Two Lashkar-e-Toiba (LeT) militants were arrested from Baramulla District of Jammu and Kashmir (J&K) in India on September 1, for carrying out grenade attacks in Azadgunj area in Baramulla District on August 31, reports Daily Excelsior. The two militants were identified as Fayaz Ahmad Kumar alias Narismha, and Aqib Shafi Bhat of Baramulla. Senior Superintendent of Police (SSP), Baramulla, Abdul Qayoom said that there are 37 FIRs registered against Fayaz Ahmad Kumar and he has been detained seven times under Public Safety Act (PSA) in past while three FIRs are registered against Aqib Shareef Bhat. SSP, Qayoom further said as per the investigation, their aim was to revive militancy in Baramulla town, which they have been directed by their mentors across Line of Control (LoC).

The arrestees were identified as Shakil Ahmad Wani, Showkat Ahmad, Aqib Maqbool Khan, and Ajaz Ahmad Dar. Some ammunition, including Ak-47 rounds (24), five detonators and other incriminating material were also recovered, the statement read further. The seventh OGW was arrested. On the disclosure of OGW, a hideout was busted in Suidhar area, falling under the jurisdiction of Doda Police Station. One Pika gun, 54 rounds, one empty box and one empty belt were recovered from the hideout. The Security Forces on August 8, 2020, arrested six OGWs of Lashkar-e-Taiba (LeT) in connection with the terror-financing case probe.

Police on September 8 arrested three Over Ground Workers (OGWs) of Lashkar-e-Toiba (LeT) from Hajin area in Bandipora District of Jammu and Kashmir, reports Daily Excelsior. Police said that Police Station Hajin received information that some OGWs at the behest of local active militants of LeT outfit hoisted Pakistani flags at Main Bazar Hajin aiming to create fear psychosis and incite anti-national feelings among the common people of Hajin town. Police later arrested OGWs who admitted their involvement in the crime. One hand grenade, cloth, sewing machine and other material used in preparing flags were recovered from their procession.

On September 10, National Investigation Agency (NIA) filed a chargesheet before the NIA Special Court, Kolkata in connection with West Bengal in Lashkar-e-Toiba (LeT) Online Recruitment Module Case against accused Tania Parvin alias Isranoor under UAPA, reports nia.gov.in. She was earlier arrested on March 18, 2020. Investigation revealed that the accused was a college student and had got radicalised in the cyberspace by Pakistan based cadres of LeT. Tania, gradually became part of about 70 jihadi groups on social media, which propagated terrorist ideology advocating skewed version of Islamic Jihad with an aim to further radicalise and recruit impressionable Muslim youth. The accused was also active in various Palestinian and Syrian Jihadi social media groups. Investigation further revealed that the LeT cadres based in Lahore, Pakistan had introduced the accused to the officials of Pakistani Intelligence Agency, Inter-Services Intelligence (ISI), who tasked her to open fake Facebook profile and befriend armed force members in India to obtain sensitive strategic information. Further investigation for unearthing the wider conspiracy in India is continuing.

Islamabad will have to take irreversible action to not allow any territory under its control to be used for cross-border militancy for normal relations, says Government, said V Muraleedharan, Minister of State for External Affairs, in Rajya Sabha (Upper House of Indian Parliament) on September 17, reports Kashmir Observer. The Minister said, “India wishes for normal neighbourly relations with Pakistan but Islamabad has to create a conducive atmosphere, including by taking credible, verifiable and irreversible action to not allow any territory under its control to be used for cross-border militancy against India in any manner.” Speaking on steps being taken by India to counter Pakistan on militancy, the Minister said, “As a result of Government’s persistent efforts, there is enhanced concern in the international community at militancy emanating from Pakistan, including the continuing activities of internationally designated miltiant entities and individuals such as Jamaat-ud Dawa (JuD), Lashkar-e-Taiba (LeT), Jaish-e-Mohammad, Hizbul Mujahideen etc. Major partner countries have called upon Pakistan to not allow its territory to be used for militancy in ally manner.”

Security Forces on September 19 arrested three militants of Lashkar-e-Toiba (LeT) from Rajouri District of Jammu and Kashmir who had picked up the consignment of weapons airdropped by Pakistan through drone in Gurdanbala area (Rajouri District), just four kilometers from Rajouri town, but not far from the Line of Control (LoC), reports Daily Excelsior. Weaponry airdropped by the Pakistan army using drone and recovered from the possession of arrested militants include two AK-56 rifles with six magazines and 180 rounds, two Chinese pistols with three magazines and 30 rounds, four hand grenades, two pouches and Rs one lakh Indian currency. According to reports, it was the first visible attempt in which Pakistan army used drone to airdrop weapons on the LoC though several such attempts were made on the International Border in Hiranagar and Samba Sectors.

