Bihar Police arrested a CPI-Maoist cadre, identified as Adhik Yadav, on the charge of trying to plant a landmine under Barhat Police Station limits of Jamui District on April 2, reports Hindustan Times. He was arrested after he went to a doctor for treatment after sustaining injuries in an accidental blast while trying to plant a landmine. Police got tip off about his movement and arrested him from the doctor's clinic. Jamui Superintendent of Police (SP) Jitendra Rana said on the basis of Adhik's interrogation, Police later raided a place under Barhat Police Station and recovered two detonators and large quantity of Maoist pamphlets for election boycott.

At least three Central Reserve Police Force (CRPF) personnel were killed and eight others, including Dhibra Police Station SHO (Station House Officer) Amar Kumar, were injured in a landmine blast near Baranda Mor under the Dhibra Police Station area in Aurangabad District on April 7, reports The Times of India. The deceased were identified as CRPF Deputy Commandant Indrajeet and Constables Pawan Deha and T Sona Ram. The three were airlifted to Ranchi for specialized treatment where they succumbed to injuries. CRPF Deputy Inspector General (DIG) Chiranjeev Prasad said the CRPF personnel came across some wires connected to the explosives. As they were trying to 'secure' the place before the arrival of the bomb disposal squad from Sasaram, the landmine exploded. The explosives were apparently planted in a series, said the DIG. The blast took place three days before the polling in the parliamentary constituency on April 10.

A large consignment of weapons has reportedly been smuggled into India from Bangladesh after being shipped from Pakistan, India Today reports on April 9. Indian intelligence agencies tracked a boat named 'Padma' that was docked at Kutubdia port in Bangladesh about two weeks ago. The vessel was used to transport the consignment of weapons that was offloaded at the port before being smuggled into India through border along Bangladesh's Jessore District, sources said. Sources suspect the weapons could be intended for insurgent groups, especially the Maoists, who look determined to disrupt the polls in the 'Red Zone'. "We suspect the arms were transported to Murshidabad in West Bengal. The West Bengal Police have been alerted," said an intelligence officer. Maoist strongholds in states like Chhattisgarh, Jharkhand, Orissa and Bihar go to polls on April 10 and 17. The sources said the boat began its voyage from the Pakistani port city of Karachi. While intelligence agencies were able to track the vessel's movement, they lost track of the arms consignment after it entered India, they said. "As per our information, the weapons were loaded with some other cargo," an officer said.

The encounter between the Maoists and the SFs went on for an hour during which several rounds were fired. The explosive materials include fuse wire and rods, used for processing landmines, and Improvised Explosive Devices (IEDs), iron rods, etc, Superintendent of Police (SP) Manavjit Singh Dhillon said. The SP further said the District Police was tipped off about the entry of about 300 armed Maoists from Giridih and Jamui Districts into Nawada three days ago where they had put up posters warning the local people against casting their votes in the Lok Sabha. Polls will be held in Nawada in the first phase on April 10, 2014.

A total of 42,600 security personnel, including 152 companies of Central Paramilitary Forces (CPMFs) and 74 companies of Bihar Military Police besides 226 companies of armed personnel and 20,000 home guards would be on poll-related duties along with two choppers and one air ambulance as standby during the second phase of polling in seven Parliamentary constituencies spread over 11 Districts in Bihar on April 17, said Chief Secretary A K Sinha on April 14, reports The Times of India. The constituencies going to the polls on April 17 are Munger, Nalanda, Patna Sahib, Pataliputra, Ara, Buxar and Jehanabad. The CPMFs to be deployed include 35 companies of Border Security Force (BSF), 12 companies of Indo-Tibetan Border Police (ITBP), 34 companies of Central Reserve Police Force (CRPF), 29 companies of Sashatra Seema Bal (SSB), five companies of Central Industrial Security Force (CISF), and 20 companies of Special Auxiliary Force (SAF) mustered from Madhya Pradesh. "The SAF jawans would put on duties not related to polling," Sinha said. As part of preventive measures, 34,103 persons in the seven constituencies have been made to sign bond for not creating any disturbance. That apart, 16,835 persons have been arrested and 360 others detained. Besides, 2,954 licensed firearms have been deposited at the respective Police Stations.

