Nepal News quoting Nepal Samacharpatra report on November 8, said the Royal Nepalese Army (RNA) has been conducting a fresh security operation in Maoist strong hold areas in the mid-western districts of Rolpa and Rukum for the past one week. The report quoting security force sources confirmed that a large number of troops have entered these districts and have been conducting ground as well as aerial attacks. The Chief district officer of Rolpa, Kamal Mani Kafle, said that large number of Maoists including some central leaders have started assembling in and around Thabang and could be planning major attacks in western districts. The RNA divisional spokesperson, Yagya Bahadur Rajaure, said it was not a military operation but a regular process and an attempt to "dominate the Maoist areas". However, there were no reports of human casualty so far during the offensive.

According to the notice, those who are leaving their villages for other parts of the country should take permission from the ‘VDC people’s government’ and will have to pay Rs 100 a month. Further it said that those who are leaving for Japan, US and Europe will be charged Rupees 1 lakh, for Korea it will be Rupees 50,000 and for Gulf, Rupees 30,000 would be charged. It also said stringent action will be taken against those violating the order.
