Federal Minister for Interior Chaudhry Nisar Ali Khan on January 1 asked all Tehreek-e-Taliban Pakistan (TTP) factions opposing the peace process to grow out of their mindset and respond positively to the gestures of both the Government and the entire political leadership of the country, reports Dawn. Expressing the Government’s resolve to establish peace in the affected areas through talks with the TTP during a meeting with Jama’at-e-Ulema-Islam-Fazlur Rehman (JUI-F) chief Maulana Fazlur Rehman who called on him, the Minister said that the Government was sincerely pursuing the path of dialogue. “It is incumbent upon the other side to react positively,” Nisar said.

Majlis-e-Wahdat-e-Muslimeen (MWM) and Sunni Ittehad Council (SIC) on January 1 opposed the proposed talks between the Government and TTP, reports Daily Times. SIC Chairman Sahibzada Hamid Raza, MWM Secretary for Political Affairs Syed Nasir Abbas Sherazi and Voice of Shuhada-e-Pakistan (VoSP) spokesperson Senator Faisal Raza Abidi expressed their opposition to the talks while addressing a joint press conference at the MWM office. The MWM and SIC central leadership claimed that they would not allow the Government to hold talks with the terrorists at the cost of the Constitution. They said the Government should not hold negotiations with the TTP who neither recognise the country’s Constitution nor respect its sovereignty.

A downward trend in the number of overall incidents of violence, which had started in 2010 and continued in the two subsequent years, could not persist in 2013 reported The News on January 5. It took a slight upward curve during the campaign for the 2013 general election and sustained until the year’s end. This was revealed in the Pakistan Security Report 2013, produced and recently released by an Islamabad-based research institute Pak Institute for Peace Studies (PIPS). According to the PIPS report, militant, nationalist insurgent and violent sectarian groups carried out a total of 1,717 terrorist attacks across Pakistan in 2013, claiming the lives of 2,451 people and causing injuries to another 5,438. As compared to 2012, the number of reported terrorist attacks in Pakistan in 2013 posted a nine per cent increase while the number of people killed and injured in these attacks increased by 19 per cent and 42 per cent, respectively. The major actor of instability in the country in 2013 was the Tehreek-e-Taliban Pakistan (TTP). Despite the killing of some of its top leaders in Drone attacks and also military operations launched by Pakistani Security Forces (SFs), the operational capabilities of the group remained intact. An alliance of numerous militant groups and commanders, TTP proved lethal in 2013 as it carried out 645 terrorist attacks in 50 Districts across the country, claiming the lives of 732 civilians and 425 SFs personnel. A rise in sectarian violence that started in 2011 continued through 2012 towards the end of 2013. While the overall incidents of sectarian violence, including sectarian-related attacks and clashes, posted a slight increase in 2013 as compared to 2012, the number of people killed and injured in these incidents significantly increased. The number of suicide attacks across the country rose by 39 per cent, with 46 suicide attacks in 2013 compared to 33 in 2012. As many as 18 (39 per cent) out of the total suicide attacks in 2013 were recorded in Khyber Pakhtunkhwa, 12 in Federally Administered Tribal Area (FATA), 9 in Balochistan, 5 in Sindh and 1 each in Rawalpindi and Azad Kashmir. Of the total, 34 suicide attacks were perpetrated by the TTP and other similar militant groups, 9 were sectarian-related mainly carried out by Lashkar-e-Jhangvi (LeJ) and 1 suicide blast was carried out by nationalist insurgents. Another 2 attacks were carried out in inter-militant clashes. US Drone strikes in Pakistan’s tribal areas registered a 31 per cent decrease in 2013 compared to the previous year and fatalities in these attacks also fell by 39 per cent. Out of 31 reported Drone attacks in 2013, as many as 24 struck militants and their hideouts in North Waziristan Agency, in FATA. Five Drone strikes were reported in South Waziristan, and one each in Khyber Agency and Hangu, a settled District of Khyber Pakhtunkhwa. The number of overall cross-border attacks and clashes increased in 2013, particularly along Pak-India border (including the Line of Control and the working boundary), but the casualties in these attacks decreased. Most of the cross-border attacks and clashes (68, or 66 per cent) were reported from Pakistan’s border with India; 26 and 9 attacks, respectively, were reported from Pakistan’s borders with Afghanistan and Iran. On the whole, 103 border attacks and clashes were reported from Pakistan’s borders with Afghanistan, India and Iran, which were 30 percent more than such incidents in 2012. As many as 59 Pakistani citizens, including personnel of security forces and civilians lost their lives in these incidents, 82 per cent less than the killings in such incidents in 2012. The incidents of ethno-political violence in Pakistan increased by 22 per cent, from 183 in 2012 to 224 in 2013, but the fatalities in these incidents slightly decreased from 288 in 2012 to 283 in 2013. While most incidents of ethno-political violence in 2013 were concentrated in Karachi (over 81 per cent), such incidents were reported from a total of 28 districts in all four provinces of Pakistan. It was apparently due to the May 2013 elections that the ethno-political violence in the country became more complex with increasing number of political parties becoming either part of it or being targeted in politically motivated targeted killings. Despite a decrease in fatalities in 2013 in the overall incidents of violence, the number of civilians killed in these incidents increased by 16 per cent and of civilians injured by 34 per cent. However, the number of militants killed in 2013 in overall incidents of violence declined by 28 percent. Fatalities among SFs personnel also modestly decreased, by almost two per cent.

