Several handwritten posters reportedly prepared by the Nadukani Dalam (armed squad) of the Communist Party of India-Maoist (CPI-Maoist) urging the public to quit voting in the Assembly elections have been spotted at Muthappanpuzha near Thiruvambadi in Kozhikode District of Kerala on April 1, reports The Hindu. Local informants told the Police that the posters were brought to the spot by a gang of four, who expressed solidarity with farmers in their ongoing struggle. They made the surprise appearance at a time when the Police and commando forces were on alert in view of the polls. Criticising all major political fronts for their “anti-farmer policies and monopolistic administration”, the posters called for a protracted people’s war against the forces concerned for liberation. The posters also claimed that election was hardly a solution for liberating the State from corporate forces and Hindu fascism.

Three militants, including the two who were involved in April 1 attack on Bharatiya Janata Party (BJP) leader Muhammad Anwar Khan’s house in Nowgam were killed in an encounter with Security Forces (SFs) in Pulwama District of Jammu and Kashmir (J&K) in India on April 2, reports The Times of India. Inspector General of Police (IGP) Kashmir range, Vijay Kumar said, “Police pursued leads provided by arrested over ground worker (OGW) Ishfaq Ahmed and laid a siege at the Ghat Mohalla area in Pulwama district. Firing started at 4:35am. The militants refused to surrender and instead took five civilians in hostage. That’s why the operation got delayed. Later, we managed to take the hostages out and then the encounter started in which three terrorists were killed.” The slain militants have been identified as Suhail Nisar Lone and Yasir Wani, both residents of Khrew area of Pulwama, and Junaid Ahmad from Prichoo in the same District. “All the three had joined (militants ranks) this year — two in February and one in March,” the IGP said. Kumar said Suhail and Junaid were involved in the attack on Khan’s residence in which a Policeman was killed and his riffle was snatched. “Suhail is the one who was wearing a burqa. Both were affiliated with the Al-Badr outfit. We recovered one Ak-47 riffle, one pistol and the SLR riffle that was snatched in the Nowgam attack,” the IGP said, adding that two more Lashkar-e-Taiba (LeT) militants based in Srinagar, Obaid and Shahid, are still on the run. Preliminary investigations have revealed that Lashkar and Al-Badr had jointly carried out the Nowgam attack. The IGP said a vehicle (Alto) used by militants in the attack has also been seized. “The vehicle was found outside the house where the encounter took place (on Friday). It belongs to the house owner. We will arrest him under UAPA [Unlawful Activities (Prevention) Act],” he said. A woman suffered a bullet injury in her leg during cross-firing near the encounter site, while three civilians suffered pellet injuries. “All are stable,” IGP, Kumar added.

A team of Police led by Mulugu Sub-Inspector (SI), Harikrishna, unearthed an arms’ dump allegedly belonging to the Communist Party of India-Maoist (CPI-Maoist) at Mansingh Thanda in Mulugu District of Telangana on April 3, reports Telangana Today. The Police have found a total of 312 live rounds of ammunition, two detonators, and documents relating to the outlawed Maoist party. Assistant Superintendent of Police (ASP), Potharaju Sai Chaitanya said that a team of Police including Bomb Disposal Squad (BDS) members, two revenue officials, and a photographer had searched for a dump at Mansingh Thanda at his instructions upon receiving reliable information that there was a hidden dump of CPI Maoists in the Podu lands around Mansingh Thanda village in Mulugu Mandal (administrative sub-division). “When the team thoroughly examined the lands, they came across a suspicious spot. They have dug up the soil for about 1.5 metre deep into the ground and found a black cover in it. Immediately, they examined the bag and found ammunition and other material,” he said. He added that the CPI Maoist Telangana State Committee seems to have conspired to establish anti-government committees in the villages again to assert their existence. “It is an attempt by the Maoists to revive the CPI-Maoist party by killing the people’s representatives, policemen and vandalising the public property,” he added.

