Security Forces (SFs) arrested a Lashkar-e-Toiba (LeT) militant during checking of vehicles at an MVCP, near Shuhama Nagbal in Ganderbal District of Jammu and Kashmir (J&K) on March 6, reports Daily Excelsior. The arrested militant was identified as Mohammad Altaf Wani son of Wali Mohammad Wani of Keegam Shopian at Shuhama Nagbal in Ganderbal district. Police said that the militant on seeing the intensive checking by SFs from a distance tried to return towards Warpow route and was challenged. “His attempt to flee was foiled and he was nabbed at some distance from the MVCP. He is already found involved in FIR No 15/22 U/S 18 /20/38 ULAP of PS Shopian”, Police added.

Security Forces (SFs) busted a militant module by arresting four militant associates of Jaish-e-Mohammad (JeM) and also arrested a militant of Lashkar-e-Toiba (LeT) in Pulwama District of Jammu and Kashmir (J&K) on March 6, reports Daily Excelsior. Inspector General of Police (IGP), Kashmir zone, Vijay Kumar, said the arrested militant associates are identified as Umar Farooq Dar son of Farooq Ahmad resident of Shahbad, Soraj Manzoor Malik son of Manzoor Ahmad Malik resident of Midoora, Irshad Ahmad Lone son of Ghulam Mohd Lone resident of Midora and Afnan Javeed Khan son of Javid Ahmad resident of Shahbad. During investigation, it was revealed that these arrested militant associates were involved in providing shelter, logistic support and transportation of arms/ammunition to the militants including Umais alias Usman and Abdul Rahman alias Jaat a foreign militant.

Two civilians were killed and 34 persons were injured including a Policeman when militants hurled a grenade at busy Amira Kadal area near the city centre Srinagar District of Jammu and Kashmir (J&K) on March 6, reports Daily Excelsior. In the incident, one old man from Naid Kadal and a 19-year-old girl, succumbed to their injuries. In light of this act of grenade throwing in the busy Sunday market near Amira Kadal bridge, the police urged all civilians to be vigilant and report any suspected activity to thwart the nefarious designs of militants.

The Security Forces (SFs) arrested a militant associate affiliated with Lashkar-e-Taiba (LeT) in Baramulla District of Jammu and Kashmir (J&K) on March 7, and recovered one AK 56 riffle along with magazine and 30 live rounds, reports Daily Excelsior. “On the basis of specific information received on Monday [March 7], Sopore police along with 32 Rashtriya Rifles and 92 Battalion CRPF launched a joint Cordon and Search Operations (CASO) in Nadihal area of subdivision Rafiabad,” reads the official statement. During the search operation, Firdous Ahmad Wani resident of Check Seri Pattan was arrested and on his personal search, one AK 56 along with magazine and 30 live rounds were recovered.

The General Officer Commanding (GOC) of Srinagar based Army’s 15th Corps Lieutenant General D P Pandey on March 8 said that youth are being propagated to lob grenades at the busy places as militants have failed to carry out big strikes on Security Forces (SFs), reports Daily Excelsior. Speaking to reporters on the side-lines of a function organised on the eve of World Women’s Day in Srinagar, the GOC said that since militants are not able to carry out big strikes on SFs of late, young men are being lured to lob grenades at busy public places as seen the other day in city where an elderly man and a young girl lost their lives. “We believe society has a great role to play here to prevent such incidents,” he added.

The victim was identified as Sameer Bhat. The Resistance Front (TRF), a shadow outfit of the Lashkar-e-Taiba (LeT), claimed responsibility for the attack. As many as 176 attempts were made to infiltrate into J&K from across the border in the last two years in which 31 terrorists were killed, Union Minister of State for Home Nityanand Rai said in Lok Sabha (Lower House of Parliament). Rai said the attempts of terrorist infiltration from across the border are mainly in Jammu and Kashmir which has been affected by terrorist violence, sponsored and supported from across the border. However, noting the targeted killings in Jammu and Kashmir, the officer said, “Some time there is a spurt in terrorist incidents” and the recent killing in “periodic series” are among those, and “it occurs”. Replying to queries during a press briefing here at the CRPF Headquarters, Singh said, “CRPF immediately try to control terrorist incidents in Jammu and Kashmir soon after it gets inputs. These incidents are not totally controlled by internal terrorist people who are there. On many occasions, it is controlled by those sitting across the border and it is directed whom to be targeted or not.” CRPF DG Kuldiep Singh informed that the CRPF has neutralized 175 terrorists in Jammu and Kashmir and apprehended 183 from March 1, 2021, to March 16, 2022. Meanwhile, the CRPF has recovered 253 arms from Jammu and Kashmir and seized 7,541 ammunitions as well as 96.38 kilogrammes explosives, 23 Improvised Explosive Device (IED), 232 grenades, and 36 detonators from the Union Territory, Singh said. Further, he informed that as many as 91 encounters have taken place from March 1, 2021, to March 16 this year.

