Seven militants were killed on September 4 in Batwar Khas, Chachagi, Kambeli, Tendo Dag and Kumbat areas of Salarzai tehsil (revenue unit) in Bajaur Agency of Federally Administered Tribal Areas (FATA), near the Afghan border, as Security Forces (SFs) kept up their attempts to drive out the fighters from their hideouts, reports Dawn. The clashes between SFs and anti-militant tribal fighters on one hand and Afghanistan-based Pakistani militants took place in Batwar Khas, Chachagi, Kambeli, Tendo Dag and Kumbat areas. Both sides used heavy weapons. Sources in the SFs claimed that seven militants were killed. Two volunteers of an anti-militant tribal group called Lashkar suffered injuries, according to locals. Sources said militant infiltration from Kunar province of Afghanistan to Bajaur continued unabated. Fresh groups of militants had replaced the tired ones. The militants frequently use secret routes to intrude into Bajaur from across the border. Sources said jet fighters and helicopters had been unable to pin down the militants to their lairs in dense forests of Salarzai tehsil.

The Government vaccinated children in inaccessible areas of Tirah Valley of Khyber Agency in Federally Administered Tribal Areas (FATA) for the first time during the last four years with the help of Ansarul Islam (AI), a banned outfit, Dawn reported on September 5 quoting officials sources. Official sources said that cooperation by Ansarul Islam led to vaccination of children in 95 per cent area of Tirah. “It is a major breakthrough as many efforts to vaccinate children in the Taliban-controlled areas had failed,” officials said, crediting the vaccinators and Ansarul Islam for protecting 32,641 children against polio. They said that 11,626 children also got vaccine against measles while another 3,889 newborns and below the age of one month were vaccinated to safeguard them from five ailments. The vaccinators covered those children on Monday and Tuesday, they said. “Ansarul Islam and religious leaders attached to the group understand that the poliovirus can cause lifelong disability so they are ready to support the initiative,” said officials. Only four families refused to vaccinate their children, however, efforts were afoot to convince them, they said. The officials said that they covered 95 per cent children in Tirah valley of Bara tehsil. “Ansarul Islam played a vital role in countering community refusals,” they added.

Four activists of Tauheed-ul-Islam (TI), a pro-Government militia, were injured when an improvised explosive device went off near a bunker in Zakhakhel Bazaar area in Khyber Agency of Federally Administered Tribal Areas (FATA) on September 5, reports Dawn. Officials said that the explosive device was planted near the bunker of ‘Commander’ Abdul Qadir, who along with his three guards was injured critically in the blast. Most of the members of the group are former commanders and activists of Bara-based proscribed militant organisation Lashkar-e-Islam (LI). They formed Tawheed-ul Islam in March 2011 after developing differences with LI ‘chief’ Mangal Bagh over alleged execution of a Zakhakhel cleric. They expelled commanders and activists of Lashkar-i-Islam from Zakhakhel Bazaar area soon after forming the new organisation and announced to support political administration and Security Forces in clearing the area of all militant groups. The group extended cooperation to polio vaccination campaign, concluded recently in Brag, Karamna, Alacha and Zakhakhel Bazaar areas.

The leaders of different political parties have formed an alliance under the banner of FATA Qabail Ittehad to pressurise the Government for stopping military operations in parts of Federally Administered Tribal Areas (FATA), warning that in case their miseries are not ended they will collectively decide to migrate to Afghanistan, reports Dawn. In this regard a group of tribesmen addressed a joint press conference in Peshawar Press Club on September 5. Briefing media persons, Mohammad Iqbal Afridi said that that drone attacks had greatly disturbed the civilian population of Waziristan Agency and the people had already made their intentions clear to migrate to Afghanistan. He said that launch of an operation in North Waziristan would be a blunder on part of the Government. He said that the FATA Qabail Ittehad would soon convene a meeting of tribal elders to decide future line of action so that they could take steps with consultation.

