In the aftermath of the PLA’s attack on Security Forces (SFs) between S Kotlen and Torbung Bangla along Tidim road under Churachandpur Police station on February 26 in which one trooper was killed and three others injured, the SFs have been threatening local villagers demanding handover of PLA cadres taking shelter there, the Revolutionary Peoples Front (RPF), the political wing of PLA alleged. The Indian military was threatening the local villagers as they were unable to face the PLA. It is an attempt to use civilians as their human shield, claimed a press release issued by the outfit’s publicity secretary Roben Khuman.

Three militants belonging to the People's Revolutionary Party of Kangleipak (PREPAK) were arrested along with explosive materials during a search operation by Police commandos from Bashikhong area in Imphal East District on March 2, reports the Times of India. The three PREPAK cadres were identified as N Inao Singh (32), Ngangbam Mangal Meitei (29) and Ngangbam Inaocha Singh (38). Highly explosive materials, including three plastic explosives Kirkee (PEK), two China-make hand grenades and a remote-controlled device were recovered from their possession, sources said. During the interrogation, they confessed to the police that the explosive materials were handed over to them by a senior cadre of PREPAK identified as Dinesh Singh, who is now allegedly staying in an interior part of Myanmar, sources said.

The Times of India reports on March 5 that in a dramatic change of central forces' deployment in insurgency-hit Manipur, the Assam Rifles (AR) is likely to replace the Army in internal security operations. "Now, the Assam Rifles guarding the border areas will be replaced by the Border Security Force (BSF) and the Assam Rifles will only be engaged in internal security work from next year," a source in the Defence Ministry said. Earlier, the BSF guarded the border areas, including Moreh, before it was replaced by the Assam Rifles. Likewise, the border areas guarded by the Assam Rifles will be looked after by BSF from 2014.

Kanglaonline reports that 27 Assam Rifles recovered 100 kilograms (kg) of explosives (ammonium nitrate) on the intervening night of March 5 and 6 from a vehicle. A Press Information Bureau (PIB) - Defence Wing press release said, the civil vehicle was searched and 100 kg of explosive (ammonium nitrate), three pistols with live ammunition and 1290 detonators were recovered. “The explosives would have killed hundreds of innocent Manipuris and Indians in various areas of India where this dangerous consignment was intended to be transported”, it said. Preliminary investigation revealed that this dangerous consignment started from Aizawl (Mizoram) and was heading for Thinghat (Churachandpur District) where it was to be handed over to some valley based insurgents groups. The suspected militants from whom the explosives were seized have been identified as H Vantal Biak and Thangzalunmang.

Addressing the State assembly, the governor said three insurgent groups — United Revolutionary Front (URF), Kangleipak Communist Party-Lamphel (KCP-Lamphel) and Kanglei Yawol Kann Lup–Military Defence Force (KYKL-MDF) — have entered into agreements with the union and State governments. The governor said the state government with the union government has signed the extension of suspension of operations (SOO) agreement with Kuki outfit, United People’s Front (UPF) and offered to sign a similar agreement with another Kuki outfit, Kuki National Organisation (KNO). Jagat appealed to the KNO to come forward and sign the SOO agreement along the lines of UPF and asked the civil Kuki organisation, Kuki State Demand Committee (KSDC), demanding a separate Kukiland, to desist from calling frequent bandhs and blockades which affected the common man. Official sources said peace talks with URF, KYKL-MDF AND KCP-Lamphel would begin soon since the three had signed agreements with the Government under which the forces would suspend operations against them. They said both central and State Government forces had stopped operations against UPF since it signed the agreement with the Government some years ago. Talks for a settlement with the outfit, demanding creation of Kukiland, have already begun.

