Tripura Chief Minister Manik Sarkar on January 5 said that despite Bangladesh Security Forces’ (SFs) offensive against militants Northeast India still have their camps in the neighbouring country, reports Assam Tribune. It is difficult to completely contain the militants because they use the soil of Bangladesh, get help from Pakistan and sneak into Indian Territory taking the advantage of hilly terrain and unfenced border, Sarkar said in his address at the silver jubilee celebrations of Tripura State Rifles at Gokulnagar.

Tripura witnessed a steady decline in insurgency over past four years, said Chief Minister Manik Sarkar internal security conference in New Delhi on February 1, reports Tripurainfo. In a brief outline to drive his point the Chief Minister said, only 22 militant attacks were recorded in 2010, which was 113, 80 and 24 in 2007, 2008 and 2009 respectively. The record revealed there was no civilian casualty in 2010 but two civilians were killed and 29 civilians were injured last year in militant attack. As many as ten encounters were recorded. “Despite remarkable improvement in the situation, we believe there is no scope for complacency in dealing with insurgency,” Sarkar said. He also said that two more battalion of India Reserve (IR) Battalion could be raised. Referring to modernization of the state Police and state intelligence wing Sarkar said, “Various international issues originate from across the border which need close scrutiny. Deployment of adequate personnel, training for capacity building and modernization needs adequate emphasis and demanded Centre’s for pro-active attitude for strengthening Special Branch.”

Surrendered tribal guerrillas in Tripura on April 21 organized a road blockade and a hunger strike demanding that the Government should rehabilitate them, reports inewsone. ‘We will launch an indefinite hunger strike if the state government does not fulfill our demands, including the one to rehabilitate the surrendered militants,’ president of joint action committee (JAC) Danniel Debbarma stated. The Thursday protest, initially planned to last 48 hours, was withdrawn one hour after its launch in the morning after senior officials assured the surrendered tribal extremists of holding a meeting with them on April 27.

Assam Tribune reports that Tripura Government on April 28 declared that all the promises offered at the time of signing a tripartite peace accord with Nayanbasi faction of National Liberation Front of Tripura (NLFT-NB) on December 17, 2004 were fulfilled.The announcement came after holding a review meeting with the former rebel leaders of NLFT-NB in the presence of Tribal Welfare Minister Aghore Debbarma. All the schemes undertaken as part of the tripartite peace accord were reviewed threadbare in the presence of officials from Tribal Welfare department and Director General of Police (DGP) K Saleem Ali. Bhuchuk Borok, vice president of the NLFT-NB who remained present in the review meeting, praised the Ministry of Home Affairs and State Government for being sincere in fulfilling the peace accord promises.

Tripura Chief Minister Manik Sarkar on May 9 asked the Border Security Forces (BSF) authority to complete the ongoing fencing work at the earliest in order to ensure full-proof security along the Indo-Bangla border, reports Assam Tribune. The Chief Minister, who had a meeting with officials of law enforcement agencies and representatives from construction companies at Ambassa in Dhalai District, asked the BSF to ensure speedy completion of fencing work along the border. According to intelligence inputs, insurgents are using these unfenced border areas to cross over the international border. Latest intelligence reports indicate existence of seven militant hideouts across the border. In the last one year, there was no major strike in the district barring two kidnapping incidents. However, Chief Minister asked the police to remain vigilant to foil possible militant strikes.

On July 23, Crime Investigation Department (CID) of Tripura Police quoting from the confessional statement of ‘external affairs chief’ of Biswa Mohan faction of National Liberation Front of Tripura (NLFT-BM) Utpal Debbarma, said that the north-eastern militant organisations had recently floated United Front under Khaplang Faction of Nationalist Socialist Council of Nagaland (NSCN-K) to carry out terror operation across the region, reports Shillong Times. United Front had been getting direct patronage of Inter Service Intelligence of Pakistan (ISI) and ISI representatives have attended their meeting and assured them to extend support to carry out insurgency in northeast. Utpal Debbarma further revealed that at present the militants have a stock of series of AK 56 rifles, 32000 live cartage, 15 LMG, 30 MMG and one air crack gun.

Deputy Inspector General Nepal Das on July 24 said "According to a report from police in Chawmanu areas under Dhalai District, the militants took them to adjoining Bangladesh to avoid Indian security forces' crackdown". Director General of Police (DGP) K Saleem Ali on July 26 said that State Administration has decided to install adequate number of security posts with all equipments along the unfenced border in eastern part of the state, reports Sentinel. The decision was taken after 53 families in Chawmanu area of North Tripura left the hamlets following abduction of eight poor tribals by militants of Biswamohan faction of National Liberation Front of Tripura (NLFT-BM) on July 19. On the issue of the abducted persons, who have been kept in NLFT-BM’s Bangladesh hideouts, Ali said, “We are in the final stage of holding a flag meeting with Border Guard Bangladesh (BGB) for rescuing the kidnapped persons and Indian Border Security Force (BSF) is facilitating the process.”

The Sentinel reports that Tripura Chief Minister Manik Sarkar on September 9 said that Bangladesh Prime Minister Sheikh Hasina assured to take steps against Anti-India militants operating out of Bangladesh. Sarkar further said, “according to our information, northeast insurgents are still having at least 20 hideouts in various locations of Bangladesh and they are carrying out terrorist activities basing Bangladesh soil. Followed by discussion with our Prime Minister Manmohan Singh, the Bangladesh Prime Minister asked me to provide her all the detail information regarding insurgent camps in their territory, which I handed over immediately and I am hopeful”.

The Shillong Times reports that outgoing Director General of Police (DGP) K Saleem Ali said the insurgency is still a major challenge when it comes to internal security in Tripura though it suffered a lot during the past few years. DGP further said that All Tripura Tiger Force (ATTF), one of the frontline insurgent groups is on the brink of collapse as its archrival National Liberation Front of Tripura (NLFT) had snatched away almost all weapons, according to intelligence inputs and the morale of NLFT is also very low as its cadre strength has scaled down to 100-120. However, the DGP warned that they (NLFT) are desperately trying to boost the strength by recruiting new guys during the winter keeping in mind of the next Assembly election slated for 2013. Saleem Ali further said, “We have credential inputs about the existence of around 20 hideouts in Bangladesh in spite of their efforts to flush out insurgents holed up in their soil. There are reports of procuring Bangladesh ration cards by some rebel leaders and staying there with their families”