Police said that unidentified assailants, riding motorbikes, hurled a hand grenade at the shop of Awami National Party (ANP) leader Abdul Razzak Buneri and also opened fire. Buneri remained unhurt but the two Policemen, identified as Abdul Raheem and Khan Muhammad, were killed in the attack. Police suspected involvement of Tehreek-e-Taliban Pakistan (TTP) in the attack.

While quoting some officials The Express Tribune on January 7 (today) reported that Pakistan is planning to enlist Saudi Arabia’s help in brokering a peace deal with the Tehreek-e-Taliban Pakistan (TTP) in its quest for peace in the long term. According to the initial report, when Saudi Foreign Minister Prince Saud al Faisal meets Pakistani officials during his two-day visit beginning on January 6, 2013, one of the key agenda items would be to explore the possibility of Riyadh’s role in the Government’s peacemaking efforts. Mullah Fazlullah has so far refused to respond to the Government’s peace overtures. Sources familiar with the development disclosed that Prime Minister Nawaz Sharif was likely to request the Saudi Foreign Minister to use his country’s ‘good offices’ in persuading the TTP and its affiliates to come to the negotiating table. Both Jama’at-e-Ulema Islam-Fazlur Rehman (JUI-F) chief Maulana Fazlur Rehman as well as Maulana Sami-ul-Haq, who is known as the father of the Afghan Taliban, are considered close to the Saudi rulers, and are intensifying efforts to bring the TTP to the negotiating table as most of the militants have studied at their seminaries. Another official pointed out that the government believes Saudi Arabia could use its ‘clout’ over some of the TTP affiliates for an agreement. When contacted, a senior member of the Federal Cabinet insisted that the Saudis were careful in getting involved in the process considering the TTP’s links with al Qaeda.

