In an interview to the Washington Post, President Pervez Musharraf stated that Osama bin Laden’s whereabouts are not known. Asked whether the trail had gone cold, he said "Yes, if you mean we don’t know, from that point of view, we don’t know where he is." He however added Pakistani forces are still aggressively pursuing search for Osama. President Musharraf also denied news reports that his troops were withdrawing from South Waziristan. Pakistan instead has ordered a "relocation" and tactical shift of its forces now that extremists have been flushed out of five valleys in South Waziristan and forced into remote mountains, where they will be pursued by Pakistan’s helicopter-borne Special Operations Task Force, Musharraf said.

"Intercepts in one sector have dried up. That doesn't mean militants have gone quiet. We are still picking up chatter in other areas. They are still out there. But the intercepts are getting fewer and fewer. This is an indication they are on the move and relocating," a senior military officer said at a briefing.

The military operation in South Waziristan would soon come to an end as negotiations for a political settlement are going on with the tribesmen along with army operation in Mahsud area, said Major General Shaukat Sultan, Director-General, Inter Services Public Relations (ISPR), in Peshawar on December 8. Addressing a seminar on the Federally Administered Tribal Areas (FATA) at the Area Study Centre, University of Peshawar, he said the part of South Waziristan inhabited by the Ahmadzai Wazir tribe had already been cleared, adding, the wanted people had surrendered to the government and they had showed good behaviour. But in Mahsud area, he said, there were certain pockets, where the operation continued. He said Rupees 260 million had so far been paid in compensation.

Briefing the Peshawar-based media at the historic Durrani Fort on December 9 about the Army's achievements, Maj-Gen Niaz Khattak, General Officer Commanding, Kohat stated that the persistent military operations against foreign militants and their local harbourers have reduced the strength of these elements to 100 in South Waziristan tribal agency. He, however, said the forces have not been able to get any clue to the whereabouts of Osama bin Laden. "I never heard that Osama or second class leadership of his Al Qaeda network have ever stayed in South Waziristan. All those who were here were mostly the least important figures of the network". He added there were round about 600 foreign militants at the time the Army launched operation against the Al Qaeda linked militants and their local tribal sympathisers. "Their strength has reduced to 100 plus now, who too lost support of the local population," he told newsmen. Regarding Army's losses, Khattak said the Pakistan Army and the paramilitary Frontier Corps had so far lost 200 men in the Waziristan operation. More than 246 militants, including some over 100 foreign terrorists, were also killed, while 579 militants were arrested in 35 military exercises.

According to Dawn, military sources have indicated that during the first week of October 2004, Rupees 60 million was distributed through the Al Qaeda network to its three key operatives in the Waziristan area. One of the recipients was fugitive tribal militant leader, Abdullah Mehsud, said sources. The cash, mostly in dollars, comes generally from countries in the Middle East and Central Asia and large amounts are distributed among local people to provide refuge to foreign militants. It was found that in one particular case, a Madrassa (seminary) was paid Rs100, 000 for providing shelter to militants for one month.

The Government announced, on December 17, a Rupees five million reward for the capture of Waziristan-based tribal militant Abdullah Mehsud. Col. Zahid of the Inter-Services Public Relations (ISPR) told a private television channel that the reward would be given to anyone who assisted the military in capturing Mehsud. He also said that Peshawar Corps Commander, Lt. Gen. Safdar Hussain, had announced the reward during a meeting with tribal elders from the Shabikhel and Shamankhel Mehsud sub-tribes on December 16. Abdullah Mehsud had reportedly gone into hiding after a military offensive in the Mehsud tribal territory in South Waziristan during November 2004.

The Government has turned down an offer to surrender from the South Waziristan-based tribal militant leader, Abdullah Mahsud, according to The Nation. Mahsud, a former Guantanamo Bay inmate who is wanted for the abduction of two foreign engineers, had made only a conditional offer to surrender, said Mehmood Shah, security chief for tribal areas. "Our terms for his surrender are that he should hand himself over to the authorities without any preconditions," Shah said in Peshawar. As reported earlier, the authorities had offered a five-million-rupee reward for information leading to the capture of Mahsud.

No loss of life was reported as the occupants, primarily children and women after the male members had gone underground, were asked to leave before the operation. A few days ago, the troops had reportedly recovered a huge quantity of arms and ammunition from this house belonging to Shah Qaimoos Khan Mehsud, who is alleged to have links with the Al Qaeda.

According to Statesman, the Corps Commander Peshawar, Lt Gen Safdar Hussain, has warned the South Waziristan-based terrorists, including Abdullah Mehsud and Baitullah Mehsud, to surrender before January 15, 2005, or else stringent military action will be taken against them. He was addressing a 40-member Jirga (tribal council) of Mehsud sub tribes at the corps headquarters on December 27. An official spokesperson later indicated that surrender and amnesty to all the wanted men, including Baitullah Mehsud, will be subjected to guarantee by their tribe while Abdullah Mehsud will have to surrender unconditionally because of his anti-state activities and involvement in the abduction and killing of Chinese engineers.

Sharif, who belongs to the Ahmadzai Wazir tribe, was declared the most wanted militant during the army operation and had earlier refused to surrender. His four companions had already signed agreements with the authorities in November 2004, promising them good conduct and no shelter to foreign militants. An official handout released in Peshawar reportedly said that Sharif called on Governor, Syed Iftikhar Hussain Shah, and assured loyalty to the country.
