Indian Mujahideen (IM) is more lethal and resilient because of the support it receives from Pakistan, according to a new report titled 'Jihadist Violence: The Indian Threat' by the Woodrow Wilson International Center for Scholars, The Times of India reported on January 3. The report underlines that the Indian jihadist movement constitutes an "internal security issue with an external dimension." "The Indian jihadist movement formed organically and as a result of endogenous factors, specifically communal grievances and a desire for revenge, but is more lethal and more resilient than it otherwise would have been, thanks to external support from the Pakistani state and Pakistan and Bangladesh-based militant groups," said the 100-page report. "External support was a force multiplier for Indian militancy rather than a key driver of it. Although the IM receives support from LeT, it should not be viewed as an affiliate within the same command-and-control hierarchy. This distinguishes the IM from some of the other LeT cells or operatives active in India," it said. It argues that IM the primary indigenous jihadist threat is part of a larger universe of Islamist militant entities operating in India, many but not all of which are connected to external entities such as the Pakistani militant group LeT and the Bangladeshi Harkat-ul-Jihad-al-Islami (HuJI-B). It also asserts that the IM should not be viewed as a formal organization, but instead is best understood as a label for a relatively amorphous network populated by jihadist elements from the fringes of the Students Islamic Movement of India (SIMI) and the criminal underworld.

Lashkar-e-Toiba (LeT) operative Abdul Karim Tunda, on January 3 withdrew his bail petition filed before a Delhi court, reports Zee News. Tunda, who is in judicial custody in connection with various terror attack cases, withdrew his plea after Chief Metropolitan Magistrate (CMM) Amit Bansal transferred his case to a sessions court. As the case was sent to a sessions court, advocate M S Khan, who appeared for Tunda, withdrew his bail plea with a liberty to file it before the sessions judge. He was chargesheeted for offences under sections 324 (voluntarily causing hurt by dangerous weapon), 307 (attempt to murder) and 120-B (criminal conspiracy) of Indian Penal Code (IPC) and the Police had claimed he was part of the conspiracy which led to two bomb blasts, one in Sadar Bazar and other in Qutab Road here, on October 1, 1997 in which several people were injured.

There are two intelligence inputs about possible terrorist strikes ahead of Republic Day, The Times of India reported on January 5. The first pertains to a joint strike by Lashkar-e-Toiba (LeT) and Indian Mujahideen (IM) with imported explosives, the second talks about IM plan to storm Police special cell office in Lodhi Road (New Delhi) and free ‘Indian operations chief’ Yasin Bhatkal. "ISI smuggled in a cache of arms, ammunition and explosives. Hizbul Mujahideen has already received a large consignment in Udhampur, Jammu and Kashmir," the Intelligence Bureau (IB) input reads. The consignment has been passed on to LeT operatives in Delhi and Punjab, sources say, adding IB has not indicated where the strikes will happen. Nevertheless, Police will deploy 200 spotters on the Republic Day parade route and 15,000 personnel in New Delhi District. The second input, a source said, says that absconding IM operatives Waqas and Tehsin alias Monu were planning to strike at special cell's office.

Sources said that Ranjit Sagar dam also known as Thein dam in Shahpur Kandi town of Punjab, bordering Lakhanpur and Basohli towns of Kathua District in Jammu region, Baglihar hydro-electric power project in Ramban District and vital newly constructed bridge over river Chenab in Akhnoor town of Jammu District have turned out to be three major projects, which the militants sitting in Pakistan were planning to target. The militants of Lashkar-e-Toiba (LeT), presently camping at a school building at Darman in Sialkot District of Punjab province in Pakistan opposite Samba and Hiranagar Sectors, have been provided with latest weapons and explosive devices. They have been asked to wait and watch at Darman till arrangements were made for their infiltration into Jammu and Kashmir (J&K).

New Delhi: A Delhi court on January 6 issued fresh non-bailable warrants against Pakistani-American Lashkar-e-Toiba (LeT) operative David Coleman Headley Headley, his accomplice Tahawwur Rana, LeT ‘founder’ Hafiz Saeed and November 26, 2008 (26/11) Mumbai (Maharashtra) attack mastermind Zaki-ur-Rehman Lakhvi, who are accused of carrying out terror attacks, reports Zee News. According to the court sources, District Judge I S Mehta issued non-bailable warrants (NBWs) against nine persons after National Investigation Agency (NIA) informed the court that they were still absconding and warrants issued against them earlier have not been executed yet. The court issued NBWs against them for April 14, 2014 the next date of hearing. Besides Headley, Rana, Saeed and Lakhvi, warrants were issued against Pakistan Army officials Major Iqbal and Major Sameer Ali, top al Qaeda operative Illyas Kashmiri, believed to have died in a drone attack in Pakistan, Headley's handler Sajid Malik and ex-Pakistani Army officer Abdul Rehman Hashmi. These nine accused were charge sheeted by NIA in December 2011 for allegedly entering into a conspiracy with members of banned terror outfits LeT and HuJI to commit terror acts in India. These nine accused have been charge sheeted by the NIA for various offences punishable under the Indian Penal Code (IPC), including sections 121 (waging or attempting to wage war against the country) and 302 (murder) and also under the provisions of the Unlawful Activities (Prevention) Act.

