At least 25 persons, including six Policemen, were injured in Pulwama town (Pulwama District) after fresh clashes broke out between protesters and Security Forces (SFs) soon after curfew was lifted from the township in the morning of January 1, reports Daily Excelsior. Police later arrested eight people from the township on charges of stone throwing. As reported earlier, the curfew in the township was imposed on Friday (December 28) after seven protesters were injured in SFs’ firing in village Chandigam and Pulwama town. SFs had claimed that the protesters had blocked the way for SF vehicles in which four security personnel injured in the Chandipora (Pulwama) encounter (December 28), in which two Lashkar-e-Toiba (LeT) militants were shot dead by SFs, were being removed to hospital for treatment.

ATS told the court on January 1, that the conspiracy to cause serial bomb blasts on Jangli Maharaj Road was hatched by the seven arrested suspects in Saudi Arabia, reports The Times of India. The ATS said the custodial interrogation of the suspects, revealed that they were constantly in touch with the absconding suspects, Fayyaz Kagzi, Riyaz Bhatkal and three others involved in a string of terror attacks in India so far. Investigations also revealed that one of the absconding suspects is a militant of the terror outfit Lashkar-e-Toiba (LeT) and he is involved in inciting youths from Aurangabad, Beed and Ahmednagar (three District of Maharashtra) to indulge in terror activities. LeT had trained the absconders to assemble bombs.

A US court on January 2 rescheduled the sentencing of Pakistani-American Lashkar-e-Toiba (LeT) operative David Colaman Headley, accused of involvement in November 26, 2008 (26/11) Mumbai (Maharashtra) attacks, from January 17 to January 24, 2013 while that of his accomplice Tahawwur Rana has been rescheduled for a second time to January 17, 2013, according to Zee News. Headley had entered a plea bargain with the Federal Bureau of Investigation (FBI), saving him from a possible death penalty or extradition to India or Denmark. Rana, on the other hand, was acquitted of involvement in the Mumbai attacks but was held guilty on June 10, 2011 of conspiracy to attack Denmark newspaper Jyllands-Posten that had published controversial cartoons of Prophet Mohammed, and of aiding LeT.

Army posters with pictures of the most wanted militants operating in South Kashmir have appeared in Shopian District villages through which they have sought help of local people in nabbing them, Daily Excelsior reported on January 5. The posters that appeared in some villages of Shopian where the Army feels these militants are operating and using these as their hideouts have announced a cash reward of INR 200000 for information about any of these wanted militants. Those whose picture and names have been publicized through these posters are Imamul Haq Malla alias Waseem of Shopian, Arshad Ahmad Sheikh of Shopian, both belonging to Lashkar-e-Alqaida; Altaf Baba, ‘district commander’ Pulwama of Jaish-e-Mohammad (JeM); Mohammad Asif Wani of Pulwama, JeM; Ashraf Rather alias Molvi Ashraf of JeM; Mohammad Abbas Reshi of Shopian of Lashkar-e-Toiba (LeT); Ayatullah Bhat alias Ayatullah Mir of Kulgam of LeT and Showkat Ahmad Tak of LeT. South Kashmir, of late, has become hot bed of militancy as over two dozen youth have joined the militant ranks during past one year. The General Officer Commanding (GOC, 15 Corps), Lieutenant General Om Prakash, believed that after less presence of Army and other security forces in South Kashmir following improvement in security situation, militants consolidated their position in the area.

A trial court has dismissed the bail plea of Lashkar-e-Toiba (LeT) terrorist and November 26, 2008 (26/11) Mumbai (Maharashtra) attack key handler Abu Jundal, The Times of India reported on January 8. In an in court proceeding, District Judge I.S. Mehta allowed the application of National Investigation Agency (NIA), which sought extension of probe time up to 180 days, saying the articles alleged to have been recovered from Jundal is sensitive to "the issue of national security," the court sources said. The NIA had also sought extension of Jundal's judicial custody saying its investigation is in progress and it could not disclose its details due to security reasons and the court could see the same in the case diary.

