The JeM 'Chief' Maulana Masood Azhar, his brother
Mufti Abdul Rauf and close aides were taken into protective
custody in connection with the January 2, 2016 attack on Pathankot
airbase in Indian Punjab. They were all shifted to an undisclosed
location. The sources further said that the concerned authorities
were interrogating them over the armed attack on Pathankot airbase.
Prime Minister's office said in a statement that the Government
has made "considerable progress" in investigating the attack.
"Based on the initial investigations in Pakistan, and the information
provided, several individuals belonging to Jaish-e-Mohammad
have been apprehended," the office of Prime Minister Nawaz Sharif
said.
"We will keep them (Azhar and brothers) for
as long as we need to carry out our investigation over India's
claims about the attack. We are resolved to take this investigation
to its conclusion," said an unnamed senior intelligence official.
Another senior Government official close to the investigation
said that Azhar, who has been placed under house arrest in the
past but never prosecuted, would be prosecuted this time if
evidence connected him to the attack on the Pathankot air base.
Three suspects, including a student of a private
university, were arrested by LEAs in connection with the Pathankot
airbase attack. According to Intelligence Agencies, a student
of the Lahore University of Management Sciences, Usman Sarwar
of Arifwala tehsil of Pakpattan District Saad Mughal of Sahiwal
District and Kashif of Karachi (Sindh) were arrested in connection
with the Pathankot incident. Indian authorities had shared five
mobile phone numbers with Pakistan in connection with investigation
into the attack. Acting on the leads, the authorities took the
three students into custody because the numbers provided by

Jammu and Kashmir |
The flow of suspected hawala funds from Gulf countries
is adding to the woes of security agencies in Jammu and Kashmir
as the illegal money is reported to be mainly used for creating
infrastructure for radicalization of youths in a bid to wean them
away from centuries old Sufi tradition. As new religious institutions
dot several parts of the Kashmir valley, they have been attracting
youths more where, according to the security assessments, the
young men are indoctrinated with the type of religion being followed
by likes of banned ISIS and al-Qaeda terror groups. The new trend
has left many religious heads, worrying as they believe that the
new generation of youth is being weaned away from Sufi tradition
that has been followed in the Valley for centuries. As questions
crop up over the funding for new mosques, the Army, Police and
Central security agencies believe that large amount of illegal
funds are been pumped into the Valley from Gulf countries and
they apparently go unchecked. "The funds come in small amounts
to avoid detection. Besides we believe that certain business houses
having their establishment in these countries; over invoice their
products and pass on the surplus funds," a senior Police official
said. This large inflow of hawala funds from Gulf countries and
more Kashmiri youths getting sucked into militancy are dangerously
stoking terrorism in the Valley in a fresh test for SFs in their
anti-militancy operations. An axis from Tral, Batapora, Panjgaon
and Yaripora in South Kashmir is witnessing a dominance of terror
group HM, while in the other axis from Palhalan to Sopore this
group and few militants of JeM are calling the shots.

Investigators interrogating the three youths arrested
for alleged links with JeM said, the trios were shown videos pertaining
to alleged atrocities against Muslims in Jammu and Kashmir, Muzaffarnagar
and Iraq to induct them into the outfit and execute terror strikes
in the national capital. A senior Police official said prime accused
Sajid had joined a social media page where he met a cyber entity
'Talha', believed to be close to JeM chief Maulana Masood Azhar,
who is wanted by India in connection with 2001 Parliament attack
case and the terror strike on Pathankot IAF base in January. Once
Sajid had roped in, the other two, Sameer Ahmed and Shakir Ansari,
watched videos showing alleged atrocities against Muslims in Jammu
and Kashmir, Muzaffarnagar and Iraq. The idea was to induct them
into the outfit and plan serial blasts here, the official added.

The Centre alerted defence and para-military Forces
all across J&K along the LoC and IB with Pakistan following 'specific
inputs' about JeM militants, who were gearing up for infiltration
into the State. The alert named certain specific infiltration
routes along both LoC and IB, which could be exploited by the
militants for intrusions. Union Home Secretary Rajiv Mehrishi
is expected to hold high level review of the situation along the
borders and hinterland on militancy front as well as arrangements
for annual Shri Amarnath ji pilgrimage with top brass of J&K very
soon. Official sources told that Army, BSF and other para-military
forces have been alerted by the Centre particularly about threat
emanating from the JeM outfit headed by Masood Azhar, whose cadre
have suddenly increased their presence both along LoC and IB on
Pakistani side with a view to infiltrate during an opportunity.
"The JeM was not only planning to revive the terror outfit in
J&K, which was virtually defunct in many parts of the State, but
was also trying to repeat January 2 like Pathankot attack by targeting
military establishments after pushing the militants,'' they said,
adding that majority of Jaish cadre vying for infiltration into
the State were Pakistanis.