Nisar said the Government was entrusted with holding talks with the Taliban by the political leadership of the country during the all-parties conference. He said that the country was passing through a delicate phase and there was a need to have complete unanimity of views and consensus on the strategy to deal with the challenge of terrorism and violence. The Interior Minister called upon the Taliban factions opposing the peace process to grow out of their mindset and respond positively to the gestures of the Government. “I urge Taliban groups who are refusing to hold dialogue that the path of Islam is the path of welfare and peace, and not of bullet,” Nisar said. He said that both talks and military operation against the Taliban are difficult tasks, as they are not a party or force which is in front of us. Senators from the Pakistan People’s Party (PPP), Awami National Party (ANP) and the Muttahida Qaumi Movement (MQM) lashed out at the Government for its inaction and asked it to order an Army operation against TTP in the wake of terror attacks on SFs in Bannu and Rawalpindi. TTP ‘spokesperson’ Ehsanullah Ehsan said that the militant outfit was “in principle” not targeting polio workers. “We have been holding detailed deliberations on the polio issue for some time and have been consulting trustworthy Muslim medical experts. For the first time since its inception in 2005, the outfit has not only issued a fatwa (religious edict) against the media but has also prepared a media hit-list — a copy of which is available with Dawn. The 29-page fatwa accuses the media of siding with the “disbelievers”, against Muslims, in the “war on Islam” and inciting people against “the mujahideen” through propaganda as well as of propagating promiscuity and secularism. The fatwa defines three major categories for journalists: “murjif,” “muqatil” and “Sa’ee bil fasad.” “Murjif is someone who engages in propaganda against Muslims during a war between Islam and disbelief,” explains Sheikh Khalid Haqqani, ‘deputy chief’ of the TTP and one of the main authors of this fatwa. “Muqatil is someone who incites disbelievers and their allies to act against Muslims while the third category includes those who corrupt Muslim society through different means such as replacing the Islamic ideology with secular ideologies.” “The media has continuously been lying about us and about our objectives,” Haqqani added. “It has attributed to us some attacks which we did not carry out and it continues to lie about our objectives.”The fatwa was issued in response to a question submitted to the TTP’s religious committee by its former ‘chief spokesman’, Ehsanullah Ehsan. “For a long time, we have been asking the media to be impartial. The TTP, however, demanded that the Government ensure a “conducive environment” for talks. The TTP spokesman added that the Government was making statements through media outlets to confuse the public, while the TTP has responded positively to every delegation sent by the Government, including Maulana Samiul Haq. The officials on January 27 warned that the Tehreek-e-Taliban Pakistan (TTP) may be planning attacks on tourists in Chitral District of Khyber Pakhtunkhwa and Gilgit-Baltistan, reports Daily Times. “The Interior Ministry has officially informed Gilgit-Baltistan that the Pakistani Taliban can strike the region,” a senior official of the Gilgit Baltistan administration said on condition of anonymity. “The Interior Ministry has warned of suicide bombings and attacks on tourists in the region.” Another official, also speaking anonymously, confirmed the warning. Police in Gilgit Baltistan said they were not aware of any specific threat by the Pakistani Taliban but were remaining vigilant. “We have enhanced security as part of a routine exercise, keeping in mind the latest bout of violence throughout the country,” the Deputy Chief of Gilgit Baltistan Police, Sher Ali said.

Five persons were injured in simultaneous attacks in the North Nazimabad Town of Karachi, the provincial capital of Sindh, on January 29, reports The Express Tribune. Two Rangers and the security guard of a nearby telephone exchange were killed while two passersby were wounded when a suicide bomber blew himself up outside the main entrance of the Headquarters of Pakistan Rangers Sacchal Wing. “A bearded young man, dressed in shalwar kameez and wearing a suicide vest, attempted to breach the Rangers HQ,” one of the surviving soldiers said. “He blew himself up as soon as one of our jawans noticed him and asked him to stop,” he added. Earlier, a bomb, planted by the roadside under the Nazimabad No 7 flyover, exploded but resulted in no casualties. However, 15 minutes later, as Rangers and Police personnel were collecting evidence from the site, the second bomb exploded. One Ranger was killed while four other Rangers, a Policeman, rescue worker and bystander were injured in the blast. He reiterated that the TTP had always wanted to resolve disputes through dialogue. “However, the governments of Musharraf and Zardari had used talks as a cover for using force, which is why negotiations failed,” he added. Therefore, it is imperative that certain measures be taken that create a conducive environment for peace and dialogue, said Shahidullah Shahid.
