The Meghalaya and Assam Governments have agreed to increase security along the inter-State border in view of the forthcoming Lok Sabha (Lower House of Indian Parliament) election. The decision was taken in a joint meeting of the Chief Electoral Officer of Meghalaya, Prashant Naik and Additional Chief Electoral Officer of Assam RC Jain in Shillong (East Khasi Hills) on April 1. “Besides providing logistic support, we have agreed to beef up security and check the movement of extremists groups along the inter-state border,” Naik informed after the meeting.

The South West Garo Hills District Police has stepped up operations along with the Central Reserve Police Force (CRPF), Border Security Force (BSF), video surveillance team and flying squad teams to maintain law and order during the entire election process and to ensure free, fair and peaceful elections in the District, reports The Shillong Times on April 2. Police recovered one 0.32 pistol with 4 live ammunition, 3 SBBL rifles with 30 rounds of live ammunition, one air rifle, one air pistol, two camouflage magazine pouches, one ANVC-B letter pad and one seal of the ANVC-B ‘area commander’. The Shillong Times reports on April 3 that while the people of militancy-torn Garo Hills have been clamoring for peace, reports have been received about the formation of yet another militant outfit going by the name of A’chik Revolutionary Front (ARF). The ‘information and public relations department in charge’ of the new outfit, identified as Lieutenant Chugrim called up The Shillong Times office and gave brief details about the outfit’s formation. He said that the ARF was formed on April 1 to raise the voice of the Garo people against the prevailing menace unleashed by various militant groups in the name of a separate Garo State and to initiate speedy peace settlement in accordance with the carving of a separate state for Garos. Informing that the rank and designation of its cadres were divided in accordance with the ‘Army Formation Rules’, the militant leader revealed that its main objectives were to resolve the vexed Garoland issue by carving out Garo Hills state from mainland India, to protect and preserve the dignity and the rights of the Garos, to uplift the poor and the downtrodden and to raised the voice of the Garo people against the diktats of several Garo Hills-based militant groups. However, the statement failed to clarify on the aims and objectives of the outfit or the location of its Headquarters saying it was yet to arrive at a solid confirmation, details for which would be provided later. According to the militant leader, the ARF has been formed with Grongdik as ‘major general’, Danil as ‘deputy commander-in-chief’, ‘Captain’ Millam as ‘general secretary’, ‘Captain’ Dimik as ‘joint secretary’, ‘Lieutenant’ Chugrim (‘information and public relations’), ‘Lieutenant’ Sepi (‘finance’), ‘Lieutenant’ Chanchi (‘foreign affairs’), Nitorak (‘adviser’) and Marang as ‘president’, among others.

The trader, Dulal Roy an owner of a hardware store in the market was abducted at gunpoint by three unidentified armed militants on March 31. Denying its involvement in the incident 'finance secretary' of the GNLA, Rakam Ch Marak, put the blame on rival militant outfit A’chik Songna An’pachakgipa Kotok (ASAK) and its ‘commander-in-chief’, Reding T Sangma.

Shillong constituency reported 63.58 per cent voting, and For West Garo Hills District polling was put at approximately 79.17 per cent, in East Garo Hills it was 66 per cent, in South West Garo Hills (Ampati) 85.38 per cent, in North Garo Hills (Resubelpara) 52.5 per cent and in remote South Garo Hills polling was put at 50 per cent. The overall percentage of voters’ turnout was recorded at 74 per cent in East Jaintia Hills and 64.40 per cent in West Jaintia Hills. West Khasi Hills District recorded a total turnout of between 60-65 per cent in the five constituencies spread across the District. Ri Bhoi District recorded 75 per cent turn out. Four men in an auto rickshaw had pulled up at the market shortly after 6 pm and were allegedly trying to extort money when common people in the market surrounded them and started assaulting them. By the time Police arrived on the scene, the mob had vanished leaving behind three men lying unconscious and critically injured. Following a search in the area, another badly injured person was found lying around 200 meters away. Marak was undergoing treatment at the hospital after he, along with another militant Ringrang A Sangma, were beaten by an angry mob at Ampati in South West Garo hills District on April 16. Brijio M Marak, whose right hand had broken, managed to escape from doctor’s chamber. According to Police sources, Marak along with another GNLA militant, Ringrang A Sangma had been in Ampati in South West Garo Hills District to carry out their extortion exercise before being apprehended by the villagers who beat them up. Accusing militant groups from Karbi Anglong in Assam of threatening indigenous people of Meghalaya in Block-I and Block-II areas, the HNLC also said in a press release e-mailed to newspapers on April 16 that “the HNLC would not tolerate any interference by the outside groups into its territory.” The release, issued in the name of HNLC ‘publicity secretary’ Sainkupar Nongtraw, said that “the illegal Nepali foreign settlers in Langpih had time and again caused huge damage to our people in Langpih. These illegal foreigners are snatching away the livelihood of our people and our lands. There had also been cases of assault on “our people” by them. Villagers in Langpih had also lost their lives defending themselves from the foreigners.” These “illegal foreigners” enjoyed the support of the Assam government as they were being used as vote banks, the release said. During a recent coordination meeting, the ministry asked Meghalaya Government officials to expedite fencing work as the area was prone to infiltration by militants and illegal migration. Meghalaya shares a 443-km border with Bangladesh, of which around 70 km is unfenced and has terrain difficult to patrol. From 2008 to 2013, the state government identified around 18,000 illegal Bangladeshi migrants who were deported. MHA said construction work in Meghalaya had been suspended for long due to protests by the Coordination Committee on International Border (CCIB). The CCIB is a conglomerate of organisations like Khasi Students Union (KSU), Federation of Khasi Jaintia and Garo People (FKJGP), Hynniewtrep National Youth Front (HNYF), Synjuk Seng Samla Shnong (SSSS), Jaintia Youth Federation (JYF), Federal Council of War Mihngi-War Jaintia, headmen and representatives of villages along the border.

