Pakistan’s Inter-Services Intelligence (ISI) has set up new terror control rooms in Pakistan occupied Kashmir (PoK) and also identified eight new infiltration routes to enter Jammu and Kashmir (J&K) in India, ahead of August 15 (Independence Day), reports India Today on August 2. According to an intel input prepared by intelligence and security agencies, a series of meetings have taken place between senior functionaries of terrorist organisations, including Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Al Badr at in Chelabandi Mujaffrabad in PoK at the new LeT office. Pakistan has activated 27 new terror launch pads along the Line of Control (LoC) with increased efforts to aid the infiltration into J&K in India before the Independence Day celebrations on August 15. Terror launchpads in PoK have been reinforced with terrorists and about 146 terrorists have been placed at various launch pads since June.

The National Investigation Agency (NIA) conducted simultaneous raids at 15 locations in Jammu, Ramban Shopian and Anantnag Districts of Jammu and Kashmir (J&K) in India on August 1, on the basis of disclosures made by Lashkar-e-Mustafa (LeM) chief Hidayatullah Malik and Lashkar-e- Toiba (LeT) militant Nadeem-ul-Haq of Banihal and recovered large quantity of terror-related material besides arresting a militant identified as Irfan Ahmad Dar, a resident of Batingoo village in Anantnag District, reports Daily Excelsior.

Police arrested four Lashkar-e-Toiba (LeT) Over Ground Workers (OGWs) involved in developing an Improvised Explosive Device (IED) to carry out blasts and motivating youth to join the militant ranks by using social media and online platforms from different locations in J&K in India on August 2, reports Daily Excelsior. The four arrested LeT OGW’s are identified as Aamir Reyaz Lone of Baramulla District and incriminating materials including electronic devices were recovered from his possession, Owais Ahmad Shaksaz, resident of Seer Hamdan, Anantnag District is in the process of making an IED with the help of information from the open source internet platforms, Suhaib Muzaffar Qazi alias Tamil of Rajpora in Pulwama District and Tariq Dar. All the four arrested were in contact with active militants and incriminating materials including hand grenades and electronic devices have also been recovered from their possession.

Police have identified the militant killed in an encounter during a Cordon and Search Operation (CASO) with Security Forces (SFs) at Dard Gund locality of Chandaji in Bandipora District of J&K in India on August 3 as Lashkar-e- Toiba (LeT) militant, Babar Ali, who is a resident of Ugada District in Punjab of Pakistan, reports Daily Excelsior. SFs have recovered incriminating material and arms and ammunition including one AK-rifle, two AK-magazines, 40 AK-rounds, one pouch, one wireless set and one medicine bag from the site of encounter. Two Lashkar-e- Toiba (LeT) militants from Pakistan were killed in an encounter with Security Forces (SFs) and another is trapped in Upper Panghai forests of Thanamandi in Rajouri District of Jammu and Kashmir (J&K) in India on August 6, when they were on way to Dera Ki Gali (DKG) to reach Mughal Road and cross over to J&K after infiltration from the Line of Control (LoC) along with large quantity of arms, ammunition and explosives, reports Daily Excelsior. The search operation was on and cordon has been further tightened amid reports about presence of one more militant in the area and SFs recovered made two AK-47 rifles, seven magazines, four grenades, pouches, medicine packets from the location, said Deputy Inspector General of Police (DIG), Rajouri-Poonch range Vivek Gupta. The identity of slain militants is yet to be ascertained.

Police identified the slain militant killed in an encounter with Security Forces (SFs) at Mouchwa area of Chadoora in Budgam District of J&K in India on August 7 as Al-Badr militant, Shakir Bashir Dar, a resident of resident of Goripora, Awantipora in Pulwama District reports Daily Excelsior. Earlier, South Asia Terrorism Portal (SATP) has reported this incident on August 7. Police also arrested Lashkar-e- Toiba (LeT) militant identified as Shabir Ahmad Najar resident of Wuyan Khrew during a Cordon and Search Operation (CASO) in Mantaqi Colony Khrew area in Pulwama District after the encounter along with truck driver identified as Muhammad Shafi Dar of Gratwani Mohalla Khrew and seized the vehicle. Police recovered one AK-rifle with two magazines, 32 rounds, one Chinese pistol with two magazines, 16 rounds, one backpack and one pouch were recovered from the site of encounter and one Chinese Pistol, one Pistol Magazine, seven Pistol rounds, two AK-Magazines, 50 AK-rounds, one Chinese grenade and 5 kilograms of Improvised Explosive Device (IED) were also recovered from the arrested LeT militant.

The National Investigation Agency (NIA) conducted raids on August 8 at 56 locations across 14 Districts of Jammu and Kashmir (J&K) in India on residences, premises and other locations of Jamaat-e-Islami (JeI) leaders and activists following reports that despite ban imposed on the organization its activists were indulging in collection of donations which were being used for violent and secessionist activities and were motivating youth of Kashmir to indulge in disruptions, reports Daily Excelsior. The NIA arrested District President of Jamaat-e-Islami for Kishtwar District and recovered large quantity of incriminating documents, electronic devices and mobile telephones from other places during these raids. NIA has conducted raids at JeI premises at Ramban, Doda, Kishtwar, Rajouri, Srinagar, Budgam, Ganderbal, Baramulla, Kupwara, Bandipora, Anantnag, Shopian, Pulwama and Kulgam Districts in J&K in India. The funds raised by the JeI are also being channelized to militant organisations such as Hizb-ul-Mujahideen (HM), Lashkar-e- Toiba (LeT) and others through networks of JeI cadres. The JeI has also been motivating youth of Kashmir and recruiting new members (Rukuns) in J&K to participate in disruptive secessionist activities, said NIA spokesperson.

