According to a media report on August 1, the Dhaka-based Daily Star has quoted Bangladesh Foreign Minister Morshed Khan as saying that Bangladesh was unable to concede to India’s proposal that both countries should jointly patrol the International Border between them. He reportedly said that it was "not feasible". India had proposed in April that Border Security Force (BSF) and the Bangladesh Rifles (BDR) both could work out a modality for a joint patrol to prevent smuggling, illegal immigration and movement of terrorists on the border.

Addressing a press conference in Kutukchhari on August 1, Shachib Chakma, convenor of the United Peoples Democratic Front (UPDF) Rangamati district unit alleged the Parbatya Chattagram Jana Sanghati Samiti (PCJSS) of killing its 87 members in the last four years. The UPDF opposes the 1997-peace accord signed by the PCJSS. Chakma accused the armed activists of the PCJSS of committing various atrocities against its members. However, Chandra Shekhar Chakma, PCJSS secretary general, denied these allegations and stated that their cadres have surrendered all their firearms to the government. An internecine battle is on between the cadres of the UPDF and the PCJSS to establish supremacy in the Chittagong Hill Tracts region.

Addressing a press conference in Dhaka on August 5, Jamaat-e-Islami (JeI) Ameer, Matiur Rahman Nizami, refuted reports appearing in international media linking his party with attacks on minority communities in Bangladesh and said that the Jamaat did not believe in establishing Islamic rule overnight by violent means. In an interview which had appeared in a Dhaka daily on July 27, West Bengal Chief Minister Buddha Dev Bhattacharya was quoted as saying: "Jamaat attacks have always been dangerous. After election that has turned into barbaric." Besides on July 21, the Guardian published from London reported that despite being involved in crimes, Jamaat men were not accused. However, the Jamaat leader refused to clarify his party’s stand on several controversial issues.

According to media reports, police arrested two Islami Chhatra Shibir (ICS) cadres from the Chawk Bazar area and Fatikchhari in the Chittagong district on August 7, suspecting their involvement in the abduction of a businessman and Bangladesh Nationalist Party (BNP) leader Alhaj Jamaluddin Ahmed Chowdhury. Earlier, the police had also arrested Ziauddin Chowdhury alias Zia, brother of the ICS leader Nasir from the Parade Corner area under the Kotoali police station limits in this connection. Meanwhile, another ICS cadre and leader of "Ahamoddya Bahani" Chairman Ahamoddya is alleged to have threatened a journalist of the vernacular daily, Prothom Alo, for including his name among the abductors of the businessman. A media report has indicated that ringleaders of the seven outlawed parties–Purbo Banglar Communist Party (PBCP), newly floated PBCP Jono Juddho, Biplobi Communist Party (BCP), Gono Mukti Fouz (GMF), Gono Bahini, New Bipplobi Communist Party (NBCP) and Sarbahara Party continue to evade arrest even as two successive operations were launched against them in the 10 southwestern districts. On the other hand, these groups together have killed 19 persons, including six in Kushtia district alone, till August 5, since the recent anti-crime Operation Spider Web by joint forces began against them on July 19, 2003. At least 50 ringleaders with approximately 10,000 cadres of these groups are believed to be active in the region. While 52 "notorious criminals" have been arrested during this operation, none of former is among them. Their nexus with the police and prominent politician in the area is providing them security, the report added.

Under this strategy, while the number of security forces’ camps would be reduced considerably, the camps would be set up strategically. The police have also decided not to open camps in schools to avoid inconvenience to the students. However, some unconfirmed reports have indicated that the criminals knew about the operation in advance from a section of corrupt police officials. In all, 24 listed criminals were arrested and 19 firearms recovered during the crackdown period in the Khulna metropolitan area.

The direction was given when Barrister Sigma Huda of Bangladesh Manabadhikar Bastobayan Sangstha moved a petition for the safety of some foreign citizens, including Chetia. According to media reports, suspected cadres of the Purbo Banglar Communist Party (Janojuddha) have killed the Awami League President of Khulna city, Monzurul Imam, in the city on August 25. Another civilian was also killed in the incident. The clashes erupted reportedly after Bengali-speaking settlers attacked the tribesmen and torched their houses alleging that the tribesmen had abducted one of the settlers two days back. Refuting the reported allegation of West Bengal and Tripura Chief Ministers, Buddhadeb Bhattacharya and Manik Sarkar respectively, a Foreign Ministry spokesperson said, "Bangladesh has categorically and repeatedly stated that it will not allow its territory to be used by anyone or in anyway to carry out activities against its neighbours." India has been accusing Bangladesh of allowing terrorists active in Northeastern Indian States to operate from its territory and on several occasions it has provided lists of the camps existing there.

In a joint operation of Army, police and Ansars (paramilitary force), a terrorist camp of suspected Arakan terrorists was destroyed in the Bandarban forest area on August 26 and huge cache of arms and ammunition including anti-tank grenades, rocket launchers and assault rifles was recovered. A suspected terrorist was also killed and another arrested following the operation, while the rest managed to escape into the forests. The arms recovered included a M-79 rocket launcher, two M-56 grenade launchers, 39 anti-tank grenades, one M-16 assault rifle, a single-barrel gun, a pistol, 388 rounds of ammunition of AK-47, G-3 and M-16 rifles, two walkie-talkies, a radio, combat dresses and backpack. A huge quantity of medicines, a camera and food items were also found from the hideout. The operation was launched reportedly after the terrorists abducted three local youths. Group identity of the terrorists could not be established immediately, however, media reports have indicated that they could be from either Arakan Liberation Party, Arakan Army or National United Party of Arakan. Some local youths are also believed to have been recruited by them. Earlier, the group also allegedly abducted six persons in separate incidents in July and August 2003 for ransom. A search was still going on when reports last came in.

According to media reports, fresh clashes occurred on August 28 between Bengali settlers and the tribesmen in the Khagrachhari hill district in which four tribal villages in Mahalchhari were allegedly attacked leaving 20 persons injured. The violence had started on August 27 when a Bengali trader was allegedly abducted by tribesmen in Mahalchhari following which an unspecified number of tribal dwellings were torched in retaliation and a former Union Porishad (council) Chairman Binod Bihari Khisa was shot dead. Further, two tribal girls were also abducted allegedly by the Bengali settlers, on the same day. Meanwhile, United People’s Democratic Front (UPDF), opposed to the 1997 Chittagong Hills Tracts (CHT) peace treaty, is reported to have enforced its 72-hour road blockade programme in the area.
