The National Investigation Agency (NIA) is set to seize the property of alleged Indian Mujahideen (IM) operative Tahseen Akhtar alias Monu, accused of involvement in bomb blasts, after he failed to surrender within the stipulated deadline, police said on December 1, reports Business Standard. Akhtar, considered the mastermind of several bomb blasts, including in Delhi, Mumbai, Patna and Bodh Gaya, is a resident of Maniyarpur village in Samastipur District of Bihar. "The NIA team is likely to reach Akhtar alias Monu's village to attach (seize) his property on Monday [December 2] as he failed to surrender after a special court asked him to surrender till Nov 30 or else his property would be attached," a District police official said.

Mumbai’s four Maharashtra Control of Organized Crime Act (MCOCA) courts, which handle cases of organised crimes like terror and extortion, will now operate from the premises of Mahalakshmi's Arthur Road jail, Mumbai Mirror reports on December 3. The move was initiated due the lack of security and space in the sessions court premises, which came to light during the recent escape of alleged Indian Mujahideen (IM) operative Afzal Usmani, who escaped from the court in September.

A Medical doctor, Sabeel Ahmed from Bangalore accused in the 2007 plot to bomb Glasgow (London, UK) airport but released and deported to India after he admitted withholding information has now been named in an National Investigation Agency (NIA) investigation into an alleged Lashkar-e-Toiba (LeT) linked conspiracy to recruit young Muslims for "jihadi activities", Indian Express reports on December 3. Ahmed was accused by British authorities of withholding information about his aeronuatical engineer brother Kafeel Ahmed's June 2007 suicide mission to drive a jeep with explosives into the Glasgow airport. He has now been identified as the Karnataka man nicknamed as "Motu Doctor", accused number 21, in a chargesheet filed by the NIA into an LeT conspiracy to recruits youths from Bangalore, Hyderabad, Hubli and Nanded for "jihadi activities".

Border Security Force (BSF) shot dead a Pakistani smuggler and injured his two accomplices near Udhar Dhariwal border outpost at the international border (in Rajasthan) when they were trying to smuggle narcotics on December 2, reports The Times of India. BSF Deputy Inspector General (DIG), Amritsar Sector, M.F. Farooqui said all three Pakistani smugglers had managed to cross international border and a subsequent search operation revealed a body of one lying in Pakistan territory. BSF also seized 14kg heroin, valued around Rs 70 crore in the international market, two shawls and a packet of cigarettes. Sources informed that Pakistan-based smugglers now come equipped with lethal weapons. "We can't rule out the support of Pakistan Rangers to them since they have hardly arrested any of them," said BSF sources.

In a bid to prevent a November 26, 2008 (26/11) like situation in which Mumbai Police were unfamiliar with the layouts of the Taj Mahal, Trident hotels and Nariman House when terrorists struck and then holed up for nearly 48 hours, the City Police are putting the Quick Response Team (QRT) personnel through a training module to acclimatise them with the internals and externals of 152 vital installations, Pune Mirror reports on December 3. Deputy Commissioner of Police (Special Branch) M.B. Tambade commented, “The QRT is conducting recces and mock drills at sensitive installations. In case of private institutions, we give written instructions regarding loopholes in their security plans to their owners. The list, refreshed recently, places 16 installations including the Dagdusheth Temple, Lal Deval, the Osho Commune, Chabad House in the hypersensitive category, as well as several Defence installations such as the National Defence Academy, Southern Command headquarters, Defence Research and Development Organisation (DRDO) among others. “The team will have an edge over the adversaries during crisis. The QRT is capable of responding to any crisis till NSG arrives,” an officer pointed out. A security audit of the installations is done every three months by the local police station and the Special Branch, State Intelligence Department (SID), Intelligence Bureau (IB) and the concerned authorities are apprised of the loopholes and effective measures are suggested, police said.