Bhartiya Janta Party (BJP) leader identified as Ghulam Rasool Dar, who is a Sarpanch and his wife Jawahira, a Panch of Redwani village in Kulgam District of Jammu and Kashmir (J&K), were killed by two bike born militants of Lashkar-e-Toiba (LeT) with indiscriminate firing at Lal Chowk in Anantnag town of Anantnag District of J&K on August 9, reports Daily Excelsior. Dar was also provided with one Personal Security Officer (PSO) who, however, was found absent from duty at the time of incident. The PSO has been placed under suspension, said Inspector General of Police (IGP) Kashmir Vijay Kumar.

The outfit, headed by one Dr Anwar Firdausi, will comprise elements of the 10,000 jehadis pushed across the border by Pakistan into Afghanistan to aid the Taliban in violent takeover of the war-ravaged country from the democratically elected Abdul Ghani Government, sources privy to the development said. India on August 19, pointed to the heightened threat posed by terror groups such as Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Haqqani Network due to the deteriorating security situation in Afghanistan and said the UN Security Council cannot afford any complacency on this issue, reports Hindustan Times. External Affairs Minister S Jaishankar raised India’s concerns while chairing a Security Council briefing on the theme, “Threats to international peace and security caused by terrorist acts”, against the backdrop of the Taliban takeover of Afghanistan over the weekend. Jaishankar reiterated an eight-point action plan to counter terrorism that he had proposed while addressing the Security Council in January, 2021. The plan envisages greater political will to tackle terror, dropping double standards on terrorism, not placing blocks and holds on requests for sanctioning terrorist individuals and groups without reason, and strengthening the Financial Action Task Force (FATF).

A Junior Commissioned Officer (JCO) identified as Ram Singh, 46 was also killed in this encounter due to militant firing. SFs recovered one AK rifle, one pistol, magazine and large quantity of ammunition from the location. SFs continued to maintain cordon in entire forest area surrounding Thanamandi to ensure that there is no other militant there. The identity of the slain militant is yet to be ascertained and he is believed to be a Pakistani, said Deputy Inspector General of Police (DIG) Rajouri-Poonch range Vivek Gupta.

Pakistan has shifted many camps of Lashkar-e-Toiba (LeT) to the eastern area of Afghanistan, while the camps of Jaish-e-Mohammad (JeM) have shifted to the southern part of Afghanistan. "The Pak's ISI operatives are playing a key role in running LeT /JeM terror networks and coordinating with Taliban- Haqqani network," said a highly placed source deputed in the central security establishment. The biggest reason behind shifting terror camps from Pakistan to Afghanistan is that Pakistan wants to avoid possible action of the Financial Action Task Force (FATF). Security Forces (SFs) foiled major infiltration attempt along the Line of Control (LoC) in Poonch sector of Poonch District in Jammu and Kashmir (J&K) on August 30, by killing two foreign militants, one of whom was believed to be a top ‘commander’ of Lashkar-e- Toiba (LeT), reports Daily Excelsior. SFs observed movement of a group of militants on the LoC from Chirkoot area of Pakistan occupied Kashmir (PoK) and challenged them and later recovered arms, ammunition and explosives, which includes two AK-47 rifles from the location. The operation was still in progress in the area and that a search operation was going on to track remaining militants who were part of the group that was trying to infiltrate from across the LoC, adds Greater Kashmir.

Police, on August 31, arrested all the four Over Ground Workers (OGWs) of Lashkar-e-Toiba (LeT) involved in a grenade attack on the house of a Sarpanch (head of the Panchayat, village-level local self-Government institution) in the Shrakwara area of Kreeri in Baramulla District of Jammu and Kashmir (J&K) last week, reports Daily Excelsior. Police said that on August 22, a call was received by Police Station Kreeri regarding blast-like sound from village Shrakwara Kreeri. During verification, it came to fore that a grenade was lobbed towards the Police guard and house of one Sarpanch namely Narinder Kour wife of Daljeet Singh, resident of Shrakwara Kreeri which caused some minor damages to windowpanes and vehicle as the lever of the exploded grenade was found in the kitchen garden. During the process of the investigation, suspects identified as Mohd Saleem Khan son of Ghulam Hassan Khan of the new colony Shrakwara and Sajad Ahmed Mir son of Late Ali Mohd Mir of Mir Mohalla Saloosa were involved in the commission of crime who were later arrested. Both the suspects admitted working as OGWs of the LeT outfit and were working at the behest of Pakistan based handler of LeT and its offshoot The Resistance Front (TRF) namely Ali Bhai. Both Saleem and Sajad were in contact with LeT militant Hilal Sheikh and Usman (FT) on whose instructions, they obtained grenade from Batamaloo Srinagar, Police said, two other associates Bilal Ahmad Sheikh son of Mohd Maqbool Sheikh of Saloosa and Naseer Ahmad Dar son of Ab Majeed Dar of Najibhat assisted the accused persons in the commission of crime who were also arrested. Police said that two hand grenades and 100 grams of charas like substance have been recovered from the accused persons.
