According to Press Trust of India, the proscribed United Liberation Front of Asom (ULFA) has formally responded to the peace offer of the Centre. A letter written by the ULFA ‘chairman’ to the National Security Advisor has been forwarded to the Prime Minister’s Office (PMO), mediator Indira Goswami said in New Delhi on July 1, today. "The ULFA Chairman Arabinda Rajkhowa formally responded to the peace initiative of the Prime Minister's Office. I handed over the sealed letter addressed to National Security Advisor M K Narayanan to two PMO officials at my residence yesterday," Goswami said. Narayanan had sent a letter to the ULFA a few weeks back asking them to come for talks. Goswami claimed that the banned outfit would send another letter to the Prime Minister soon.

According to Sentinel, the Adivasi Cobra Force (ACF), which has rechristened itself as Adivasi Cobra Military of Assam, has extended its unilateral cease-fire for a period of six months with effect from July 1. The outfit’s commander-in-chief, Kanhu Murmu, in a statement said that the ceasefire which began from September 1, 2001, would pave the way for talks with the Union and the State Governments to fulfill the outfit’s demands.

Meanwhile, the Kuki Movement for Human Rights (KMHR) has sought the intervention of the Prime Minister to stop illegal tax collection, killing of domestic animals and alleged threats to villagers in the Tamenglong district by cadres of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). In a letter, the KMHR complained of continued imposition of tax and violation of the "ceasefire ground rules" by the outfit despite the matter being brought to the notice of the Prime Minister repeatedly.

Muivah told the press before leaving that he is hopeful of a peaceful and honourable settlement of the Naga conflict. He said, "The time will come soon... The Indian side knows that without a solution, there will be endless problems. We too are equally determined to solve the problem." 195 Bru National Liberation Front (BNLF) militants, including the outfit’s president Surjya Moni Reang and general secretary Solomon Prophul Ushoy, surrendered before the Mizoram Home Minister Tawnluia at the Sidan transit camp in West Tuipuibari on July 25. Apart from 195 militants, 62 of their family members also surrendered. The arms deposited included two self-loading rifles, two AK-56 Universal Machine Guns (UMG), two Chinese rifles, one AK-47 rifle, one US made M 16 rifle and two .303 rifles. Telegraph reports that on July 30, the Union Government and the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) decided to extend the ceasefire in Nagaland for six more months, beginning July 31. A joint statement issued after two days of talks in Amsterdam said both sides "reaffirmed the need to extend the ceasefire and to intensify the peace process". But it also noted, "as the NSCN intends to hold extensive consultations with the people, the ceasefire is formally extended for a period of six months, whereafter it will be extended further." K. Padmanabhaiah, Delhi’s special representative for the peace talks, stated that "on our part, we were prepared to extend the ceasefire by one more year as usual. But then the NSCN-IM leadership felt that it wanted to consult various shades of Naga opinion. So they said in the first instance they would agree to extend the ceasefire only by six months."