Officials said Pakistan had been desperate for long to get itself out of the grey list of the Financial Action Task Force (FATF) and this change in tactics should be seen in this backdrop. From its earlier policy of “bleed India thousand times” by directly sending trained terrorists and engage the forces in an indirect war, the Pakistan’s external spy agency, ISI, has changed its approach to launch into a low-intensity conflict by using “religious fault lines” and radicalise youth by instilling in them a sense of deprivation, officials said. In its bid get itself out of the FATF grey list, which Pakistan has been trying since 2016, the ISI began creating multiple shadow terror groups like The Resistance Front (TRF), Kashmir Tigers (KT), The People’s Anti-Fascist Force (PAFF) and Kashmir Janbaz Force (KJF). Minister of State for Defence Ajay Bhatt, replying to a question in Rajya Sabha (Upper house of the Parliament), said the Army has been keeping a strong vigil on the situation and it remains prepared to thwart any threat from “inimical elements”. Aimed at reducing tensions, the Indian and Pakistani armies on February 25 last year announced that they would cease firing across the LoC while recommitting themselves to a 2003 ceasefire agreement. Without mentioning Pakistan, the Minister said Indian security forces deployed along the western borders are “adequately poised to respond to any challenge posed by adversary across the entire conflict”. Referring to the international border (IB) with Pakistan, Bhatt said there are indications of an “emerging narco-terror nexus sponsored by inimical elements across the border”. Director General of Police (DGP) Dilbag Singh said on March 22 that targeted killing will continue to remain a challenge for security agencies till there is a presence of gun and militants in the Valley, reports Daily Excelsior. He also said Security Forces (SFs) are alert at the border to foil infiltration attempts of militants. “When was not targeted killings a challenge? This (targeted killings) challenge is always there until there is presence of gun, militants and involvement of Pakistan,” Singh told reporters on the sidelines of a function in Jammu District. “Militants and their mentors are present everywhere. Such incidents (grenade attacks and targeted killings) take place due to their (terrorist) activities,” he said. The DGP said Jammu and Kashmir Police (JKP) has been quick to solve incidents of targeted killings and action as per law has been taken against the guilty, adding, a large number of militants have been neutralised. Replying to a question on infiltration, the police chief said the border grid is alert to foil any such activity. “Any such attempt (from across the border), will not be allowed.”

A Police spokesman said that it has solved a grenade attack case (FIR number 22/2022 of PS Zainapora) and arrested accused persons involved in the case, besides recovered incriminating materials including arms and ammunition. During investigation of a grenade attack case (FIR number 22/2022 of PS Zainapora), Shopian Police based on reliable sources picked up one suspect identified as Fazil-bin-Rashid, son of Abdul Rashid Alai of Melhura. During questioning, he disclosed that he was working with one active militant namely Basit Ahmed of [Lashkar-e-Toiba] LeT’s, The Resistance Front (TRF) of Frisal Kulgam and on his instructions, he threw a grenade on 19th of March 2022 at Babapora camp (D-Coy of CRPF 178 Bn), in which one CRPF Jawan namely Amit Kumar got injured. Police said that he further disclosed that he lobbed the grenade as a task given by the said militant in order to join militancy. It added that during further questioning, he disclosed the name of another accused person as Qaiser Zahoor Khan, son of Zahoor Ahmed Khan of Nowpora Safakadal, Srinagar. “On the disclosure of accused Qaiser Zahoor Khan, incriminating materials, arms & ammunition including three Chinese pistols, six magazines, four grenades and 30 rounds have been recovered,” the statement said.

