The Senate Standing Committee on Human Rights recommended an effective role of Parliament in monitoring the Inter-Services Intelligence (ISI) Agency and putting it under civilian control, reports Dawn on November 4 (today). A report unanimously adopted by the Committee was presented in the house on October 30, 2013 but couldn’t be taken up for discussion because of opposition’s boycott of the session. The Committee unanimously approved on September 5, 2013 the recommendations which call for setting up a bicameral intelligence and security committee to suggest ways of addressing the issue of enforced disappearance of citizens. The report is a follow-up of resolutions unanimously endorsed by the Senate on March 7, 2013 and National Assembly on March 12, 2012 on the issue of enforced disappearances.A Parliamentary oversight of the ISI will be possible if the committee’s recommendations are included in a proposed Inter-Services Intelligence Agency (Functions, Powers and Regulation) Bill and if approved by Parliament. Although on paper the ISI operates under the administrative control of the Prime Minister, civilian Governments have in the past struggled to bring the Agency under their control, but without success.Keeping in view the ISI’s role as a secret agency, the Senate committee has suggested that the Prime Minister, in consultation with the committee, may exclude from the report any matter prejudicial to national security. The committee will not go into the intelligence sources of the agency, but through policy decisions will guide it in carrying out its work. Going one step forward, the committee has proposed the option of appointment of a retired civil servant of BS22 or equivalent rank in the armed forces by the President on the recommendation of the Prime Minister. The ISI Director General (DG), according to the recommendations, will hold office for four years, extendable by another year, unless he resigns or is removed during his term on grounds of inefficiency, misconduct or physical or mental disability. If approved by Parliament, no DG would be able to get a full-term extension.

A potential terror bid was averted with the arrest of three suspected militants, identified as Zaman, Ali Haider and Shahzad Hussain, and seizure of a huge quantity of explosives during a covert operation by law enforcers in a house in Sector I10/2 of Islamabad on the night of November 10, reported Daily Times. A Police official familiar with the details of the raid said on the condition of anonymity that the arrested suspects were linked to Lashkar-e-Jhangvi (LeJ). The official said that the arrested suspects –– had been shifted to an undisclosed location for interrogation. The official said that the suspects were planning to carry out attacks on Imambargahs in Islamabad.

a red alert has been issued for the federal capital, Islamabad, following reports of potential terrorist attacks on Imambargahs (shia place of worship) during Muharram. Islamabad Senior Superintendent of Police (SSP) asked the police to prevent entry of irrelevant persons, cars or motorbikes within the 200-yard radius of Muharram gatherings. He also directed the Police to keep a vigilant eye on the movement of 23 religious clerics of the federal capital who are listed in Schedule 4 of the Anti-Terrorism Act. Among the 23 clerics, 19 belonged to banned groups likes Sipah-e-Sahaba Pakistan (SSP) and Tehrik-e-Jafaria. They have been required to report their presence in the city to the police every week. It has been learned that 909 majalis and 177 Muharram processions – 159 on the traditional and 18 on newly ‘licensed’ routes – are planned during the month.

The ‘chief fundraiser’ of the Haqqani Network, Nasiruddin Haqqani, was shot dead by unidentified militants in Islamabad, the Afghan Taliban said on November 11, reports Daily Times. “I can confirm that Nasiruddin Haqqani, 36, was shot dead in Islamabad’s Bhara Kahu area on Sunday night. At least four gunmen opened fire on him,” an unnamed senior Afghan Taliban source from the Haqqani Network said.Further, Shahidullah Shahid, the main spokesman for the Tehreek-e-Taliban Pakistan (TTP), claimed, “Nasiruddin Haqqani has been martyred by ISI [Inter-Services Intelligence (ISI)]. He was killed because he bravely supported Taliban chief Hakimullah Mehsud.” National Directorate of Security (NDS), a spy agency of Afghanistan also confirmed Haqqani’s death but blamed it on an “internal conflict”. It did not give further details.Nasiruddin Haqqani was the eldest son of the founder of the Network, Jalaluddin Haqqani.