In fact, the first meeting between the ruling Congress-led government and the groups on the issue was held on August 29, 2013, which not only ended in a stalemate but also sparked off a series of agitation. Several members of the pressure groups are in judicial custody in cases related to murder, attempted murder, arson and others arrested during the four-month long agitation that began in August 2013.

He was identified as Muhammad Abul Mandal (36) from Jagighopa of Goalpara District, Assam. Superintendent of Police (SP), West Khasi Hills District, S. Nongtnger, said, “On seeing the Police, the militants tried to flee in a Scorpio vehicle. When the vehicle did not stop despite our warnings, we shot at its tyres, bring it to a halt.” The militants, numbering about four, tried to escape but one of them was gunned down while others managed to escape, he said adding that Police could not effectively fire due to presence of some shops in the area. Deputy Commissioner of the North Garo Hills, South West Khasi Hills and West Khasi Hills has been asked to identify the areas for camps of Breakaway faction of Achik National Volunteer Council (ANVC-B) The Sentinel reports on April 25. While no tentative time frame to move the cadres to the camp, there is an effort to do it at the earliest. The area that the government is looking at in North Garo Hills is towards the fringes with Assam and the others is towards the unutilized spaces in the Garo dominated areas along the bordering Districts of Khasi and Garo Hills. State Political department has been asked to identify and verify the cadres of the outfit before short listing the designated camps. The ANVC (B) has been clamoring for a designated camp on grounds that its leadership are part of the peace pact inked with the government.

Meanwhile, the Hynniewtrep National Liberation Council (HNLC) has termed the ongoing power crisis in Meghalaya as a “conspiracy” by the State Government to make way for uranium mining in order to generate electricity, reports The Telegraph on April 30. “This policy of the Indian government towards Meghalaya is to make Hynniewtrep and A’chik starve so that they live a poor life. The Indian government wants to take away uranium, electricity, coal, land and everything else that would make Hynniewtrep lives enriched. The HNLC would never tolerate anything related to uranium mining and people encouraging uranium mining will be dealt with severely,” HNLC “publicity secretary” Sainkupar Nongtraw said in a statement to reporters. Uranium mining has been strongly opposed by various groups in Meghalaya since the early 1990s.

The Shillong Times on April 30 reports that a peace forum from Garo Hills, Unified Peace Movement for Garo Hills (UPMGH), the church and NGO leaders have urged the Governor of Meghalaya KK Paul for initiating peace talks with militants. The UPMGH highlighted mushrooming of armed outfits and splinter groups in Garo Hills. “We request the government to invite all the militant groups for negotiation. The best option (for peace) is through dialogue and not by hunting them down,’ UPMGH General Secretary Reverend Father Januarius S Sangma said. In other news the thirteen pro- Inner Line Permit (ILP) Groups have suggested an ILP system with spot entry verification reports The Shillong Times on April 30. The groups suggested that this system would be better than the prevailing one. The Chief Minister said the Government was firm on its commitment with utmost sincerity and dedication to tackle the problem of influx and illegal immigration. He said that the suggestions put forward by the 13 pressure groups to a great extent were implementable.

The Shillong Times reports that a suspected militant of United A’chik Liberation Army (UALA) identified as Kalsen Momin was arrested with bullet injuries during a botched attack on a petrol station in Williamnagar town in East Garo Hills District by the militants belonging to the outfit, in the afternoon of April 30. The injured militant was arrested from a village across the Simsang river after Police teams tracked his movement from the blood trail left behind at the scene of the attack. A six-member group of UALA militants is said to have crossed over from across the Simsang river into Williamnagar to target the Janusa petrol pump located on the Williamnagar-Nengkhra road. From their hideout they opened indiscriminate fire towards the petrol pump damaging pillars and walls of the station. The arrested suspect however, continued to maintain his innocence claiming that he was a victim of militants’ ire. Police recovered as many as 25 empty rounds of AK ammunition that was fired from the attack site.

ANVC ‘publicity secretary’, Arist Sangma on April 30 said, “We have no grudges against the ANVC-B instead we are happy that its cadres will be put in a designated camp that the state government is trying to locate”. The ANVC-B, albeit its separate entity since a section of its leadership came out from the parent body was not officially part of the peace pact entered with the Government. The State Government insistence that they should be part of the parent body signatories paid off, but the ANVC-B perseverance prompted the State Government to look for a camp for the cadres of the breakaway faction of the ANVC.