Reports say Saeed was inciting LeT’s BATs (Border Action Teams), consisting of jihadis and trained militants to step up activity along the LoC. The intelligence alert from Jammu that spoke of Saeed's presence along the LoC also warned of escalating action being contemplated by the Pakistan Army-BAT combine.

The Anti-Terrorism Squad (ATS) of the Maharashtra Police said, in the draft charges filed in the May 8, 2006 Aurangabad (Maharashtra) arms haul case against Lashkar-e-toiba (LeT) ‘operative’ and key November 26, 2008 (26/11) terror attack handler Sayed Zabiuddin Ansari alias Abu Jundal, along with the other 21 accused, have been involved in terrorist activities right from 1996, The Times of India reports on January 10. The draft charges that have been submitted to the court propose that the court charge Jundal under different sections of Control of Organised Crime Act (MCOCA), Unlawful Activities (Prevention) Act, Explosives Act, Explosives Substances Act and Indian Penal Code. Jundal, who is presently lodged in Tihar Jail (New Delhi), was on January 9, produced in the court through video conferencing.

Union Minister of Home Affairs (UMHA) Sushil Kumar Shinde on January 10 said Lashkar-e-Toiba (LeT) chief Hafiz Mohammad Saeed had visited the border areas in Pakistan occupied Kashmir (PoK) a few days before the killing of two Indian soldiers, reports Daily Excelsior. He said the information about the movement of Saeed in PoK was received by Intelligence agencies about four to five days back and the Government was trying to get details of his visit. "It has been our information that in PoK area, Hafiz Saeed had entered and talked to some people," he said. Asked whether militants were involved in carrying out the raid on Indian Army soldiers, Shinde said, "I do not have that information. But we are very keen to get such information. We are on the line".

Pakistani troops violating ceasefire opened heavy firing at majority of posts, including Nangi, Kranti, Kirpan, Ghora, Chajja Man and Dogra, in the Krishna Ghati sector, at Line of Control (LoC), in the Poonch District in the evening of January 13, reports Daily Excelsior. There were reports that two Lashkar-e-Toiba (LeT) militants, who were part of a group, which tried to infiltrate into this side under covering fire, were killed in firing of Pakistan Army on other side of the LoC. Sources said Pakistan Army used heavy fire arms. Some mortars were also fired. Indian side retaliated. Earlier on January 12, Pakistan Army opened heavy firing on eight pickets in Krishna Ghati sector. Also, Army said troops from their forward posts observed movement of 6 to 7 infiltrators heading towards Indian Territory in Krishna Ghati sector. The troops opened firing to neutralize the infiltrators. Exchange of firing lasted 40. There was no firing in Krishna Ghati sector on January 11, but Pakistani troops had fired at some posts of Mendhar and Balnoi. There were, however, no reports of casualties or damage on the Indian side in all four incidents.

Sources say the terrorists might rent a house in the city in the next few days and take the help of LeT sleeper cells in carrying out the attack, which could be a high-intensity blast or a fidayeen (suicide) attack. According to Police, Jundal, a resident of Beed District in Maharashtra, was present in the makeshift control room in Pakistan and gave instructions to ten Pakistani terrorists, including recently executed Ajmal Kasab, involved in the 26/11 attacks. Intelligence intercepts by security agencies indicated on January 21, that there is a serious threat to the Republic Day (January 26, 2013) celebrations at Rajpath in New Delhi, reports Daily Pioneer. Agencies have alerted Delhi Police that Lashkar-e-Toiba (LeT) has managed to infiltrate around two dozen of highly indoctrinated Fidayeen (suicide attackers) into India through various routes especially via Bangladesh. Another report mentions LeT trying to send another batch of 20 hardened terrorists via sea route with the active help of Pakistan Navy. Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) of Bangladesh is believed to have provided the logistics for launching terrorist activities in India. The United States has ruled out the extradition of Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley, who admitted scouting targets for attacks in Mumbai (Maharashtra) on November 26, 2008 (26/11) and later testified against the plotters, reports IBNLive on January 23. The 20-page report submitted by the US government in the court also sought a prison term of 30 to 35 years for Headley for his role in 26/11 attacks and terror attack against a Danish newspaper in Copenhagen (Denmark). The US attorney said, "Headley not only worked at the direction of Lashkar-e-Taiba for years, but also with members of al Qaeda. There is little question that life imprisonment would be an appropriate punishment for Headley's incredibly serious crimes but for the significant value provided by his immediate and extensive cooperation”. US District Judge Harry Leinenweber in Chicago is scheduled to sentence Headley, 52, on January 24, 2013.

