the United Kuki Liberation Front (UKLF) on January 5 categorically stated that it was not involved in any manner in the ambush against State Police ahead of Chief Minister Okram Ibobi Singh’s visit to Tengnoupal (Tengnoupal District) near Lokchao along Imphal-Moreh highway on December 15, reports The Sangai Express. Speaking to a team of media persons at an undisclosed location in Chandel district on January 5, UKLF ‘home secretary’ Daniel Thadou said that the Kuki National Liberation Front (KNLF) ‘chairman’ had merged with the UNLF on his own volition. Daniel contended that the UKLF was not involved in the Lokchao ambush, and the State Police and its intelligence agencies would know the truth.Earlier KNLF ‘general secretary’ Lalmoi Haokip alleged that the Lokchao ambush was carried out by UKLF at the instruction of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). Flatly rejecting Lalmoi’s allegation, Daniel said that the same allegation was baseless and fabricated. The UKLF has a suspicion that the Lokchao ambush was carried out by a gang of criminals led by Lalmoi, Daniel said.

In a statement, the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) strongly objected to India's decision to fence the borders between Myanmar and Arunachal Pradesh, Nagaland, Manipur and Mizoram on January 6, reports the Nagaland Post. In the statement, NSCN-IM said that such ‘artificial boundary fencing imposed upon the Naga people’ was against the will of the people and was gross violation of human rights. Other Naga groups like, Naga National Council (NNC) and Eastern Naga Development Organization (ENDO) were also against the fencing.

The Additional Director-General of Police (ADGP), L R Bishnoi, said on January 10 that Chinese intelligence agencies had been helping various insurgent groups of North Eastern India having bases in Myanmar, reports the Nagaland Post. L R Bishnoi also claimed that the chief of Independent faction of United Liberation Front of Asom (ULFA-I), Paresh Barua had currently set up base in Ruili, a Chinese town in the Myanmar border. He said that Paresh Barua had drawn up plans to supply arms procured from Chinese agencies to smaller armed groups of the North-eastern region. “Chinese intelligences have been helping, directly or indirectly various insurgent groups of the North-eastern region that have their bases and hideouts inside Myanmar. These groups are under increasing influence of the Chinese agencies, and ULFA-I leader Paresh Barua is among those top leaders who have been in regular touch with the Chinese liaison office in Ruili on the China-Myanmar border,” ADGP LR Bishnoi said.Giving a break-up of the cadre strength of different North-eastern rebel groups in Myanmar, ADGP Bishnoi also said that while the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) had over 1,000 cadres there, People’s Liberation Army (PLA) – a Manipuri group came second with over 250 men. “Taking into account at least ten North-eastern rebel groups having their bases and hideouts in Myanmar, there should be close to 2,500 militants from the region in that country. Of them NSCN-K alone has a little over 1,000 men, followed by around 260 of the PLA, 230 of the United National Liberation Front (UNLF) and a little over 200 of the ULFA-I,” Bishnoi said. According to him, the strength of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) there would be between 80 and 120, I.K. Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) about 160, Kanglei Yawol Kanna Lup (KYKL), People’s Revolutionary Party of Kangleipak (PREPAK) and Progressive faction of People’s Revolutionary Party of Kangleipak (PREPAK-Pro) around 10 each. “Two things that have been happening there is that while the rebel groups of the region work in close coordination, they get almost 100 per cent support from the local communities close to the Indo-Myanmar who belong to various Naga tribes. These villagers not only provide them food and shelter, but also guide them through the mountainous track,” Bishnoi said.

Meanwhile, 11 persons, including six NSCN-IM militants were arrested and arms were recovered by the Thoubal District Police in three separate incidents from different parts of the Thoubal District on January 11, reports The Sangai Express. In the first incident, a team of Thoubal District Police led by Superintendent of police (SP) M Pradeep conducted a search operation at Tuisem village under Pallel Police Station and arrested seven persons including three former NSCN-IM cadres who failed to produce proper identification proof. Four SSBL guns and one unauthorized weapon were recovered in the operation.In the second incident, the Police team carried out a search operation at Khangshim village under Kakching Police Station and arrested a sympathizer and a self styled ‘captain’ of NSCN-IM identified as Hongsha Moshel (32) and Ashang Hongsha (42) respectively. One .38 pistol with four live rounds, two mobile phone handsets and a wallet containing some documents were recovered from their possession.In the third incident, the Police carried out search operation at Serou quarry area where they arrested two NSCN-IM cadres, identified as Bungdon Bingham Ningham (29) and Seltun Thohrin Anal (23), who were collecting ‘illegal tax’ from trucks at that area. One .32 pistol loaded with one live round and a sum of INR 1100 were recovered from the arrestees.

National Investigation Agency’s (NIA) probe into institutionalized extortion rackets run by Naga militant groups in Nagaland has revealed that these militant formations were getting money allegedly from 14 State Government Departments, reports Indian Express on January 21. The news report names the Naga militant groups involved as the Khaplang faction of Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), Isak-Muivah faction of NSCN (NSCN-IM) and Naga National Council (NNC).Sources said these Government Departments include the Directorate of Information Technology, Directorate of Soil and Water Conservation, Directorate of Irrigation, Directorate of Rural Development, Directorate of Urban Development, PWD, Roads and Buildings and Directorate of Information and Public Relations. “We have found documents that show that at least 14 Government Departments made regular payments to Naga groups, including NSCN-IM,” an NIA officer said. “We have seized receipts that show payments of INR 2 crore.
