They target 10 to 15 year olds from poor families. Children are often recruited by force. Experts said these recruitment drives are happening in bordering areas of eastern and central Jharkhand and Chhattisgarh and Orissa States. "Maoists have a separate department to recruit children. They say it is baal (children) militia. It is very operational in bordering areas of Orissa-Jharkhand and Orissa-Chhattisgarh. Their job is only to recruit children to train them and brainwash them," experts said.

The Communist Party of India-Maoist (CPI-Maoist)-infested States, including Jharkhand and Maharashtra, have set up a Special Task Force (STF) in their bid to jointly tackle the Maoist problem, Director General of Police of West Bengal Bhupinder Singh told PTI. West Bengal, Bihar, Jharkhand, Chhattisgarh, Orissa, Andhra Pradesh, Maharashtra and some other Maoist-hit States have selected 30 officers for the STF to deal with the Maoist problem, he said. The 30 selected officers had undergone a month-long training programme at Ghatsila in Jharkhand. Some foreign army officials, who have experience in tackling guerrilla warfare, also imparted them training, the Police officer said. Of the 30 officers selected for the task force, four are from West Bengal, the officer said, adding, "The force would be named soon and it will be pressed into action as and when the training programme is completed."

With officials reluctant to work in Maoist-hit backward Districts of Orissa, the State Government on January 8 (today) said it was formulating a policy to provide financial and other incentives to non-Police employees too, reported PTI. "Like Police personnel, the officials working under different welfare and administrative departments would also get financial package for working in backward regions," Chief Secretary T. K. Mishra told reporters after a meeting of senior bureaucrats and police officers. The meeting observed that development activities in about 15 Maoist-hit Districts were affected due to non-availability of officials.

"We have been assured five battalions (about 5,000 personnel) of Border Security Force (BSF) for anti-Naxalite operations," Orissa Home Secretary A. P. Padhi told a local television channel after attending the meeting. Taking advantage of the prevailing volatile political situation in Andhra Pradesh, the Communist Party of India-Maoist (CPI-Maoist) may try to strengthen their base, Police officials have warned, according to PTI. The Maoists, who have reportedly supported the Telangana agitation, may utilise the current unrest to strengthen their base in the backward region, once a stronghold of Maoist activity, they said. There is always a danger of Maoists coming back to the State and regaining the lost ground, given the turmoil prevailing in the last few months, according to an unnamed senior Police official. The Andhra Police is worried about the heightened activities of the Maoists in neighbouring Chhattisgarh and Orissa. Police in Srikakulam and Visakhapatnam, bordering Orissa, and Khammam District adjoining Chhattisgarh have been put on a high alert, Police said.

The central committee of the CPI-Maoist at a recent meeting has decided to raise "action teams" in all States dominated by them to target political leaders and workers, a Union Home Ministry official said quoting intelligence inputs. He said the Maoists were planning to launch the attack in both rural and semi-urban areas in West Bengal, Jharkhand, Orissa, Chhattisgarh, Andhra Pradesh and Maharashtra. "Apprehending threat, many political leaders in the areas dominated by the Maoists have started resigning from their respective political parties," the official said. Besides, the policy-making body of the CPI-Maoist also directed its cadres to target any vehicle used by security personnel even if civilians travel along with them, he said.

The Union Government on July 14 asked Chhattisgarh, Orissa, Jharkhand and West Bengal Governments to set up a Unified Command to fight the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The proposal was made at a meeting of the Chief Ministers of the Maoist-affected States presided over by the Prime Minister. Union Home Minister P. Chidambaram told journalists after the meeting that the proposed Unified Command would be headed by the four States' Chief Secretaries. The Unified Command will have a retired Major General as a member. The four States were asked to appoint an Inspector-General (IG)-rank Police officer to take care of anti-Naxal operations; and appoint an IG Central Reserve Police Force (CRPF) as IG (Operations) for that State to work in close coordination with the IG (Anti-Naxal operations) of that State. The Centre also offered the four States more helicopters, logistics support and intelligence sharing to fight the Maoist menace. It sanctioned about 16,000 additional Special Police Officers, taking the total number of such posts to about 30,000. It also decided to fund the establishment or strengthening of 400 Police Stations in the affected districts at INR 20 million a Police Station on an 80:20 basis over two years. The States were asked to set up an empowered group, chaired by the Member-Secretary, Planning Commission, to modify the norms and guidelines to implement development schemes having regard to the local needs and conditions in the affected Districts. It was decided to improve road connectivity in 34 worst affected Districts. A number of roads and bridges are proposed to be included at a cost of INR 9.5 billion by the Road Transport and Highways Ministry. The Chief Ministers were told that the Planning Commission was considering a Special Development Plan for the affected districts with the focus on primary education, healthcare, drinking water and road connectivity.