The Maoists People’s Liberation Guerrilla Army (PLGA) Battalion was led by its ‘commander’ Hidma, with a total strength of nearly 250, and this group of Naxals was aided by Maoists associated with the Maoist platoons of Pamed, Konta, Jagargunda and Basaguda area committees. This is contrary to the spirit of a ‘win-win’ relationship between a corporate and the locals.” The statement further read: “We are giving notice with this statement that, with immediately effect you relocate all your administrative offices to Assam and you will recruit only indigenous people of Assam (Thologiri) workers in various positions that open up in your company from now on.” “If you fail to comply with our just demand promptly, we shall take action to prevent your company from doing business in Assam,” the statement said, adding that no one connected with the company would be allowed to travel in the state in their business interest. “We trust that no one in your organization will take it as an empty threat and ignore this notice,” it further said.

The Eastern Regional Bureau (ERB) of the Communist Party of India-Maoist (CPI-Maoist) has called for a Bharat bandh (All India shut down) on April 26 against the killing of their cadres by Security Forces (SFs) in Chhattisgarh and Bihar during “Operation Prahar” and appealed to the masses for support, reports The Times of India on April 12. In a press communiqué issued by Sanket, the spokesperson of the ERB, of the CPI-Maoist has detailed the reasons for calling the bandh in the backdrop of statements issued by Union Home Minister (UHM) Amit Shah after the Chhattisgarh encounter. Blaming the Rashtriya Swayamsevak Sangh (RSS)-supported Bharatiya Janata Party (BJP) Government at the Centre for pushing the commoners to a “war-like situation” and targetting "sons of the soil", Sanket said "Operation Prahar", planned by the Centre, is not going to be successful as the Marxist-Leninist-Maoist cadres are ready. "There's formidable power in human capital and the masses. When they stand together for a cause, they are sure to win. This oneness is strengthened by Amit Shah's statement that Operation Prahar will continue unless all Maoists are destroyed. We challenge that his dreams will never come true," the statement read. "We want to open a new channel of development which will not speak of destruction and focus only on creativity," it added. Extending salute to the four cadres of Chhattisgarh-based People's Liberation Guerrilla Army (PLGA), the armed group of Maoists, -- Odi Sunny, Padam Lakhma, Kovasi Badru and Nupa Suresh — who were killed in the fight with security forces in Bijapur and Sukma Districts of Chhattisgarh on April 3, the ERB blamed the Centre for the bloodbath. "More than 2,000 security men had lodged an attack on our PLGA in Jiragurem village, which was retaliated and 24 security men were killed, 31 were injured and one was captured unhurt. This was one among the series of attacks that we have been facing for years," Sanket said. Criticising Prime Minister (PM) Narendra Modi's Government for imposing an unplanned lockdown during the peak of the Covid-19 pandemic last year while "helping" big corporates to make huge profits, the ERB said, " Political parties in India have been protecting the interests of capitalists since Independence and the Modi government is no different. All its decisions have been in their favour which is evident from the rising fortunes of Adani and Ambani," the statement claimed. The ERB has also mentioned the names of four of its cadres in Bihar -- Amresh Singh Bhogta, Uday Paswan, Sita Bhuiyan and Shiv Pujan Yadav -- who were killed in the Gaya District of Bihar on March 16 by SFs and said that its PLGA in Chhattisgarh has avenged them.