Six years after its coast was the scene of a terror plot against Mumbai in November 28, 2008 (26/11) terror events, Gujarat government is yet to strengthen port security, The Times of India reports on December 3. In a recent security audit by central security agencies, the Union Ministry of Home Affairs has pointed out serious lapses and recommended immediate action for to strengthen port security in the state. After the audit of 21 non-major ports in Gujarat, recommendations for improving port security have been made to the state government, shipping ministry, Indian Coast Guard and Navy. "The security of non-major ports is the responsibility of the state government. Gujarat Maritime Board's (GMB) ports are being manned by Gujarat Industrial Security Force (GISF) while private ones are manned by private security agencies. Seven non-major ports have armed contingents of State Reserve Police (SRP). The central government is responsible for Kandla Port's security," said an official. Even the Comptroller and Auditor General (CAG) of India recently slammed the Gujarat government over poor implementation of the centrally-sponsored Coastal Security Scheme, which envisaged strengthening infrastructure for patrol and surveillance of coastal areas.

The increasing use of an exclusive and underground Voice-over-Internet Protocol (VoIP) application by suspected terrorists has increased concern among the Indian security establishment which believes it to be a creation of the Pakistani spy agency Inter-Services Intelligence (ISI), Hindustan Times reports on December 3. The clandestine, Skype-like application being used by suspected terrorists is hosted on anonymous servers, hidden behind security walls, that operate underground and cannot be intercepted through legal means. The recent annual meeting of the Directors General of Police (DGPs) was told that this anonymous platform was probably developed by the ISI for communication between terror outfit Lashkar-e-Toiba (LeT) cadres and their handlers. The access to platform is restricted to those who have been allotted a login and password, according to officials familiar with the developments. Indian Mujahideen's (IM) arrested ‘India operations chief’ Yasin Bhatkal, while sitting in Nepal, was using VoIP platforms to contact his associate Riyaz Bhatkal, who is in Karachi, Pakistan. The ISI developed VoIP service has been in use for more than a year. "There are software available to develop private and exclusive VoIP service. It is quite possible that the ISI may have tweaked the software to suit its requirements. Such kind of service is always distributed on many servers and kept anonymous. Usually security layers of VPN or virtual private network and proxy tunnels are used as an additional security," says Dhruv Soi, director of Torrid Networks, a cyber security company.

The National Investigation Agency (NIA) was asked on December 2 by the Delhi High Court to file its response on the bail applications of two suspected operatives of terror outfit Indian Mujahideen (IM), identified as Imran Khan and Syed Maqbool facing trial for their alleged involvement in hatching a conspiracy to carry out terror strikes in the country, according to Deccan Herald. They were arrested in connection with various terror strikes carried out by the militant outfit across the country. The two accused has sought setting aside trial court’s September decision, which had dismissed their bail applications.

The number of arrest of smugglers on the Indo-Bangladesh border has gone up this year (2013), while that of death in firing has declined, Border Security Force (BSF) said on December 2, 2013, reports Business Standard. In 2013, 4,879 illegal entrants and smugglers were arrested while the figures for 2012, 2011 and 2010 stood at 3,470, 2,683, and 2,886, respectively, BSF Additional Director General, East, B.D. Sharma said. The seizure of Fake Indian Currency Note (FICN), ganja and heroin has also gone up this year. FICN with face value of around INR 78,31,300; 6,353 kg of ganja and 32.030 kg of heroin have been seized by the BSF. Asked if the number of illegal migrants have increased because of political unrest in Bangladesh, Sharma replied, "No we don't think so." Asked whether action has been taken on the list of camps and criminals provided to the Border Guards Bangladesh (BGB), Sharma said, "Yes we have given the list. But it is very difficult as the bordering areas are mainly covered by forests. So it is also tough for them too."

