At least 14 youths were abducted by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) cadres from the Ninu village under Wakka circle of Tirap district in November 2008, as part of its ongoing recruitment drive, according to Nagaland Post. The report added that a local man of Ninu village, suspected to be a NSCN-IM cadre, had recruited 16 youths from the village, besides two from Longsom area, three from Bera area and one from Konsa area in the district, with a target to recruit 50 youths from Khonsa, Longding and Kanubari circles. However, the report mentioned that the district administration was not sure whether the youths were abducted or they voluntarily joined the outfit. Meanwhile, the NSCN-IM militants also engaged in extortion by employing local persons in the area.

At least three persons, including a child, were killed and 30 others injured in a bomb blast suspected to have been triggered by the Karbi Longri North Cachar Hills Liberation Front (KLNLF) outfit in a passenger train at Diphu railway station in the Karbi Anglong district on December 1, reports The Hindu. According to police sources, the bomb was kept inside coach number 8209 of 901 Lumding-Tinsukia passenger train. The bomb exploded at around 8am (IST) as the train entered Diphu railway station. While no one immediately claimed responsibility for the attack, an intelligence official said the KLNLF is a suspect.

One bullet ridden dead body of an unidentified tribal youth was recovered from the ambush point at Wadukcherra in the Dhalai district on December 1, where three Border Security Force (BSF) personnel and a National Project Construction Corporation (NPCC) supervisor were killed by the National Liberation Front of Tripura (NLFT) militants on November 29, reports Tripurainfo. The security force personnel also recovered one pair of electric wire measuring about 52 cubits, two pencil batteries (made in Bangladesh), 14 empty cartridges of AK-47 and nine empty cartridges of SLR, one safety lever of China-made hand grenade and two splinters of improvised explosive device near the dead body.

Three Hynniewtrep National Liberation Council (HNLC) cadres were arrested by Meghalaya Police during a search operation at a temporary camp of the outfit in a village near Borsora in the West Khasi Hills district on December 1-morning, according to Shillong Times. They were identified as Monstar Marwein, Kyrmenskhem Thongni and Spiderman Kharbani. They joined the HNLC in 2003 and entered Meghalaya from Bangladesh on November 13 to carry out extortion drives in the coal belt areas of West Khasi Hills. Police seized a revolver, some demand notes and mobile phones from the trio.

Police sources said five suspected couriers of the explosives were arrested from Tangaon near Mancachar town. They were identified as Mozibor Rahman, Moinul Hoque, Kalam Ali, Sahizul Hoque and Azabor Mondal. An intelligence source said the consignment of the explosives was brought from Bangladesh.

"The state government has formed a state-level core group under the guidelines of the ministry of home affairs on the lines of the Unified Command of Assam and Jammu and Kashmir to tackle all forms of terror in the state," he said. "The idea is to improve co-ordination among the machinery, from the government to all security forces that include the army and the police. The decision was taken to flush out NSCN and Ulfa militants operating in Tirap, Changlang and Lohit districts of the state, bordering Myanmar, Nagaland and Assam. The group had asked for INR 3,000 for an unmarried cadre and INR 5,000 for a married cadre. The Centre now gives a consolidated stipend of INR 2,000 per month to a cadre in cease-fire period. Sungthagra alias Dhiren Boro as the new ‘president’ of the outfit, reports Telegraph. B. Sungthagra was previously the ‘vice-president’ of the outfit. He had been arrested in Gangtok, capital of the State of Sikkim, on January 1, 2003 and was later released in 2008. He replaced Ranjan Daimary alias D. R. Nabla, who is based in Bangladesh. While security agencies described the election as a split in the outfit, NDFB sources denied any such development. Meanwhile, the report quoted some sources as saying that the October 30 serial bomb blasts were triggered by the NDFB cadres at the behest of Ranjan Daimary by keeping the local leadership out of the loop. The report further added that December 15 general assembly meeting of the outfit was held for the first time since the one held in Bhutan in 2001. The meeting was chaired by NDFB ‘speaker’ B. Benga and was attended by top leaders, including the outfit’s ‘general secretary’ Govinda Basumatary. Further, the newly elected ‘president’ said the outfit would "directly or indirectly" take part in the next Lok Sabha (Lower House of Parliament) elections. "We are ready to start talks with the Centre and are committed to peace," he added.