Surrendered Communist Party of India-Maoist (CPI-Maoist) leader and Andhra-Odisha Border Special Zonal Committee (AOBSZC) member identified as Muttannagari Jalandhar Reddy alias Maranna alias Karuna said that there were no recruitments in the CPI-Maoist for the last few years, reports The Hindu on April 22. According to him, the main problem being faced by the CPI-Maoist party is recruitments. The party is facing several other problems too. He had disagreed with some issues and decided to join the mainstream. According to the figures available with Police, the cadre strength of the CPI-Maoist, which was about 170 in the Andhra-Odisha Border (AOB) earlier, has come down to 80 now. The number of “area committees”, which was eight earlier, has come down to four. The “People’s Liberation Guerilla Army (PLGA)”, which once had two companies, has only one now. The two “divisional committees” in the AOB have only one platoon. “This clearly shows the cadre problem in the CPI-Maoist party. As the local Adivasis are unwilling to join the movement, the CPI-Maoists are recruiting tribal people from Chhattisgarh. The Maoists have no support of the Adivasis in many hamlets, said Director General of Police (DGP) D. Gautam Sawang

Odisha Chief Minister Naveen Patnaik urged Prime Minister Narendra Modi to waive the charges towards deployment of Central Armed Police Forces (CAPFs) in Odisha, reports Kalinga TV on April 29. In a letter, Patnaik requested PM Modi to direct the Union Ministry of Home Affairs (UHMA) to waive an amount of INR 4561.23 crore of the State Government towards deployment charges of CAPFs up to October 1, 2020. In his letter to PM Modi, Patnaik argued that since the Naxal [Left Wing Extremism (LWE)] violence is a national issue posing a grave internal security threat to the integrity of the nation, it has to be addressed by both Government of India and the State Governments jointly. He said the Odisha Government has been proactive in spending from its scanty resources in creating and deploying security forces. “Around 15 battalions of State Police have been raised, specifically to combat Left Wing Extremism (LWE). 30,000 posts in Police cadre have also been created including armed formations along with Specialised Training Centres and other logistics facilities for their deployment. Thus, considering the fact that Left Wing Extremism (LWE) is an issue of joint responsibility and the State Government is doing its lots to combat the menace, Government of India may appreciate the difficulties of States like Odisha while charging for such deployment of CAPFs for dealing with LWE, stated Odisha CM, Naveen Patnaik Letter.

The National Investigation Agency (NIA) filed a supplementary charge sheet against 34 Communist Party of India-Maoist (CPI-Maoist) cadres for their alleged involvement in the killing of four Policemen before a special NIA court in Ranchi District of Jharkhand on April 30, reports Outlook. All the accused, who are the residents of Jharkhand and Bihar, have been charged with the relevant provisions of the Indian Penal Code, the Unlawful Activities Prevention Act (UAPA) and the Arms Act. The case pertains to the deadly attack on the Police patrolling party by the armed CPI-Maoist cadres in November 2019 at Lukuiya More in Latehar District of Jharkhand in which four Police personnel were killed and their arms and ammunition looted. The State Police had filed a charge sheet against six accused. The NIA re-registered the case in June 2020 and took over the investigation. Anal Da, the 'central committee (CC) member' and Secretary of Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist, in collusion with other senior CPI-Maoist leaders, had conspired and planned the attack on the Police patrolling party at Lukuiya More. The recce for carrying out the attack at the targeted place was conducted for a week and final planning for execution was undertaken at Bearjangha forest. Top leaders of CPI-Maoist had planned the minutest details and constituted three teams to carry out the attack in a meticulous manner, said NIA official. The plan was executed under the leadership of Ravindra Ganjhu, the regional committee member of the CPI-Maoist, who had also enlisted the help of over ground workers and sympathizers of the organisation. The attack was carried out in order to loot the arms and ammunition and further strengthen their organisation and demoralised the Security Forces (SFs) operating in that area. During investigation, the NIA was successful in unearthing immovable properties worth INR 50, 00,000 of Ravindra Ganjhu in Latehar and Ranchi Districts in Jharkhand and the same were attached under sec 25 of UA(P) Act. Investigation leading to arrest of local contractor, Mrityunjay Kumar Singh exposed the unholy nexus between the CPI-Maoist and unscrupulous contractors who are aiding and abetting activities of such banned terrorist organisations in Naxal [Left Wing Extremism (LWE)] affected areas, added the NIA official.
