The Sri Lankan Navy has put in place an underwater defence system between Kachchatheevu and Neduntheevu (Delft Island) as part of efforts to curtail the movement of Sea Tigers [sea wing of the Liberation Tigers of Tamil Eelam (LTTE)], reports The Hindu. Talking to The Hindu on January 22, Commodore Phillip Van Haltren, Naval Officer In-Charge, Tamil Nadu, said he had received the communication from the Sri Lankan Navy (SLN) on the installation of the seawater defence system. The message was passed on to Chief Secretary L. K Tripathy and other departments concerned. All Naval Detachments from Rameswaram to Nagapattinam on the east coast were reportedly alerted. “The message implied there will be serious consequences if fishing boats from Tamil Nadu or elsewhere come in contact with the explosives planted in the water. Hence, the seriousness of the warning message has been immediately sent to the authorities concerned. The fishermen will have to keep away from the danger zone,” Haltren said. Although he said he had no idea what the SLN had in mind, he believed the new strategy was not aimed at Tamil Nadu fishermen but at the LTTE. “An all-out war has begun between the Sri Lankan Government forces and the LTTE. Hence, our fishermen and fishing boats should not run into it [underwater explosives],” he said. “The Indian territory is calm. It would not have any effect in our area, as the area chosen for the underwater defence is well inside their territory,” he said in response to a question.

The Indian Navy and the Indian Coast Guard (ICG) were put on high alert following the sinking of a Sri Lankan Naval Boat by the Sea Tigers [sea wing of the Liberation Tigers of Tamil Eelam (LTTE)] near Mullaitivu in Sri Lanka on March 22. An ICG spokesperson told UNI that to prevent any LTTE infiltration, a comprehensive security cover was put in place in the Indian territorial waters. The Coastal Security Group (CSG) police on April 2 (today) neutralised a network involved in supplying uniforms to the Liberation Tigers of Tamil Eelam (LTTE), according to The Hindu. It came to light when a CSG team raided a boat used to make illegal trips to Iranatheevu, controlled by the LTTE, in Sri Lanka, near the fishing harbour in Rameswaram. There were five persons on board, identified as Oomaiyan alias Christhu, Vellaiyan, the owner of the boat Chellaiah, Murugan and Arasu, who possessed photographs of model uniforms, which were supposed to be delivered to a group of tailors in Tamil Nadu. A sum of INR 3000 and 50 soaps were also seized. G. Venugopal, CSG Inspector who carried out the raid, told The Hindu that the group had ventured into the sea in the guise of fishermen. They had confessed to having visited Iranatheevu twice in the last four days. Christhu is reported to have had an active role in meeting the LTTE agents.

To check the terrorist threats from sea, the Directorate-General of Shipping (DGS) said on December 11 that the Government is planning to track smaller ships within 1,000 nautical miles using satellites, The Hindu reports. The plan comes in the wake of the November 26 Mumbai terrorist attacks in which the terrorists took the sea route from Pakistan. The facility, called Long-Range Identification and Tracking (LRIT), is to be set up at the DGS headquarters in Mumbai. It will monitor the movement of ships of under 300 tonnage. In collaboration with the Indian Space Research Organisation, the LRIT would be operational in a few months. Ships with suspicious movements would be immediately reported to the Navy or the Coast Guard.

Fishing trawlers off Kochi coast in Kerala are reportedly selling diesel to the Liberation Tigers of Tamil Eelam (LTTE) agents at the mid sea for exorbitant rates, according to Express Buzz. Confirming that there were certain reports of diesel pilferage at the mid sea by the fishermen to the LTTE, an unnamed official of the Fisheries Enforcement Department said their duty was very much confined to checking the registration of the trawlers. Another unnamed official of the coastal base station in Kochi, which undertakes patrolling up to 12 nautical miles off coast, said they had come across fishing boats fitted with additional overhead tanks filled with diesel. He said though the patrolling team had impounded various boats, they get away saying that they required more fuel to be in sea for more number of days. “A mechanism should be in place to check the quantity of diesel consumed by the boats, other wise they will keep on illegally selling the government-subsidised diesel to third parties,” he said, adding that the majority of the crew in the fishing boats were from Tamil Nadu.

Two check-posts are being constructed at Kaarakottai and Semakottai, about 80 kilometres from Pudukottai, at an expenditure of INR 600000 each. On December 19, Kerala Home Minister Kodiyeri Balakrishnan told presspersons in capital Thiruvananthapuram that 66 Police Stations in coastal areas would be equipped to strengthen its coastal security in collaboration with fishermen, in view of the increased threats from terrorists, reports The Hindu. Though the Centre had sanctioned eight coastal Police stations to Kerala earlier, they had not taken off for want of boats and other facilities. Accordingly, the first coastal Police station would start functioning at Neendakara in Kollam District soon. The Minister added that the Government was also working to provide special identification marks for boats and canoes operating from Kerala coast so that they could be easily distinguished, and registration of boats had already been made compulsory.

Government took a host of measures, including acquisition of ships, installation of radars and setting up of new coast guard stations, to strengthen security of coastal areas in a high-level meeting to review the Security of coastal areas in New Delhi on December 20, reports Indian Express. “Defence Minister A. K. Antony cleared several proposals which will help in improving the Security along our coastline,” unidentified Defence Ministry officials said, adding, "Defence Minister cleared the proposal for global acquisition of cutting-edge equipment and interceptor boats on a fast-track basis, so that arrangements for increasing security of Indian waters can be done as early as possible”. To augment Coast Guard's surveillance capabilities, the Government also approved the acquisition of hi-tech equipment. Besides the Coast Guard, which have a fleet of 70 small and big vessels, was allowed to lease and hire ships from the global market. It was also decided during the meeting to set up nine coast guard stations in addition to the existing 13 for better coverage of the country's 7,500 km-long coastline. The major decision was taken during the meeting was to install radars to fill in the coverage-gap along the coastal line on both the sea-boards. "The Government has decided to provide complete radar coverage to both the eastern and the western sea boards so that there is no scope left for intrusion from both sides," the source added. Defence Ministry will be working in consultation with the Shipping Ministry to complete the project, and the decision comes in the wake of the Comptroller and Auditor General (CAG), in one its reports, pointing out that due to lack of assets, there were huge gaps left in the radar coverage along the coastal boundaries.

The meeting was attended by the National Security Adviser M.K. Narayanan, Home Secretary Madhukar Gupta, Boarder Security Force Director General M. L. Kumawat and representatives of the Navy and Coast Guards had a detailed discussion on the situation along the coastline and the steps being taken to beef up security in the wake of the Mumbai terrorist attacks. "The Home Ministry reviewed the coordination among central security agencies; state Police, the Navy and the Coast Guard. The meeting had a threadbare discussion about the security requirements, including fast-moving vessels and sophisticated naval equipment to protect Indian waters," a Ministry of Home Affaires (MHA) official said.