Baramulla Division |
Major General J S Nain, GOC, Baramulla Division,
told during a press conference that JeM is recruiting local youth
as Fidayeen. He said that recruiting youth in Jammu and
Kashmir for suicide missions is something new and a matter of
serious concern. "This is a new thing which has come to the fore
as it is for the first time that a group has come for recruitment
to the Valley for its Fidayeen squad. This is a serious matter",
said the GOC. Major General Nain said that arrest of JeM 'commander',
Abdul Rehman is a major success and SFs can launch intelligence
based operations at his disclosures. "So, this is a huge success
for security forces and whatever information we get from him.
We can then launch operations based on that intelligence," he
said.

Jammu region & Kashmir valley
|
At least 17 groups of militants have become active
across the LoC opposite twin border Districts of Rajouri and Poonch
in Jammu region and Kupwara District of Kashmir valley with a
view to infiltrate into the State to create disturbances even
as the MAC, set up by the UMHA has maintained that 18 militants
have infiltrated this year so far. Official sources said that
the credible inputs available with security and Intelligence agencies
revealed that at least 17 groups of militants have been observed
across the LoC in J&K, who were fully geared to infiltrate into
the State but high alertness being displayed by the troops hasn't
allowed them to succeed in their task. As per the inputs, there
were two groups of militants waiting across LoC in Poonch, three
opposite Mendhar, four across Rajouri and two opposite Nowshera.
Two groups of militants were stationed across the IB in Samba.
In Kashmir valley, there had been specific reports of two groups
each waiting across Keran and Kupwara but the number could grow
due to fast melting of snow in the summer. All these groups belonged
to LeT, HM and JeM outfits.

Four Districts of south Kashmir - Pulwama, Shopian,
Kulgam and Anantnag - have descended into anarchy with hundreds
and thousands holding 'azadi' rallies almost daily in absence
of an effective Police Force. Out of 36 Police Stations in these
Districts, only three -one each in Pulwama, Rajpora and Awantipora
- are functioning with any semblance of efficacy. Barring these,
all Police have evacuated Police Stations since frenzied mobs
began their attacks, setting a number of these ablaze. Sources
said the Police department has "for the time being" shut down
dozens of Police Stations. Most have turned into empty shells
now guarded by the Army and CRPF. CRPF personnel are no longer
visible in south Kashmir. In places like Aishmuqam in Anantnag,
sources said they had been instructed to remain mute spectators
while crowds rule the streets. Scores of youth have joined the
militants in Tral, where organised training camps are being run
by top LeT and JeM 'commanders' to turn out jihadis, a senior
Police officer said.

Terror outfit JeM released a video issuing threat
against mainstream politicians and Kashmiri 'informers' working
for the SFs in the valley. In a seven-minute video, a masked man,
standing against a wall banner inscribed with Quranic verses in
Arabic and an AK-47 hanging by his side, described HM 'commander'
Burhan Wani - whose killing by the SFs two months ago triggered
massive violence in the valley - as 'shaheed-e-millat' (martyr
of the community). The masked man threatened that the militants
would take the violent "movement" to its logical conclusion. "This
is the last warning for pro-India politicians and youth who work
for the Police and Army. Don't think we don't know your names.
We have your addresses as well," the militant threatened while
reading out the names and addresses of the targeted people. He
asked the identified people to seek forgiveness from Allah and
join the militants' cause. SSP Baramulla, Imtiyaz Hussain Mir
told that the video was uploaded on a Facebook page and eventually
shared through Whatsapp groups. He said the Jammu and Kashmir
Police had specific intelligence about the presence of Pakistani
terrorists, including the one who had issued threats in the video.

Jammu and Kashmir |
The JeM had carried out multiple terror strikes
in Jammu and Kashmir but none were as audacious as the Uri attack
in Baramulla District on September 18. After the Uri strike, JeM
has joined the league of top terror groups like LeT and Al Qaeda,
especially as the attack followed the one on the Pathankot airbase
on January 2, 2016. In contrast, the LeT, considered the biggest
active terror group in the subcontinent, has failed to demonstrate
its striking capability post Mumbai 26/11 as it has come under
various international sanctions. Its groups of militants who infiltrated
into India recently were either killed or arrested. JeM has been
constantly upping its ante inside the valley after 2012 under
the banner of 'Afzal Guru Squad.' Set up in 2000 by Maulana Masood
Azhar - released by the NDA Government, after the hijacking of
Indian Airlines flight to Kandahar 1999 - JeM was once isolated
within Pakistan but appears to have got a new lease of life including
support from the ISI. The group was also responsible for an attack
on an Army camp in Tangdar area Kupwara District in November last
year.

