagad Dalam (armed squad) member. Nakul alias Sukhaluram Madawi (35), had joined the Naxal (Left Wing Extremism, LWE) movement in 2002 as Tipagad Dalam member. He has several offences, including murder, arson and landmine blast, registered against him. His wife Neela Kumre (34), joined the movement in 2005 as Kasamsur Dalam member. She, too, had several offences like murder and arson against her name. The fourth cadre to surrender was Sharad alias Govinda Atla (26), who had joined Chatgaon Dalam in 2011 and had eight offences registered against him. While Dinesh and Nakul carried a reward of INR 800,000 for their capture, Neela and Sharad carried a reward of INR 400,000 and INR 200,000 respectively.

An exchange of fire took place between Security Forces (SFs) and Communist Party of India-Maoist (CPI-Maoist) cadres in a dense forest near Raighara village under Gochhada Police Station limits in Kandhamal District of Odisha, on March 29, reports Outlook. No casualty was reported from either side in the gun-battle. Acting on a tip-off, a joint team of the Special Operation Group (SOG) and District Voluntary Force (DVF) of Kandhamal launched an operation. When the Maoists noticed the SFs, they started firing at the personnel who asked them to surrender. As the ultras did not pay heed to the order, personnel of the joint team returned the fire forcing the rebels to retreat leaving behind their belongings. Articles such as a 12-volt battery, flexible wire and some raw food materials were recovered from the spot.

A cache of arms and ammunition, including an AK-47 rifle, a 12-bore rifle, a 303 rifle, an 8 mm rifle, and some electronic items, was recovered from the spot. The C-60 commandos had received the information that Maoists are gathering in a large number in Tippagarh forest area against the backdrop of ''Naxal week'' being observed by them with the possibility of a planned ambush. “Gadchiroli Police's C-60 commandos conducted the operation on March 29 morning in Khobramenda forest area where they were attacked by 40 to 50 ultras. The exchange of fire lasted for two to two-and-a-half hours in which five Maoists were killed,” Gadchiroli Superintendent of Police (SP) Ankit Goyal said. The slain Maoists included Rushi Raoji alias Bhaskar Hichami (46) of North Gadchiroli division carrying a reward of INR 2.5 million on his head. He had total of 155 offences registered against him, including 41 cases of murder, 78 encounters with Police and other offences. Other Maoists are identified as Raju alias Sukhdev Naitam (32) who was Tippagarh Local Organising Squad (LOS) deputy carrying a reward of INR 1 million on his head, Amar Kunjam (30), a Kasansur party member, who was carrying a reward of INR 200,000 on his head, and Sujata alias Punita Atram (38) and Asmita alias Sukhlu Padha (28), who carried the reward of INR 400,000 and INR 200,000 respectively. The Security Force (SF) personnel during raids recovered hand grenades, rocket launcher maps and huge cache of spare parts for making these items besides detonators, safety pins, fuses, codex wires, which were meant for supply to the Maoists in Bihar and Jharkhand. A senior STF officer said, Parshuram Singh and his associate Sanjay Singh were arrested from their native Bistaul village under Karauna Police outpost in Jehanabad District, while Parshuram’s two sons Rakesh Singh, Gautam Singh were later arrested from their residence with lathe mechanic Mohammad Badaruddin at Gajadhar Chak under Danapur Police Station area. He also said two hand grenades, three maps of making rocket launchers, four detonators, one pressure switch, two safety fuses, numerous safety pins and grenade levers were recovered from the Danapur residence of Rakesh and Gautam. He said, “Seized items include more than 600 detonators, one regular rifle, seven magazines, six rifle bolts, 25 live cartridges, two wireless sets, three police uniform, electric wire bundle, 279 detonator caps, two strike pins, 685 safety catches, rubber washers for grenades, five partially manufactured grenades, three grenade launching base, Maoist literature and other items.” The senior STF officer said, “They were involved in procuring raw materials, manufacturing spares on lathe machine and supplying them to Maoists,” adding, besides manufacturing these items, Gautam was working with an electronics showroom in Patna. He said Parshuram used to supply all these parts and manufactured materials to Maoist ‘commander’ Arvind Singh before he died two years back. “Arvind was also from Karauna and was a member of the Jharkhand’s special area committee of CPI (Maoist) politburo. He was working for another Latehar based Maoist leader Radhe Yadav,” the officer said. “Rakesh and Gautam used to ask Badaruddin to make parts of different designs on lathe machine for manufacturing grenades, IEDs, rocket launchers and weapons. These were supplied to Maoists through Parshuram,” he said. The officer also said at least two tractor trolleys were dug out from the courtyard of Parshuram till March 31 night.

Two cadres of the Communist Party of India-Maoist (CPI-Maoist), identified as Mannu alias Motu Barsa (24) and Sitaram Oyam (20) were arrested from the Barsoor Police Station area in Dantewada District of Chhattisgarh on March 31, reports The Pioneer. Acting on a tip about their movement on the Saatdhar-Mangnar road in Barsoor, the District Reserve Guard (DRG) and local Police launched an operation at 3 a.m., Dantewada, Superintendent of Police (SP), Abhishek Pallava said. “The team spotted the two ultras when they were allegedly digging a road to plant explosives to target security forces and arrested them. Two IEDs, each weighing 2 kg, wire, batteries and an axe were recovered from them,” he said. Barsa was the head of Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS) in his Jhilli village in Bijapur District and carried a reward of INR 100,000 on his head, Pallava said.