Jammu and Kashmir Director General of Police (DGP) Dilbagh Singh said on September 19 that Pakistan is using drones to drop weapons and narcotics, reports Daily Excelsior. “It [Pakistan] is using drones to drop weapons and narcotics and also push terrorists from both Rajouri and Poonch districts, which had witnessed a spurt in ceasefire violations – almost on a daily basis,” the DGP said. He argued, “This is a hilly terrain and drones just bypass the deployment on the LoC [Line of Control]”. On the recovery of a large number of US-made rifles, the DGP said that “these rifles are duplicate weapons manufactured in Pakistan and are being smuggled by LeT [Lashkar-e-Toiba] and Jaish-e-Mohammad terrorists”.

The Financial Crimes Enforcement Network (FinCEN), the US regulatory agency for enforcing money laundering laws, has uncovered a web of transactions of a money laundering network run by Pakistani national Altaf Khanani who is also said to have been a key financier for Dawood Ibrahim, reveal Suspicious Activity Reports (SARs) filed by the Standard Chartered Bank, New York, Indian Express reports on September 21. These SARs detail transactions of Khanani’s Money Laundering Organisation (MLO) and the Al Zarooni Exchange. For decades, Khanani and his MLO moved an estimated USD14 billion-USD16 billion annually for drug cartels and terror organisations like al-Qaeda, Hezbollah and the Taliban. Khanani’s relationship with Dawood Ibrahim was documented by the US Office of Foreign Assets Control (OFAC) when it issued the sanctions notice against him after his arrest. Issued on December 11, 2015, the notice stated: “The Khanani MLO exploits its relationships with financial institutions to funnel billions of dollars across the globe on behalf of terrorists, drug traffickers and criminal organisations… Altaf Khanani, the head of the Khanani MLO, and Al Zarooni Exchange have been involved in the movement of funds for the Taliban, and Altaf Khanani is known to have had relationships with Lashkar-e-Tayiba, Dawood Ibrahim, al-Qaida and Jaish-e-Mohammed.”

The United Nations (UN) report titled, 'The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIS, Al-Qaeda and associated individuals and entities' suggesting the presence of Islamic State of Iraq & Syria (ISIS) terrorists in Kerala and Karnataka is "not factually correct", said Minister of State for Home Affairs, G. Kishan Reddy the Lok Sabha (Lower House of Indian Parliament) on September 20, reports Times Now. "The Government continuously takes necessary measures to put forth India's correct position through established mechanism in unequivocal and categorical terms at various international, multilateral and bilateral fora and also through diplomatic channels," he added. Reddy also confirmed that around 34 cases related to the presence of IS and 20 cases related to Lashkar-e-Taiba (LeT) across the country were registered by the National Investigative Agency (NIA) and some 240 people have been arrested in connection with these cases.

The National Investigation Agency (NIA) has detained two men with suspected terror links, identified as Gul Nawaz and Shuhaib, from the international airport in Kerala’s Thiruvananthapuram after a three-hour interrogation on September 21, reports Hindustan Times. The two were detained after they arrived Thiruvananthapuram from Saudi Arabia. One of these two men is associated with Lashkar-e-Taiba (LeT) and the other belongs to Indian Mujahideen (IM). Gul Nawaz is from Uttar Pradesh and the other Shuhaib belongs to Kannur District in Kerala. Both of the men have been detained in connection with the serial blasts in Bengaluru in 2008 and a lookout notice was also issued against them in connection with the case.

Two ‘commanders’ of Lashkar-e-Toiba (LeT), including a foreigner, were killed in the Sirhama area of Anantnag District of Jammu and Kashmir on September 25, reports Daily Excelsior. “One of the slain has been identified as Abu Rehan from Pakistan, who was active since March 2019 and the second one was Adil Bhat, who was also Lashkar commander,” Inspector General of Police, Kashmir range, Vijay Kumar, said. The encounter that had started on September 22, finally ended on September 25 with the killing of the two terrorists. “Incriminating materials including arms and ammunition were recovered from the site of encounter. It is pertinent to mention here that the INSAS rifle snatched in Nowgam [Srinagar District] attack [August 14, 2020] was also recovered from the site”, police said. Many people rushed to the encounter site and there was explosion as a result of which four youth were injured.

The militant, as per police, went missing from September 11 to join the militant ranks and was active in Anantnag, Awantipora and Pampore areas. The arrested militant had uploaded his audio on social media on September 13 wherein he claimed to have joined militant ranks and requesting his parents not to look for him as he has joined militancy.
