A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Rajesh Oraon, who had a bounty of INR 200,000, was killed in an encounter with Security Forces (SFs) in Gumla District of Jharkhand on June 1, reports The Print. Acting on a tip-off, the forces began an operation to arrest Rajesh Oraon from near Marwa Forest, Superintendent of Police (SP), Ehtesham Waquarib said, adding that as the force reached there, Maoists started firing. In retaliatory firing, Oraon was killed on the spot. A rifle and several cartridges were recovered from the area, he added.

On June 1, the Anti Extortion Cell (AEC) of Mumbai Police Crime Branch produced drug trafficker Ali Asgar Shirazi who was arrested on May 22, at the Mumbai airport while trying to flee to Dubai, in the court of additional chief metropolitan magistrate seeking further custody to investigate an international narcotics syndicate linked with Dawood Ibrahim and narco-terrorism funding network in India, reports Free Press Journal. The court extended his custody till June 5. The remand application mentions Shirazi's dirty drug money investments in Hustlers Hospitality cloud kitchens and links with Dawood Ibrahim's accomplice Kailash Rajput for narcotics trafficking in courier to United Kingdom, the United States and Australia. Mumbai Police stated that Kailash Rajput was associated with gangsters Dawood Ibrahim and Chhota Shakeel and most of the money made by his syndicate was being used for terror funding, PTI News adds.

Police sources stated that the fingerprints collected from the gutted coach of the train matched with the accused person who was arrested from West Bengal. The Police collected 10 fingerprints from the coach, of which four of them matched with the man whom they took in custody.

A Communist Party of India-Maoist (CPI-Maoist) cadre, identified as ‘area commander’ Lajim Ansari, who was wanted in more than 25 cases and carrying a bounty of INR 500,000 on his head, was killed in an encounter with Security Forces (SFs) in Semla Bartoli Bhagat Kona Forest area under Chainpur Police Station limits in Gumla District of Jharkhand on June 2, reports The Print. “The encounter took place in a forest in Chainpur police station area around 8 pm on Friday when security forces were carrying out a search operation,” Gumla, Superintendent of Police (SP), Ehtesham Waquarib said. A rifle and two country-made pistols were also recovered from the spot. Police said Ansari was a resident of Kotam village under the Sadar Police Station limits in Gumla District.

A village abandoned by its residents due to fear of Communist Party of India-Maoist (CPI-Maoist) was set afire allegedly by the Maoist cadres in Raighar block in Nabarangpur District of Odisha on June 2, reports The New Indian Express. Of the total 42 houses in Lakhanpur village, 32 were reduced to ashes in the blaze. Prima facie, it appears to be a case of arson. Locals suspect the involvement of Maoists in the incident. Sources said the village was set up around 15 years back. Some locals cut down the forest to make way for the settlement. Since then, the villagers became the target of Maoists. Through posters and banners, the ultras were repeatedly warning the 250 residents to leave the village. When the inhabitants refused to vacate the village even after repeated warnings, the Maoists reportedly picked up a villager Narayan Nagesh from his house and killed him on March 17 this year. The Maoists said Nagesh was killed as a punishment for destroying the trees and setting up his house in the forest. They also warned the residents to vacate the forest land immediately.

