Kochi is turning out to be the cybercrime capital of Kerala, registering an almost 75 per cet increase in such crimes in 2012 compared with 2011, The Times of India reported on January 7. From 37 cyber cases registered in various Police Stations in 2011, the figure jumped to 65 in 2012, according to data released by the National Crime Records Bureau (NCRB). Kochi was followed by Kollam, which from not having a single case registered under the category in 2011, either under the IT Act or IPC, surprisingly, saw 20 cases registered in 2012. The upward trend continued in Thiruvananthapuram, which had 16 cases registered in 2012 from 13 in 2011. However, Malappuram and Kozhikode saw a decline in cyber crimes in 2012 with five in Malappuram and nine in Kozhikode as opposed to seven and 13, respectively, in 2011.

Maharashtra has the highest number in the registration of cases that involved violation of the Information Technology Act and other cyber crime laws in the last three years, The Times of India reports on February 18. The state saw 919 cases filed and 693 persons arrested in the last three years. Meanwhile, Parliament was informed in the ongoing session that the state was followed by Andhra Pradesh and Karnataka at 883 and 716 cyber cases filed, respectively. Andhra Pradesh made 493 arrests and Karnataka 195, far behind the state.

In order to strengthen cyber security programmes and safeguard secrecy of internet communication, the Government is encouraging Indian IT firms to set up their servers in the country; the Parliament was informed on February 21. Minister of State for Communications and IT Milind Deora said in a written reply to the Rajya Sabha (Upper House of Indian Parliament), "Government is promoting Indian players in IT field to develop and offer internet services by having their servers located in India in order to protect the interests and secrecy of communication of Indian citizens," The minister added the government is also working towards promoting the evolution of better global Internet governance norms through on-going discussions at international fora. "Already, Rediff and Indiatimes have set up servers and accessories in the country to provide email and other services to Indian citizens," Deora said. On a separate query on efforts towards strengthening cybersecurity, he said the government has allocated Rs 500 crore for cybersecurity programme including cybersafety, security and surveillance, cybercrime investigation and forensics in the 12th Five Year Plan (2012-17). In collaboration with Data Security Council of India, IT-BPM industry body Nasscom, the government has set up cyber forensics labs at Mumbai, Pune (Maharashtra); Bangalore (Karnataka)and Kolkata (West Bengal) for awareness, creation and training programmes on cybercrime investigation, Deora added. "The Ministry of Home affairs has issued an advisory to state governments and union territory administrations to build adequate technical capacity in handling cybercrimes including trained manpower for detection, registration, investigation and prosecution of cybercrimes," the Minister said.

The Central Bureau of Investigation (CBI) on March 5 signed a memorandum of understanding (MoU) with Data Security Council of India (DSCI) with a view to seek expert services from the latter in managing the challenges in cybercrimes and updating officials with the latest technology, reports The Times of India. The MoU was signed to establish collaboration between all law enforcement agencies through CBI and the IT industry through DSCI, for the purpose of capacity building on the security standards, sharing the best practices amongst various enforcement agencies globally, finding solutions to emerging challenges in cybercrime prevention, detection, investigation and prosecution and preparing stakeholders in their ability to educate and update themselves in emerging computer and information technologies.

This year, the number of cases was 54 in just the first quarter; by the year-end, it is expected to cross the 200 mark—almost half of the 421 cybercrime cases recorded in Mumbai from 2010. Three official websites of the Uttar Pradesh (UP) Government were on May 28 temporarily hacked with threatening message reportedly by Pakistani hackers, reports The Times of India. The websites, www.tajmahal.gov.in, www.agrafort.gov.in and www.fatehpursikri.gov.in were suspended for about an hour before being restored by the UP tourism department. According to sources, the hackers did not fiddle with the content of the website but changed the landing page with messages hailing Pakistan. A group called Pakistan Haxors Crew claimed to be responsible for the attack on the websites. The message they posted on the websites read: Pakistani Hoxars Crew is here to remind you of your security. Our fight is not against any individual but the system as a whole. As per Indian Penal Code (Act No. 45 of 1860) Chapter-II 18: India means the territory of India excluding the state of Jammu and Kashmir. Consider yourself warned because consequences will follow. Pakistan Zindabad. According to the group's Facebook page, it has hacked a number of Indian government and private websites. It calls itself the protector of "Pakistan's cyber space".