An Afghan man said to be on a suicide mission was arrested after a brief encounter with security personnel in Tarnol area, a suburbs of Islamabad, on November 14, reports Dawn. According to sources, Matiullah had arrived from Afghanistan via Torkham a few days ago and stayed at a house in Tarnol area. He was reported to be wearing jacket stuffed with about five kilograms of explosives and was planning to attack a 9th Muharram procession near Asna Ashari Imambargah at G-6/2. The sources said the bomber had been arrested on information provided by an alleged Afghan agent detained by a team of security forces and capital police. Syed Mohammad Abdullah told interrogators that he had brought the bomber from Torkham for attacking the procession. The sources said Abdullah used to work for an Afghan intelligence agency. He had also spied for the French Embassy in Islamabad from 1996 to 2010. He had been arrested by Khasadars in Khyber Agency in December 2010 when his movement in Wazir Dhand aroused suspicion. Abdullah was handed over to a joint investigation team comprising officials of the ISI, Intelligence Bureau and police. The report submitted by the team said that he had been involved in spying against Pakistan. The report said that two cases, one relating to a murder attempt, had been registered against him in the Margalla Police Station in 2010.

Federal Minister of Interior Chaudhry Nisar Ali Khan on November 15 ordered a probe into the killing of the eldest son of Haqqani network ‘chief’ Jalaluddin Haqqani, reports The News. Nasiruddin Haqqani, the chief money man for one of the most feared factions fighting US-led forces in Afghanistan, died in a hail of bullets outside a bakery on the edge of Islamabad on November 10. After his death it has emerged that he had been living since 2010 in the suburb, Bhara Kahu, a respected local figure known as "Doctor Sahib". According to sources, Chaudhry Nisar has directed the Police to launch a comprehensive investigation into Nasiruddin Haqqani's murder without leaving any aspect un-probed and report in the least possible time.

Adviser Sartaj Aziz conveyed the Pakistan Government's deep concern to the US Ambassador in Islamabad after the drone strike in Hangu District on November 21, 2013, an official statement said, reports The Hindu. The concern was conveyed on the same day, said the statement on November 22 adding that the Government had strongly condemned the US drone strike that took place in Hangu District of Khyber Pakhtunkhwa. The Advisor re-emphasized that the drone strikes are not only a violation of Pakistan’s sovereignty and territorial integrity, they are also had a negative impact on the Government’s efforts to pursue the consensus in the All Parties Conference to explore the dialogue process for peace and stability. The Government of Pakistan would demand immediate cessation of these drone strikes, he said.

Additional Defence Secretary Major General (retired) Arif Nazir told the Court that the Defence Secretary was on medical leave, and requested more time to produce the missing persons. While observing that no document has been produced about the medical leave of the Defence Secretary the court directed the Additional Secretary to produce the leave sanction order. The bench directed the law officer to take up the matter with the Ministry and ensure production of the internees from the custody of the Army. It observed that since sufficient evidence was available to establish the custody of the 35 persons with the army, therefore, the army authorities were bound to produce them before the court, and had no authority to retain their custody unlawfully. The court held that these persons are not missing as their custody has been identified. It observed that they could be prosecuted if found guilty. Later, when the proceedings resumed, Additional Defence Secretary told the Court that the acting charge of the Secretary has been entrusted to him and he again requested some more time to produce these persons. The court turned down his request and directed the Defence Minister and Defence Secretary to produce these persons on November 28, 2013.

Pakistan has released three more senior Afghan Taliban leaders, official sources said on November 26, reports The Express Tribune. “Yes three more Afghan Taliban leaders have been released,” an official source told The Express Tribune on condition of anonymity. “This is an ongoing process as part of efforts to facilitate reconciliation,” the source added. The leaders were identified as Mullah Abdul Ahad Jahangirwal, a former adviser of Mullah Omar, Mullah Abdul Manan, a former Taliban ‘governor’ in Helmand and Mullah Younus, a former military commander. “These are very important personalities,” a Taliban leader said. Pakistan has also quietly freed ten other low-key Taliban detainees over the past few weeks, the Afghan Taliban claimed. The number of freed Afghan Taliban since November 2013 has now crossed fifty.
