According to official sources, left-wing extremists, Naxalites of the People’s War Group (PWG), killed Khanpur Mandal Parishad (local self-government) president at a place between Dharmaraopet and Budharaopet villages, in Warangal district, on October 1. Police sources said the incident took place when some four Naxalites attacked the victim while he was on his way to the mandal headquarters village from his native place. The Naxalites also reportedly left a chit at the spot warning the ruling Telugu Desam Party (TDP) and Bhartiya Janata Party (BJP) leaders to quit their party posts or face a similar fate. This was the second incident of the killing of a Mandal Parishad president within a fortnight.

According to official sources, the Orissa government has announced a compensation package for police personnel killed or injured during encounters with left-wing extremists, Naxalites. The government, on October 2, said the next of kin of any police personnel above the rank of inspector would get Rs five lakhs and those of the rank of inspector or below would be paid Rs 4 lakh as compensation, if killed during a Naxalite attack or encounter. The affected family would also have the option of availing special family pension in keeping with the rate of the salary and allowance of the police personnel for the remainder of his service period. Also, a member of the family may be provided a suitable job under the rehabilitation scheme. A police personnel completely injured in an encounter with Naxalites will get Rs 2 lakh and anyone partially affected would be paid Rs 1 lakh.

On the occasion of the 132nd birth anniversary of Mahatma Gandhi, on October 2, the Adilabad district police organised a major rehabilitation event for surrendered left-wing extremists, Naxalites, and distributed jeeps, tractors, auto-rickshaws, besides cash to run business. 35 surrendered Naxalites were the beneficiaries. 21 left-wing extremists, Naxalites, surrendered before Andhra Pradesh Chief Minister N Chandrababu Naidu in Hyderabad, on October 3. Of these, 15 belonged to the People’s War Group (PWG) and six to the Communist Party of India, Marxist-Leninist CPI-ML (Janasakthi) and Praja Prathigatana groups. They include a ‘District Committee’ member of the PWG wanted in nine murders and carrying a reward of Rs. three lakhs on his head. Speaking to the media after the surrenders, Naidu reiterated his appeal to the Naxalites to join the mainstream. He said his government has instituted a rehabilitation package for surrendered Naxalites and most of the persons who joined the Naxal movement did so out of sheer ignorance and not driven by hardcore ideology. He added, "We tackle Naxalism from all angles, law and order and also from socio-economic view point. But killing of elected persons is ridiculous". The Chief Minister also appealed to political parties to rise above ideological divides and cooperate with the government to combat the menace of Naxalism in the State. Speaking on the occasion, the State police chief said a total of 201 Naxalites surrendered so far in the year 2001.

According to media reports on October 3, the Bihar government is planning a compensation package for the families of police personnel killed or injured while fighting left-wing extremist (Naxalite) outfits––the Maoist Communist Centre (MCC), the People’s War Group (PWG) or the private armies of landowners. The proposal has reportedly been sent to the Home Department for its sanction. Under the proposal, families of officers of the rank of inspector and above would get Rs.1 million in the event of their being killed in action. Those of the rank of constable and below a sub-inspector would get Rs 750,000. Dependents of the killed police personnel would be given the last drawn salary till the due retirement date of the killed personnel. One dependent would also be given a government job while medical allowances and house loans would continue to be extended to the families. Those who become permanently invalid from injuries sustained in action would get Rs 300,000, while Rs 250,000 would be given to those who require amputation or whose hearing is impaired. The government would also bear all medical expenses.

Four police personnel, including a Deputy Superintendent of Police (DSP), were killed and four others seriously injured in a landmine blast triggered by left-wing extremists, Naxalites, near Bargarh, Garhwa district, on October 4. There was a heavy exchange of fire between the Naxalites and the police after the blast, but the Naxalites managed to escape. A senior police official said the identity of the Naxalite outfit behind the attack was yet to be ascertained. He said a red alert has been sounded in all the three districts of Palamu division and additional companies of paramilitary forces had been deployed in the area. The State’s borders with neighbouring Chhattisgarh had been sealed and raids were being conducted to track down the Naxalites. This is the second major incident of attack on police by the Naxalites. Earlier, on September 23, 12 Central Reserve Police Force (CRPF) personnel were killed and 15 others injured in a landmine blast triggered by the Maoist Communist Centre (MCC) in Hazaribagh district.

Left-wing extremists, Naxalites of the People’s War Group (PWG), killed three persons, including a ruling Telugu Desam Party (TDP) activist, in separate incidents in Guntur and Anantpur districts, on October 5. In the first incident, PWG Naxalites killed the husband of the Mandal Praja Parishad (MPP) president at Machaipalem, Guntur district. Police sources said the Naxalites suspected that the man was a police informer and had, in fact, assaulted the victim twice earlier. In another incident, Naxalites killed a person at Thogarakunta, Anantapur district, branding him as a police informer. In yet another incident, on the same day, Naxalites belonging to the Communist Party of India, Marxist-Leninist, CPI-ML (Vimukti Patham), killed a person at Uravakonda, Anantpur district.

Seven persons, including six police personnel were killed in a landmine blast triggered by left wing extremists Naxalites near Jagpura village, Patna district on October 19. According to official sources, the incident took place when the police party was heading towards Dutt-Mai village where the armed Naxalites had reportedly raided a police picket. The landmine exploded when the police party reached near Jagpura village. The Naxalites, hidden in a nearby paddy field, had triggered the blast killing all on the spot and ripping the vehicle apart. The Naxalites also reportedly looted arms and ammunition of the police party. The identity of the Naxal group behind the landmine blast has not yet been established. A senior police official, while speaking to the media in State capital, Patna, said, "The manner in which the land-mine was blasted has trade- mark of the People's War Group (PWG). It alone is known to carry out such operations." He, however, added that the police also suspected the hand of Jainandan Yadav gang in the incident. "Jainandan Yadav was also a member of the PWG two months back," he said and conceded that land mine blasts had become an unavoidable professional hazard. "We have to change our strategy," he added.

The Naxalites used three steel cans filled with explosives to destroy a boiler and the transformer room of the factory. A fourth can filled with explosives failed to explode. Had this too gone off, the bottling unit of the factory would have been destroyed. The attack came on the eve of the State-wide strike called by the PWG on October 22 to protest US-led military operations in Afghanistan. The Naxalites reportedly left a note behind which said the move was in protest against the ‘imperialistic actions’ of the US in attacking Afghanistan. The Naxalites branded the US as the ‘real terrorist’ and warned that there would be more attacks against multinational companies in the days ahead.

From there, they opened fire at the Maliguda Anti-Naxlaite Picket Post (ANPP). Security forces too retaliated and there was heavy exchange of fire for many hours. The Naxalites managed to escape into the jungles.

The Left-wing extremist (Naxalite) outfit, People’s War Group (PWG), on October 31, announced that it was ready for talks with the government provided the latter put an end to ‘repression’ and ‘killings’. In a statement issued in Hyderabad, the PWG said, "The government should take the initiative in this regard. In such an event, we are also prepared to suspend violence and come for talks". The statement claimed that the PWG had always responded positively to the efforts made by the Committee of Concerned Citizens (CCC) to bring both the sides to the negotiating table. "But, the government has been changing its stand. On the one hand, it says it is prepared for talks and on the other asserts that it will crush the Naxalite movement", the statement said.
