A media report said SFs in Rajouri district identified two Hizb-ul-Mujahideen ‘commanders’, Tahir Billa and Zanat Gul, as being involved in the campaign to impose a dress code for female students and teachers in educational institutions. A massive hunt has been launched to eliminate or arrest the two, both of whom were reportedly local cadres and were currently operating in Darhal area in the district. The report also said the ‘burqa (veil) drive’ was launched by the terrorists to get the Army vacated from the sensitive Darhal Higher Secondary School. Presence of SFs was reportedly hampering terrorists’ movement in the area, besides blocking supplies of arms and ration to them. Meanwhile, in view of growing resentment against the ‘burqa and anti-education drive’, the Jaish-e-Mohammed (JeM) said it had withdrawn the directive. A number of posters, issued by JeM’s ‘Central Jehad Council’ were reportedly seen pasted in Khablan, Darhal and Thanna Mandi areas. The posters said, though the veil found mention in Koranic law, no force should be used by any group to make female students observe the dress code. "The girls are free to take their own decision on burqa. No one will stop them from visiting schools", the posters said. The call for a dress code was initially given by the Al-Badr and HM.

Left-wing extremists––Naxalites––of the People's War Group (PWG) blasted a police picket in Bara village, Bhagwanganj police station-limits, Patna district and killed a personnel, on January 23-night. All 15 policemen at picket surrendered and the Naxals decamped with 16 rifles and a carbine. Reportedly, the Naxals severely beat up the policemen and had also videographed the entire operation, besides pasting several posters on the picket's walls. Five injured police personnel have been admitted to the Patna Medical College Hospital. Reports said the PWG cadres were equipped with petrol bombs, hand grenades and sophisticated weapons. Talking to the media, Inspector General of Police A C Verma said, "Policemen continued to fight till their ammunitions were exhausted." State police chief R R Prasad added the Naxals took advantage of dense fog. He said, "The policemen in the picket offered resistance and fired… but nothing was visible."

Security forces (SFs) killed three terrorists of the Jaish-e-Mohammed (JeM) group, including a ‘deputy district commander’, during an encounter in the Kishtwar area of Doda district on March 29. According to official sources, the slain terrorists were operating in the mountain area of Nawapachi and surrounding areas for the past 18 months and were involved in a series of subversive activities across the hilly areas. Left-wing extremists—Naxalites—of the People’s War Group (PWG) demanded the release of 15 tribals arrested in Nalgonda district recently in exchange for police personnel abducted by them from Peddaraveedu, Nallamala forests, Prakasam district, on April 2. Police sources said the Naxalites pasted posters in Chandampet mandal (administrative unit), Nalgonda district, in which they demanded the release of the tribals and distribution of rice among tribal families in exchange for police personnel taken hostage. The PWG Naxalites, along with tribals, conducted a famine raid on a rice mill in Chandampet mandal recently and looted 170 bags of rice. Police arrested 15 tribals following the raid. Meanwhile, combing operations in the Nallamala forests to locate the abducted police personnel have been put on hold, following an appeal by the hostages.

On June 8, 2001, Justice Choudhary had sentenced four MCC Naxalites to death in the Barra massacre case, in which 35 people were killed. Justice Chand had awarded the death penalty to three MCC Naxalites on June 17, 2003, in the Beltu massacre case where 15 people were killed. Similarly, Justice Tiwari ordered the death sentence for four other Naxalites, in connection with the Meral massacre. An emergency meeting of the Central Committee members of the MCC was held in Chatra on June 27. The meeting decided to launch intensive campaign against the recent spate of sentence pronounced against the MCC cadres.
