The National Investigating Agency (NIA) conducted searches in connection with the alleged terror funding of Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), at five separate locations at Dimapur in Nagaland and Imphal in Manipur on January 14, reports East Mojo. The NIA official said that searches conducted at the premises of close associates and relatives of Alemla Jamir have led to recovery of cash of INR 8.26 million, documents of different properties worth INR 30 million, incriminating diaries, photographs, digital devices including 15 smartphones, one hard disk, one pen drive, one memory card and four laptops. "Certain insurgency and extortion related literature as well as other incriminating documents have also been recovered during the searches," NIA officials said. "Searches have also revealed that unaccounted money is being used in cash for purchase of properties," the official said, adding, "On January 10, the NIA special court, New Delhi had extended judicial custody of accused Alemla Jamir for one month." Alemla is alleged to be working for NSCN-IM and was detained at Domestic Airport T-1, New Delhi, with cash worth INR 7.2 million by the Income Tax officials on December 17 last year and was arrested by the special cell on the same day.

NSCN-IM delegation submitted their “competencies” and their Naga integration map to the peace talks interlocutor. According to unidentified sources “The interlocutor for Naga peace talks RN Ravi will meet Prime Minister (PM) Narendra Modi shortly to discuss about issues relating to the talks between NSCN-IM and the Centre. RN Ravi will meet the NSCN-IM leadership again after his meeting with PM Modi.”The NSCN-IM delegation also submitted their final formation on agreed “competencies”. The issue of a separate Naga flag and separate constitution were also raised during the meeting of the NSCN-IM leaders with Ravi. Additionally, issues related to extortion were also discussed during the meeting.

Union Ministry of Home Affairs (UMHA) stated that negotiation between the Naga rebel groups and the Government is complete and only the accord is left to be signed, reports Assam Tribune on January 21. Sources said that as part of the agreement reached between the Government and the rebel groups, two autonomous councils would be set up in the Naga inhabited areas of Arunachal Pradesh and Manipur under the provisions of the Sixth Schedule of the Constitution of India. Nagaland will have one more Lok Sabha (lower house of Indian Parliament) seat and the Government will take effective steps for the rehabilitation of the members of the rebel groups. Sources said that though there was a demand for cultural integration of the Naga inhabited areas, that has been rejected as a large section of people of Nagaland is opposed to it. Moreover, the demand for a separate constitution and flag for Nagaland has been rejected. Sources said that the Centre’s interlocutor for Naga talks, RN Ravi, who is now the Governor of Nagaland, had detailed talks with the Naga civil society groups to ensure that the political solution of the Naga problem is an “inclusive one”. The Governments of Manipur and Arunachal Pradesh were also consulted. A major issue currently facing the Government is that a few hundred National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) are still in Myanmar and they would have to be brought back to India before the signing of the Accord so that they also surrender along with the other cadres. Another major issue is that some members including senior cadres of the NSCN(I-M) are involved in unlawful activities such as gun running and car-jacking, adds Assam Tribune. The Government has stated that this was unacceptable.

COCOMI is a conglomerate of several civil bodies of Manipur who has been spearheading the agitation opposing any possible outcome of the Indo-Naga peace talks which could affect Manipur’s Integrity.Sunil Karam, convener of COCOMI said as many as 14 members of COCOMI and four representatives of Tangkhul Naga Foothill Organisation (TNFO) met Th Muivah at camp Hebron in Dimapur District of Nagaland. Coordinating Committee on Manipur Integrity (COCOMI), a Manipur civil group met with National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on January 21, reports The Sangai Express. COCOMI called on Muivah not to pursue any separate administrative unit for any particular ethnic community based on ethnicity. COCOMI convener Sunil Karam said that 14 representatives of COCOMI held a meeting with the NSCN-IM leader on the agenda of peaceful co-existence together with four representatives of the Tangkhul Naga Foothills Organisation. Commenting on media reports that two territorial councils would be set up for Nagas in Manipur and Arunachal Pradesh, Sunil Karam maintained that there is no alteration to the people’s and COCOMI’s resolve to oppose any attempt to create separate administrative unit based on ethnicity. The COCMI convener also added that during a meeting with COCOMI representatives, the Central Government expressed its intention to set up a territorial council in the State but the COCOMI representatives categorically stated that the Government of India should not ever commit such a political blunder.

