East Khasi Hills Police arrested three persons, two of them women, and seized fake Indian currency notes (FICN) valued at INR 143,000 in East Khasi Hills District on July 1, reports The Telegraph. The seizure was made after a Police team carried out checks on some suspicious vehicles on getting information that fake currency notes were being circulated in Shillong. A press release issued by East Khasi Hills Superintendent of Police (SP) M. Kharkrang said a car was intercepted at Lad Smit on National Highway 44 and FICN amounting to INR 143,500 were found inside the vehicle. The arrested persons were identified as Chemi Phawa (26), of Myntdu village in West Jaintia Hills, Teimon Chyrmang (40), of Jalaphet and Lorisloma Siangshai (37), of Wapung Skur, both in the East Jaintia Hills.

Newly appointed Director General of Police (DGP), SK Jain asserted on July 1, “relentless and vigorous” operations against militants and criminals would continue in Meghalaya, reports The Assam Tribune. Acknowledging the good work done by former DGP, Rajiv Mehta, Jain said, all past initiatives would be carried forward as the mission of organisation has not changed. “Hope the standards would be maintained and we would try going further ahead,” Jain assured. Spelling out his future priorities, Jain said, the police would ensure militants and criminals are “neutralised and bow” before the law of the land and the security apparatus through continued operations.

The Border Security Force (BSF) arrested 13 Bangladeshiinfiltrators at Mahadev in South Garo Hills District on July 3, reports The Sentinel. “After the recent atrocities against Hindu minorities in Bangladesh, it appears to be a case of migration of persecuted Hindus across the international border,” a BSF press release said. In the wake of recent terror attack in Dhaka, the BSF in Meghalaya has also augmented its manpower at the border, keeping in view the possibilities of illegal migration and trans-border movement. The security agencies in Bangladesh have also launched operations along some border areas. Following the crackdown, some elements may attempt to escape from Bangladesh to hide in forested areas in India, the release added. Indian Currency Rs 5,000 and two mobile phones with BD SIM were seized from the infiltrators.

After a brief lull, cases of abduction in Garo Hills region have again gone up, reports The Sentinelon July 10. Two cases of abduction were reported in the last three weeks.In the last few months after a large number of Garo National Liberation Army (GNLA) and cadres of other militant outfits surrendered to the Police, cases of crimes including abduction saw a drastic dip, report added. According to Police, in both the cases they suspect the involvement of Bangladeshi nationals assisted by Indian nationals. In the case of the abduction of the father of a Catholic priest, it was reported that assailants took him into neighbouring Bangladesh. It may be mentioned that there are more than 100 gaps in the 443-kilometer-long Indo-Bangladesh border in Meghalaya. Apart from those, there is a stretch of 93 kilometres of unfenced border.

Meghalaya Police on July 11 made an attempt to strike a cord with civil societies and church organisations for better policing and reinstate confidence in the minds of the people, reports ANI News. The interactive meeting led by Deputy Inspector General (DIG)-Western Range, S.S. Kynjing laid its thrust on suggestions and corrective ways for enabling police - public relation. It was attended by prominent civil organisations like Garo Students Union (GSU), Association for Democracy and Empowerment (ADE), among others.Superintendent of Police (SP) West Garo Hills Mukesh Singh said that interaction with various stakeholders was important to create a bonding between police and civil societies. Speaking at the meeting president of GSU Tengsak Momin said, "If release of funds to the surrendered cadres is delayed it will create frustration, which will be detrimental to the peace process". Momin also sought attention on ways to break the ice for talks with Garo National Liberation Army (GNLA). "GNLA has a pre-condition for talks but government says it is against any condition. In such a scenario, how can a solution be achievement," he added.

North Garo Hills Police in a joint operation with Army arrested the ‘area commander’ of Liberation A’chik Elite Forces (LAEF)Rohit Marak from Rajabala area in the North Garo Hills District on July 11, reports The Shillong Times. North Garo Hills District Police chief Raghavendra Kumar said that Marak is also wanted by Assam Police due to his involvement in several cases in the neighbouring state. Police recovered some demand notes and seals from his possession. Marak is the prime accused in the abduction of an auto driver from Krishnai in the Assam-Meghalaya border. He was also arrested 2013 following an encounter but managed to escape from Goalpara civil Hospital in the same year.

The consortium of 13 pro-ILP (Inner Line Permit) pressure groups have asked Chief Minister Mukul Sangma to convene a meeting at the earliest to give a clarification on the status of the move to set up entry and exit points in the State, besides certain clarifications on the Tenants Verification and Regulation Bill and the Amendment of the Benami Transaction Detection and Prohibition Bill, reports The Shillong Times on July 15. In a memorandum submitted to the Chief Minister, the Khasi Students Union (KSU), Federation of Khasi Jaintia and Garo People (FKJGP) and Hynniewtrep National Youth Front (HNYF), on behalf of the group, expressed concern over the slow progress in setting up of entry and exit points and the delay in implementation of the Tenants Verification and Regulation Bill and the Amendment of the Benami Transaction, Detection and Prohibition Bill, aimed at regulating influx. The pressure groups sought clarification on the status report of the exit and entry points, currently being referred to the SIA (Social Impact Assessment) besides a clarification on the Tenants Verification Bill which has been referred to the Select Committee of the Meghalaya Legislative Assembly. “To our knowledge, there has not been even a single meeting to discuss the draft Bill,” the pressure groups claimed.