The chairman of the organisation, Pelen Kuki, said, several Kuki revolutionary groups have been set up, but unfortunately, the spirit of their revolutionary movement became meaningless with signing of Suspension of Operation (SoO) with the Government, he added. He pointed out that SoO is the strategy to suppress the true revolutionary movement of the Kukis and create enmity among the people of Manipur and Kuki society in particular. A spokesman of United Peoples Front (UPF), one of the two conglomerates of Kuki armed groups under SoO pact, told The Sangai Express that the proposed political dialogue was put off repeatedly because of the Assembly elections in Tripura, Nagaland and Meghalaya. As the elections of the three States are now over, UPF would urge the Government of India to initiate political dialogue. One hundred and ninety-seven cadres of United Revolutionary Front (URF), Kangleipak Communist Party (KCP) and two factions of KYKL laid down their arms on February 13. The result is a part of a major initiative being taken by the Ministry of Home Affairs and the Government of Manipur to rehabilitate militants fighting against the State, UHM, Shinde said. The URF, comprising various factions of KCP and its military wing, Manipur Army (MA) have agreed to the surrender of its cadres within the next three months, Shinde told reporters here during a monthly press conference. About 80 cadres of two factions of KYKL— Athouba and Achouba— will surrender over a period of three months, UHM, Shinde said.

During a recent visit to New Delhi, a 13-member ADC delegation met many central leaders and highlighted their woes. The ADC members are demanding adequate devolution of powers with respect to central schemes and the 26 subjects (government sectors) provided under the provisions of the Manipur (Hill Areas) District Council (Third Amendment) Act 2008. They also want a separate budget for the six ADCs. "Since the state government ignored our demands, we went to New Delhi and met many central leaders between February 22 and March 9," said ADC coordinating committee secretary Hemjathang Khongsai. "The central leaders took serious note of the issue and assured to intervene in the matter to ensure our legitimate demands are complied with by the state government soon," he said at a media conference at Imphal on March 14. He said equal development in the State can take place only when powers are devolved to the local bodies in the hill districts.

The representatives of the Manipur government had also reportedly stated that the demand for the `Alternative Arrangement` for the Nagas in Manipur was beyond the brief and mandate of the team and that could be taken up only at the political level and that they would like the `tripartite talk` to examine how equal development could be brought to the hills. Havildar Dumar Bahadur (38) was killed on the spot while Havildar Thakur Singh, Rifleman Apan Jokkam and Rifleman Upendra Nayak sustained multiple injuries. According to reports, the two IEDs were planted on the road sides near Prayer Hill which is located around two and half kilometres away from Kundong Lairembi temple towards Imphal along National Highway 2. The bombs were triggered using a remote control device from a distance of around one and half metres away when the personnel of 9 Assam Rifles under Head Quarter 26 Sector posted at Moreh who were on Road Opening Patrol (ROP) duty reached the area. Notably, UPF and Kuki National organization (KNO) are two conglomerates of Kuki armed groups which are under tripartite Suspension of Operation (SoO) pact involving the Government of Manipur and the Government of India. ZRO is a constituent member of the UPF, ZRO ‘external affairs secretary’ Calvin and ‘home secretary’ Khuptang on March 17 decried that the tripartite peace process is too slow. Claiming that ZRO alone has more than 400 cadres, Calvin and Khuptang informed that around 100 cadres are staying in the Mulvai designated camp while the remaining cadres would be housed at the designated camp being constructed near Thanlon. Briefing media persons at their Daitwi base camp situated along Indo-Myanmar border on March 25, KNF-N spokesman KS Elson said that Nehlun Kipgen set up KNF on March 18, 1987 in a village near the Indo-Myanmar border. Since then KNF has split into three/four factions thereby creating a confusing situation to the people. Nevertheless, KNF-N has been following the ideology of Nehlun Kipgen to secure a Kukiland as desired by the late leader, stated KS Elson. KNF-N is not an organisation set up anew. It is camping separately as an independent organisation body so that it can strictly abide by the ideology of KNF. KNF-N is not a party to the Suspension of Operation (SoO) pact, he clarified.