According to Assam Tribune, 38 militants belonging to different militant outfits of the North East, including the United Liberation Front of Asom (ULFA), National Socialist Council of Nagaland – Khaplang (NSCN-K), Karbi Longri North Cachar Hills Liberation Front (KLNLF), surrendered before Major General Jatinder Singh, General Officer in-Command of 2 Mountain Division, at its headquarter in Dinjan of Tinsukia District on December 16. Out of these, 16 were from ‘B’ company of ‘28th Battalion’ of ULFA, seven from ‘C’ company of ‘28th Battalion’ of ULFA, four from its headquarter, seven from NSCN-K and remaining four from KLNLF. Pradhan, Magra Oroan alias Nirmal Tirkey alias David, the AANLA commander-in-chief and a resident of Devidpur village in the Golaghat District of Assam, was the mastermind of the outfit. According to official records, there are 133 cadres belonging to the ‘A’ and the ‘C’ company of the ‘28th battalion’ of the ULFA lodged in the four Government-run designated camps at Sadiya, Kakopathar, Moran and Nalbari. But the source said the recent head counts revealed that a few cadres were missing from the camps. A leader of the pro-peace group, Jiten Dutta, while accepting that some amount of frustration is bound to creep in among a section of the cadres, denied that some of them have fled and re-joined the outfit. A central intelligence official based in upper Assam said, “Some other cadres, too, are planning to return to the outfit frustrated over the slow progress of the peace process.” Inputs from local sources indicated that the outfit has begun a fresh recruitment in all the three upper Assam Districts of Sivasagar, Jorhat and Golaghat. In a written reply to Lok Sabha (Lower House of Parliament), Minister of State for Home Affairs Radhika V. Selvi said the Centre receives inputs about ISI involvement in the northeastern States from time to time. "Inputs received from time to time indicate that some underground/insurgent groups operating in the northeastern States have links with Pakistan’s Inter-Services Intelligence (ISI) and that the ISI is providing assistance to them by way of logistic support and training etc," she said. The Iboton Modern School at Wangoi in a press release said that somebody calling himself as Meiraba and claiming to be the Thoubal ‘division in-charge’ of the Military Council (MC) faction of the Kangleipak Communist Party (KCP) served a demand note of INR 200000 to the school through its ailing secretary Y. Megha Singh and the school warden, reports Imphal Free Press. The release added that militants in the evening of December 24 also collected INR 8,100 from the secretary and the warden, saying that was the percentage cut from the salaries of the teachers and staff of the school. They also collected seven mobile phone handsets belonging to the family of the secretary and teachers of the school. The unidentified militants asked the school authorities to be present whenever the group called them for ‘questioning’, saying they would be inspecting all schools in the State before the ensuing metric examinations, and would as a warning be ‘awarding capital punishment’ to some teachers. The school was also told to publicise the intent of the group in local dailies for a few days continuously on threats of dire consequences for non-compliance. Meanwhile, an unidentified caller claiming to be a cadre of the KCP-MC informed media persons that the matter had nothing with the outfit and it would be hunting down the imposters.

According to Telegraph, Police on December 28 arrested two National Democratic Front of Bodoland (NDFB) cadres, including a woman, who were allegedly involved in the October 30 serial bomb blasts in Assam. Superintendent of Police in the Goalpara District, Akhilesh Singh, said the duo was among six persons arrested on December 27 in connection with an extortion case from Soulmari of the same District. Singh said interrogation of the arrested persons led to the revelation that Aghai Basumatary, a ‘sergeant’, and Jayanti Brhama, a ‘sergeant majors’, were involved in the bomb blasts. “Aghai had actually assembled the bomb that was placed in Ganeshguri,” said Singh, adding that Jayanti was “indirectly” involved in the Kokrajhar and Barpeta Road bomb blasts. Aghai had confessed that the instructions to carry out the blasts had come from NDFB leader Ranjan Daimary with whom he was close, Singh said. Aghai told the Police that he was handed over the materials for making the bomb in Guwahati by another person. Aghai is an expert in handling explosives. Both Aghai and Jayanti had undergone training in Bangladesh and Bhutan, Singh added.

Crime Investigation Department (CID) on December 28 submitted a charge sheet against 12 persons for their alleged involvement in the Agartala serial blasts on October 1, reports Assam Tribune. The investigation revealed that the All Tripura Tiger Force (ATTF) had carried out the serial blasts. Of the accused, Dinesh Debbarma, Bikash Debbarma, Sachindra Debbarma, Kumariya Debbarma, Santanu Chowdhury, Budhi Debbarma and Amal Acharjee are in judicial custody. Five others, including four of them identified as Satyaranjan Debbarma, Jagadish Debbarma, Rajendra Debbarma and Baman Debbarma, are still at large. All the accused persons were charged under Sections 326, 307, 427 of Indian Penal Code (IPC) and Arms Act.

A senior militant of the United Liberation Front of Asom (ULFA), identified as Hasmut Ali alias Jahangir Ali, surrendered before the East Garo Hills District Police at Bajengdoba in the morning of December 29, according to Shillong Times. He laid down an AK-81 assault rifle, a hand grenade, three magazines and 71 rounds of AK ammunition. The militant was trained at several ULFA camps in Bangladesh bordering Garo Hills, and was made a ‘lance corporal of the 109 battalion’ of the outfit. He belonged to the 2006 batch of ULFA militants. The report adds that the ULFA has time and again been using the Garo Hills area for safe passage to and fro Bangladesh.

A Kanglei Yawol Kanna Lup (KYKL) hideout was neutralized when an encounter took place between militants and a combined team of the Army and the Bishnupur District Police at Tharopat in Ngaikhong Mamang Leikai of Loktak lake area on December 31, reports Imphal Free Press. Army sources said automatic weapons, assorted ammunition, explosives, landmines, improvised explosive devices (IEDs), Chinese grenades and propaganda material including pamphlets and CDs were recovered. The recoveries included two AK-56 rifles, 12 AK magazines, 174 rounds of 7.62 mm ammunition, 177 rounds of AK-56 ammunition, 50 rounds of .22 ball ammunition, 20 UBGL grenades, 15 anti-personnel mines, one Chinese grenade, eight sets of combat uniform, one television, one generator, six gas cylinders, IED material and explosives, ruck sacks and pouches along with other war like stores and three country boats.