In a conclave of Foreign Ministers of Brazil, Russia, India, China and South Africa (BRICS) being held in Cape Town in South Africa, the five-nation, BRICS grouping on June 2, vowed to combat terrorism in all its forms and manifestations, including the cross-border movement of terrorists, and terror financing networks and safe havens, a veiled reference to Pakistan, reports East Mojo. In a joint statement titled The Cape of Good Hope’, the Foreign Ministers of BRICS, expressed strong condemnation of terrorism “whenever, wherever and by whomsoever committed”. Recognising the threat emanating from terrorism, extremism conducive to terrorism and radicalisation, the ministers stressed the need for a comprehensive approach of the whole international community to effectively curb the terrorist activities, which pose a serious threat. They welcomed the activities of the BRICS Counter-Terrorism Working Group and resolved to further deepen counter-terrorism cooperation. India’s External Affairs Minister (EAM) S Jaishankar told the visiting BRICS delegates that international terrorism threatens peace and security. The case pertains to the explosion in front of the Kottai Sangameshwarar Temple on Eswaran Kovil Street at Ukkadam in Coimbatore District of Tamil Nadu on October 23, 2022. The NIA stated that the prime accused in the case, Jamesha Mubeen, was killed in the blast and was "reportedly inspired by the hardcore Islamic State in Iraq and Syria (ISIS) ideology" to carry out this terrorist attack. NIA investigations revealed that "Mubeen, along with Mohammed Asarutheen, Umar Faaruq, Sheikh Hidayathullah and Sanofer Ali, had conspired to carry out a series of suicidal terror attacks in Coimbatore city." Director General of Police (DGP) Vikas Sahay said that "incriminating" materials that showed their association with Islamic State-Khorasan Province (IS-KP) were recovered from their possession. He further said, "the three men were planning to use a fishing boat from Porbandar to cross the International Maritime Boundary Line and reach Afghanistan via Iran and join ISKP." Bujji, a native of Cherpalli village under Bhupalapatnam Police Station in Bijapur District of Chhattisgarh, came to the Taliperu Dam area along with other Maoists and ‘militia’ (people’s army of the Maoists) members with the intention of killing the Police. The associates of Bujji fled from the spot on noticing the Police. Bujji was recruited as a guard when she was 15 years old in 2008 for the Maoist West Bastar Division National Park Area Committee ‘secretary’ Madhavi. She carried a double-barrel gun working in the National Park Committee from 2008 to 2014, in which she was shifted to South Bastar Division. She was appointed as Pamedu LOS ‘commander’ in 2015 and carried an INSAS (Indian Small Arms System) assault rifle. Dantewada, Superintendent of Police (SP), Gaurav Rai said that the Police had received information that Mallesh, the Maoist ‘commander’ of Maad (Abujhmadh area), had sent some of his supporters to Gidam area of Dantewada to buy motorcycles and other items. Based on the information received, the Security Forces (SFs) set up check posts on the Gidam-Bijapur National Highway near BRO check Karli and stopped the Maoist supporters riding a motorcycle. The three did not stop at the check post and tried to escape from there, but the SFs chased them and arrested them. The Police recovered a letter and 50 notes of two thousand rupees each from the three accused. The charge sheet has been filed under various sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA) against Vinay Yadav alias Kamal alias Murad alias Guru ji, Naval Ji alias Naval Bhuiyan alias Arjun Bhuiyan and Jilebiya Yadav alias Vinay, all residents of Bihar, a NIA spokesperson said. The latest charge sheet comes just days after the NIA conducted widespread searches in Jharkhand and Bihar in connection with the case which was originally registered by Bihar Police on November 3, 2018, following the brutal murder of Naresh Singh Bhokta, who was abducted on November 2, 2018 and taken to a ‘jan adalat or kangaroo court’ where the top leadership of the CPI-Maoist issued instructions to their cadres to kill him after declaring him as a ‘police informer’. His body was found near Badhai Bigha village in the Madanpur Police Station area the same day. Nine accused have so far been arrested in the case, the investigation of which was taken over by the NIA on June 24, 2022. The agency had filed a supplementary charge sheet on February 25 against one of the accused.

In the first incident, Maoist cadre, Subhash Thakur alias Anup Ji, wanted in connection with Dumaria incident, was arrested from Pakri village under Sohail Police Station area in the district. Reportedly, an armed squad of the Maoists had triggered landmine explosions and resorted to indiscriminate firing on the Police team near Bhaluaha hills on the outskirts of Baltharwa village under Dumaria Police Station area on June 11, 2012, in which one Police jawan (trooper) had died in the incident. In the second incident, the Police arrested Bhola Paswan, a resident of Ahuri village under Amas Police Station area in the district on June 15. Bhola had been absconding for the last around nine years in a case of setting on fire a Poclain machine at Barhi in Hazaribagh District (Jharkhand) on September 29, 2014. Padma alias Modem Padma alias Lalita and Dubasi Devender, for the July 2019 attack on Security Forces (SFs) by the Communist Party of India-Maoist (CPI-Maoist) elements near Tiriya village in Jagdalpur Tehsil (revenue unit) in Bastar District of Chhattisgarh, reports The Hindu. Padma, who earlier operated as a ‘divisional committee member (DCM)’ of the CPI-Maoist and was currently acting as a coordinator between front organisations and the outfit. According to the STF, the accused’s two bank accounts and one UPI ID were connected to the aforementioned trade. The ‘Kalahandi-Kandhamal-Boudh-Nayagarh (KKBN) division’ of the Maoist outfit had called a 12-hour bandh in protest against the killing of its three cadres in an encounter with special intelligence wing (SIW) of Odisha Police at Taprenga Madanpur-Rampur block in Kalahandi on May 9. “There was no impact of the bandh in Kandhamal district,” said a senior police officer. The NIA said that Paswan has more than five criminal cases registered against him in various Police Stations of Bihar. “This is the fourth arrest in the case, related to the terror financing network being jointly operated by CPI (Maoist) cadres and Over Ground Workers (OGWs) in the Magadh region,” said a NIA official. Previously, operations in remote and interior areas used to be paused during the rains, inadvertently giving space to Maoists to carry out recruitment drives or hold meetings with villagers. For the past three-four years, however, specially trained units of state and central security forces have pressed on with operations in forests in monsoon, resulting in the killing of 29 Maoists in encounters since 2020. The past years’ operations have been an example against the perceived notion that security forces wouldn’t be able to carry out operations due to overflowing nullahs, canals and slippery terrain in the forests of Bastar, a Police officer said. Bastar range Inspector general of Police (IGP) Sundarraj P told that security camps established in more than 60 spots in the remote areas have “choked the Maoists” and become “bottleneck points” for movement of the insurgents, while giving forces access to the forests. “Earlier, operations would be stalled but for the past 3-4 years, our ops continue during the (rainy) season, bringing results. CRPF [Central Reserve Police Force], CoBRA [Commando Battalion for resolute Action] and Special Task Force [STF] will be carrying out operations as they are well trained in jungle warfare. An action plan is in place to deal with the challenges of monsoon in the forest and conduct searches,” Sundarraj said. The inter-state operations on bordering areas like Telangana, Andhra Pradesh, Maharashtra will also be intensified in the coming weeks and the jawans were well equipped for it. The morale of SFs is high despite casualties, the senior Police officer said. “We have recorded significant positive operational outcomes during this monsoon, since we have made decisive inroads into the erstwhile Naxal [Left Wing Extremism, LWE] strongholds by opening strategic operational base camps,” said Sundarraj.