The Home Ministry has already issued an advisory to Maoist-affected states and asked the Railway authorities to tighten security in public places and around their properties to foil any attempt by the Naxalites to strike during this period. The suspension of night operations will remain in vogue from 10 pm to 5 am between Kharagpur and Tatanagar and between Kharagpur and Adra, said a Railway Ministry official. Both the South Eastern as well as the East Coast Railways have diverted or rescheduled several trains in view of the suspension notice. In view of the ‘martyr’s week’ observance by the Maoists, the Railways have also stepped up vigil in Naxal-hit states like West Bengal, Jharkhand, Orissa, Bihar, Chhattisgarh and Maharashtra. The MHA advisory has also asked the Railway Ministry to ensure proper security to trains and passengers travelling through these states and sought deployment of additional guards in bridges and railway stations. The Railway official said special task forces have been kept on standby to meet any eventuality, while trains are being run in bunches escorted by pilot engines, the official said. Ramarao alias Uday, who is also the secretary of Bansadhara divisional committee and Bhaskar alias Pravakar Patra, platoon commander of Kalinga Nagar area committee were among 302 Maoists arrested during 2009 and till July 7, 2010, the CM said. The arrest of Manik Mahato, a prime suspect in the attack on the Jnaneswari Express in West Bengal and Aurobindo Cachhad alias Chandrasekhar, who was the mastermind of the attack on former Jharkhand Mukti Morcha (JMM) MP Sudam Marandi, were considered as major successes in recent months. "Security Forces have engaged the Maoists on 29 occasions during 2009 and 2010 (till date) and neutralised 23 of them," the CM said, adding, that firearms and large quantities of explosives were also seized during the period. Making a comparison with neighbouring States, Patnaik pointed out that till June 2010, 68 incidents involving 42 deaths were reported in the State compared to 312 incidents involving 220 deaths in Chhattisgarh, 254 incidents involving 76 deaths in Jharkhand, 193 incidents involving 140 deaths in West Bengal and 164 incidents causing 44 deaths in Bihar. The Sambalpur-Deogarh-Sundargarh zonal committee of Maoists, which was causing a problem for the State, was contained to a significant extent due to effective security measures, he claimed. The activities of the Maoist backed ChasiMulia Adivasi Sangha (CMAS) was also contained effectively, the CM added.

"It is a fact that adequate police force is not available in the state," Patnaik said in the assembly while replying to a written question. The State Government had requested the Centre to provide additional forces to curb the menace of Naxalism [Left Wing Extremism], he said, adding the State has been waiting for arrival of more than 1500 central additional para-military personnel. Pointing out that nine battalions of central para-military force comprising Border Security Force (BSF) (5 battalions) and Central Reserve Police Force (CRPF) were deployed in the State, Patnaik said that about 201 platoons of State Police were engaged in anti-naxalite operations. While three battalions of BSF troopers were deployed in Malkangiri, two other battalions had been put into service in Koraput. Stating that steps were being taken in accordance with the decision of the Unified Command formed to guide anti-Maoist operation, the State Home Secretary said Orissa was expecting a helicopter soon to track movement of rebels in dense forests of Southern Districts. Though five BSF battalions were camping in Koraput and another Southern Maoist-affected District Malkangiri for about six months, the CPMF was yet to take on the Maoists. Sabita was an ‘area commander’ of Kalinga Nagar division and was involved in about a dozen crimes, Superintendent of Police (SP) A. K. Singh said. A pistol and two rounds of ammunition were recovered from her. Jamuna too was involved in several cases, including attacks on Police Stations, murders and extortion. The surrendered women said the Maoists had distanced themselves from their ideology and were now killing innocent tribals, whom they were supposed to serve, Jamuna said. “Jamuna also said that they were physically, mentally and sexually harassed by senior cadres a number of times,” Singh said.

Sharma and Gajapati Superintendent of Police Sanjiv Arora in Gajapati District on November 18. A pistol and five bullets were deposited by them. Nou and Mausa were active cadres of the Basadara division of Maoist outfit, which is active in Gajapati, Rayagada, Kandhamal and Ganjam Districts. Nou confessed that he was involved in the attack on Nayagarh town and Police armoury there in 2008. Both of them had joined the Maoists in 2006 and had undergone arms training. They were involved in blasting of three mobile communication towers at Birikote in the District in March 2010. They were also involved in the landmine attack targeted at a Police vehicle at Andhari Ghat near Adaba on February 16, 2009. After surrender they alleged that activities of Maoist leaders had no links with their high sounding rhetoric and they were devoid of any ideology.

Replying to a written question in the State Assembly on November 29, Chief Minister (CM) Naveen Patnaik said that at least 78 cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed and 1,433 were arrested in the last 10 years in Odisha, reports Outlook. Patnaik said, "78 Maoists have died in Police action in the State during the period from 2001 to 2010 (till November 15).” Of the 78 dead, the highest number of cases came from Malkangiri District followed by 15 in Koraput District and 10 in Rayagada District, he said. The CM also informed that the State Government has spent total of INR 585.7 million for security related causes. In last two years up to November 15, 2010, a total of 387 Maoists have been arrested, 28 killed and 51 have surrendered before the Police, Patnaik added. The CM, who is also the Home Minister, said that 15 of the State's 30 revenue Districts have been accepted as Maoist-affected under the Security Related Expenditure (SRE) scheme of the Central Government. Patnaik said the State had no proposal under consideration for establishment of special jail for Maoist prisoners.

In Dantewada, Chhattisgarh, 75 Central Reserve Police Force (CRPF) and 1 State Police personnel were killed by the Maoists in an ambush on April 6, 2010.” “Unified Commands have been created in the States of Chhattisgarh, Jharkhand, Odisha and West Bengal.” “The honorarium for Special Police Officers (SPOs) has been raised from INR 1, 500 to INR 3, 000 per month. The ratio of cost sharing per SPO between the Centre and the States has been fixed at 80:20. 12,000 additional SPOs have been sanctioned to Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra and Odisha.” On July 14, 2010, the Prime Minister Manmohan Singh chaired a meeting the Governors/Chief Ministers of 7 LWE-affected States in New Delhi. “On the development front, Government has approved an ambitious Integrated Action Plan (IAP) for sixty Districts, affected by Left Wing Extremism. It is proposed to make a block grant of INR 250 million to each District for the remaining four months of 2010-11 and INR 300 million to each District for 2011-12,” said the Ministry.
