The cadres belonging to the Limbuwan State Council (LSC) assaulted Mina Pun, a Constituent Assembly (CA) member from the Rastriya Janamorcha Party (RJP), and other party activists while they were taking part in her party’s programme at the Damak Chowk of Jhapa District on January 2, reports Himalayan Times. The CA member Pun said more than 100 Limbuwan cadres chased her and supporters of her party and seized the banner, pamphlets and other materials. ‘’They attacked us for organising a programme against federalism and warned us of dire consequences if we gave continuity to such campaigns,’’ Pun said. Admitting that his cadres had intervened in the programme, Lok Sagar Sanba, a leader of LSC, said they will not allow anyone to organise programmes against federalism.

Speaking at a programme in Kathmnadu, Prachanda said, "The reports appearing in the media that our party has decided to take disciplinary action against Bhattarai are false. We have not taken any decision on this regard yet." There are some issues related to Bhattarai's dissatisfaction in the party, but such issues are always common in any left-wing and the UCPN-M is not an exception to this, he explained.

Chief of foreign department of Unified Communist Party of Nepal-Maoist (UCPN-M) Krishna Bahadur Mahara on January 3 talked about the possibility of country facing a "constitutional crisis" following the departure of the United Nations Mission in Nepal (UNMIN) before the completion of its mandate, reports Nepal News. He said this was so because the UN political mission has become an integral part of the interim constitution. Speaking at a programme organised by Maoist aligned Revolutionary Journalist Association in Dhorahi of Dang, he said "The exit of UNMIN without the completion of the army integration task and successful conclusion of the peace process will leave a void that can possibly create a constitutional crisis in the country."

The Unified Communist Party of Nepal-Maoist (UCPN-M), on January 4 sent a second missive strongly objecting to the Government request for transfer of United Nations’ Mission in Nepal (UNMIN) assets along with arms and ammunition of the Maoist combatants cantoned in seven different camps under UN supervision, reports Kantipuronline. The second Maoist letter comes after the contents of the Government letter sent on December 31, 2010, to the world body became public. The Government is keen to replicate UNMIN’s core competencies through the Special Committee for supervision, integration and rehabilitation of Maoist combatants. In the letter, the Maoists have warned that the Government move will seriously violate the Interim Constitution, Comprehensive Peace Accord (CPA) and Agreement on Monitoring of the Management of the Arms (AMMA) and jeopardise the peace process.

The withdrawal of the arms monitors comes a day after the UNMIN reduced its monitoring activities to seven main cantonment sites. Earlier, the arms monitors stationed at the main cantonments would make a periodic visit to the 21 satellite cantonments to monitor the compliance of the Maoist army personnel with the Agreement on the Monitoring of the Management of the Arms and Armies and the provisions of the Comprehensive Peace Agreement. “The remaining manpower now wouldn’t be sufficient to monitor the satellite cantonments,” UNMIN spokesman Kosmos Bishwokarma told.

The Central Committee (CC) meeting of the Unified Communist Party of Nepal-Maoist (UCPN-M) on January 5 failed to reconcile Chairman Pushpa Kamal Dahal aka Prachanda and Vice Chairman Baburam Bhattarai, reports Kantipuronline. Bhattarai stuck to his stand on the immediate action plan, peace and constitution, organisational reshuffling and other issues, where as Prachanda’s new document stressed on peace and constitution, but Bhattarai termed it unclear and wrote a note of dissent. The CC also could create a clear framework for organisational reshuffling after the Bhattarai faction objected to Prachanda’s proposal on it. Dahal offered to make Bhattarai coordinator of the people’s movement but Bhattarai rejected it saying he could not take the helm if the party won’t embrace his political line. The meet agreed to appoint Vice Chairman Mohan Baidya chief of the party’s organisation department — the party’s most powerful wing — and his supporter Netra Bikram Chand in-charge of Young Communist League (YCL).

Police believe that the outfit is largely comprised of disqualified Maoist combatants and it is involved in crimes like extortion, abduction and robbery in the Dstrict. The taskforce which the three major parties had decided to form last week comprises a total of six members - two representatives each party. From UCPN-M Vice-chairman Narayan Kaji Shrestha and leader Barsha Man Pun are in the taskforce. Police made public four operatives of a newly formed armed outfit, who were recently detained for their involvement in extortion. Of the detainees, Rahish Dhapali alias Abhyan Singh (25) of Nepalgunj-12 is the chairman of the Banke-Bardiya chapter of the Nepal Marxbadi Ganatantrik Yuba Tiger (NMGYT) and Kamalesh Chand alias Bikram Singh (27) is the Banke-Bardiya area secretary of the outfit from Holiya-9. The other two are identified as Sitasaran Barma (52) of Holiya-8 and Anantaram Sunar alias Rajesh (30) of Nepalgunj-13. According to Police sources it seized two pistols, bullets, three mobile phone sets, four SIM cards, pamphlets and donation receipts from them.

A top parliamentary panel in Nepal on January 25 approved key changes in the rules for electing a Prime Minister (PM) that would make it mandatory to vote for a new leader in the House poll, amid a deadlock that has left the country without a Government for nearly seven months, Times of India reports. The five-member parliamentary committee headed by Ek Raj Bhandari recommended making it mandatory to vote in a multi-cornered Prime Ministerial poll in the House. Under the recommendations, lawmakers will not be allowed to abstain, attendance will be mandatory, and the Parliamentary speaker will be able to disqualify candidates after three failed rounds of voting. It has proposed termination of the election process if the House fails to elect a PM in the third round of polls. "We have proposed drastic changes to the laws in practice for electing a prime minister. The new provision suggests compulsory voting in favour of one candidate if there are more than one candidates," said Bhandari.
