Coast Guard patrol vessels intercepted a suspicious Pakistani fishing boat in the Arabian Sea in the early hours of January 1,reports The Times of India. Ministry of Defence (MoD) officials said the four people on the fishing trawler set it ablaze after an "hour-long hot pursuit", which ended with "warning shots" being fired to stop the vessel around 365 km from Porbandar in Gujarat. The ship, with those on board, finally sank to the seabed amid loud explosions around 6.30am on January 1.MoD was quite emphatic that the fishing boat which was being quietly tracked after it began its journey from Keti Bandar near Karachi (Sindh, Pakistan) based on specific intelligence inputs and wireless intercepts was carrying explosives. "The nature of the fire clearly indicated it had explosives on board. The boat was repeatedly challenged but it increased speed and tried to escape from the Indian side of maritime boundary (India's exclusive economic zone stretches to 200 nautical miles from coast)," said an official. The location of the ship off Gujarat coast is considered significant because of the high-profile events Prabasi Bharatiya Divas and Vibrant Gujarat which will be attended by Prime Minister Narendra Modi and others. Two Coast Guard vessels are still searching the area for any "tell-tale signs" of the conspiracy that was afoot.Almost a year before 26/11, as reported on April 12, 2007) eight Lashkar-e-Toiba (LeT) terrorists had come from Karachi through the sea route and were intercepted by the Coast Guard off Mumbai coast but were let off for a "consideration". Two of the eight terrorists were held in Rajouri (Jammu and Kashmir) following an Intelligence Bureau operation in March, 2014. The duo had travelled from Diu to Mumbai-Delhi-Chandigarh-Rajouri and was helped by a dozen other local operatives who functioned as their guides. The six others remained untraceable. The two terrorists Abdul Majid Rain from Sindh and Jameel Ahmed Awan from Abbotabad later told their interrogators that they were motivated by speeches of LeT founder Hafiz Saeed and 'commander' Azam Cheema. The two leaders had told them to fight "excesses" against Muslims in J&K and elsewhere in India. Both were enrolled in LeT in 2003, four years before they were launched into India and were given arms training in Pakistan occupied Kashmir (PoK) and shown CDs of "atrocities of security forces" on Muslims.

The operations continued and wanted LeT terrorist Abdul Subhan was arrested. He was hatching a larger conspiracy of launching terror attacks on Delhi and the rest of the NCR. Police crackdown led to the arrest of two more LeT men, Ashahuddin and Arshad Khan.Currently, three Special Weapons and Tactics (SWAT) teams of the Special Cell are being deployed at Greater Kailash area of Delhi to foil any terrorists attack, Bassi said, adding and the cell is also engaged in verifying and monitoring second-hand car dealers and chemical sellers.

The Indian media reported that Secretary of State John Kerry recently sent a certification to Congress, saying that Pakistan has “prevented al Qaeda, Taliban and associated terror groups such as Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) from operating” from its territory. The certification is a condition for the US to disburse aid to Pakistan under the Kerry-Lugar Bill for civilian assistance. The report claimed that the certification allowed the Obama administration to release USD 532 million dollars in aid to Pakistan.Later, the spokesman for the Indian Ministry for External Affairs Syed Akbaruddin said, “How the Government of the United States of America decides to spend US Tax payers money is entirely its prerogative,” adding, “India does not believe that Pakistan is showing ‘sustained commitment’ or making ‘significant effort’ or ‘ceasing support’ or dismantling ‘bases of operations’ of the Laskhar-e-Taiba, Jaish-e-Muhammad, the Haqqani Network and quite possibly the al Qaeda.”

A letter, purportedly written by banned terror outfit Students Islamic Movement of India (SIMI), has threatened to blow up a marriage hall on Thana railway road in Meerut in Uttar Pradesh, reports The Times of India on January 13. According to a complaint filed by the manager of Agrasen Bhavan, the letter was found on January 1 at the gate and it threatened bombing at gate number 1 and 2, between February 6-10, as it is rented out to ‘kafirs’ (non-Muslims), sources said. The letter, written in Hindi by someone claiming to belong to SIMI, said the organisation had joined hands with the Lashkar-e-Toiba (LeT), and was bracing to launch attacks across India. Police said that prima facie going by the language of the letter, the letter appears to be a hoax, but the Police have nevertheless taken the matter seriously and are investigations are on.

India has stepped up security on its western borders to very high levels following credible intelligence inputs warnings that two groups of Lashkar-e-Toiba (LeT) and one group of Jaish-e-Muhammed (JeM) are waiting to infiltrate from Kathua and Poonchh sectors in Jammu and Kashmir (J&K) to orchestrate terror attacks before United States (US) President Barack Obama's visit, reports DNA on January 20. Sources said that a group of 12-15 fully trained and equipped LeT terrorists who are waiting to infiltrate through Kathua under the supervision of LeT commanders Abdullah Shaheen and Taya Rafiq. Another group of 10 LeT terrorists are waiting at the launching pads in Pakistan-occupied Kashmir (PoK) to infiltrate through Poonchh under commander Abdul Rashid, said sources. Sources said that JeM planned to mark the year 2015 as a year of “Inquilab-e-Jihad” and may carry out terror activities before Republic Day, reports The Asian Age on January 20. "The LeT is also trying to unleash its sleeper cells already present in J&K to carry out terror attacks," said sources adding that at least 7 LeT terrorists are on the prowl in Kashmir of which 3-4 are foreign terrorists. High threat perception stands from Pakistan based terror outfits despite US telling Pakistan in unequivocal terms to rein in terror groups to ensure that no terror incident takes place, said Government sources. BSF sources said that "There are inputs that rogue elements within Inter-Services Intelligence (ISI) and Army may try to stage Chittisinghpura kind of massacre during Obama's visit. We have picked up information about three groups." A top official has said that Coastal security has been beefed up at 12 major ports in the country with installation of advanced surveillance systems and patrolling to avert any untoward incident, reports Zee News on January 20.

A group of five to six Lashkar-e-Taiba (LeT) militants has crossed over from Pakistan to Jammu and Kashmir's Kathua District last week, reports Times of India on January 21. The infiltrating group was tracked with the help of wireless intercepts picked up from across Pakistan, and is currently lying low in Jammu and Kashmir, possibly waiting for an opportunity to sneak outside the state. Agencies fear that the terrorists may be headed for Delhi with a specific mission to stage a spectacular strike coinciding with US President Barack Obama's visit. Obama is scheduled to arrive on January 25. He will be the chief guest for the Republic Day (January 26) parade and is scheduled to travel to Agra on January 27, before flying out the same day.

The list also mentions the five absconding SIMI members who fled from Khandwa jail in Madhya Pradesh last year. The security agencies have been warned that some terrorists may change their appearance and try to mingle with the crowd. The large number of spotters will keep a special vigil on Rajpath and India Gate areas as also the entire Republic Day parade route. The details, sketches and photographs of all those shared regularly by US secret service, Federal Bureau of Investigation (FBI) and Central Intelligence Agency (CIA) are also being shared with the personnel who would be on special anti-terror duty on the ground on January 26.