PhungtingShimrang a senior leader of National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) has been missing from the peace talks with Government of India (GoI) since October 2019, reports Northeast Now on January 24. According to reports, he was not happy with New Delhi’s carrot-and-stick approach, and had gone to Yunnan province in China with two of his most trusted lieutenants.Reports claim that PhungtingShimrang, a NSCN (IM) Steering Committee member, was trying to talk to the Chinese authorities for “aid in their fight against India”.Thuingaleng Muivahneither confirmed, nor contradicted the media reports on the mysterious absence of the top insurgent leader. According to sources, and PhungtingShimrang is the protagonist of NSCN-IM’s strategy. If PhungtingShimrang continues to be away from the path of final peace settlement, Muivah can use him sprucely to tell New Delhi that “hardliners” of NSCN (IM) are “unhappy” and are now looking at China.

The Hindu adds that COCOMI convener Sunil Karam said stated that “We agreed unanimously to work together for peaceful co-existence among different communities of Manipur and to shape a future for the Northeast without letting a third party, the Government of India, interfere”. This is believed to be a significant development in a State with a history of cold conflict between the Meitei community dominating the Imphal Valley and the Nagas inhabiting the hills around. A majority of the members of the NSCN (IM) are from the hills of Manipur. The COCOMI, which is a conglomerate of several civil society organisations, stands opposed to any changes in Manipur’s existing administrative setups.

National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) on January 26 stated that there were “innumerable violation of Ceasefire Ground Rules (CFGR)” by the Government of India, reports Morung Express. NSCN-IM stated that “its security forces and its intelligence agencies particularly the National Investigation Agency (NIA)”. A press release by NSCN-IM stated that NIA has been “acting with impunity and intensified its activities particularly after the ultimatum served by the GoI interlocutor in July, 2019 and the deliberate rejection of the Framework Agreement principle wherein the sovereign rights of the Naga people to use its national flag and constitution has been officially acknowledged.” It said that the NIA has “taken recourse to India’s Law and Order against the NSCN who is having political dialogue with the GoI.” NSCN-IM also added that “We doubt the sincerity of the GoI in concluding an acceptable and honourable political solution considering its carrot and stick policy. It is only when the GoI starts respecting its commitment, not otherwise, can the political dialogue move forward in the spirit of mutual trust and understanding.”

National Investigation Agency (NIA) on January 28, filed a charge sheet against four National Socialist Council of Nagaland-IsakMuivah (NSCN-IM) militants for May 21, 2019 killing in Tirap District of Tirong Aboh, reports Assam Tribune. The charge sheet was filed against Luckin Mashangva, Jai Kishan Sharma, Yangte Josaham and Napong Jenpi. NIA in a statement stated, “Investigation has established that members of the terrorist group of NSCN(IM) conspired to commit the terrorist act of killing of Tirong Aboh, MLA Khonsa and 10 others. Investigation further established that the terrorist act was a result of larger conspiracy due to opposition by MLA Khonsa of anti-development and extortion activities of NSCN(IM) in Tirap district”. NIA’s statement also said that investigation has revealed that the members of the NSCN-IM faction led by self-styled ‘major general’ Absolom, who is an absconding accused in the instant case, along with Mashangva, Josaham and Jenpi, formed a group which was financed by Sharma to execute this act.

A village in Wokha District in Nagaland had served an ultimatum demanding the arrest of a suspected cadre of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), reports Eastern Mirror on January 30. The NSCN-IM militant allegedly shot a truck driver in the ‘mouth,’ on January 27 at Doyang in Wokha District. Yikhum village’s authorities issued a statement said that ‘The Yikhum Village Council on behalf of the public of Yikhum strongly condemns the 27th January 2020 incident around 9:30 pm at Doyang, Wokha: The offender, Mhabemo Mozhui of Chudi village, had attempted to murder an innocent truck driver and his friend, namely Nyanbemo Kithan and Wochothung Odyuo, while unloading some goods at Doyang on route to Wokha.’
