The Pakistan Government has asked the Tehreek-e-Taliban Pakistan (TTP) to lay down their arms and surrender, Geo News reported on November 5 quoting sources within the Afghan Taliban. According to the sources, Afghan Taliban commander Sirajuddin Haqqani is playing a key role in ceasefire talks and is working to make negotiations between the Pakistan Tehreek-e-Insaf (PTI)-led Government and the banned outfit a success. As per the sources, TTP chief Mufti Noor Wali is leading the talks from the group's side. TTP has maintained that it would be "too early to" lay down arms and has demanded the Government release their cadres from prison. The Government has not reacted to the demands of the TTP yet, the Afghan Taliban sources said, adding that negotiations could be successful if strong guarantors are provided and the outfit's conditions are accepted. Sources added that while some factions of the TTP are in favour of holding talks with the Pakistani Government, others are still taking a hardline approach.

The Tehreek-e-Taliban Pakistan (TTP) on November 8 declared a one-month ceasefire, starting from November 9, report Geo News. The spokesperson for TTP said the ceasefire could be extended with the consent of the parties involved — the TTP and the Government — while both parties should abide by the rules of the ceasefire. The TTP said that the outfit has agreed to set up negotiating committees, which will try to move forward with the next course of action as well as the negotiation process on the demands of the parties. According to TTP, the Afghanistan Taliban are playing the role of a mediator in the negotiation process. The announcement comes hours after Federal Minister for Information and Broadcasting Fawad Chaudhry had said the Government and TTP agreed to a complete ceasefire under the peace talks, reports Geo News. The minister made the statement while informing the media about the recent developments in the talks between the Government and the TTP. He said that the negotiations with the TTP, mentioned by Prime Minister Imran Khan in an interview on October 1, 2021, have started and both sides have agreed to an absolute ceasefire under a deal. “The government-TTP talks will be in accordance with the laws and Constitution of Pakistan,” said Fawad, adding that none of the Government in Pakistan can hold talks against the law.

The Federal Information Minister Fawad Chaudhry on November 9 reiterated that there were certain groups within the banned Tehreek-i-Taliban Pakistan (TTP) that wanted to shun violence, saying the Government too wanted to give its "citizens a chance" if they respected the law of the country and showed their allegiance to the Constitution, reports Dawn. The Fawad Chaudhry 's statement comes a day after he announced that a complete ceasefire had been reached between the government and the banned militant group. Addressing a press conference in Islamabad after a cabinet meeting, Chaudhry insisted that the talks with the TTP would strictly be under the purview of the Constitution. "There are various groups within TTP; there are [some] ideologues, while there are others who joined the organisation under compulsion. The state of Pakistan wants to give its citizens a chance if all of them, some of them or a fraction of them want to come back and show their allegiance to the Constitution of Pakistan," the Fawad Chaudhry said.

National Security Adviser (NSA) Moeed Yusuf said on November 10 that no decision had been taken yet to grant amnesty to members of the banned Tehreek-i-Taliban Pakistan (TTP), emphasising that the state was "very clear and sensitive" on the issue, reports Dawn. He made the comment during an interview on Dawn News programme Live with Adil Shahzeb. At the outset, Yusuf talked about the Government's decision to hold talks with the TTP, saying the militant group had been receiving support from India and Afghan intelligence for the last 10-15 years. Pakistan had repeatedly told the international community that the Pakistani Taliban had fled to Afghanistan following the Zarb-i-Azb military operation, received sanctuary and were launching attacks from the neighbouring country, the NSA said. "We gave the whole dossier last year containing [details] of which attack, from where, how much money was spent, pictures of receipts, everything," he said, referring to the report revealed by the government in November 2020 containing proofs of India's involvement in terrorism in Pakistan. "When the situation changed [after the Taliban's takeover] ... the Afghan Taliban are not as antagonistic towards Pakistan as former president Ashraf Ghani. Now the discussion started that the TTP does not have the support base that they (Ghani's government) and India provided. "You talk from a position of strength and try to reason. If any Pakistani has strayed from the path and if he [wants to become] a law-abiding citizen according to the laws of Pakistan and the Constitution [...] It means if you have committed a crime or terrorism in Pakistan, you will follow the due process of the law." When the host asked him whether he was referring to an amnesty, the NSA responded by saying that no such decision had been taken yet.