Inspector General of Police (IGP), Vijay Kumar, said in Srinagar that this evening during a naka (Police check post) checking at Bemina Chowk, one Over Ground Worker (OGW) Zubair Sheikh of Elahi Bagh Soura was intercepted by Police party and on his search one hand grenade was recovered from his possession. IGP, Kumar said that the accused was arrested on the spot and a case (FIR no 15/2022 under Sections 7/25 of Indian Arms Act and section 13 of UAPA) was registered at Bemina Police Station and investigation was taken up. The accused was put to sustained examination and during questioning he revealed that he had received this grenade from another OGW Shamim Ahmed Chilloo son of Abdul Kareem Chilloo of Tankipora Shaheed Gunj. This accused confessed that he had received a consignment of four hand grenades and handed over one grenade each to Amir Rehman Dar of Tengpura Bypass, Shahid Ahmed Mir of Dangerpora Nowgam and one to Zubair Sheikh. Later raids were conducted on these locations and three OGWs were also arrested and on their instances three more hand grenades were also recovered. “During course of investigation, it came out that the arrested accused were working on directions of the militants of LeT [Lashkar-e-Taiba],” IGP, Kumar added.

The DGP said that the number of militants and militancy related activities have started falling over the past couple of years, “But that doesn’t mean militancy is over. Militancy is still alive but the situation has indeed changed,” he added. DGP, Singh said that as long as guns and grenades are available with the youth, innocent lives will continue to fall. He said that even a single grenade can injure several people and a single weapon can kill and threaten people. “This is why we are taking action and we are at it to destroy their support system and OGWs [Over Ground Workers] who are giving them backup”, he added. The DGP further said, “I urge youth to surrender who are carrying pistols, guns and grenades in their hands due to provocations by Pakistan and are killing innocents. I must tell them that this path leads to destruction of their own selves and society. I appeal them to adopt the path of peace.”

Don’t give shelter or harbour militants / associates. Legal action will be supplemented by property attachments as per law,” tweeted Srinagar Police. Senior Superintendent of Police (SSP), Rakesh Balwal said that houses where encounters took place, houses where militants took shelter and planned attacks on SFs and civilians will be attached. So far in 2020-21, over a dozen such houses have been identified in downtown, Pantha Chowk, Soura, Batamaloo, Nowgam and Harwan.

A huge cache of arms, ammunition and explosives was seized from the spot, said an NIA spokesperson. The National Investigation Agency (NIA) on March 27 raided the residence of jailed human rights activist Khurram Parvez in Sonwar Bagh area in Srinagar, the capital of Jammu and Kashmir (J&K), in connection with a terror funding case and seized documents related to financial transactions, reports The Times of India. The NIA, in a statement, said the raids were conducted by a joint team of NIA officers, Jammu and Kashmir Police (JKP) and paramilitary personnel. “The case pertains to collection and transfer of funds by certain NGOs [Non-Governmental Organisations], trusts, societies and organisations on behalf of terrorist outfits to sustain secessionist and terror activities in Kashmir Valley,” said an NIA spokesperson. Jammu and Kashmir (J&K) administration, on March 30, sacked Police constable Tawseef Ahmed Mir, who has been accused of actively working for Hizb-ul-Mujahideen (HM) and trying to kill two of his colleagues, and four more employees for alleged links with terror groups, reports Daily Excelsior. The Union Territory administration terminated the services of the employees following a recommendation of a designated committee constituted under Article 311 (2) (c) of the Constitution that allows dismissal without an inquiry in the interest of the security of the State. Under this provision, the sacked employees can only approach the High Court with their plea. The committee comprising officials from Police and State Home Department was constituted to identify and weed out Government employees who have terror links and are working as Over Ground Workers (OGW) for such outfits. According to the official order, it has been learnt that Mir’s father was a terrorist of the Al-Jihad outfit and he was killed during an encounter in 1997. Mir subsequently joined the Police force but covertly started working for terror outfit HM and over the years he became close to several of its terror commanders. He allegedly provided logistics to five terrorists in Shopian District of J&K and in June 2017, he along with terror associates tried to kill a Special Police Officer (SPO). He also allegedly tried to kill a Police constable in Shopian. Later on, he is alleged to have begun recruiting youths for the terror outfit and when his activities became known, a First Information report (FIR) under the Public Safety Act (PSA) was filed against Tawseef at Shopian Police Station. Although he was suspended from the service in July 2017, he was not dismissed. Considering him as a grave threat to national security, the Government has decided to terminate him from service, the order said. Others who faced action are constable Shahid Hussain Rather, Gulam Hassan Parray (computer operator), Arshad Ahmed Dass (teacher) and Sharafat Ali Khan (orderly), it said. Parray was an active member of the banned Jamat-e-Islami (JeI).
