Sukma Superintendent of Police (SP), Abhishek Meena, said the blast triggered after Kumar inadvertently touched the Improvised Explosive Device (IED) hidden in bushes. Cadres of the Communist Party of India-Maoist (CPI-Maoist) were attempting to raise a new armed group along the Madhya Pradesh-Maharashtra-Chhattisgarh tri-junction as they continue to face the heat at their stronghold in Bastar region, an official of the Union Ministry of Home Affairs (UMHA) stated on October 2, reports The Hindu. The official said the new unit, ‘Vistara Platoon,’ was trying to gain a foothold at the tri-junction, which has lesser deployment of Security Forces (SFs) than the seven Districts in the Bastar division of Chhattisgarh, said to be one of the last Maoist bastions.An official of the Central Reserve Police Force (CRPF) said the forces had opened new camps in the once-inaccessible Bastar region to “squeeze out” the CPI-Maoist cadres. The official added, that the focus of SFs will be on the South Bastar-Sukma region and Dantewada and Bastar Districts. There are more than 160,000 CRPF personnel deployed in Chhattisgarh, of which 130,000 concentrate on a 40,000 square kilometres area in Bastar, known for rich mineral deposits of iron ore, granite, tin and corundum.

Security Forces (SFs) recovered two Improvised Explosive Devices (IEDs), planted by Communist Party of India-Maoist (CPI-Maoist), from separate places in Bijapur District on October 3, reports PTI. While an explosive weighing five kilograms was unearthed from Basaguda Police Station area, another of two kilograms was recovered from Gangaloor Police Station limits, a local Police official said.A joint team of Central Reserve Police Force (CRPF)’s 85th battalion and District Force while carrying out an area domination operation on Bijapur-Gangaloor road spotted the IED connection near a Government High School in Tondapara village, around 450 kilometres away from Raipur, he said. Later, the low intensity explosive, packed in a small steel container, hidden beneath the earth on a dirt track was detected there and diffused, he said. In the other incident, a joint team of CRPF's 168th battalion and local Police unearthed the five kilograms explosive from a dirt track between Sarkeguda and New Tarrem where a SFs camp is located, he added. The explosives were defused by the bomb disposal squads, he added.

The Chhattisgarh Police arrested four Communist Party of India-Maoist (CPI-Maoist) cadres, including a couple, in Kanker District on October 5, reports The Pioneer. Acting on specific inputs, a composite squad of personnel from the Border Security Force (BSF) and District Force launched a search operation in the interiors of an area under Koyalibeda Police Station limits, Kanker Additional Superintendent of Police (ASP), Jaiprakash Badhai said. On spotting the patrolling team, the Maoists tried to escape but were nabbed after a short chase in Panidobir village, he said. Those arrested were identified as Ramnath Usendi (30), Saman Singh Anchla (50), Bazaru Ram Anchla (20) and his wife Urmila Anchla (20), the ASP said. Two muzzle loading guns, a detonator, explosive powder, some splinters, electric wires, Maoist banners and other items were recovered from their possession, he said. The cadres would be interrogated to gather details about the functioning of lower rung rebels in the region, ASP, Jaiprakash added.

A security personnel snatched a firearm from a Communist Party of India-Maoist (CPI-Maoist) cadre and fired at the Maoists, forcing them to retreat in Dantewada District on October 6, reports Odishatv. A Police official said five Maoists masquerading as villagers attacked Constable Bhimaram Kunjam at Hitwar village in Maoist-hit Kuakonda. Undaunted, Kunjam snatched the pistol and fired at them, forcing them to flee, the Police official said, adding that the Constable had gone to the village for gathering information. The official said the pistol belonged to sub-inspector who was killed in a Maoist attack in Kuakonda on February 28, 2014.

The United Nations (UN) has received reports of Naxalites [Left Wing Extremists (LWEs)] using children to fight in Chhattisgarh and Jharkhand and of terrorists burning at least 30 schools in Kashmir last year, according to Secretary-General Antonio Guterres, reports Zee News on October 7. In his annual report on Children in Armed Conflict, Guterres said, "Children continued to be affected by incidents of violence between armed groups and the government, in particular in Chhattisgarh and Jharkhand, as well as tensions in Jammu and Kashmir." He further said, "The United Nations continued to receive reports of the recruitment and use of children by armed groups, including the Naxalites, in particular in Chhattisgarh and Jharkhand."In the report for 2015 released in 2016, the then-Secretary-General Ban Ki-moon had said the Naxalites were using children as young as six in Bihar, Chhattisgarh, Jharkhand, Maharashtra, Odisha and West Bengal. Guterres's report covering conflicts during 2016 was sent to the Security Council on October 5. The report recorded far more violations against children by terrorists and other armed groups than by Governments. It said there were about 4,000 verified cases involving government forces and over 11,500 by non-state armed groups in the 20 nations covered in the report. "I call upon the (Indian) government to develop appropriate mechanisms to protect children from recruitment, as well as to separate and reintegrate recruited children," Guterres said. "I also urge the Government to ensure the protection of children from any form of violence in the context of civil unrest or law and order operations." "Children continued to be killed and injured in the context of operations of national security forces against Maoist armed groups," Guterres said, but did not provide any numbers. According to the Ministry of Home Affairs (MHA), 213 civilians were killed in encounters, an increase from the 171 in 2015, but the number of children was not provided, his report said.

