13 militants of different militant outfits, including a self-styled ‘commander’ and ‘captain’, surrendered to Security Forces (SFs) at Mantripukhri in Imphal West District on January 17, reports Nagaland Post. The surrendered militants, include ‘Commander’ of the Oken faction of the Kangleipak Communist Party (KCP-Oken), identified as Ningthoujam Ranbir Singh alias N.R.K.Singh and self style ‘sergeants’ of the same outfit, identified as Anand Meitei alias Bali and Laishram Haircharan Singh. The other surrendrees include Thanmi Yangya alias Romio [United Naga Peoples' Council (UNPC) cadre], Sanasam David Singh, Ahanthem Vicky Singh, H. Roshan Meitei, Kshetrimajum Munand Singh, Seilunmang alias Mangsa, Abdul Rahman alias Biocha, Abdul Salam Khan alias Naobi [all People's Revolutionary Party of Kangleipak (PREPAK) cadres], ‘Captain’ Thokcham Sanahalba Singh [Kanglei Yawol Kanna Lup (KYKL)] and Thokchon Nanao Singh [United National Liberation Front (UNLF)]. The militants surrendered along with arms and ammunitions which included two AK Rifles with three magazines, one M-16 Rifle with magazine, eight pistols with magazines, one Lethode with four bombs,14 live rounds of AK 47 bullets, 45 live rounds of pistol bullets, 10 live rounds of M-16 bullets and one Radio set.

11 Naga militants laid down their arms to the state Police Chief at Leimakhong military headquarters in Imphal on January 27, reports Shillong Times. The militants - five each from National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) and National Socialist Council of Nagaland – Khaplang (NSCN-K) and one ' lieutenant' of People Safeguard Group (PSG) - surrendered before the Police and Security Forces (SFs). Official sources said the homecoming was facilitated by Assam Rifles (5th and 11th Battalion) under 59 Mountain Brigade. ''The paradigm shift in the aspiration of erstwhile insurgents and their desire to join the national mainstream were visible in the initiative,'' Army sources said.

The eight FGN cadres identified as Khadiba P sangtam, Tsusothong Yimchunger, C Lingpongse Sangtam, Likhumsin Sangtam, Liang Khianmungam, Siang Khianmungam, Lum-tseng-se Sangtam (all from Tuensang District of Nagaland) and Kiuthrongba Yimchunger from Kiphire District, laid down four pistols, one G-3 Rifle, one AK-47 rifle, one 9 mm SMC and a lethod. The surrendered cadres included Pakan Reunification Army (PRA) ‘commander-in-chief’ Brig Molum Anal alias Jetky. He surrendered along with 21 other cadres of the outfit. The others who surrendered included eight from National Socialist Council of Nagaland-Khaplang (NSCN-K), two from National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) and one cadre of Naga National Council (NNC). The name of the surrendered militant was withheld for security reasons, but in his interaction with media, he said he was not satisfied living with the group and decided join mainstream society. “I was not satisfied living there, and I wanted to quit, so I quit it. I did not like what was happening there, so I came out. (After the arrest of Meghen) many have diffracted and I am also one of them. His break up took place near the border area of Myanmar and Manipur,” the militant said. Acute poverty and family tension drove the militant to join the UNLF in January 2004.

Four United Peoples Party of Kangleipak (UPPK) militants surrendered along with four sophisticated weapons before the state Chief Minister (CM) Okram Ibobi Singh during a formal function at the Chief Minister’s secretariat on October 10. The militants also surrendered one A-1 weapon, three HK-33 weapons, three magazines and 73 live rounds of A-1 rifle and nine magazines and 190 live rounds of HK-33. The CM stated that to incorporate such surrendered militants into the mainstream, the State Government along with the Ministry of Home Affairs have started taking up various programmes for the former militants.