On July 14, Communication and IT Minister Ravi Shankar Prasad said in a written reply to Lok Sabha (Lower House of Indian Parliament) that the government body reported that 9,174 Indian websites were hacked by groups spread across the world, reports Outlook India. Computer Emergency Response Team-India (CERT-In) reported 62,189 cyber security incidents in the first five months of the current calendar year (2014), Parliament was also informed."During the years 2011, 2012, 2013 and 2014 (till May), a total number of 21,699, 27,605, 28,481 and 9,174 Indian websites were hacked by various hacker groups spread across worldwide. In addition, during these years, a total number of 13,301, 22,060, 71,780 and 62,189 security incidents, respectively, were reported to the CERT-In," Prasad added. The website of the Press Club of India (PCI) in the capital was hacked and defaced, with the hackers' message on the website's home page claiming Pakistani origin. A hacker group calling itself "Indian Hackers Online Squad" hacked and defaced the website of the Pakistan's main opposition party, Pakistan People's Party (PPP), www.ppp.org.pk on October 8, with one "Bl@k Dr@gon" claiming credit. Pakistan railways website was hacked on October 9 with the same name appearing on the defaced page. The hackers claimed to be from Pakistan and India. Cyber security consultant and advisor to the Gurgaon cyber cell, Rakshit Tandon said that it would be wiser to wait for the investigation to confirm their locations. "It is easy for someone to use a proxy server and claim to be coming from anywhere in the world," said Tandon.

Hackers breached the security firewall of 22 government department and organisation websites of Andhra Pradesh, Telangana, and Odisha states on November 6 night and posted content alleging atrocities by the Indian Army in Kashmir, according to The Times of India. Majority of the websites are maintained by the National Informatics Centre (NIC) and by November 7 morning, all the hacked websites became inaccessible.According to the hackers Facebook page, they broke into 22 websites. On the defaced web sites, the hackers, who identified themselves as `1337 & r00x! - Team MaDLeeTs' greeted the Government of India and then leveled several allegations against the Indian Army in Kashmir pertaining to civil rights violations. A video showing some army personnel assaulting civilians was posted. The hackers claimed that they care for humanity and the website intrusion was not intended for cyber war or steal information. "We are not asking for Kashmir. We ask for peace. Nothing deleted or stolen. Just here to deliver my message to the government and the people of India :)," said the hackers and signed off by saying Pakistan Zindabad. The miscreants gave two email IDs for contact.

Cyber attacks have grown nearly five times in the last three years and most of them have been found to be originating from the IP addresses located in China, The Times of India reports on November 14. "Most of the cyber attacks that we have tracked show IP addresses located in China but we are unable to establish if the attacker is from China. We need international cooperation for handling such crimes," National Technical Research Organisation NTRO Director of cyber security , Alok Vijayant said. Government's cybersecurity arm Computer Emergency Response Team-India (CERT-In) reported 62,189 cyber security incidents in the first five months of the current calendar year. These attacks have been found to be originating from the cyberspace of a number of countries including the US, Europe, Brazil, Turkey, China, Pakistan, Bangladesh, Algeria and the UAE, according to the official report. "India has a dearth of talent. In most of the cases Indians find cyber security loophole quickly with its solution but people may get tempted with high price paid in underground market. Payment per exploit is as good as 15,000 euros and higher than that," Vijayant said.

Maharashtra Chief Minister Devendra Fadnavis has asked the Mumbai Police what they would require to crack down on cyber criminals better, Hindustan Times reports on November 15. “We received a call from the Chief Minister. He has asked us to submit our requirements to enhance the capacity building programme we have undertaken to tackle cybercrime,” said Dhananjay Kulkarni, Deputy Commissioner of Police (detection) and Mumbai Police spokesperson. The Mumbai Police has recognised cybercrime as a crisis area. It said the department is being trained and their capacity is being expanded. “In the coming years, cybercrime and the application of technology to traditional crimes are expected to rise. More the capacity we create, the better equipped we will be to deal with it,” Sadanand Date, Joint Commissioner of Police (crime) stated. Date said training in investigation of cyber offences is being reorganised in each of Mumbai’s 13 zones, so that every Police Station can effectively deal with such crimes.

According to the EY Global Information Security survey, about one-third organisations in India have no real-time insight on cyber-risks necessary to combat cyber threats, Indian Today reports on November 17. Companies are lacking agility, budget and skills to mitigate known vulnerabilities and successfully prepare for and address cyber-security. About 32.14 per cent of the respondents in India said their organisation's total information security budget will stay approximately the same in the coming 12 months despite increasing threats. More than half (54.55 per cent) of the respondents said they are facing rising threats and 50.91 per cent said they are facing rising vulnerabilities in their information security environment. About 60 organisations from India were a part of this year's survey, which saw participation from about 1,825 organisations globally across 60 countries.