These are some of the admissions that the home ministry will make during a discussion on the blasts in the upcoming India-US Homeland Security Dialogue scheduled for December 4 in Delhi. In the document prepared for the occasion, Government has admitted that as "there was no standard operating procedure (SOP) to handle terror attacks, securing the crime scene and starting systematic investigation became a tough job for the police department." This led to a large number of people overrunning the crime scene even before police could begin investigations, the document says. Listed as a case study for "response to mass casualty events", the blasts will be discussed by top police officials from India and the US in terms of disaster preparedness, securing of blast site and evidence collection. To make matters worse, the document points out, there was no coordination between various agencies such as CID, CI Cell, NIA and Octopus, investigating the case. "Each agency started picking up evidences from the scene. Evidences collected by various agencies were not shared with local police or with each other. Each agency wanted to single-handedly investigate the case," the document says. On part of administrative lapses and disaster preparedness, it says the government hospitals were not equipped to handle such mass casualty situations. Shifting of patients to private hospitals also created consfusion, it says. The document specifically criticizes VIP visits to the crime scene within two hours of the blasts. The document says it "put additional burden and stress on local officers". The resulting traffic congestion prevented ambulances from reaching the site in time. It is also critical of media saying real-time airing of the story led to speculations and blame-game among various agencies.

The prosecution sought the contempt proceedings during December 5 hearing of the Mumbai case by Anti-Terrorism Court at Adiala Jail in Rawalpindi. A witness was also cross-examined during the hearing. “One witness was cross-examined and our prayer (for contempt proceedings) will be taken up at the next hearing on December 11, 2013” Azhar said. The new lawyer Raja Rizwan Abbasi of the seven accused, including Lashkar-e-Toiba (LeT) ‘commander’ Zaki-ur-Rehman Lakhvi, told a news conference in Islamabad that the evidence provided by India was a ‘sham’. “The dossiers provided by India are information and not evidence as needed by the court. The evidence provided by India is sham,” Raja Rizwan Abbasi said. Prosecution sources said they would not react publicly to Abbasi’s claims but would take them up legally. Lakhvi, Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younas Anjum were arrested in July 2009 for their alleged role in the Mumbai attacks. Pakistan has acknowledged that the conspiracy behind the attacks was hatched on its soil. However, it claimed India has not provided enough evidence for action against the accused, a charge vehemently denied by New Delhi.

It would help augment patrolling along the east coast, keep track of vessels and boats in Indian Coast and prevent infiltration, smuggling and other illegal activities.” The chain of static sensors would ensure near gap-free electronic surveillance of the entire Indian coastline up to 25 nautical miles from the coast, he added. Pattnaik further informed that high end surveillance gadgets such as frequency diversity radar, electro-optic sensor, VHF sets, global positioning system and metrological equipment have been installed at the light house. It will monitor the movement of vessels and boats of fishermen by taking their video within 25 nautical miles off the coast. The agency has named Sultan Armar, Shafi Amar, Mohd Hussain Farhan, Afeef Mota, Salim Ishaqi, Anwar alias Noor and Abdul Wahid Siddibapa of Bhatkal, Karnataka. All of them were either in Pakistan or other Middle East countries. The three from Azammgarh, Uttar Pradesh have been identified as Abu Rashid Sheikh, Mohammad Rasid and Sadab Ahmed. Hyder Ali, also an accused in October 27, 2013 Patna and Bodhgaya serial blasts of July 7, 2013, has also been named. Yasin was said to be instrumental in motivating and recruiting them. According to DRI, the consignment had come from the United Kingdom and was headed to India before it was intercepted with help from local agencies. On June 22, 2013, DRI had similarly apprehended a courier with INR 30 lakh in fake currency addressed to a Delhi restaurant. The courier had been sent from China's Shenzhen province. Two days later another consignment of comparable value was apprehended at Birganj in Nepal. This consignment had come stuffed in electronic dolls from Hong Kong. The development had rattled intelligence agencies as it pointed to the fact that Pakistan's spy agency Inter-Services Intelligence (ISI) had developed well-entrenched footprints in China and could push in more than just FICN in days to come. ISI has already made its presence felt in China's restive Xinjiang province and China has openly criticized elements in Pakistan for fanning terrorism in the region. DRI DG Najib Shah said, "We never thought FICN could be pushed through China but we apprehended two consignments in matter of days. Now we see it is being pushed through Cambodia. These are all cause for concern as FICN cartels are devising new ways and routes as authorities become strict on traditional routes of Nepal and Bangladesh. Terror threats to the dam had cropped up during a high-level intelligence meeting held at the state Police headquarters. The meeting, presided by director general of police (DGP) Sanjay Kumar was attended by officials of the central intelligence agencies and crime investigation department. Intelligence bureau (IB), after evaluation of the security threat, had submitted a report to the state Police. Sources said the suspect, Mohammad Shahid was being supervised by another LeT old-timer from Mewat, Abdus Subhan, under directions from a senior Pakistan-based LeT ‘commander’, Javed Baluchi. While Subhan is at large, a diary listing some numbers, targets and code words was reportedly found on Shahid. Sanjeev Yadav, DCP special cell, said, "Towards the end of November, information was received that a known LeT terrorist, Javed Baluchi of Pakistan, had been in touch with a sub-module in Mewat, Haryana, and a conspiracy to strike in the national capital was being hatched". Subhan sources said, joined a LeT tanzeem (organization) in 2001 and was associated with a few LeT terrorists arrested in 2001. He was reportedly indoctrinating a number of Mewati youths having jihadi ambitions with Shahid's help. An attack was also in Delhi around December 4 but was postponed. Sources said, in an intercepted conversation between Subhan, Shahid and Baluchi, one of them said, "Shaadi ki taarik mukarar ho gayi hai (the wedding date has been fixed)", a reference to the terror strike. Security officials said LeT's activities in Mewat are a serious internal security concern. Given Subhan's long association with Lashkar, they are scanning all suspicious activities in Delhi and the nearby areas of Haryana and Rajasthan. He is said to have visited Pakistan twice in the past few years and trained in making bombs. The special cell first received information about Subhan on November 19, 2013. They tracked phone calls and found out that an attack was in Delhi around December 4, 2013. Shahid was picked up on December 7, 2013 and interrogated.

