Maldives Police has re-arrested Mafthooh Saeed on July 1 under charges of possession of materials for making an Improvised Explosive Device (IED), reports Times of Addu. Mafthooh has been remanded for 14 days in custody for promoting extremism, possession of content to make explosives and intent to use explosives to harm others or property. He was first arrested in a police operation in Addu City following the May 6, 2021 Male bombing. The Supreme Court on June 30 released Mafthooh.

The Chairman of the May 6 Committee of People’s Majilis Hassan Afeef has stated during a meeting on July 1 that a three-million-dollar reward was offered to assassinate Parliament Speaker Mohamed Nasheed, reports Sun Online. The statement was made among the Maldivian Democratic Party members and parliamentarians to review the work carried out by the Committee in their probe of the May 6 Male bombing. He detailed that Hulhudhoo MP Ilyas Labeeb had received a phone call from a friend on the night of May 3 requesting to meet up. “During the meeting, Ilyas was told by his friend that a three-million-dollar reward has been offered to assassinate Nasheed… Ilyas had called Defense Minister Mariya Didi on the morning of May 4 to inform of the plan. Mariya then assured that Nasheed was already being provided with the highest level of security.”

He is required to make sure that all stages of the investigation prosecution and trial of the alleged perpetrators, and any related and necessary inquiries are according to the international best practice and national laws.

A man, accused of threatening to explode the Indian High Commission, was arrested on July 3, reports the Edition. Mihaaru news identified the man arrested as Mohamed Inad, a member of the ruling Maldivian Democratic Party (MDP) and had contested in parliament primary of the party in 2019. He had tweeted via an account called "Royal Hassan Thakuru" where he said he required RDX to cause the explosion in the Indian High Commission. The account was suspended shortly afterwards. On July 5, Mohamed Inad was remanded for seven days by the court, adds Sun Online. The Disciplinary Committee of the MDP decided to remove Mohamed Inaad from his position as a member of the party based on the ongoing investigation, reports Sun Online on July 5. ‘

Parliament Speaker Mohamed Nasheed stated on July 5 that the police need to find not just the people who detonated the improvised explosive device (IED), but also the people who planned and funded the May 6, 2021 Male bombing, reports Sun Online. Nasheed further said, “I have told the Commissioner of Police himself that I believe we require more technical assistance in the investigation. And I asked the Commissioner to request for this with the government. The Commissioner later did not speak on the subject.” Nasheed also said that the government runs the risk of losing public trust if they fail to conduct a proper investigation into the case. Though Nasheed’s own daughter, Meera Nasheed alleges the attack to be an “inside job”, Nasheed points out he does not believe the government had been involved in the attack, reports Times of Addu on July 6. “I do not believe at all, that the attack was given with the involvement of the government. The citizens know that I am the government. It is very difficult to believe that the government was involved’ he added.

The bill, sponsored by Kurendhoo Island, Lhaviyani Atoll Member of Parliament, Abdul Ghanee Abdul Hakeem, was accepted into the Parliament with a majority vote of 47. Parliament’s Security Services Committee (241 Committee) has concluded its inquiry into May 6, 2021, Male bombing and passed the final report on July 7, reports Sun Online. Other than proposals on ensuring security to Parliament Speaker Nasheed, the report recommends establishing a harmonized data system through which Maldives National Defense Force, the police and other institutions declared on the Counter-Terrorism Act can exchange intelligence on matters that may threaten national security; calls for the establishment of a mechanism to identify and take action against people who engage in communications that incite terrorism and extremism via media and social media; and finally recommends implementation of whole government approach and whole society approach to curb the spread of extremism in Maldives.

The Criminal Court on July 7 ordered to release three suspects arrested in connection to the May 6, 2021, Male bombing, reports Sun Online. Prosecutor General’s Office spokesperson, Public Prosecutor Ahmed Shafeeu said that Criminal Court judge Hassan Saeed ordered the release of three of the suspects. The identities of the three suspects released have yet to be disclosed. Later on, July 7, Maldives Police Service (MPS) revealed that none of the suspects of the May 6, 2021, Male bombing has been released from custody, reports Times of Addu. MPS further stated that the released three were those arrested in the counterterrorism operations which were carried out in Maldives following the May 6 attack.

The Parliamentary Committee on National Security or the 241 committee's inquiry report sheds light on several issues regarding the Maldives National Defense Force (MNDF)'s failure to share intelligence in connection to the May 6, 2021, Male bombing, reports Rajje.mv on July 9. It is highlighted on the report that Parliament Speaker Nasheed’s Close Protection Team was not receiving intelligence information. Therefore, the committee recommends a national intelligence law to declare collection and management of information and intelligence on crime and matters related to national security, safe management and exchange of information and intelligence, mitigation of inconsistencies between counter-terrorism intelligence agencies, and make each of the functions clear.

Media Official, Public Prosecutor at Prosecutor General’s Office confirmed today that the cases sent today were against Ahmed Adhuham Rasheed (26), Mujaz Ahmed (21), Thahmeen Ahmed (32), Ahmed Fathih (23). Moreover, Criminal Court has remanded the four suspects to jail pending the outcome of the trial. Through CCTV footage, the Police have identified Adhuham as the person who had detonated that IED. Additionally, the Police identify Fathih as the owner of the motorcycle the IED was strapped to.

In a press conference on July 24, to deliver the updates on the investigation on the May 6, 2021, Male bombing (targeting Mohamed Nasheed), Assistant Commissioner of Police Mohamed Riyaz said that “the findings from our investigation do show that the suspects do follow the ideologies maintained by IS [Islamic State], and even has actively taken part in spreading this ideology. They also wish to present themselves as people who aid IS”. He, however, added that there are no solid grounds for the Police to believe that the suspects have a direct connection to Islamic State or any other international groups. Riyaz also stated that suspects believed that government-provided salary was haram, but had requested for income support allowance issued by the government. Assistant Commissioner of Police Mohamed Riyaz said that there is no evidence directly linking the May 16, 2021, Male bombing incident (targeting Mohamed Nasheed) with an alleged assassination plot reported to Defense Minister Mariya Ahmed Didi prior to the attack, reports Sun Online. “We have received no evidence to directly link the information Ilyas Labeeb received with the actions of the suspects who staged this attack,” he said. He further said there is no evidence to suggest the suspects carried out the attack in exchange for money. Riyaz also said Nasheed has yet to provide a statement to the police. He said that investigators attempted to get information from Nasheed when he had been in Male, but he declined to comment given it had been the initial stages of the investigation. Riyaz further said it was not the first time for Nasheed to become a target for improvised explosive device (IED) attack. Nasheed’s family and supporters believe Defense Minister Didi to be criminally liable for failure to report the information to the police, and have demanded her resignation.

In 2017, the police raided the office of Attic Pvt. Ltd., Ma. Kinaaraa House, and Ma. Namoonaage in Malé city and found a large amount of chemicals needed to create explosives. Four suspects were caught at the crime scene, including Thasleem, attempting to build explosive devices. Thasleem was released on 4 October 2018.