The menace of militancy and terrorism can be uprooted from the tribal areas by extending the network of development activities and mega-uplift projects in underdeveloped areas, FATA (Federally Administered Tribal Areas) Development Authority (FDA) Chief Executive Shah Sahib said on September 6, reports Central Asia Online. “The mega-dams and road projects are not opposed by the militants,” FDA Chief Executive Shah Sahib said. “Rather, they are also helping in executing these uplift projects, and those who had given up arms are actually working as labourers to build these dams, which would bring a green revolution.” “There are many difficulties, but we are overcoming them with full zeal, and these uplift projects would go a long way in restoration of peace in the region,” he said. The FDA kicked off two small dam projects costing PKR 395 million August 30, FDA General Manager (Technical) Muhammad Naseem Golra said. They will provide drinking water and permanent irrigation in Mohmand Agency and Frontier Region Tank, he added. Workers will finish Moto Shah Dam in Mohmand by June 2014 and Sheen Kach Dam in Tank by December 2013, he added. Another four small dams in the pipeline in the tribal areas, he said, adding that Dandy Dam in North Waziristan and Dargai Pal Dam in South Waziristan have begun operation. Officials have identified 125 potential dam sites in FATA, of which 25 have been marked, he said. Work on 12 sites is likely to start once officials finish feasibility studies. “These projects will not only bring a green revolution in the tribal areas but would also generate livelihood support activities and provide jobs to the local youth,” he added.

Security Forces (SFs) pushed Tehreek-e-Taliban Pakistan (TTP) militants who came from Afghanistan back across the border after more than two weeks of fighting in a mountainous tribal region, reports Indian Express. The Government says over 100 people were killed in the offensive. The violence in the Bajaur Agency highlighted the growing problem of TTP militants using sanctuaries in Afghanistan to attack Pakistan. The frequency of the raids has increased, and this was the first instance in which TTP militants coming from Afghanistan seized and held territory in Pakistan for a significant amount of time. Pakistan has called on Afghan and NATO forces to do more to stop militants from crossing into the country. Kabul and the international coalition have acknowledged the problem, but also want Pakistan to do more to stop militants holed up on its territory from launching attacks into Afghanistan. SFs finally managed to push the militants back from the Salarzai region of Bajaur Agency on September 9, said Jehangir Azam Wazir, the top political official in the area. "Unexpectedly, the militants showed tough resistance this time, but finally our security forces along with volunteers of the Salarzai militia succeeded in eliminating them," said Wazir. The dead included at least 80 militants, 18 civilians, 12 anti-Taliban militiamen and eight soldiers, he said. An additional 13 soldiers are missing and are believed to be in the hands of the Taliban.

At least 15 persons killed and 40 others injured in a suicide attack in a crowded Hamid Market in Kashmir Chowk area of Parachinar town, the headquterer of Kurram Agency, in Federally Administered Tribal Areas (FATA) on September 10, reports Daily Times. “The market was crowded when the attack took place and initial reports say some 10 people are dead,” an official in Parachinar said on condition of anonymity. “The bomber rammed his explosives-laden vehicle into a wall of the market and seconds later there were dead bodies and destruction all over the place,” said a local journalist working for a private TV channel. Around 30 shops were also destroyed in the market where used electronic goods were sold, the journalist said. There was no immediate claim of responsibility. However, Tehreek-e-Taliban Pakistan (TTP) has acknowledged involvement in such attacks targeting Shias in the past. Parachinar is predominantly inhabited by Shias as sectarian conflict has displaced many Sunnis from the headquarters of Kurram Agency. Sectarian violence involving Sunnis and Shias, who account for around 20 percent of the 167 million populations, has killed more than 4,000 people since the late 1990s.

Quoting unnamed officials reported on September 17 that the Pakistan has quietly conveyed to the United States to not make any public statement on its planned operation against militants in the restive North Waziristan Agency bordering Afghanistan. The advice stems from the fact that any remarks by American officials may complicate the Pakistani authorities’ plan to create the ‘necessary environment’ for the Waziristan offensive, a senior Government official said under the condition of anonymity. The official said that the military does not want to be seen as aligned with the US on the issue of launching a fresh operation in the rugged tribal belt because of growing anti-American sentiments in the country. The US has long been calling on Pakistan to go after the Afghan insurgents, the Haqqani network, which is believed to be based in North Waziristan.