The Unmanned Aerial Vehicles’s (UAVs) base at Bhilai in Durg District has been shifted to Jagdalpur in Bastar District of Chhattisgarh, reports The Hindu on October 8. The centre, with about three dozen flying assets of various categories, has been recently moved “lock, stock and barrel” to Jagdalpur, in vicinity of the worst Communist Party of India-Maoist (CPI-Maoist) violence-affected Districts like Sukma and Dantewada, in order to provide Security Forces (SFs) an enhanced aerial surveillance to conduct anti-Maoist operations. “The UAV base has recently been shifted and activated in the heart of the Bastar region of Chhattisgarh. The idea to shift the technical command centre is to provide quick and long haul aerial reconnaissance to the anti-Naxal operations forces on ground like the CRPF, CoBRA and the State Police,” an unnamed senior security official involved in the operation said. The UAVs were earlier flying to Bastar from Bhilai, which is about 300 kilometers away, and hence the amount of time taken to travel would defeat the purpose of conducting timely and precise operations. The Central Reserve Police Force (CRPF) has deployed about 40,000 troops, including teams of its special guerrilla action force Commando Battalion for Resolute Action (CoBRA), in Chhattisgarh, primarily in south Bastar Division, to conduct anti-Naxal [Left Wing extremism (LWE) operations.

A joint squad of District Force and 199th Battalion of Central Reserve Police Force (CRPF) on October 7 engaged in search operation in Maoist-hit areas falling under Bhairamgarh Police Station limits spotted some suspicious persons while passing through a forest patch between Tindori and Dhusawad, who were trying their escape sensing personnel’s presence. The personnel arrested them after a brief chase. The arrestees were identified as Kumari Poyami, Jagra Benjami, Laxman Benjam and Lakhma Podiyami. According to Police, these Maoists were involved in various crimes including demolition of culvert, which was got constructed by the District Administration in association with the Police Department.

Bijapur’s Additional Superintendent of Police (ASP) Mohit Garg said on October 23 that Maoists allegedly abducted the tribal man, suspecting him to be a ‘police informer’, on October 19 from Kandulnar village, located around 450 kilometres from state capital Raipur. Though no complaint was lodged about his abduction, the matter came to light on October 22 when some villagers informed the Police that Rao was allegedly murdered in the night of October 20 by the Maoists after they (Maoists) held a ‘jan adalat (people’s court or kangaroo court)’ in a forest near Kadulnar, he added. The Police recovered the dead body from the forest in the evening of October 22, the ASP further said “As per preliminary reports, the Naxals beat up Rao with sticks after tying his hands while branding him as a police informer at the jan adalat,” Garg said.

The seizure comprised a lathe cutting machine, a drill machine, butts of SLR rifles, SLR trigger guards, a charger, a vernier calliper, some iron-made weapons, Maoist literature and camping materials. SFs reportedly have intensified their operations since the last few months on inputs that Maoists have been trying to expand their base in the tri-junction forests in Rajnandgaon (Chhattisgarh), Balaghat (Madhya Pradesh, MP) and Gondia (Maharashtra). On October 17, a base camp was set up in Malaida on Chhattisgarh-MP border where a joint team of the ITBP, STF, Rajnandgaon Police and the Hawk Force from Balaghat has been stationed, Rajanandgaon SP Prashant Agrawal said. Threecadres of the Communist Party of India-Maoist (CPI-Maoist), carrying cash rewards, were killed in an encounter with the Security Forces (SFs) in the forest of Kopenkadka village under Khadgaon Police Station Limits in Rajnandgaon District at around 10 pm on October 25, reports Tribune India. The SFs had launched an anti-Maoist operation in the interiors of Manpur, around 200 kilometers away from the state capital, Raipur. When the patrol team was advancing through the forests of Kopenkadka, it came under heavy fire that led to a gunbattle between the two sides. However, the Maoists soon escaped into the deep forest on finding security personnel zeroing on them, said Rajnandgaon Superintendent of Police (SP) Prashant Agrawal. During a search, bodies of three Maoists along with three automatic weapons--one AK 47 rifle, one INSAS rifle and one SLR rifle--were recovered from the spot, he added. Those killed were identified as Mahesh, an ‘area committee member (ACM)’; Rakesh, ACM and Pallemadi ‘LOS (local organisation squad) commander’; and Ranjit, Pallemadi ‘LOS deputy commander’; said the SP, adding that they were carrying rewards of INR 500,000, INR 500,000 and INR 300,000, respectively. They all hailed from Bastar region of the state and more details are awaited, he added.