Bastar Inspector General of Police (IGP), Bastar Range, P Sundarraj said: “The abducted deputy sarpanch is believed to have been kept somewhere south of the Chintalnar-Jagargunda axis. The Sarv Adivasi Samaj has issued an appeal for his release. Many villagers, including some school students and teachers, have also gone to appeal. A few have returned and others are still in the jungle.” According to sources Madvi has been produced by the Maoists before senior cadres at a ‘jan adalat’ (Kangaroo court of the Maoists). The whole village was present at the Kangaroo court, and by evening, most of the villagers had returned. Four to five locals were also asked to stay back by the Maoists.

NIA investigations revealed that Abhinav, a cadre of the CPI (Maoist), was arrested on January 3 and was part of the conspiracy to raise funds for the organisation. He was also found to have motivated ex-cadres of the CPI (Maoist) for the revival of the CPI (Maoist) in Magadh Zone and worked as a conduit between the outfit’s operatives and other stakeholders in Magadh Zone in Jharkhand and Bihar. The bodies of Kawasi and Madvi were found dumped on the outskirts of a village. Sukma Superintendent of Police (SP), Kiran Chavan said. "These two innocent villagers were produced in a Maoist kangaroo court on June 28. They were 'summoned' about eight days ago to appear at Duled by the Naxals' Jagargunda sub-division committee," the SP said. The National Investigation Agency (NIA) has initiated coordinated efforts with Police forces of Punjab, Haryana and Chandigarh to dismantle the nexus between organised criminal gangs in the northern region and terror groups operating abroad, reports The Tribune on July 1. Chairing a meeting of heads of the three Police forces on June 30, NIA Director General (DG) Dinkar Gupta underscored the need for collaborative action to combat organised crime. Enhanced cooperation and information sharing among NIA, Punjab, Chandigarh and Haryana Police will effectively address the growing threat posed by these criminal syndicates, particularly in the northern region, Gupta said. During the meeting, it was decided to establish a collective institutionalised mechanism for real-time as well as regular information sharing and coordinated action and operations against the gangster ecosystem in the northern region, a NIA spokesperson said in a statement. It was also decided to set up a 'Joint Listing Committee' with representative officers from the NIA and the three Police forces to list out and map the entire network of the various criminal syndicates active in the northern states and union territories, the spokesperson said. It was further decided to hold monthly meetings of all stakeholders to address the issue of organised crimes and criminals in these areas.

The National Investigation Agency (NIA) on June 30, filed its first supplementary chargesheet against nine persons identified as Mohamed Shariq, Maaz Muneer Ahmed, Syed Yasin, Reeshaan Thajuddin Sheikh, Huzair Farhan Baig, Mazin Abdul Rahman, Nadeem Ahmed K.A., Zabiulla, and Nadeem Faizal N, all residents of Karnataka in the Islamic State (IS) conspiracy case in Shivamogga District in Karnataka, reports The Hindu. The accused had carried out a trial Impoverished Explosive Device (IED) blast in Shivamogga, besides reconnaissance of multiple places, and arson on property and vehicles to spread terror among the people, as part of an IS conspiracy to carry out acts of terror and violence in India and wage a war against India. The NIA said the accused had been tasked by their IS handler based abroad to pursue robotics courses and pick up skills to carry out terrorist attacks in the future in furtherance of the IS agenda for India. The NIA had filed the first chargesheet related to the case on March 16, 2023.