The Supreme Court on November 10 grilled Prime Minister (PM) Imran Khan over the Government's inaction against those responsible for the Peshawar Army Public School (APS) attack in 2014 and the ongoing talks with the Tehreek-i-Taliban Pakistan (TTP), reports Dawn. A three-judge bench — headed by Chief Justice of Pakistan (CJP) Gulzar Ahmed, and comprising Justice Qazi Mohammad Amin Ahmed and Justice Ijazul Ahsan — summoned the PM in connection with the case around 10am. He arrived at the court roughly two hours later, just before noon. During the hearing, Justice Amin reminded the PM that Pakistan is not a small country. "We have the sixth largest army in the world," he said. With regards to media reports regarding negotiations with the TTP, Justice Amin questioned whether "we are bringing them [TTP] back to the negotiating table instead of taking action against them?" "Are we going to surrender once again?" Justice Amin asked the premier. As the three-member bench continued to grill the premier, at one point the latter asked for a chance to speak, given that he had been summoned for the hearing. But the judges continued to fire questions at him. CJP Gulzar said, "You are in power. The government is also yours. What did you do? You brought those guilty to the negotiating table." "The satisfaction of the parents [who lost their children in the APS attack] is necessary," said Justice Ahsan addressing the PM. The Supreme Court directed the Government to submit its report within two weeks, but Attorney General Khalid Jawed Khan requested the court to grant additional time. Accepting the plea, the court granted four weeks to the Government. The court inquired from Prime Minister Imran what action had been taken in the case. Chief Justice Gulzar then picked up the Constitution book and said it guaranteed security to every citizen.

The Afghan Taliban are mediating between Pakistan Government and Tehreek-i-Taliban Pakistan (TTP) but no agreement has been reached so far, said Afghanistan's acting Foreign Minister (FM) Amir Khan Muttaqi on November 14, reports Dawn. In an interview with BBC News Urdu, FM Amir Khan Muttaqi said the Afghan Taliban were acting as mediators on the desire of both the parties in Pakistan. Muttaqi said the two sides had not yet reached an agreement, but the process has had a "good" start, leading to the announcement of a month-long ceasefire. He hoped that the process would not encounter any obstacles in the future and that relations between the Government and the TTP would improve.

The Tehreek-e-Taliban Pakistan (TTP) wants to open a political office in a third country is part of one of the three demands the terrorist groups made to Pakistani authorities during their initial talks, Dawn reported on November 21. As per sources, the TTP in a series of meetings with Pakistani officials made three demands that include allowing the opening of a political office in a third country, reversal of the Federal Administered Tribal Areas (FATA) merger with Khyber Pakhtunkhwa and introduction of Islamic system in Pakistan. But Pakistani authorities told the TTP directly and through Taliban interlocutors that these demands were not acceptable. The TTP was particularly told in categorical terms that there was no question of introducing an Islamic system based on their interpretation. Also, the TTP was told that Pakistan is an Islamic republic and the country’s Constitution clearly states that all laws in Pakistan have to be in conformity with the teachings of Islam. The Pakistani officials told the TTP that the state of Pakistan could only allow them to restart their lives if they fulfil certain conditions. Those conditions include accepting the writ of the state, laying down arms, and public apology over the terrorist acts committed by them. If they meet those demands, Pakistan can consider giving them amnesty, paving way for their mainstreaming.

The Government has released more than 100 Tehreek-e-Taliban Pakistan (TTP) prisoners as a “goodwill gesture” to reciprocate the ceasefire announced by the group earlier this month, The Express Tribune reported on November 22 quoting security officials. Most of the freed TTP prisoners were undergoing de-radicalisation and rehabilitation at the internment centres set up by the Government, the officials said on the condition of anonymity since they were not authorised to speak on record. “Most of the released inmates have not completed a six-month mandatory de-radicalisation and rehabilitation programme,” one official said. “The rest were ordinary foot soldiers.” The officials also clarified that the prisoners were not released in compliance with any demand from the Tehreek-e-Taliban Pakistan (TTP), which is currently engaged in negotiations with the government. “The Taliban prisoners were released as a goodwill gesture,” the official added.

The Tehreek-e-Taliban Pakistan (TTP) has withdrawn its demand of reversing the merger of the erstwhile Federally Administered Tribal Areas (FATA) into Khyber Pakhtunkhwa (KP) following a tough stance by the Government on the matter, The Express Tribune reported quoting a senior security official privy to the ongoing negotiations. The senior security official, on the condition of anonymity said on November 26 that Pakistan has emphatically rejected two key demands at the very onset of negotiations between the two sides. The official said that the TTP had demanded reversal of former FATA’s merger into KP. Pakistan has rejected the TTP's demand and made it clear that FATA's integration into KP is not the decision of a single individual but of the people of the region and the parliament. The group was also told that the Government had spent billions of rupees so far for the region’s merger. The group had also expressed reservations over the ongoing local Government elections in the tribal region.
