Lieutenant-General (retd) Abdul Qadir Baloch of Pakistan Muslim League – Nawaz (PML-N) warned the Government in the National Assembly on January 7 that its indifference towards Balochistan would augur well neither for the province nor for the country’s integrity. On the issue of custodial killings allegedly by the Frontier Corps (FC), he said, had paralysed most of southern and central Balochistan and also the issue of reappearance of FC posts which had been removed under the Aghaz-i-Huqooq Balochistan package. He said the bodies of seven youths had been found over the past few days. They were reported to have been picked up by FC personnel in raids on their homes.

Tehreek-e-Taliban Pakistan (TTP) warned tribesmen of NWA against joining the Army, Frontier Corps or Levies Force, reports Dawn. A pamphlet distributed in Miranshah on behalf of the Shura-i-Mujahideen (council of holy fighters) said the Government had been recruiting locals in the army, Frontier Corps and Levies Force to use them against the TTP. This Shura is led by a militant leader Hafiz Gul Bahadur. “Recruitments can create civil war in North Waziristan,” said the pamphlet written in Urdu. “Those who have already joined Levies and (other) paramilitary forces should quit their jobs. Those who don’t obey the advice will face consequences and Mujahideen will not accept any excuse,” it said.

The death toll in a suicide bombing amid army recruits in the Punjab Regiment Centre in Mardan District on February 10, reached 31, with 42 injured, reported Daily Times. The bomber, who appeared to be in his teens and dressed in a school uniform, walked up to the recruits, who were marching in the parade ground of the centre, and blew himself up. Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack, saying it was in revenge for US drone strikes and local military offensives, threatening “bigger attacks” in future. Earlier it was reported that 10 persons were killed in the attack.

We will pick one by one PPP leaders if the American was released,” Maulana Abdul Khaliq Haqqani said in a press statement. A new White House Report warned on April 5 that Pakistan still has no clear path to triumph over insurgents, and said Afghanistan’s Taliban was turning more and more to soft civilian targets, reports Dawn. The semi-annual White House Report to Congress is designed to judge progress or otherwise towards key objectives of the war in Afghanistan and operations against al Qaeda in Pakistan, now nearly a decade old. The report noted a deterioration of the situation in inhospitable Federally Administered Tribal Areas (FATA) in northwest Pakistan alongside the Afghanistan border between January and March of 2011. It details an operation in Mohmand Agency and Bajaur Agency in the areas that started in January to clear insurgent strongholds —the third time in two years that the Pakistani army has attempted to complete the task. “What remains vexing is the lack of any indication of ‘hold’ and ‘build’ planning or staging efforts to complement ongoing clearing operations,” the report said. “As such there remains no clear path to defeating the insurgency in Pakistan, despite the unprecedented and sustained deployment of over 147,000 forces.” The report also however noted the “tremendous human sacrifices” made by Pakistani forces in the region.

On April 27, quoting United States (US) military documents posted by WikiLeaks, Times of India reported that the mastermind of 9/11 attacks Khalid Shaikh Mohammed was warned by a senior al Qaeda military commander to not to kill Wall Street Journal reporter Daniel Pearl in February 2002 and that he should be “returned back to one of the previous groups who held him” or "freed". In a twice-annual report to the US Congress, the Pentagon said that “a surge of foreign troops into Afghanistan has dealt a blow to the Taliban insurgency but total violence has risen since last fall”. It said the increase in overall security incidents, which includes roadside bombs and direct fire, was due in part to the surge of foreign troops, stepped-up targeting of insurgent safe havens, and mild winter weather. Wary of its burgeoning network and in what appeared to be an early warning of the group’s growing influence, the Crime Investigation Department (CID) of the Police called for taking ‘appropriate’ steps to control the group that calls for establishing a caliphate in Pakistan by overthrowing the Government. “All were forewarned about what was coming,” an official said. According to the document, HuT was working on a plan to seek an uprising in Pakistan similar to ones in Tunisia and Egypt earlier this year. “They wanted an Arab spring in Pakistan,” said an official familiar with the letter. HuT had regularly been distributing pamphlets and leaflets in middle and upper-middle class residential areas of large cities. Intelligence Agencies warned that HuT was trying to mobilise public opinion in favour of establishing a caliphate in Pakistan by overthrowing the Government.

In an Eid message posted on the TTP website in English, Urdu, Pashto and Arabic, Mehsud claimed his fighters had withdrawn from certain areas as part of a "war strategy" and were planning attacks to regain areas they had lost control of in Swat, Malakand and the tribal areas. He claimed some of the areas vacated by TTP fighters had again fallen into the hands of the TTP. The militants were waging a guerrilla war and inflicting losses on Pakistani security personnel and US elements, he further claimed. However, he claimed that the TTP were continuing the "open war" that was declared by slain TTP founder Baitullah Mehsud against the Pakistani state in January 2008 due to the country's alliance with the US. He reiterated the TTP’s loyalty to Afghan Taliban Chief Mullah Muhammad Omar, saying Muslims did not recognise the Durand Line as the border between Afghanistan and Pakistan. Mullah Omar "is our leader, guide and Ameer (chief)", Mehsud said. "The services and sacrifices made by the TTP for the Islamic Emirate of Afghanistan have been proven over time and our association with them will only continue to strengthen," he said.

Pamphlet distributed under the name of Hafiz Gul Bahadur sternly warned local people not to work with military engineers working on a road and other projects in the area. A pamphlet distributed in Miramshah said the Shura Mujahideen North Waziristan had prohibited securing contracts and other privileges from the military in order to keep tribal people away from its influence. It said the Army had started building Bannu-Ghulam Khan Road, but local people would neither work on the project nor provide construction machinery. The pamphlet said that Mujahideen would not be responsible for security of these people.

High profile Police surgeon, Doctor Baqar Shah, was shot dead by two unidentified armed militants while returning home from the Bolan Medical College Teaching Hospital on Sabzal Road in Quetta on December 29, reported Daily Times. Baqar Shah was the witness of the May 17, 2011 Kharotabad incident where five Chechens and Russians were killed by the Police and Frontier Corps. Sethi said he had received "serious" threats from both "non-state and state actors". He said if the threats did not stop, he would be "compelled" to name the "organizations and officials" who were responsible for them. Without naming any intelligence agency, Sethi said during his show on Geo News channel that the organization's operatives were "in touch with and threatening several other senior journalists". The journalists did not speak about the threats before "because we did not want to destabilize things, but the time has come when all of them should come forward and speak publicly", he said, adding, "This is not the age when intelligence operatives should be threatening their own civilians.”
