The United Sates (US) State Department on February 13 requested the Congress to approve USD 2.4 billion in allocation for Pakistan for the fiscal year 2013, reports Daily Times. The Pakistan support and expenditure request is part of the overall budget request, the Barrack Obama administration forwarded to Congress for the new fiscal year, beginning October 1, 2012. The request says the assistance to Pakistan is aimed at strengthening democratic and civil institutions that provide a bulwark against extremism, and support joint security and counterterrorism efforts, including USD 800 million for the Pakistan Counter-insurgency Capability Fund. Secretary of State Hillary Clinton, while forwarding the Department’s budget request, noted that building a stable Afghanistan depends on effective cooperation with Pakistan.

Each legal heir will receive PKR 200,000 (USD 2,200), Rafiq Engineer, a Provincial Minister, told Central Asia Online. Fifteen heirs received compensation cheques from Chief Minister (CM) Qaim Ali Shah during a ceremony at the CM House May 16. A parliamentary committee urged the Government to release the funds amounting to PKR 860 million announced by the Government for the rehabilitation of the displaced people of Kurram Agency. The political agent of the agency informed a meeting of the National Assembly’s standing committee on States and Frontier Regions (SAFRON) the then Prime Minister Syed Yousuf Raza Gilani had sanctioned Rs1.86 billion for the rehabilitation of people displaced by military operations and sectarian conflicts in the area. An amount of PKR one billion was released in the 2010-11 financial year but the remaining PKR 860 million was not paid yet, the meeting presided over by chairman Sajid Hussain Turi was informed. The political agent said that 4,239 houses were destroyed and 1,329 damaged during sectarian clashes in the Kurram Agency.

Norway on November 2 agreed to provide 75 million Norwegian Krones for the three-year second phase of ‘Basic Education Improvement Programme’ which aims to improve educational standard and facilities, particularly of girl students, in Khyber Pakhtunkhwa, reports Dawn. An agreement to this effect was signed by Secretary Economic Affairs Division Javed Iqbal and Norwegian Ambassador Cecilie Landsverk. The Provincial Elementary and Secondary Education Department will act as the implementing agency to utilise the Norwegian funds. It will establish fully-equipped and digitalised libraries manned by trained staff in 300 schools, improve concept-based co-curricular activities in 25 schools, upgrade 100 girls’ schools and construct 100 additional classrooms on the need basis.

The USD 688 million payment - the first since this summer, covering food, ammunition and other expenses from June through November 2011 - has caused barely a ripple of protest since it was sent to Capitol Hill on December 7. Pakistan received USD 688 million on December 28 under the Coalition Support Fund (CSF), as reimbursement for the expenses of supporting over 150,000 coalition forces deployed on Pak-Afghan border reports The Express Tribune. Minister of State for Finance and Senator Saleem H Mandviwala confirmed the release of funds, along with spokespersons of the State Bank of Pakistan and the foreign office. “After the Pentagon’s notification to the US Congress, it was quite obvious that the US would soon release the CSF amount to reimburse Pakistan’s expenses incurred during the war on terror… on Friday the amount has been received by our side,” a source in the foreign office said. In August 2012, Pakistan had received USD 1.12 billion from the US under the fund. Sixty per cent of the fund is apportioned to the Pakistan Army while the remaining amount is used to meet the fiscal deficit of the economy. According to an official source, Pakistan was under immense pressure as a result of its balance of payments schedule, and that the USD 688 million would help relieve the balance of payments position.