Intelligence agencies have spotted movement of Maoist cadres from ‘core’ Maoist areas to ‘non-core’ areas, suggesting that the Maoists would try to take advantage of the thinly spread-out force and its lack of alertness in what are being seen as 'soft' areas. Inputs have been received about movement of Maoist cadres from Bastar (Chhattisgarh) towards Kanker (Chhattisgarh) and from Bihar and Jharkhand towards Sarguja in Chhattisgarh. Similarly, movement of Maoist cadres has been spotted in Odisha shifting from Malkangiri to Nabarangpur. Polls in core Maoist areas such as Bastar, Malkangiri, Jamui, Aurangabad, Gaya, Chatra, Palamu, Lohardaga and Gadchiroli were held together on April 10. Three Communist Party of India-Maoist (CPI-Maoist) cadres, including a self-styled zonal commander, were arrested on April 18 from Chaudi village under Daudnagar Police Station area in Bihar's Aurangabad District, reports The Times of India. Acting on a tip-off, the Police raided a hideout in Chaudi village and arrested Kailu Prajapati alias Akashji, who carried a reward of INR 300,000, with his two other associates Munna Rajak and Munna Prajapati, the Superintendent of Police (SP) Upendra Kumar Sharma said. Kailu Prajapati, said to be the self-styled area commander of the CPI-Maoist of Rafiganj-Goh zone, was wanted in connection with over a dozen cases of Maoist violence in the District, he said. A country-made stengun, a pistol, besides 16 ammunitions of AK-47 gun and pistol and three uniforms of the STF were recovered from possession of the Maoists.

Over 800 kg of explosives and 127 improvised bombs were recovered by Security Forces (SFs) from Naxal-[Left-Wing Extremism (LWE)]-hit areas of the country since the Election Commission (EC) sounded poll mode in the country on March 5, reports outlookindia.com. The maximum of these killing traps and deadly ammunition, aimed at SFs and poll officials, have been recovered by Central Reserve Police Force (CRPF) from LWE-affected areas of Bihar, Jharkhand, Chhattisgarh, Maharashtra and Odisha. According to an official report, a maximum of 61 Improvised Explosive Devices (IEDs) were recovered from Bihar, 33 from Jharkhand, 24 from Chhattisgarh and nine from Odisha. The total number of these locally made recovered bombs, which also killed troopers, is 127. 750 kg of explosives was seized from Bihar, 53 kg from Jharkhand, .5 kg from Chhattisgarh and 3.8 kg from Odisha, taking the total to 806.92 kg during March 5 - April 20. A total of fifty-two arms were also recovered during the same period with Bihar (10), Jharkhand (21), Chhattisgarh (15), Odisha (5) and Maharashtra (1). Similarly, a total of 452 rounds of ammunition recovered by the paramilitary force from these states with the maximum being in Jharkhand (355), Bihar (47), Chhattisgarh (37) and Odisha (13). Till now, 52 encounters have taken place between the CRPF and LWEs in these areas with the maximum such face-offs being reported in Chhattisgarh (33), Jharkhand (11), Bihar (4) while Odisha and Maharashtra had two each of such operations.

The Bihar Police on April 27 arrested a Communist Party of India-Maoist (CPI-Maoist) cadre allegedly planning to disrupt Lok Sabha (Lower House of Indian Parliament) elections in Muzaffarpur District in Bihar, reports The Hindu. Around INR 550,000 in cash, some explosive material and Maoist literature was seized from him. Muzaffarpur Senior Superintendent of Police (SSP) Ranjit Kumar Mishra said the Maoist, Ram Kishore Sahni was arrested on a tip-off from Tengrari village. “Ram Kishore was nabbed from a house in the village. He is a close relative of Maoist 'zonal commander' Devendra Sahni alias Ratnakarji and was planning to disrupt the upcoming Lok Sabha polls in Muzaffarpur,” said Mishra. The Muzaffarpur Lok Sabha constituency is going to polls on May 7 along with six other constituencies Sheohar, Sitamarhi, Hajipur, Saran, Maharajganj and Ujiarpur. Of these Sheohar, Sitamarhi and Hajipur are contiguous to Muzaffarpur, and are affected by Left Wing Extremism (LWE).