Rashid, who has been associated with LeT for over 12 years, has been to Pakistan several times for training and has also helped the organization with logistics while carrying out previous blasts. Rashid is an imam at a mosque in Ghaghas Village in Nuh District of Haryana's Mewat region. Police stumbled upon the fact that LeT is recruiting Mewatis after intercepting a call between Rashid and LeT ‘commander’ Javed Baluchi in Pakistan. Sources said Rashid was discussing terror plans, recruits and targets with Baluchi in code. Sources say a module planned to carry out an attack on December 4, 2013. However, the plan was postponed. Rashid's network is expected to be spread over Delhi, Haryana and Rajasthan. Asian Age reported on December 16 that LeT is conspiring to target some “high-value targets (HVT)”, particularly political leaders in the national capital, even planning their possible kidnapping, to secure the release of some top militants. Intelligence sources revealed that the responsibility for this operation has been assigned to Javed Baluchi, who is said to operating out of Pakistan occupied Kashmir (PoK). China spends about $123 billion on internal security and $119 billion on defence annually, the ministry told the panel. "The committee understands that China has a bigger economy than India as India's GDP is about one-fourth of China, but as far as our allocation for internal security is concerned, it is one-tenth of China's budget for internal security," the panel has noted in a report tabled in Parliament. The panel has recommended higher allocation to the ministry keeping in view the fact that India is facing internal security disturbances on several counts. The ministry told the panel that the internal security challenges in India were "much more complex" than in China due to various factors such as regional conflicts, religious fundamentalism, insurgency in different parts of the country, Jehadi terrorism, continued militancy in Jammu & Kashmir (J&K) and activities of anti-India forces across the borders.

There were 589 cases under Section 67 of the Information Technology Act, 2000, of obscene publications or transmission in electronic form during 2012 wherein 497 persons were arrested. “In addition, 259 cases of cheating through cyber forgery and 118 cases of cyber frauds were registered under Indian Penal Code provisions. Further, as per the information provided by Reserve Bank of India 6,034 frauds involving credit, ATM or debit cards were reported in 2013,” Deora said. To prevent frauds by social networking and matrimonial sites, the government has notified the Information Technology (Intermediary Guidelines) Rules 2011 under Section 79 of the Information Technology Act.

