Meanwhile, the preliminary discussion on the Bill on First Amendment of Constitution of Nepal concluded in Kathmandu on January 3, reports The Himalayan Times. Speaker Onsari Gharti Magar, however, paused the remaining proceedings of the bill till 1:00pm January 4, hoping for a breakthrough in the negotiations among three major political parties and agitating United Democratic Madhesi Front (UDMF) to resolve the Tarai unrest. The Speaker would provide 72 hours to receive amendment proposals from lawmakers on the bill at January 4’s meeting slated for 1:00pm. Altogether 58 lawmakers of the parties other than agitating Madhesi parties put forth their views during the four-day discussion on the bill that concluded on January 3.

Separately, the three major political intalks with the UDMF held at the Prime Minister's official residence at Baluwatar in Kathmandu on January 3 put forward a proposal on forming a joint taskforce to finalize a roadmap to an agreement with UDMF, reports Republica. The meeting concluded with a decision to expand the existing task force by including a UDMF representative to try and forge consensus on the ways to address the front’s 11-point demands. The talks ended inconclusively as the UDMF asked for time to discuss the proposal within the parties in their coalition.

Meanwhile, UDMF has agreed to finalize the delineation issue under the state restructuring through the high-level political committee in the meeting of the joint task force of the three major political parties and the UDMF held in Kathmandu on January 16, reports Republica. Leaders participating in the meeting have said the talks were heading towards becoming fruitful as the Madhesi Front has expressed its conditional agreement to the proposal they have put forth. As per the proposal, a team comprising experts will finalize the border delineation issue within three months and the recommendation of the team would be legitimized. Both sides have agreed to forge consensus before the meeting of the Legislature-Parliament on January 19.

They decided that the Bill get endorsed so as to address maximum demands of the protesting UDMF. Leaders of the ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Unified Communist Party of Nepal-Maoist (UCPN-M), Rastriya Prajatantra Party-Nepal (RPP-N) and Madhesi Janaadhikar Forum-Democratic (MJF-D) were present in the meeting along with the NC.In the meantime, Federal Socialist Forum-Nepal (FSF-N), one of the major constituents of the protesting UDMF, on January 24 decided to launch Kathmandu-centric national protests claiming the first amendment to the Constitution was insufficient to address its demands, reports The Himalayan Times. Meanwhile, former Prime Minister and former Unified Communist Party of Nepal-Maoist (UCPN-M) leader Baburam Bhattarai organizing a press conference in Kathmandu on January 24 formally announced the names of 35 members of the Interim Central Council (ICC) of his New Force, which would turn into a political party soon, reports The Himalayan Times. Bhattarai said that the ICC would have a total of 265 members. He also collected Rs 1,000 each from all 35 members of ICC. Bhattarai introducing the 35 members of the ICC said they joined the New Force because they were inspired by the vision of his new force. Those included in the ICC were former UCPN-M leaders Devendra Paudel and Ram Chandra Jha. Poudel and Jha had deserted UCPN-M to join Bhattarai’s new force.

Issuing a press release, the UDMF said the two amendments made to the new constitution on January 23 were a result of the unilateral decision of the three major parties that imposed the new Constitution on marginalized communities in the same manner. The front announced fresh protests from January 27 to February 1, including candle light vigils at District headquarters in memory of those killed during the protests, organizing regional mass meetings and holding interactions in District headquarters with politicians, intellectuals, employees and various organizations.

He said “Concerned ministries have been asked to submit the draft bills to the Law Ministry within the second week of April as it is essential to make 60 laws for proper implementation of the Constitution. It is not possible to make all laws at once. Out of the total 315 laws, preparations are underway to make 193 at first.” According to him, his Ministry was doing homework to make 110 federal laws, 22 provincial laws and six local laws.