Following intelligence inputs about Garo National Liberation Army (GNLA) making attempts to reinforce its cadre strength in the wake of recent mass surrenders, Police launched an operation and foiled their attempt by intercepting their movement and picked up three persons from the home of the ‘deputy commanderinchief’ Toding Marak alias Rupanto at Nengmandalgre village, across Williamnagar town in East Garo Hills District on July 15, reports The Shillong Times. When they were questioned they reportedly failed to give a ‘credible’ answer for their stay at the house despite coming from two different areas of Garo Hills. One of the men hailed from Tura region while the other two belonged to Raja Apal village of Bajengdoba in North Garo Hills. All three young men along with the GNLA leader’s wife, identified as Merry Mercy D Shira of Nengmandalgre, were taken to Williamnagar Police Station for further questioning where one of them spilled the beans on the recruitment process. The recruit was identified as Singsrang M Sangma of Tura Hawakhana locality, while the other two, Sengbrap D Shira and Sengsrang D Shira, had been dispatched by Rupanto to bring him to a training camp established by the GNLA somewhere in the Durama Hills range. They had been directed to take refuge at the home of Rupanto’s wife before heading into the Durama forests when Police closed in on them.

Police in the presence of a magistrate exhumed the fully decomposed body suspected to be of Damankhraw Wanniang (25). Superintendent of Police (SP), M Kharkrang said that a woman lodged a missing complaint regarding her son Wanniang on June 27. On July 7, she received a call informing that her son is in the custody of the caller who demanded INR 3 million for his release, Kharkrang said. Police immediately took up the investigation and arrested five suspects, identified as Klemenroy Nongtri of Mawlai Nongkwar, John Fishal Lyngkhoi, a Hynniewtrep National Liberation Council (HNLC) cadre arrested earlier, of Mawlai Mawtawar, Richard Wahlang of Mawlai Nongkwar, Shanborlang Rani of Mawlai Syllai Kariah and Kitboklang Kharsyntiew of Mawiong. Acting on the leads provided by the arrested persons, Police had recovered the body.

Biplab Dhar (40), resident of Chaipani in Dalu, was abducted at gunpoint on July 8 while selling his products at Dumnikura weekly market of south Garo Hills District. A key Garo National Liberation Army (GNLA) figure, instrumental in guiding the militants from the Independent faction of United Liberation Front of Asom (ULFAI) into rebel camps in Garo Hills for training and shelter using secret jungle routes is now in the custody of Meghalaya Police following his arrest along with three ULFA cadres, a week ago in Upper Assam, reports The Shillong Times on July 20. He was handed over to the Garo Hills Police by Assam a few days back. The arrested GNLA militant, Saltiush N Marak, who hails from Belabor village of Dalu in West Garo Hills District, had been playing a pivotal role in strengthening the bond between the GNLA with the Assam rebel group and Meghalaya Police have been on his trail ever since intelligence revealed that Saltiush prepared the coordinates for the visit of the high profile and elusive ULFA ‘commander’ Dristi Rajkhowa to a major GNLA camp in the Durama Hills in 2013. Rajkhowa is one of the staunchest supporters and ally of ULFA chief Paresh Barua, who operates from the jungles of Myanmar.

The Meghalaya Government held a review meeting on July 20, over the progress of the comprehensive mechanism to deal with the issue of influx in the state, reports The Sentinel. Chief Minister (CM) Dr Mukul Sangma who chaired the meeting said that he was optimistic that the setting up of infrastructures for the proposed entry/exit points will soon kick-off. “Initiatives are on to ensure infrastructures in the entry/exit points start happening,” Sangma said. According to CM Sangma, the departments have also been directed to complete the auditing with regards to their wherewithal and whether they are capable of implementing the responsibility assigned to them. Asked on the status of the land acquisition, the CM informed that the Government has so far received the social impact assessment (SIA) report on in respect of Malidor in East Jaintia Hills District. He added with regards to the different sites, the SIA reports are still being awaited by the government.

. On July 28, a special patrol of the BSF, deployed at Maheshkhola in South Garo Hills District, arrested Kamrul Islam, hailing from Sunamganj District in Bangladesh. Among others, the BSF troops recoveredFICN amounting to INR 27,000 from Islam who was allegedly illegally entering India from Bangladesh by taking full advantage of the unfenced border. "Islam revealed that he had been involved in smuggling of liquor and forest produce from India to Bangladesh earlier. Subsequently, he came in contact with some Bangladeshi criminals who were involved in smuggling of cattle and fake notes. He was lured by them for getting more profit and money. So he started cattle and currency smuggling," a BSF official said. "Fake Indian currency notes and cattle smuggling are closely linked as these notes are being used for making payments for the items smuggled from India to Bangladesh. Unfortunately, Bangladeshi cattle smugglers are being used as couriers of fake notes into India," the official said.

West Jaintia Hills Police arrested four persons, including a village headman, for their alleged involvement in several extortion cases in Jaintia Hills District, reports The Shillong Times on July 29. According to sources, the arrested persons had also attempted to hurl a hand grenade inside a cement plant in East Jaintia Hills after the company refused to pay the money demanded by them. The arrested headman of Umsku village under Amlarem Subdivision, identified as Rit Lakashiang, is a surrendered cadre of the Hynniewtrep National Liberation Council (HNLC). Police informed that Lakashiang surrendered along with the HNLC founder chairman Julius Dorphang. The three other arrested persons are Perly Pohlong of Muktapur, Waimin Tongper of Sohkha and Deimon Dhar of Kyndongtuber village.

The unidentified victim, who goes by the name of Bunty, is believed to be a resident of Assam. He was driving a truck when he was stopped near the village and taken at gun point. Police suspect the abduction to be the handiwork of a group of criminals from Bangladesh with support provided by their Indian counterparts. The abducted driver has allegedly been taken to Bangladesh. “We launched a rescue operation immediately after coming to know of the abduction. We suspect he may have been taken to Bangladesh”, said Superintendent of Police (SP) of South Garo Hills, Anand Mishra.