The investigation into an alleged Lashkar-e-Toiba (LeT) plot to attack Hindu elements that led to the framing of charges against 12 Muslim youths from Karnataka, Andhra Pradesh and Maharashtra has reached a dead end as eight more wanted persons, including several with links to an older generation of terrorist incidents in India, are based abroad, Indian Express reported on December 20. The authorities have issued Interpol Red Corner Notices for the arrest of the eight. An Interpol notice is also likely to be issued against a ninth missing person, identified only as Motu Doctor, when the National Investigating Agency (NIA) identifies him in the course of a supplementary chargesheet to be filed in a couple of months. Among the eight persons wanted in the Bangalore case is a man referred to by some of the accused as Professor who has been identified in the NIA chargesheet as Farhatullah Ghori, also an accused in the 2003 attack on the Akshardham Temple. Sources said he was in Pakistan and was a key link to extremist outfits there. Another wanted person is Mohammed Bhai alias Abdul Bari alias Abu Hamza, who is the main accused in a blast outside the Dilsukhnagar Sai Baba temple in Hyderabad in 2002 that killed two. He is in Saudi Arabia and is linked to the creation of the Muslim Defence Force in Tamil Nadu, a precursor to the emergence of the Al Ummah. Bari's brother Furkhan Bhai, Osman bin Siddiqui alias Abu Hanzala, an alleged financier of LeT networks in India, and Asad Khan alias Abu Sufiyan, who has a terrorist case record in Hyderabad, are the other wanted persons. They are from an older generation of alleged terrorists. The three others against whom Red Corner Notices have been issued are Abdul Majed, the youngest brother of Abdul Shahed, an LeT linked terrorist killed in Karachi in 2007, Usmane Ghane, a doctor and Mohammed Shahed Faisal, an engineer. Sources said dentist Imran Ahmed, who was arrested recently in the conspiracy case following his return from Saudi Arabia, had confirmed that the persons against whom Interpol notices have been issued were part of a group that frequently met in Saudi to discuss developments in India with regard to Muslims, among other issues. Earlier, Mohammed Akram, who is considered a key figure in the alleged LeT plot, had told investigators that the conspiracy was hatched in the course of meetings held with the Gulf-based individuals. Sources said further progress in the case would depend on the availability of the Gulf and Pakistan based men.

"The government has ensured that there was no repeat of 26/11 (2008 Mumbai terror siege) type of attack. Year 2013 witnessed four bomb blast cases. Hyderabad, Bangalore, Bodh Gaya and Patna suffered from terrorist incidence. I am happy to tell that Bangalore, Bodh Gaya and Patna blast cases have been solved," he said. "I assure the people of this great nation that the resolve of Government of India to provide safety and security to all cannot be challenged. The NATGRID data centre and other administrative infrastructure which will be completed in the next 30 months, inside a CRPF campus in south Delhi, will cost INR 2.34 billion. It will have some of the most modern ergonomics and will be armed with sophisticated gadgetry.

It was Yasin's idea to have a cartridge manufacturing unit for IM to be self-sustaining. His other colleagues, including Riyaz Bhatkal, approved of the plan in late 2010. Yasin's father-in-law, Irshad Khan, arranged for space to set up the factory and also supplied iron and brass. "The manufacturing cost of one bullet was estimated to be about Rs 3 and the same could be sold in the grey market for Rs 200," Yasin told Police. Once they started making their own cartridges in mid-2011, these were test fired near Yamuna opposite Shaheen Bagh (Delhi). In addition, on December 20, Yasin Bhatkal was remanded in Police custody till January 3, 2014 by a local court after the Delhi Police said it wanted to take him to Karnataka to unravel the conspiracy behind the September 13, 2008 serial blasts of Delhi, reports Economic Times. Meanwhile, Bhatkal's close aide Asadullah Akhtar was also produced before Additional Sessions Judge Daya Prakash and the special cell sought his custody in an another case related to the September 13, 2008 terror attacks. The Police told the court that both the accused were required to be interrogated to know about the whereabouts of some of the absconding members of the banned terror outfit. Five cases were lodged in connection with the September 13, 2008 serial blasts at Gaffar Market in Karol Bagh, Barakhamba Road in Connaught Place, M-Block Market in Greater Kailash and recovery of a bomb near India Gate. 13 suspected IM operatives are presently facing trial in the 2008 serial blasts cases.

Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, 2013, during his interrogation admitted that IM operatives, especially Tehsin Akhtar alias Monu, would target foreign tourists in Rajasthan, Delhi, Maharashtra, Goa and other states, reported The Times of India on December 22. The IM members would also attack Jews, especially tourists from Israel, Yasin claimed, according to a top official. According to sources, Yasin claimed the IM was closely associated with al Qaida and was working to distance itself from ISI. "The passion (among IM leaders) for fighting in NATO forces in Af-Pak region by becoming part of al Qaida and distancing from ISI are some of the new trends in the IM based in Pakistan, which is also leading to a split of the outfit," Yasin told interrogators. To the surprise of Indian agencies, Yasin disclosed that Mohammad Sajid (Bada Sajid), who was involved in the Delhi 2008 serial blasts and was present in Batla House, is fighting in FATA (Federally Administered Tribal Areas) region in northwestern Pakistan. "He (Bada Sajid) was even wounded in the fight there," Yasin said. Yasin was friends with Bada Sajid, Atif Ameen and Chota Sajid, members of the IM's Azamgarh module, and had made bombs initially with them for Delhi, Jaipur, Ahmedabad and Surat blasts in 2008. Bada Sajid fled India after the Batla House encounter, in which Chota Sajid and Ameen were killed. Yasin told intelligence officials that the "conflict and bickering for change in the command of IM is apparent". He gave names of IM members who are having ideological differences with the outfit's leadership in Pakistan. "The group comprising Afifi alias Mota Bhai, Sultan, Safi and Farhan are upset about activities of Iqbal Bhatkal," he told agencies. During his custody in NIA, Yasin had given primary details of IM's association with other terror outfits including al-Qaida. Giving an account of his conversations with Riyaz Bhatkal, he said, "Riyaz talked of going on a tour to meet al Qaida and that he wanted to discuss about the journey. He mentioned that he couldn't go to Tehrik-e-Taliban Pakistan (TTP) and that he will join hands with al Qaida. He explained that there were two types of Taliban - one was of Afghanistan and the other of Pakistan. All in Pakistan were supporting the Taliban of Pakistan. Al Qaida was also supporting the Taliban-Afghanistan. But the Taliban of Afghanistan talked only about Afghanistan and not about other places. Riyaz said they (Taliban-Afghanistan) had their priorities in Afghanistan. He said Taliban of Afghanistan were clear that they would not let their land to be used against others." Yasin claimed Riyaz told him that they (IM) would be under the al Qaida and that he was going to Waziristan.

The Madhya Pradesh (MP) Anti-Terrorist Squad arrested three activists of the Student Islamic Movement of India (SIMI), including Mumbai based Abu Faisal alias 'Doctor' who had escaped from Shahid Loknayak Tantya Bhil District Jail in Khandwa District of MP with six others on October 2, 2013, from a house in Barwani District of MP, The Times of India reports on December 24. A sum of INR 100,000 in cash and three pistols were seized from them. Abu Faisal is alleged to be a vital link between Indian Mujahidin (IM) and SIMI. Two others who were arrested along with Faisal were identified as Khaleed Ahmed of Sholapur (Maharashtra) and Irfan Nagori of Mahidpur in the Ujjain District of MP. The duo, Police said, are hardcore SIMI activists and were providing logistic support to Faisal after the escape. In the incident that took place at the Jail in Khandwa on October 2, 2013, seven inmates had broken open the ventilator of their barrack and scaled the wall using blankets. Six of them were SIMI activists. While one of them identified Abid Mirza, a terror accused, was caught and assaulted by locals who mistook him for a thief. Others Abu Faisal alias Doctor, Aslam Ayub Sheikh Mehboob, Mohd Ejajuddin, Zakir Badul and Amjad Khan alias Dawood had managed to escape. All of them had been in jail since 2011 accused of murder, dacoity and communal violence. Director General of Police Nandan Kumar Dubey said, "They are being interrogated for more details. We are hopeful that remaining five would be arrested soon."