Minister of External Affairs Minister Salman Khurshid also sent out a strong message to Pakistan saying there cannot be "any form of closure" to the Mumbai attacks unless all perpetrators, including LeT ‘founder’ Hafiz Saeed, are brought to book. A United States (US) federal court, on January 24, sentenced Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley aka Daood Gilani to 35 years in prison for his role in Inter-Services Intelligence (ISI)- LeT sponsored November 26, 2008 (26/11) attack on Mumbai (Maharashtra), with the judge expressing unhappiness over the prosecution seeking a relatively light term given the magnitude of Headley's offences, reports Economic Times. Headley was ordered to serve 35 years, followed by five years of supervised release by US District Judge Harry Leinenweber. "Mr Headley is a terrorist," the judge said while imposing the sentence in the court. Leinenweber also said, "He commits crime, cooperates and then gets rewarded for the cooperation. No matter what I do, it is not going to deter terrorists. Unfortunately, terrorists do not care for it. I do not have any faith in Mr Headley when he says that he is a changed person now. I do believe that it is my duty to protect the public from Mr Headley and ensure that he does not get into any further terrorist activities. Recommending 35 years is not a right sentence."

According to a detailed report of Military Intelligence (MI), the terrorist who beheaded Indian soldier Lance Naik Hemraj Singh in a pre-meditated operation on January 8, was rewarded with PKR 500,000 by Pakistani Intelligence Agency Inter-Services Intelligence (ISI), which executed the attack on Indian troops with the assistance of terrorists, reports The Times of India on January 31. Detailed MI report further says that beheading was done by one Anwar Khan, a local guide who runs a shop in Pakistan-occupied Kashmir (PoK), and was also involved in the beheading of an Indian Army Captain in 1996 in the same Mendhar area of Poonch District. Anwar, who was handed over the reward by Colonel Siddiqui of ISI, was part of a group led by Subedar Jabbar Khan of ISI. The attackers included members of ISI-backed jihadi terror outfits Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). According to the report, a meeting at Rawalkote in PoK was held between senior ISI officers, important terrorist commanders and guides a few days before the attack. The meeting was presided over by a brigadier level officer of ISI and included Colonel Siddiqui (of Rawalkote in PoK), Azad Khan (of Peshawar in Khyber Pakhtunkhwa province), Yousuf Khan alias Pathan (of Muzzafarabad in PoK) and Major Abbasi (of Tattapani in PoK). Among the guides who attended the meeting were Anwar, Sabar Khan (of Battal, PoK) and Meeru (Madarpur, PoK). A local LeT operative Chaudhary Bashir was also present. The document read, "During the meeting, it was decided that local guides aware of the topography of the area would facilitate terrorist groups not only in infiltration along the LoC (Line of Control) in Poonch District but also assist in operations by BATs (Border Action Teams of Pakistan Army). For this a reward of Rs 5,000 for planting of a mine on Indian soil, Rs 10,000 for killing an Indian Army soldier in sniper fire and Rs 5 lakh for beheading an Army jawan (trooper) was announced. For each of these BAT operations, the guide would be rewarded Rs 2,000 to Rs 12,000." The documents further reads, the operation “...was carried out by a group of 15 terrorists, having 10 members of Lashkar (LeT) and 5 of Jaish-e-Mohammad (JeM). The group was led by Subedar Jabbar Khan of ISI unit of Tattapani (PoK) and included among others Anwar Khan, resident of Jabbar Mohalla of village Sher Khan (Rawalkote) as the local guide, Qari Shah of Lashkar-e-Taiba (LeT) and Ajmat Khan of JeM. Anwar Khan carried out the beheading of one of the soldiers."