Two Muslim clerics from Haryana arrested for alleged links to the terror outfit Lashkar-e-Toiba (LeT) tried to recruit men from riot-hit Muzaffarnagar in Uttar Pradesh, Delhi Police sources have said, NDTV reported on January 7. The two clerics arrested from Mewat in Haryana allegedly told the Delhi Police that they had been tasked to recruit young men for terror, and were ordered to visit Muzaffarnagar to identify operatives from disgruntled men in relief camps. They have also been accused of plotting a terror attack in the capital. IBNLive added that LeT is trying to infiltrate the communally sensitive areas. LeT was offering money to lure cadres. Sources say that the Intelligence Bureau (IB) had also intercepted calls that show Pakistan-based LeT commander Javed Baluchi in touch with operatives in north India.

Some of the men who were allegedly approached refused to join hands with LeT and instead informed the Special Cell of the Delhi Police. Earlier on January 6 they recorded their detailed statements under section 164 CrPC in the chamber of a city magistrate at the Patiala House court. New Indian Express added that Shrivastava said a meeting did indeed take place between the suspected terrorists and two residents of Muzaffarnagar, but that they were not among those affected by the riots and had nothing to do with the violence there. He was earlier arrested on December 16, 2013 from Mewat, Haryana. His name surfaced after police interrogated Mohammad Shahid, another LeT suspect arrested by the special cell of the Delhi Police December 7 from Choti Mewli village in the same District. While 22 cases have been registered in the national capital, there are 11 cases against Tunda in Punjab, Haryana, Uttar Pradesh and Rajasthan including one being probed by CBI. On December 2, 2013, SHO Shabir Ahmad and shopkeeper Ghulam Mohammad were killed when militants fired at Shabir in Chadoora market and two cops were injured. Superintendent of Police (SP) Budgam, Irshad Ahmad, said that conspiracy to kill SHO Chadoora, Shabir Ahmad, was hatched by Divisional Commander of the LeT Qasim, Basharat Ahmad Mir alias Ustad Umar, Lateef Ahmad Rather, Reyaz Ahmad Dar and Umar resident of Pakistan and an unidentified person in third week of November 2013. The SP said that three militants – Ashiq Hussain Bhat, Reyaz Ahmad Dar and Basharat Ahmad Mir were arrested while the fourth one Umar alias Zahid was killed in an encounter in Hushroo village of Chadoora area in Budgam District on November 25, 2013 with Police and 53 Rashtriya Rifles (RR) of Army. During the investigation of the killing of the SHO, it surfaced that a group of LeT militants operating in the area was involved in his killing, SP added. Pakistan is printing Fake Indian Currency Note (FICN) in government owned print factories, according to intelligence inputs received by Indian Intelligence organisation, Daily Bhaskar reported on January 24. The fact came to light after the ink and the paper used in FICN was found to be similar with the one employed in Pakistan's printing shops. The news of the breach has been transmitted to Union Ministry for Home Affairs, Finance Ministry and Parliamentary committee on financial matters. The intelligence agencies have based their inputs on over 692 intercepted calls. According to sources, in 2010-2011 FICN worth INR 1,700 to INR 19 billion were printed. From 2012- till date FICN worth INR 3,500 to INR 40 billion have been printed. The intelligence input also pointed out that Dawood Ibrahim's D-Company is behind printing these FICN. The input mentions several names, like Aftaab Batki, Haji Abdullah, Iqbal Kanaa, Sobhan, Aslam, Chaudhary, Sheikh Saifi and Sikander. It also said that Pakistan is providing militant-groups like, Lashkar e-Toiba (LeT), Jaish e-Mohammed (JeM) and Indian Mujahideen (IM) with FICN to carry out anti-national activities inside the country.

The Intelligence Bureau (IB) further said that Lashkar-e-Toiba (LeT) is also part of the ploy and the duo have detailed plans to carry out the task. To be more specific, Shaqoor would be overseeing the work of three sharp shooters assigned for the work by the terror outfits. Shaqoor has been part of the IM for the past five years, but there are no available details about him. Shaqoor is also said to have connections with Abu Faisal, a Students Islamic Movement of India (SIMI) operative who had escaped jail in Khandwa in Madhya Pradesh on Oct 1, 2013, but was rearrested on December 24. It is said that he is connected with the outfits to assist the assassination. A team has been sent to Nepal as the IB suspects that the sharp shooters, belonging to Pakistan may enter India from there. The court sentenced the accused, Zia ul Haq, to seven years of rigorous imprisonment. A cab driver who went to Saudi Arabia in 1990's and was tapped there by ISI who took him to Pakistan for terror training, Haq is also accused of a grenade attack on Hyderabad's Odeon Deluxe theatre in 2006.