The trio was involved in extortion from tea garden owners and other businessmen from north Bengal by issuing threats. Cash amounting to INR 37,000, a motorcycle, mobile phones, some papers related to KLO and flags were seized from their possession. Siliguri Additional Deputy Police Commissioner K.S. Rajkumar, who led the team which nabbed the three, said they disclosed during interrogation that KLO supremo Jivan Singh and other top leaders regularly visited Nepal. Contact details of several KLO leaders were found from them. Rajkumar said the senior KLO militants were trying to reorganize the outfit from their hiding place in Jhapa of Nepal. According to a recent confidential forensic analysis report, the influx of Fake Indian Currency Note (FICN) into India is being seen as one of the biggest threats to the country's economic stability, IBNLive reported on December 26. In 2009 the Union Ministry of Home Affairs formed a high level secret panel for a comprehensive analysis of FICN recovered from across the country. What followed was a year-long investigation in collaboration with the National Investigation Agency (NIA) and the intelligence agencies. Samples of fake currency notes were collected from states of Maharashtra, Goa, Kerala, Madhya Pradesh, Rajasthan, Karnataka and Jammu & Kashmir. The fake notes were forensically compared with the genuine ones from Pakistan, Sri Lanka, Myanmar, Nepal, Bhutan and Bangladesh. The panel concluded by saying: "During examination of samples of FICN and the legal tender of Pakistan, most of the pivotal parameters of the paper like GSM of the paper, wax pick quotient, poly vinyle alcohol etc were found matching with the legal tender of Pakistan. The similarity in the furnish used i:e 100 per cent rag content, PH of the paper and surface sizing clearly indicates that a similar manufacturing process has been adopted in case of the FICN samples and the legal tender of Pakistan." The FICN were almost 90 per cent similar to the genuine ones and impossible to spot with a naked eye. Some of the fake notes also display sophisticated features like security thread, watermarks, latent image among others. Some of the parameters used for the analysis are: paper, ink, printing process, special features, thickness of the paper and colour registration. Alarmed by the recovery of FICN worth over 1 billion in the last three years alone, the government amended the Unlawful Activities Prevention Act (UAPA) while only foot soldiers are caught, intelligence agencies believe fake currency is increasingly being used to fund terror in India.

The money collected was to be spent by Faisal in rebuilding the defunct module and also procuring materials needed for explosives and to develop improvised explosive device (IED) to trigger major blasts in the country. After escaping from the Khandwa jail on October 2, 2013 Faisal alone travelled across the four states and met with sympathisers known to him as part of his fund raising exercise. He allegedly hand-picked 15-20 youths from Maharashtra and Madhya Pradesh, including Irfan Nagori (Mahidpur) and Khalid Ahmad (Sholapur-Maharashtra) to build his new team of committed men. Further questioning of Faisal is likely to reveal his links with SIMI-Indian Mujahideen (IM) modules in east UP, Bihar and Jharkhand. Five persons were killed and several others were injured when a bomb kept on a bicycle went off on a road connecting Jalpaiguri town with National Highway (NH)-31 on December 26 evening, reports The Telegraph. The dead were identified as Lalmohan Debnath, Rashidul Islam, Ainul Hussain, Pappu Rehman and Ranjan Roy. Police said they suspected the Kamtapur Liberation Organisation (KLO), which observes its Martyrs’ Day on December 28. S.K. Pujari, the Inspector-General of Police (North Bengal), told journalists: “Preliminary investigations suggest that four-five persons have died in the blast and dozens have been injured. Our officers are on the spot. We are suspecting the involvement of the KLO.”