The NRSC will help the NIA to map the attack site
using satellite images at Uri in Baramulla District, once NIA
takes over the probe into the terrorist attack, to weave the big
picture on one of the worst terror attacks on the Army that killed
18 soldiers. The satellite image will help investigators to connect
the dots instead of hand-drawn sketches. The Centre has informally
conveyed its decision to the NIA on handing over the Uri probe,
but NIA is still waiting for the official notification from the
MHA. A team of six NIA officials from New Delhi are camping in
Srinagar and are expected to visit the spot once the MHA issues
the order. NIA sources said that irrespective of what the Army
feels about JeM being the perpetrator of the attacks, NIA will
conduct an independent investigation to confirm the information.

The NIA took into custody the two men from PoK
arrested by Army in connection with its probe into the attack
at an Army camp in Uri in Baramulla District even as it established
the identity of one of the four slain attackers as belonging to
PoK. The NIA took over the custody of the two men identified as
Ahasan Khursheed alias DC, a resident of Khaliana Kalan and Faisal
Hussain Awan, a resident of Pottha Jahangir-both in PoK, and would
produce them before a designated court soon, official sources
said. The two were arrested by the BSF and the Army in a joint
operation at 'Angoor Post' at Gavalata village in Uri when they
were trying to infiltrate into India. The duo initially claimed
that they had inadvertently crossed into India but after sustained
interrogation they not only informed the security agencies about
the two guides who had helped the terrorists to infiltrate but
also helped them in identifying one of the militant involved in
the attack, the sources said. One of the killed terrorist was
identified by NIA as Hafiz Ahmed of Darbang in Muzaffarabad Tehsil
of PoK. The two had been recruited initially by Pakistan-based
terror outfit JeM for guiding its militants to infiltrate across
the LoC and later they helped other militant groups as well, the
sources said.

The Government believes at least 250 terrorists
belonging to three Pakistan-based terror groups are active in
the Kashmir valley and they could target SFs to 'avenge' the surgical
strikes carried out by the Army across the LoC. Quoting intelligence
inputs, top Government sources said that most of the 250 terrorists
belonging to LeT, JeM and HM had infiltrated before the surgical
strikes and were hiding. They said the terrorists have been given
clear instructions by their handlers across the border to target
SFs to "avenge" the surgical strikes. The central Government has
asked SFs operating in J&K to maintain maximum alertness and take
all precautions to foil any attempt by the militants to target
them. Sources said even though vigil along the LoC as well as
the IB was intensified, there were gaps in many places due to
the difficult topography. Army, BSF, CRPF and J&K Police have
also stepped up search for the terrorists. It is believed that
some 100 terrorists are waiting across the border to infiltrate.
SFs have killed more than 40 terrorists in the last one month
while they were trying to infiltrate or attack the bases of Army
and other SFs. Since the attack on the Army's Uri camp which killed
19 soldiers, terrorists have made several attempts in Baramulla,
Pampore and Handwara. According to sources, LeT suffered maximum
damage in the cross-LoC surgical strikes carried out by the Army
with radio intercepts indicating that around 20 of its militants
were killed.

The NIA simultaneously conducted raids at TFCs
at Chakan-Da-Bagh in Poonch District and Uri in Baramulla District,
from where cross-LoC trade takes place in four days of every week
(Tuesday to Friday) after developing specific inputs that some
of the traders were misusing barter facility to pump money to
fuel militancy in Jammu and Kashmir. Official sources told that
the NIA teams conducted raids at Chakan-Da-Bagh and Uri simultaneously
after registering a FIR under Regular Case 17 of 2016 in New Delhi
following very credible and specific inputs that some of the traders
were getting extra goods from PoK and part of the money generated
from them was being pumped into the militancy in Jammu and Kashmir.
"This was being done in-league with the terror networks of LeT,
JeM and HM, who have their cadre in both parts of the divided
States i.e. Jammu and Kashmir and PoK," sources said. They added
that the NIA has seized entire record of 303 firms, dealing in

and generated funds for the anti-national activities.