Indian Mujahideen (IM) arrested ‘India operations chief’ Yasin Bhatkal alias Ahmad Zarar Siddibappa has told interrogators that his outfit was planning to acquire and detonate a small nuclear bomb on Surat (Gujarat), indiatvnews.com reported on December 30. Yasin Bhatkal revealed: "Anything can be arranged in Pakistan. Riyaz told me attacks can be done with nuclear bombs. I requested him to look for a nuclear bomb for Surat…Riyaz told me Muslims would also die in the blast, to which I said that we would paste posters in mosques asking every Muslim to quietly evacuate their families from the city." Bhatkal has revealed that IM militants are regularly given army-level training in Pakistan like handling of pistols, revolvers, AK-47 and explosives, apart from light machine guns, self-loading rifles, and sniper rifles. Times of India added that the plan could not be initiated since Yasin was tracked by the IB and arrested in August, 2013. Yasin himself was the bomb expert of Indian Mujahideen and the outfit's bomb-making capabilities have been affected after his arrest, say intelligence officials. Yasin further stated that "we were also exposed to handling of explosives like PE3A (black colour explosive), C4, C3, TNT, etc. Besides this, we were also exposed to fabrication of IEDs with the help of ammonium nitrate, hydrogen peroxide, gelatin stick and so forth. This training schedule was for 50 days".

National Investigation Agency (NIA) officers on December 30 detained the families of three Indian Mujahideen (IM) operatives wanted in connection with the Patna blasts from Ranchi's Seethio village (Jharkhand), where five IM operatives hatched a plot to bomb Bhartiya Janata Party (BJP) Prime Ministerial candidate Narendra Modi's rally on October 27, reports The Times of India. The detained persons were taken to an undisclosed location where senior NIA sleuths are interrogating them. B.K. Rajvanshi, Sub-Inspector of Dhurwa Police station, confirmed the development, saying: "NIA had requested our assistance, which we provided to them. They have detained three persons, but I do not have any further information," he said. Ranchi SSP Bheemsen Tuti also confirmed the development. Defence Minister AK Antony on December 31 said that a coastal surveillance network was being established with 46 stations as part of it to ensure real-time coastline monitoring, reports Business Standard. Commissioning the Indian Coast Guard ship 'Abheek' in Kochi, he also extended the Government's support for the Coast Guard's plan to substantially increase its force levels to face emerging challenges. He also emphasised the importance the Government accords to coastal security in view of the asymmetric threats from the sea. Coast Guard, he said, will have 150 ships and about 100 aircraft over the next five years. Coast Guard ships are the "workhorses" of the coast, he added.

In a latest advisory, Multi Agency Centre (MAC) has warned that the LeT is planning an attack which could involve multiple teams at more than one location in the country. The outfit may use its maritime capability in the course of such an attack. It is suggested that top Laskhar ‘commander’ Sajid Mir, has been involved in this planning. The fresh terror warning has come as a matter of concern for the intelligence agencies, who believe Sajid Mir is roaming freely in Pakistan, visiting Karachi regularly, and running the terror machinery of the LeT with the help of Pakistan’s Inter-Services Intelligence (ISI).

Madhya Pradesh Anti-Terrorism Squad (ATS) arrested four operatives of Students Islamic Movement of India (SIMI) from Ujjain on December 31, reports The Times of India. Around 24 primed bombs, one pipe bomb, 900 gelatin rods and 600 detonators were seized during the raid, said ATS Chief Sanjeev Shami. The arrested were identified as Javed Nagori, Abdul Aziz, Mohammad Adil, and Abdul Wahid. All four supplied explosives and were in constant touch with Abu Faisal, the chief of the state module of Indian Mujahedeen (IM) and five SIMI operatives who escaped from Khandwa jail on October 1, 2013. Faisal was arrested along with two other suspected SIMI operatives on December 24, 2013, at Sendhawa in Barwani District (Madhya Pradesh), others are on the run.
